1 9 Billion State School Bond Background Information Polling Data Public Policy Institute of California Survey September 2016: Proposition 51 is called the School Bonds. Funding for K 12 School and Community College Facilities. Initiative Statute. If the election were held today, would you vote yes or no on Proposition 51? o Likely Voters: 47% Yes and 43% No April 2016: If the state ballot had a bond measure to pay for school construction projects, would you vote yes or no? o All Adults: 76% Yes o Likely Voters: 63% Yes o Overwhelming majority of public school parents support the measure: 84% Note the questions: In April the question noted what the bond would do. In September it only noted the cost. This proves that if we can get our message out we can win. Proposition 51 Needs 50% plus One Vote to win the November 8, 2016 Election! We need your help to tell the voters about Proposition 51 - The 2016 State School Bond! 2016 State School Bond Allocation Bond Allocation K-12 New Construction 3.0 Billion K-12 Modernization 3.0 Billion K-12 Charter Schools 0.5 Billion K-12 Career Technical Education 0.5 Billion Jobs Community Colleges 2.0 Billion A State School Bond will leverage local school bonds to create construction jobs. Each 1.0 billion in bond funds creates 13,000 jobs in diverse construction trades. Those jobs and the sales tax on materials would increase state revenues that would help offset bond principal and redemption costs during the first 4 to 5 years. School projects typically can be under contract within 90 days. This means that state and local funding will provide an immediate economic boost. September 2016 Proposition 51 Background Information 1
