2 GUIDANCE FOR BURSARIES and GRANTS 2017/2018 Askham Bryan College has a serious commitment to student welfare in a safe and supported environment. We recognise that there are costs associated with education and will do our utmost to help you within the limited funds that the College has available from the Government Bursaries All students applying for financial assistance must be studying a Further Education qualification for the academic year September 2017 to July It can be Entry Level 1, 2, or 3 or a Level 1, 2, or 3 qualifications. Food cards and personal protective equipment will be purchased by the College out of the monies awarded. No refunds will be given for PPE bought in advance. They will be available for the student at enrolment if the application has been received and awarded. 50 will be put aside from the award for educational visits. Any monies remaining will be paid into the student s own bank account by BACs termly. 1. Vulnerable Bursary This is for students who are Young people in care Care leavers Young people who receive income support in their own right Disabled young people who receive both Disability Living Allowance (DLA) or Personal Independent Payment (PIP) and Employment Support Allowance (ESA). These young people will receive 1200 per academic year, 35 per week for 34 weeks. They must meet the agreed standards of attendance and behaviour which will be monitored weekly through their Pastoral Tutor and Course Manager. Payments will be authorised and made by the College weekly into the student s bank account via the BACS transfer system. Evidence required Written confirmation from the Local Authority of current or previous looked after status. Written confirmation of receipt of Income Support stating the amount awarded.

3 Written confirmation of receipt of DLA or PIP and ESA stating the amount awarded. Attendance must be over 85% and behaviour will be monitored. The bursaries payment are conditional on this information from their Course Managers or Pastoral Tutor. 2. Discretionary Bursary Students can apply for this bursary that face financial hardship and require assistance with personal protective equipment, transport, or food whilst at the College and assistance with visits relating to their course. Priority will be given to those students on the lowest household income and an assessment of financial need will be made. Evidence required Benefit entitlement/award letter for April 2016 April 2017 only. Previous years evidence can not be used in the assessment. P60 for March 2017 to evidence salary. Tax Credit Notice Award (TCAN) for 16/17 and must have all the pages intact stating household income and figures for the child tax credit and/or working tax credit for 2016 to Certified accounts if self-employed or SA302 Payslip for 31 st March 2017 Evidence of a household member attending university confirmation letter from the University or a letter from Student Finance England. This will give a reduction of 50% of the household income.. Attendance and behaviour will be monitored and the bursary is conditional on this information from their Course Manager or Pastoral Tutor. NO BURSARY WILL BE ASSESSED WITHOUT THE EVIDENCE. Please note The vulnerable bursary is paid weekly after their application has been assessed and the discretionary bursary is termly. The first payment for the discretionary bursary will not be until November 2017, after the student has had their right course review. The second payment will be after the Easter break and the third payment at the beginning of June. The maximum discretionary award is 500 per academic year for students whose household income is below 10,000

4 HOUSEHOLD INCOME DISCRETIONARY AWARD 10,000 and under , , , , , , , , , , , , , , , , , , , , , , , Residential Grant All full time Further Education students can apply for the residential grant provided they: Live more than 15 miles from the College and there is not a College nearer to their home address doing the same study programme OR The journey to College takes more than 2 hours on public transport. AND The household income is less than 30,000.

5 The student must have a confirmed place on a Level 2 or Level 3 Further Education course at the College and have resided in England for more than 3 years. There are a limited number of residential awards so they are awarded on a first come basis. Closing date for the Autumn term is the 30th June An assessment form must be completed declaring the household income as evidence. The grant will not cover all the accommodation costs but the residue may be paid in 4 instalments over the academic year. It is up to the individual student and their family which type of accommodation they chose to live in but it must be on the College campus and have half board catering. If it is shared accommodation the residential grant award will be halved. The assessment form must be signed by the student and their parents/carers if the student is under 18 years of age. No residential grant will be awarded without the evidence of income. 4. Childcare To have support towards the cost of childcare you must be over 20 years of age at the beginning of your full time Further Education course. Household income neds to be below 30,000. The grant will pay 80% of the costs only during term time. This payment will be made directly to the Childcare provider who must be Ofsted registered. The certificate of registration must be sent as

6 evidence with the application form. If you are under 20 years of age, you can apply to Care to Learn for financial support towards Childcare costs. Please see the website 5. Advanced Learning Bursary The 19+ bursary fund is intended to help students facing financial hardship with course related costs such as books, equipment, study trips, attending HE interviews, rent and childcare costs. Students must be studying for their first level 3 qualification and are aged 19 years and over and in receipt of a 19+ Advanced Learning Loan. Before making an award, the college needs to identify the learner s specific financial hardship and asks for evidence of household income and evidence of their Advanced Learning Loan application. Funding will be awarded termly, end of November, end of March and the end of May. It will be subject to satisfactory attendance and behaviour. If termly attendance falls below the College target of 95%, the funding will be withheld. Income Assessment Students will be assessed on the annual gross household income of the student, including income from the student s spouse or the student s parents as appropriate. It must be below 30,000. Where a student lives with a partner, the income of both the student and the student s partner will be used. EVIDENCE REQUIRED Copy of P60 for or Copy of payslip for March 31 st 2017 or Copies of business accounts if self-employed Evidence of all benefits Income support notification letter stating amount awarded. Working tax credit award notice for all the pages to be included. Housing benefits Jobseeker s allowance Disability living allowance Employment support allowance Evidence of a household member attending university confirmation letter from the University or a letter from Student Finance England. This will reduce the household income by 50%.

FREE MEALS This entitlement is for learners who are in full time Further Education at Askham Bryan College (Centres) and Newton Rigg and are aged between 16 and 18 years on 31 st August If a student turns 19 during the academic year they will remain eligible for free meals until the end of the year. Students aged 19 and between 25 years old who are subject to a Learning Difficulty Assessment (LDA) or an Education Health and Care Plan (EHC Plan) and European Social Fund ( ESF) will also be entitled to free meals whilst at the College providing they meet the eligibility criteria. If you are studying on an Apprenticeship programme or a Work-Based Learning course, or a Higher Education course you will NOT be entitled to this provision. If the household is in receipt of any of the benefits listed below and income is below 16,000, and they provide the evidence, the student will be eligible for free meals. EVIDENCE NEEDED Jobseekers Allowance income based ESA income related Employment Support Allowance Income Support Guaranteed element of State Pension Credit Child Tax Credit Support under part V1 of the Immigration and Asylum Act 1999 Universal Credit Working Tax Credit run-on FOR ALL GRANTS AND BURSARIES, EVIDENCE PROVIDED MUST BE FOR THE YEAR 1 ST APRIL 2016 TO 31 ST MARCH IF THE INCORRECT YEAR IS SENT THE APPLICATION WILL NOT BE ASESSED UNTIL THE CORRECT YEAR IS SENT. Application forms for the grants and bursaries can be downloaded from the Askham Bryan College website; paper copies are available from the Student Services at the College and its centres from 18 th May Within FIVE working days of receipt of an application at the York centre, an acknowledgement letter and the original evidence will be returned. If the application forms are sent to the Centres and not directly to the York office, this will delay the assessment process.
