1 PREAMBLE: PROCEEDINGS OF GOVERNMENT OF KARNATAKA Sub: Issue of orders to release the grants for modernization of Madrasas to provide formal and computerized education in the State reg. Read: 1) Budget speech for the year ) Single file system proposal No.C. ÀA..ªÀÄ.D.O.PÀ.²/ ¹Dgï-16/ , ÁAPÀ: of Director of Minorities Directorate, Bengaluru. In the reference No.(1) read above the Hon ble Chief Minister in his Budget speech for at Para 206 was pleased to announce the sanction of grants to the tune of Rs Crores to modernize the Madrasas with formal and computerized education in the State. The State of Karnataka is one of the progressive States. As per the census of 2011 the population of State lakhs. Out of which lakhs are religious minorities. Out of them lakhs are muslims. The percentage of muslim population in the State is 12.91%. The religious education has received a paramount importance in the muslim community. The community imparts Islamic education positively at the elementary level. The younger ones irrespective of gender receive Islamic education in Masjids & Madrasas. These Madrasas are in unorganized condition, deprived of the minimum facilities viz. drinking water, lavatories, hostels, teaching & non teaching staff, furniture, computer & libraries. The formal education and computer knowledge is a dream to be translated to these children. Due to the paucity of transparency in the day to day administration of Madrasas given room for misgivings. Despite this, their role in the building up a moral and civilized society cannot be overruled. It is estimated that there are more than 960 Madrasas. It is ascertained that the Madrasas lack the following facilities: Most of the Madrasas do not have the basic infrastructural facilities. Failing to identify themselves in the social activities led to remain asunder from the main stream of society. Lack of formal education, computer education, promotion to health and sports activities. It is observed that most of the Madrasas do not have hostel building, lavatories, class rooms etc., in a single hall or a room the inmates are sleeping on the mats. It is observed that the students who have completed their studies in Madrasas are facing difficulties to communicate and use modern inputs. 7
2 The following programmes may be taken up to set right the aforesaid deficiencies Modernize the existing Madrasas. Provide formal education. Provide computer education. Provide lavatories, class rooms & hostels, libraries, sports material, furniture and other basic infrastructure facilities. The Director, Minority Welfare Directorate has submitted the proposals in single file system read at (2) above to modernize the Madrasas in the State with formal and computer education and to provide basic infrastructural facilities. 4 GUIDELINES FOR THE GOVERNMENT ORDER NO.MWD/175/MDS/2016, DATED: (In Karnataka State Madrasa modernization/formal and computerized education scheme). Objectives of the scheme: 1. Basic education of the tenets of Islam is compulsory for the muslim community. The muslim children are getting Islamic education alone in the Madrasaa. As they are deprived of formal and computerized education the children of muslim community has remained away from the mainstream. The Madrasas are being run by the unorganized organizations devoid of basic facilities viz., drinking water, lavatories, class rooms, hostels, teaching and non teaching staff, tools & equipments required for computer education, library, laboratory and other facilities. 2. Providing these facilities it is propose to modernize the Madrasas. The basic infrastructure and other facilities require to run a school is proposed to provide for the purpose. 3. While providing these facilities to the Madrasas, ensure that the inmates to secure employment in private sector and march progressively with the mainstream of the society. 4. It is proposed to impart skilled training to the students of Madrasa in order to make them self reliant in the society. 5. It is proposed to provide formal and computerized education, impart training in Spoken English and Vocational Skills and encourage to opt for sports activities to these students. 6. It is proposed to create awareness and train the teaching staff to provide formal, computerized and other models of education. 7. The Madrasas registered under the Karnataka State Board of Auqaf alone are eligible under this scheme. 10
5 Details of reliefs and components of this scheme 8. In order to provide formal education the competent teachers be appointed to teach Kannada, English, Social Studies, Science and Mathematics subjects with a monthly salary of Rs.6,000/- to each teacher. A grant for a period of 10 months will be provided. 9. In order to provide Islamic education the competent teachers appointed to teach Hifz & Nazira subjects a monthly salary of Rs.6,000/- to each teacher may be given. A grant for a period of 10 months will be provided. 10. A Madrasa having more than 25 students will be provided two computers, one UPS, one printer at a time. A Madrasa having more than 50 students will be provided three computers, one UPS, one printer at a time. 11. A lumpsump grant of Rs.1.00 lakh will be given for establishment and maintenance of library, laboratory and to purchase sports equipments. 12. The Directorate of Minority Welfare will ensure the teaching staff of Madrasa is trained. 13. The Directorate of Minority Welfare will ensure the training to improve the skills of students under Spoken English and Vocational Skill through the organizations competent to impart training as per rules. 14. The Directorate of Minority Welfare will take necessary action to provide one time grant of Rs.5.00 lakhs to take up construction of basic infrastructural facilities viz., lavatories, additional class rooms etc. Further, action will be taken for repayment of fees and other facilities to the competent students provided by the State Govt. to these students studying in the Madrasas. 15. Repayment of fees and scholarship to the students will be provided for the students of Madrasas who are studying through National Institute of Open School (For recognized courses of S.S.L.C., P.U.C., Degree and Post Graduation). 16. The students of Madrasas who are studying in the courses viz., Aalim, Fazil, Hafiz, Nazira, Moulvi and other equivalent courses will be given an annual scholarship of Rs.6,000/-. Eligibility to obtain grants under this scheme The Administrative Committee of Madrasa, Board or Society should have registered in the Karnataka State Board of Auqaf. Directorate shall receive the applications from competent Madrasas in the transparent manner by publishing a Public Notice. The Madrasa should have provided required basic facilities for 25 students. The Madrasa should have required facility of hostel, bathrooms, lavatories etc. 11
6 The Madrasa should have appointed atleast a teacher for Hifz & Nazira respectively. There should be cooking staff to prepare daily meals for students. The Madrasas having lodging & boarding facility alone are eligible under this scheme. The Madrasas who were getting benefit under Govt. of India schemes viz., SPQEM & IDMI are not eligible to obtain the grants under these schemes. The Madrasas having attendance of minimum 25 students alone are eligible to obtain the grants under these scheme. Guidelines: The Director, Minority Welfare Directorate and the Chief Executive Officer, Karnataka State Board of Auqaf shall initiate programmes of publicity to create awareness of the scheme. The Directorate shall obtain the applications in the prescribed form by publishing the Public Notice. The District Officer, Minority Directorate shall examine the prescribed applications given by the Madrasas and furnish the required documents along with a check list with his recommendation to the Director, Minority Welfare Directorate. The proposals received from the District Office shall be examined by the Director, Minority Welfare and submit proposal to the Govt. under single file system. The Madrasas who have obtained grants shall submit the utilization certificates within the stipulated period. The grant shall be used for the purpose for which it has been sanctioned. The relevant documents shall be obtained as per the annexure enclosed to this order and the application prescribed positively from the concerned Institutions. The Director, Minority Welfare Directorate shall take steps to evaluate and identify the upshot, consequent up on the implementation of the scheme. The works and other services (Goods & Services) under this scheme shall be secured after following the provisions of Karnataka Transparency Act and the Rules made their under scrupulously.
