1 Teacher Education and Licensure Standards Diocese of Columbus THE LOCAL PROFESSIONAL DEVELOPMENT COMMITTEE (LPDC) AND YOUR PROFESSIONAL DEVELOPMENT The Ohio Teacher Education and Licensure Standards are sections of the Ohio Administrative Code (OAC) and Ohio Revised Code (ORC) that establish requirements for educator licensing. Included in the standards are requirements for obtaining and maintaining all available types of educator credentials including teaching, administrator, and pupil services credentials, permits, alternative credentials, and substitute and temporary credentials. Administrative rules are reviewed on an ongoing basis and the State Board of Education may revise these rules periodically or create new ones in response to recommendations from the Ohio Department of Education, the Educator Standards Board and/or other education stakeholders. House Bill 1, passed in 2009, established a new licensure structure for Ohio educators, effective in The Diocese of Columbus LPDC In 1996, the Ohio General Assembly passed Senate Bill 230, authorizing the establishment of Local Professional Development Committees [LPDC]. Such committees were to be established in every school district by the fall of The purpose of the committee is to review the coursework and other professional development activities completed by educators within the district for renewal of certificates or licenses. The LPDC for the Diocese of Columbus consists of teachers and administrators who represent educators working in schools throughout the twenty-three counties that make up the Diocese of Columbus. Mission Statement The Diocese of Columbus LPDC serves educators employed by the Diocese by guiding their licensure planning so that the Individual Professional Development Plans (IPDPs) reflect the educational goals of the school, the Diocesan Department of Education, and the Ohio Catholic Schools Accrediting Association. The Process: The teacher meets with his/her principal and discusses renewal/licensure plan. The principal approves the IPDP as indicated by his/her signature. The teacher completes relevant form(s) for submission to the Office of Catholic Schools, which then routes the information to the LPDC for approval. If the teacher finds it necessary to revise the initial plan, he/she must have approval from the principal as indicated by his/her signature. As soon as a teacher receives a new license from the Ohio Department of Education, he/she must develop an IPDP for the next 5 years. This is to be submitted to the LPDC for approval at the first meeting of the new school year. Teachers are responsible for maintaining a personal file of all credits, CEUs earned, and professional plans. Credits may be submitted for consideration before the effective date of the new license, as long as they were earned after the issue date. Renewal may be initiated beginning in November of the school year that the license expires. Credits must be submitted to the LPDC and approved before beginning the renewal process. 1

2 RESPONSIBLE PARTIES IN THE LICENSURE AND RENEWAL PROCESS: The Educator To develop an individual professional development plan [IPDP] To have the plan approved by the principal and the LPDC To establish and maintain a file of all credits, CEUs and equivalencies To submit the credits, CEUs, and equivalencies to the LPDC at the time of renewal for renewal approval The Principal To maintain a dialogue with educators in his/her respective building regarding the requirements and individual responsibilities pertaining to certificate renewal and licensure. To distribute to each educator on staff a copy of the Professional Development and License Renewal booklet of the Office of Catholic Schools. To approve individual professional development plans (IPDPs) to assure their alignment with student needs, the school's staff development, and continuous improvement plans. To review the progress of individual professional development plans as part of each educator's evaluation process. To verify completion of all professional development activities of educators in his/her respective building and to verify that they have submitted all required documentation to the LPDC in a timely manner. To formulate and implement his/her own individual professional development plan in equal compliance with the aforementioned standards. The Office of Catholic Schools To electronically sign all requests for renewal of licenses on the Ohio Department of Education website. To oversee the creation and functioning of the LPDC. To serve as liaison between LPDC and the Ohio Department of Education. LPDC Guidelines: Adopted February 1998 Updated January Make up of Committee Committee will serve all elementary and secondary educators employed by the Diocese of Columbus. All committee members must be currently licensed (certificated) educators presently employed by a Catholic school in the Diocese of Columbus unless exempted by the Superintendent. 2. Committee Responsibilities To hold (at least) quarterly meetings and to notify members and teachers of these meetings. Dates typically are published in Daily Dialogue and in the Diocese of Columbus Department of Education calendar. To read and evaluate the submitted Individual Professional Development Plan (IDPD) proposals of all the educators of the Diocese of Columbus. To issue certificates of CEU credit to teachers who have earned appropriate hours. To act on educators' requests for renewal of state licenses once the requirements have been met. To handle all requests in a timely and confidential manner. 3. Office of Catholic Schools Responsibilities To establish a set location for the meetings and to make that address available to all committee members. To make available to all educators the name, position, and school name of each committee member. This is published yearly in Daily Dialogue. To notify individual educator and his/her principal of any non-approved IPDP, CEU, and/or renewal requests. To approve license renewals only with verification of work completed, courses taken and CEUs earned. 2

3 LICENSURE INFORMATION With a renewable, five-year license system, the state will no longer award permanent certificates. To renew a license, a teacher must develop a professional development plan that is then approved by a local professional development committee. Coursework, continuing education units, or other equivalent activities related to the license areas or to classroom teaching will also be required Ohio Administrative Code Chapter Professional Development Each educator wishing to fulfill the license renewal requirements is responsible for the design of an Individual Professional Development Plan, subject to approval of the local professional development committee. The plan shall be based on the needs of the educator, the students, the school, and the school district. Individual goals should align with the school s OCSAA goals. OHIO DEPARTMENT OF EDUCATION REQUIREMENTS Coursework for the renewal of a license shall be completed at an accredited institution of higher education, defined in rule of the Administrative Code as a degree granting institution accredited at the college level by an accrediting agency that is recognized by the United States Secretary of Education. All coursework should lead to new knowledge in the classroom and be related to student achievement. A professional license is valid for five years and may be renewed by an individual currently employed in a school or school district upon verification that the following requirements have been completed since the issuance of the license to be renewed: To renew a professional teaching license: A teacher must acquire six semester hours of college coursework related to classroom teaching and/or the area of licensure; or have acquired eighteen CEUs (one hundred and eighty contact hours) or equivalent activities related to classroom teaching and/or the area of licensure as approved by the LPDC; or a combination of both CEUs and college credits. This work must be done after the initial license or renewal is issued and prior to expiration of the license. Provisional licenses are no longer being issued by the Ohio Department of Education. However, a two-year provisional license is valid if a teacher holds one, and may be renewed if the following requirements are met: To renew a valid two year provisional license a teacher must complete three semester (or 4.5 quarter) hours of coursework relevant to classroom teaching and/or the area of specialization since the issuance of the license to be renewed To renew a provisional teacher license that has lapsed for UP TO FIVE YEARS: a teacher must complete six semester (or 9 quarter) hours of coursework relevant to classroom teaching and/or the area of specialization since the issuance of the license to be renewed. To renew a provisional teacher license that has lapsed for MORE THAN FIVE YEARS: a teacher must complete nine (9) semester (13.5 quarter) hours of coursework relevant to classroom teaching and/or the area of specialization since the issuance of the license to be renewed. A resident educator license is valid for four years and may be extended on a year-by-year basis if necessary. Resident educators should contact the Diocesan Resident Educator program coordinator (Susan Streitenberger). Teachers who hold a resident educator license do not work with the LPDC for their licensure. However, as soon as a teacher advances his or her license to a 5-year professional license, an IPDP should be submitted and the teacher should begin completing requirements for the professional license renewal. 3

4 DIOCESAN REQUIREMENTS To maintain non-tax certificate teaching status: A teacher must earn six semester hours or 18 CEUs or approved activities (LPDC) or a combination of both in five years To maintain permanent certificate teaching status: A teacher must earn six semester hours or 18 CEUs or approved activities (LPDC) or a combination of both in five years PLANNING LOCAL PROFESSIONAL DEVELOPMENT Professional development is required for continued licensure for all educators. It shall be guided by the learning needs of all students and the axiom that all students can learn. It shall include current theory on the learning needs of educators and shall incorporate a planned progression for improvement on a continuing basis. Educators holding non-tax or permanent certificates must follow the same professional development requirements as those holding licenses that expire. All licensed educators must seek approval for renewal of their license through the Local Professional Development Committee (LPDC). Professional development opportunities should: Be based on knowledge about learning and development; Be able to assist the teacher in remaining current in his/her content area; Be focused on providing instruction and learning environments that are responsive to the developmental needs of learners; Include a variety of approaches to accomplish the goal of improving instruction and learner success; Focus on learning and applying collaboration, shared decision making, and problem solving skills; Be able to prepare a teacher to use proven teaching and assessment strategies appropriate to his/her instructional objectives and the needs of learners; Focus on engaging parents and families in improving learners' educational performance. Professional Development may include opportunities: at the local, regional, state, and/or national level; to be of service to the profession through participation in committees and professional organizations at the local, regional, state and national levels; for collegial learning including observations in other learning environments and work settings, internships, peer coaching, and peer mentoring; through collaborative efforts with the larger learning community, including institutions of higher education; designed to increase staff knowledge of interdisciplinary team organization and instruction. 4

5 THE DIOCESE OF COLUMBUS LPDC WILL GRANT CEU CREDIT FOR THE FOLLOWING PROFESSIONAL ACTIVITIES: 1. College Credit No limit on CEUs 1 semester hour = 3 CEUs 1 quarter hour =1.5 CEUs official transcripts 3rd or 4th year undergraduate or graduate course work that is: related to content area received from a 4 year accredited college successful completion of coursework 2. CEU Granting Conferences no more than 9 CEUs a CEU certificate or certificate of completion related to content area or the practice of teaching 3. Religious Education Certification - Intro = 2 CEUs - Basic = 2 CEUs -Advanced = 4 CEUs copy of certificate that indicates completion of Introductory, Basic, or Advanced Religious Education Certification successful completion of course(s) 4. Professional Presentations: Up to 5 CEUs per presentation copy of program (topic of presentation) copy of presentation or outline log of hours for presentation and preparation related to the practice of teaching or content area 5. Mentoring A. Mentoring of a Resident Educator (RE) up to 5 CEUs completion of the mentor training and subsequent registration attendance sheets from RE/Mentor meetings log of hours B. Mentoring of a pre service teacher or administrator up to 3 CEUs school assignment list log of hours must assist an undergraduate student, intern, student teacher, beginning teacher, or beginning administrator must be in conjunction with the Resident Educator program, undergraduate/graduate degree program, or a clinical faculty/mentor program sponsored by the school 6. Curriculum Committee - up to 9 CEUs (dependent upon time commitment) employing educational agency's participation list curriculum guide committee assignment list minimum of 5 hours per activity coordinated by the employing educational agency or other state, national, or international educational agency or organization 5

Membership on diocesan, local [including those serving as chairperson or member of accreditation steering committee], state, or national committees - up to 5 CEUs (as determined by LPDC) sponsoring agency's participation list certificate of participation, or attendance must be beyond the scope of a normal day must be an activity that enhances professional growth 8. Publication of an article - 2 CEUs (or more, at the discretion of LPDC) Copy of article Detailed log of hours must be published in a professional journal must contribute to the effective practice of the education profession and/or the body of knowledge of the endorsement area 9. Educational travel/educational Projects - up to 5 CEUs (subject to principal's and LPDC approval) itinerary must have a summary stating purpose of trip educational objective and explanation of how travel applies to teaching Rubric for Educational Projects/Travel related to one's assigned responsibilities must include a written plan to demonstrate how the knowledge, skills, or products derived from the experience will be implemented in the curriculum or job assignments 12. 7 FREQUENTLY ASKED QUESTIONS 1. When does a teacher's professional development plan have to be presented to the LPDC? The plan should be submitted for approval by the LPDC as soon as a license has been issued by the state, so that the teacher will know to proceed with the plan. Teachers must submit verification of completion of the plan to the LPDC. 2. Do teachers who hold a non-tax certificate have to develop a plan every five years, as do regularly certified teachers? Yes, teachers who are teaching in the Diocese of Columbus on a non-tax certificate must develop a plan the same as a regularly licensed teacher. Teachers holding a non-tax certificate will not be given a contract, if the plan has not been completed. 3. What about teachers who have permanent certificates that were issued under the old ODE system? The Diocese of Columbus requires that they too must develop a five-year plan to maintain their certificate. 4. Once a general plan is developed by a teacher, what happens? When a teacher proposes a professional development plan, he/she presents the plan to his/her principal. The principal verifies that the teacher s plan aligns with the accreditation goals of the school and the Diocese, and that the principal feels the teacher s plan is a worthwhile one to pursue. The principal "signs off" on the plan. The teacher will then submit the plan to the LPDC, which will initially approve it. When the teacher has completed the plan and the plan is equivalent to 6 semester hours of college credit or 18 CEUs, the teacher will submit the completed plan and all documentation verifying completion of the plan to the LPDC for final approval. The LPDC will then notify the Ohio Department of Education. 5. Once the LPDC approves the plan, how long does the teacher have to complete it? Teachers have up to 5 years to complete their plans. 6. What if the LPDC does not approve the plan? The teacher will have to revise the plan in accordance with the recommendations they were given by the committee. Once the plan has been revised, it should be presented to the principal for his/her approval and then resubmitted to the LPDC along with a Revision Form that has been signed by the principal. 7. Must teachers wait until the completion of their plan to submit documentation of credits they have earned? No, teachers are advised to submit their paperwork as they earn credits to ensure that they do not come up short at the end of the five-year period, if something is not approved. 8. Besides certificates or attendance, transcripts, etc., is there any other paperwork I need to submit along with these documents? Yes, each request must be accompanied by the form titled Request to Diocesan Local Professional Development Committee (LPDC) for CEU Credit. The request sheet must have been appropriately signed and dated. 9. Does the Diocese keep records of earned CEUs? No, it is the teacher's responsibility to maintain files of CEU credits earned. 10. What if the teacher has earned CEUs after their license has expired, but before their IPDP has been approved? A teacher may count any CEUs earned after the issue date (not the effective date) of their new license. 11. What should a teacher keep in mind when formulating their individual goals for their IPDP? A teacher s individual goals should be in alignment with their school s Catholic Identity and Student Learning Goals and should answer this question: In which ways will I as a teacher develop my professional skills to implement my school s goals? The written goal should begin with the words I will The Ohio Department of Education offers this advice to educators on how to write a SMART Goal: Specific: A specific goal has a much greater chance of being accomplished than a general goal. To set specific goal, answer the six W questions. o Who is involved? 7

8 o What do I want to accomplish o Where will the action take place? o When will the goal be achieved? o Why is this goal important? For educators, goal setting should consider the larger school community. Make sure it meets your needs and is linked to the bigger picture of the school goals. Try to avoid using words such as try, could, should or maybe as they indicate the goal is not concrete. o Goal is well-defined, outcome is clear to anyone who has a basic knowledge of the project o Provides enough detail to avoid indecision as to what to do. Measurable: Establish concrete criteria for measuring progress toward the attainment of each goal o To determine if your goal is measurable, ask questions such as: How many? How much? To what degree? How will I know when it is accomplished? o Know if the goal is obtainable and how far away the completion is. o Know when it has been achieved o Identify the measurement instrument to be used o Able to determine if it has been achieved because you can count or see it. Attainable: Identify the most important goals, then determine how to attain them. Work to develop attitudes, abilities, skills, and financial capacity to reach them. o Achievable; it may be a stretch but it is possible with the current resources o Clearly defined steps Results-oriented/Relevant: A results-oriented or relevant goal represents a worthwhile objective. Goals should be important to the work and focus on results. o Who is the main person responsible? o Who are the support people? o What are the urgent needs? o The goal is aligned with the results expected and the direction provided by your building s goals Time-Bound: Any effective goal must have a target date. A deadline set too far in the future invites procrastination. A short-term goal could be unrealistic and discouraging. o A specific date is set for achieving the goal (in this case, the expiration date of your license) o Time is appropriate for keeping goal performance focused and on target) 8
