3 Guaranteed Scholarship Standards Summary The SWOSU Scholarship Committee has approved these set standards for guaranteed scholarships to be awarded to incoming Oklahoma resident freshmen who are high school graduates and are admitted to SWOSU by the March 1 deadline for priority consideration. Any student who is admitted to SWOSU and meets certain criteria by the deadline of March 1 receives a guaranteed scholarship on a first come first served basis. Additional scholarship awards of varying amounts may be awarded at the Scholarship Committee s discretion after March 1 provided funds are available. Shown below are the guaranteed minimum scholarships students in these classifications may receive, provided funds are available. Tuition Scholarships offered shall be at the tuition rate in effect at the time the student enrolls. All first-time entering students admitted to SWOSU prior to March 1 will automatically be considered for Freshmen Academic Scholarship awards. Additional information regarding Freshmen Scholarships and their application process can be found at: Link to scholarship information on webpage Scholarships are awarded based upon a point total using the following formula: (High School Cumulative GPA x 100) + (ACT Composite Score x 10) = Point Total Point Total Earns Value 680-up University Scholar Scholarship Distinguished Freshman Scholarship Southwestern Scholar Scholarship Freshman Scholar Scholarship Up to 16 hours tuition and fees per term Guaranteed for two semesters Up to 16 hours tuition per term Guaranteed for two semesters 12 hours tuition per term Guaranteed for two semesters $500 per semester Guaranteed for two semesters Other guaranteed scholarships include the Valedictorian, Salutatorian and Residence Hall Scholarships. The Residence Hall Scholarship is available to students who score a 28 or greater on the ACT and who have been admitted to SWOSU by the March 1 priority deadline. 3

4 To be considered for Freshmen Academic Scholarships a student must be admitted to SWOSU as a first-time entering freshman. First consideration will be given to those students who are admitted before the priority scholarship deadline of March 1. It is the student s responsibility to make sure that their highest ACT composite and grade point average (GPA) is on file at SWOSU prior to the scholarship deadline. All GPA s should be reflective of a 4.00 GPA scale. Other grading scales must be converted using 4.00 as the maximum GPA possible for calculation. Those students who have a 30 composite score or higher on a national ACT should also complete the additional information required for SWOSU s top scholarship awards - Academic Scholar Nominees and Baccalaureate Scholar Awards. This additional material should be filed with Student Financial Services before the priority deadline of March 1 for full consideration for these awards. Student Financial Services (SFS) will send a preliminary scholarship guarantee for those who qualify. After notification, a student must accept the award by the date specified to secure the scholarship(s). If a student declines a scholarship she or he should contact SFS. All freshman scholarship recipients must be enrolled full-time (12 or more hours per semester). If a student wishes to appeal the full-time enrollment requirement, a written appeal must be submitted to the Director of Student Financial Services. All SWOSU faculty and staff are encouraged to share this information with prospective students to help them see the excellent funding opportunities for new freshmen available at SWOSU. *The University Scholar Scholarship offers renewable criteria for those students who earn a 3.25 retention GPA at SWOSU and who also complete at least 24 credit hours during the fall and spring semesters. Renewable awards are for 16 hours of tuition scholarship per semester. No fees are paid on renewed University Scholar awards. Regents Baccalaureate Regents Academic Scholar Nominee University Scholar Distinguished freshman Southwestern Scholar Freshman Scholar Valedictorian Salutatorian Residence Hall Scholarships Freshman Scholarships Overview 1. These awards are only available to Oklahoma residents, with one exception. Nonresident students may apply for the Regents Academic Scholar Nominee. Nonresident students must comply with the Oklahoma Taxpayer and Citizen Protection Act of

5 2. These scholarships are available only to first-time freshmen. For scholarship purposes, the definition of a first-time freshman is a student who has never attended college. The only exceptions are college hours earned through concurrent high school enrollment and summer semester hours completed before or immediately following high school graduation. 3. To be considered for Freshmen Academic Scholarships, a student must be admitted to SWOSU as a first-time entering freshman. First consideration is given to those students who are admitted before the priority deadline of March 1. It is the student s responsibility to make sure their highest ACT composite and GPA is on file at SWOSU prior to March 1. To be eligible for these scholarships, students must meet admission requirements at SWOSU for the upcoming fall. All firsttime entering students admitted to SWOSU prior to March 1 are automatically considered for Freshmen Academic Scholarship awards provided funds are available. 4. Scholarship consideration will be given to any student who has graduated from an Oklahoma high school provided the student fits the first-time freshman definition. Students with a high school equivalency diploma who do not have a high school GPA will be considered individually. Contact Student Financial Services or Admissions and Recruitment for scholarship information. 5. Freshman scholarships are not usually available for summer school. Exceptions may be made for students in accelerated programs. Students must initiate these requests for renewable scholarships by contacting Student Financial Services. 6. Awards are made based on a formula which utilizes a student s six- or seven-semester high school transcript unweighted grade point average and the student s composite ACT score by the application deadline. 7. The formula used for assigning total points to each scholarship applicant is as follows: (Composite ACT x 10) + (High School Unweighted Cumulative GPA x 100) = Point Total Schools that use a different grading scale will be asked to convert it to a 4.00 because a maximum of 400 points is possible for the cumulative GPA portion of the formula. 8. National ACT (or SAT equivalent) scores are required for the Regents Baccalaureate Scholarship and the Regents Academic Scholar Nominee. SWOSU Residual ACT scores are acceptable for all other Freshman Scholarships. 9. If a student cannot enroll in classes for the upcoming fall, it is the student s responsibility to notify the Office of Student Financial Services in writing. A freshman scholarship can be held for a maximum of one year. The scholarship offer is nullified if the recipient attends any other higher education institution during that year. 10. Students who have attended the Oklahoma School of Science and Mathematics (OSSM) do not have high school GPAs. If (s)he has been admitted, SWOSU will use the GPA from 5

6 their home high school for scholarship calculation. This may mean a four- or six-semester (depending on when (s)he transferred to OSSM) high school GPA will be used. 11. If additional funds are available, a second round of freshman scholarships may be awarded at the discretion of the scholarship committee. 12. All freshman scholarship recipients must be full-time (enrolled in 12 or more hours per semester) to participate in these scholarship programs. 13. Scholarship appeals may be made in writing to the Chair of the Scholarship Committee (c/o Vice President for Student Affairs). A sub-committee will meet at the discretion of the committee chair to discuss these appeals. Students will be notified in writing of any decision made. 14. The definition of tuition is resident, in-state tuition that is charged to undergraduates. This excludes additional tuition charged to students who have been admitted to the College of Pharmacy program. 15. Combining various university tuition scholarships is possible, but cannot exceed 18 hours of tuition. These offers apply only to resident tuition and do not include other fees such as special fees for instruction and academic services, or student activity and service facilities. Additional tuition for pharmacy courses is not included. Students who receive more than one scholarship award from SWOSU can combine academic tuition scholarships and departmental scholarships, but cannot combine academic tuition scholarships. Academic tuition scholarships may be combined with residence hall scholarships. 16. Zero level courses do not count toward graduation and are not figured into the cumulative GPA. Zero level courses will count toward financial aid, scholarships, veteran s benefits and athletic eligibility. 17. If a student receives an Oklahoma State Regents Regional University Baccalaureate Scholarship or is an Oklahoma State Regents Academic Scholar Institutional Nominee, the student will receive a tuition scholarship to cover resident tuition as well as a room scholarship to cover the amount of a regular semi-private room should the student wish to live on campus. (Refer to Residence Hall Scholarship, Item 5) 18. Students who use this scholarship are exempt from the 18 hour tuition limit. The cash award from the State Regents can be used to pay expenses incurred beyond the resident tuition scholarship and room scholarship from SWOSU. Should the student receive any other type of financial aid, this scholarship in combination with that aid may not exceed the student s cost of attendance as determined by the Student Financial Services Office. 19. Not all freshman scholarships are renewable. For renewable scholarship information see individual scholarship information. 20. Any student whose renewable scholarship has been terminated will be considered on an annual basis for a SWOSU Continuing Student Tuition Scholarship. 6

7 21. Guaranteed scholarships are subject to funding limitations that may be restricted by Oklahoma law or policies of the Oklahoma State Regents for Higher Education. 22. Institutional scholarships awarded must be used in the academic year in which the offer is made. 23. Scholarship offers made by the Sayre campus may only be used on the Sayre campus, unless otherwise specified. Scholarship offers made by the Weatherford campus may be used on either the Sayre or Weatherford campus. Regents Baccalaureate Scholarship 1. The Regents' Baccalaureate Scholarship is one of Southwestern Oklahoma State University's top freshman scholarship. 2. To be eligible, a student must be an Oklahoma resident and must meet one of the following two criteria: a. a composite ACT score of at least 30 (or SAT equivalent) and a grade point average and class rank which are exceptional, as determined by SWOSU OR b. a National Merit Semifinalist or Commended Student Only ACT and SAT test scores from tests administered on national dates will be considered for the scholarship. 3. This student must also meet SWOSU's admission requirements and have graduated from high school during the preceding academic year. The deadline for applications is March Students who meet the above criteria are invited to apply for this scholarship. A completed application must include a six-or-seven semester high school transcript, transcripts for any college work attempted or completed, a brief resume, and typed responses to the following two items: a. Describe the experience which has most influenced your life. b. How would a degree from SWOSU assist you in achieving your career goals? 5. This scholarship is awarded on an annual basis and is designed to cover most costs related to SWOSU attendance. 6. This award can be automatically renewed up to eight semesters of study at SWOSU or until the student is granted a baccalaureate degree, whichever comes first. 7. The scholarship is NOT transferable to another university. 8. Funding for this award is a joint venture between SWOSU and the Oklahoma State Regents for Higher Education. SWOSU will provide the scholarship recipient with a tuition scholarship to cover resident tuition as well as a room scholarship to cover the amount of a 7

8 regular semi-private room should the student wish to live on campus. The cash award currently $3,000 per year ($1,500 per semester) from the Oklahoma State Regents' Office can be used to pay expenses incurred beyond the tuition scholarship and room scholarship from SWOSU. Students who use this scholarship are exempt from the 18 hour tuition limit. Should the student receive any other type of financial aid, this scholarship in combination with that aid may not exceed the student's cost of attendance, depending on the conditions of the various awards, as determined by the Student Financial Services Office. 9. The definition of tuition is resident, in-state tuition that is charged to undergraduates. This excludes additional tuition charged to students who have been admitted to the College of Pharmacy program. Tuition does not include mandatory or academic service fees. 10. In order to renew this award, the student must maintain a 3.25 retention grade point average. This average will be checked at the end of the program year (i.e., between the summer and fall semester). The student must becontinuously enrolled at SWOSU (excluding the summer semester) and complete a minimum of 24 hours during the academic year. 11. Because of funding constraints, summer awards are only available with the consent of the Oklahoma State Regents' Office. If approved, this optional summer term attendance will count at one-half of a regular semester and will be considered as part of the eight-semester eligibility stipulation. To qualify for payment of a summer scholarship, a student must have completed 24 semester credit hours during the preceding fall and spring semesters and must enroll in six hours during the summer semester. 12. If for any reason a student does not utilize this scholarship offer, the committee will review the original ranking of the qualified applicant pool. The student "next-in-line" will be offered the Regents Baccalaureate Scholarship. 13. Students who are planning to participate in a non-reciprocal study abroad program through an out-of-state institution may either apply for payment through the Oklahoma State Regents' Office or (s)he may apply for a leave of absence from the Baccalaureate Scholars Program. It will be at the discretion of the institution to grant the leave request for programs which appear to be beneficial to the student and are likely to transfer credit back to the home institution. Receipt of a signed leave request to the Oklahoma State Regents' Office will constitute institutional endorsement of the leave request. The leave will not count against the available semesters on the program. 14. Any semester during which the student is deficient in grade point average or the number of earned credit hours, and thus ineligible for the scholarship award, will be counted against the eight semesters available on the program. A student has one year to remedy the GPA or credit hour deficiency and may be reinstated only one time by petition to the Oklahoma State Regents. 15. 9 Regents Academic Scholar Institutional Nominee Scholarship 1. The Oklahoma State Regents Academic Scholars Program was created as an incentive for students of high academic ability to attend higher education institutions in Oklahoma. The program is created to enhance the academic environment and to retain and recruit academically talented students into Oklahoma. 2. Both resident and non-residents students may apply. The deadline for applications is March To be eligible, a student must meet one of the following two criteria: a. Composite ACT score of 30 or SAT equivalent OR b. GPA of 3.8 and top 4% class rank Only ACT and SAT test scores from tests administered on national dates will be considered for the scholarship. 4. A student must also meet SWOSU admission requirements and have graduated from high school during the preceding academic year. 5. Students who meet the above criteria are invited to make application for this scholarship. A completed application must include a six or seven semester high school transcript, transcripts for any college work attempted or completed, a brief resume, and typed responses to the following two items: a. Describe the experience which has most influenced your life. b. How would a degree from SWOSU assist you in achieving your career goals? 6. This scholarship is awarded on an annual basis and is designed to cover most costs related to attendance at SWOSU. 7. This award can be automatically renewed up to eight semesters of study at SWOSU or until the student is granted a baccalaureate degree, whichever comes first. Additional semesters of award, up to ten, are available upon approval by the President, or appropriate officer at SWOSU, and the Chancellor. Additional semesters are intended only for extraordinary circumstances or for undergraduate academic programs that cannot be completed within eight semesters. 8. Students receiving the scholarship as an Institutional Nominee of SWOSU are eligible for transfer to another Oklahoma institution after one year of attendance at SWOSU. 9. Funding for this award is a joint venture between SWOSU and the Oklahoma State Regents for Higher Education. SWOSU will provide the scholarship recipient with a tuition scholarship to cover resident tuition as well as a room scholarship to cover the amount of a regular semi-private room should the student wish to live on campus. 11 University Scholar Scholarship 1. During the first year, a University Scholar will receive up to 16 hours of resident tuition and mandatory fees per semester. Mandatory fees are only paid for the first year. If automatically renewed, this award will pay only up to 16 hours of resident tuition per semester. 2. These awards are renewable (based upon a 3.25 retention GPA and completion of 24 hours per year) up to four years or until the first bachelor's degree is completed, whichever comes first. Therefore, if a student completes a degree in seven semesters, this scholarship cannot be used to pay additional tuition. Renewal criteria will be checked at the end of the spring semester. If a student fails to meet the renewal criteria, summer school may be used to remedy the deficit. 3. Scholarships are not usually available for the summer semester. However, students who will graduate one semester early will have the option of counting the summer semester prior to their senior year as one of the two remaining semesters of the eight allowed to complete their degree program. The final two semesters of eligibility would then be summer and fall, rather than fall and spring. Those students who wish to exercise this option must notify the Director of Student Financial Services prior to their final summer semester. Distinguished Freshman Scholarship 1. A Distinguished Freshman Scholar will receive up to 16 hours of resident tuition each semester for the first two semesters. NOTE: Tuition does not include fees. 2. This scholarship is not renewable. Students completing 24 hours during their freshman year will be considered for a Continuing Student Tuition Scholarship for the following year. Southwestern Scholar Scholarship 1. A Southwestern Scholar will receive up to 12 hours of resident tuition for the first two semesters. NOTE: Tuition does not include fees. 2. This scholarship is not renewable. Students completing 24 hours during their freshman year will be considered for a Continuing Student Tuition Scholarship for the following year. 11

12 Freshman Scholar Scholarship 1. The Freshman Scholar will receive $1000 ($500 per semester) for the first two semesters. This scholarship is awarded only for resident tuition. NOTE: Tuition does not include fees. 2. This scholarship is not renewable. Students completing 24 hours during their freshman year will be considered for a Continuing Student Tuition Scholarship for the following year. Valedictorian Scholarship 1. This scholarship is awarded to the valedictorian. 2. The class standing must be approved by the school official who certifies the confirmation form. (Confirmation form located on SWOSU website.) The confirmation form requires a school official's signature that insures the student will graduate at the top of their class. The Valedictorian Scholarship is $600 ($300 per semester for one academic year) plus a renewable $500 Residence Hall Scholarship ($250 per semester). Link to confirmation form 3. School officials are often not certain who will be valedictorian by the March 1 scholarship deadline. If a student is admitted by the March 1 deadline, and later is notified of their valedictorian status, that student is still eligible to receive a Valedictorian Scholarship. Because university officials cannot know a student's status after application is made, it is the student's or the high school's responsibility to notify SWOSU. It is the intent of the committee that these awards be given only to those students who are officially honored at graduation. Valedictorian Tuition Scholarship 1. If the student receives a larger tuition scholarship award through the Southwestern Oklahoma State University (SWOSU) scholarship program, it will replace this award. The two awards cannot be combined. 2. This tuition scholarship portion of the scholarship is not renewable. Students completing 24 hours during their freshman year will be considered for a Continuing Student Tuition Scholarship for the following year. Valedictorian Residence Hall Scholarship 1. All non-resident valedictorians may receive the Residence Hall Scholarship, but not the tuition scholarship. 2. Valedictorians who receive larger tuition scholarships are still entitled to the $250/semester Residence Hall Scholarship. 12

13 3. The residence hall portion of the scholarship is renewable (2.75 retention GPA and 24 hours per year) up to four years or until the first bachelor s degree is completed, whichever comes first. Renewal of the award will be checked at the end of the spring semester; however, if a student fails to meet renewal requirements, (s)he may appeal to the Director of Student Financial Services and ask that summer work be used to meet the academic year requirement. 4. A student will lose the Valedictorian Residence Hall Scholarship if the student moves out of the residence halls for a fall or spring semester. 5. Valedictorian Residence Hall Scholarships are available for the summer semester if the student elects to attend the summer term. Requests must be made in writing to the Director of Student Financial Services. These Residence Hall Scholarships may be used by firsttime freshmen who choose to enroll in summer school immediately following high school graduation. A student may attend summer school without using their Valedictorian Residence Hall Scholarship. 6. The Valedictorian Residence Hall Scholarship will be "held" for a student who chooses to attend the Sayre campus and later transfers to the Weatherford campus, provided the student does not attend another university. 7. These awards are renewable up to four years or until the first bachelor's degree is completed, whichever comes first. The student must also be in continuous enrollment at SWOSU (excluding summer semesters). A student may appeal to the scholarship committee for continuance of their Valedictorian Residence Hall Scholarship beyond four years. Salutatorian Scholarship 1. These scholarships are awarded to the salutatorian. Only Oklahoma residents are eligible. 2. The class standing must be approved by the school official that certifies the confirmation form. The confirmation form requires a school official's signature that insures the student will graduate at the top of their class. The Salutatorian Scholarship is $300 ($150 per semester for one academic year). Link to confirmation form 3. If the student receives a larger tuition scholarship award through the Southwestern Oklahoma State University (SWOSU) scholarship program, it will replace this award. These two awards cannot be combined. 4. This scholarship is not renewable. Students completing 24 hours during their freshman year will be considered for a Continuing Student Tuition Scholarship the following year. 5. School officials are often not certain who will be salutatorian by the March 1 scholarship deadline. If a student is admitted by the March 1 deadline and later is notified of their salutatorian status, that student is still eligible to receive a Salutatorian Scholarship. Because university officials cannot know a student's status after application is made, it is 13

14 the student's or the high school's responsibility to notify SWOSU. It is the intent of the committee that these awards be given only to those students who are officially honored at graduation. Residence Hall Scholarship 1. Residence Hall Scholarships are awarded to first-time freshmen only for on-campus housing. The definition of a "first-time freshman" for scholarship purposes is "a student who has never attended college." The only exceptions are college hours earned through concurrent high school enrollment or summer school hours earned before or immediately following high school graduation. 2. This scholarship is available to both resident and non-resident students who are admitted to the university and who present a composite ACT score of 28 or higher (or SAT equivalent) as of March This award is automatically terminated if over the two-semester period (fall and spring) the student does not successfully complete 24 semester hours with a 3.25 retention grade point average. If a student fails to meet renewal requirements, she/he may appeal to the Director of Student Financial Services and ask that summer work be used to meet the academic year requirement. 4. This award is made on an annual basis (fall and spring semesters), and entitles a person to a regular semi-private room. If the student prefers a private room, or wishes to reside in a hall above this regular rate, the student must pay the difference. 5. Should a student qualify for two Residence Hall Scholarships, the greater of the two will be awarded. Residence Hall Scholarships cannot be combined. 6. Residence Hall Scholarships are available for the summer semester if the student elects to attend the summer term. Requests must be made in writing to the Director of Student Financial Services. These Residence Hall Scholarships may be used by first-time freshmen who choose to enroll in summer school immediately following high school graduation. A student may attend summer school without using their Residence Hall Scholarship. 7. A student will lose the Residence Hall Scholarship if (s)he declines the initial offer or if the student ever moves out of the residence hall for a fall or spring semester. 8. The Residence Hall Scholarship can be "held" for a student who chooses to attend the Sayre campus and later transfers to the Weatherford campus, provided the student does not attend another university. Other reasons for holding scholarship are military service or those who postpone university plans and do not have other college or university academic credit. 9. These awards are renewable up to four years or until the first bachelor's degree is completed, whichever comes first. The student must also be in continuous enrollment at SWOSU (excluding summer semesters). A student may request in writing to the Director 14

15 of Financial Services for continuance of their Residence Hall Scholarship beyond four years. Partial Residence Hall Scholarship 1. Partial Residence Hall Scholarships are awarded to first-time freshmen only. The definition of a "first-time freshman" for scholarship purposes is "a student who has never attended college." The only exceptions are college hours earned through concurrent high school enrollment or summer school hours earned before or immediately following high school graduation. 2. This scholarship is available to both resident and nonresident students who are admitted to the university by the March 1 deadline. 3. This award is automatically terminated if over the two-semester period (fall and spring) the student does not successfully complete 24 semester hours with a 2.75 retention grade point average. If a student fails to meet renewal requirements, she/he may appeal to the Director of Student Financial Services and ask that summer work be used to meet the academic year requirement. 4. This award is made on an annual basis (fall and spring semesters), and entitles a student to $500. ($250/semester) scholarship to use in the residence halls. Any additional cost of the residence hall is incurred by the student. 5. Residence Hall Scholarships are available for the summer semester if the student elects to attend the summer term. Requests must be made in writing to the Director of Student Financial Services. To use the Residence Hall Scholarship, a student must be a full-time summer school student, complete 6 hours, and maintain a 2.75 retention grade point average. These Residence Hall Scholarships may be used by first-time freshmen who choose to enroll in summer school immediately following high school graduation. A student may attend summer school without using their Residence Hall Scholarship. 6. A student will lose the Residence Hall Scholarship if she/he decline their initial offer or if the student ever moves out of the residence hall for a fall or spring semester. 7. The Residence Hall Scholarship can be "held" for a student who chooses to attend the Sayre campus and later transfers to the Weatherford campus, provided the student does not attend another university. Other reasons for holding scholarship include military service or those who postpone university and do not have other college or university academic credit. 8. These awards are renewable up to four years or until the first bachelor's degree is completed, whichever comes first. The student must also be in continuous enrollment at SWOSU (excluding summer semesters). A student may request in writing to the Director of Financial Services for continuance of their Residence Hall Scholarship beyond four years. 15

16 Continuing Student Tuition Scholarship 1. These awards are available only to Oklahoma residents with charges at SWOSU. 2. Students must be enrolled full time in at least 12 hours by July 15 and completed 24 hours the previous academic year to be eligible for this award. In order to appeal either of these requirements, students must submit a written request to the Chair of the Scholarship Committee (c/o Vice President for Student Affairs). 3. Student must have a retention grade point average at SWOSU comparable to all applicants in the same academic status. 4. Scholarship awards are available to undergraduate students based on retention GPA. Of the students who meet the requirements, 200 awards of $1,500 each will be made. FORMULA: (fall GPA X 100) + (spring GPA X 100) + (retention GPA X 200) 5. Combination of various university tuition scholarships is possible, but cannot exceed the cost of 18 hours of tuition. These offers apply only to resident tuition, but do not include other fees (such as special fees for instruction and academic services, or student activity and service facilities fees). Students who receive more than one tuition scholarship award from Southwestern Oklahoma State University should check with Student Financial Services to determine if the offers can be combined. 6. There are no tuition scholarships available for summer semesters. 7. Sayre students offered a Continuing Tuition Scholarship, but who plan on attending the Weatherford campus, will be considered for the Weatherford Continuing Student Scholarship and must meet the Weatherford campus criteria. Weatherford Community Scholarship (WCS) SWOSU will award up to twenty $1,500 scholarships for one year to qualifying students. Students are encouraged to inquire about continuing and departmental scholarships for their subsequent years at SWOSU. 1. Priority is given to applicants who have an Associate of Science, Applied Science or Associate of Art degree with at least a 3.25 retention grade point average. 2. If scholarship funds remain available at the end of summer school, transfer students who have a completed application on file, with a minimum of 36 hours completed and a GPA of 3.25, will be considered for this scholarship. A subcommittee appointed by the Scholarship Committee Chair will make the awards from the applicants. 3. Non-resident students may receive both the WCS and the non-resident tuition scholarship. 16

17 4. WCS and the Transfer Student scholarships are not stackable. The student will receive the greater of the two awards. 5. Financial need may be a factor in the selection. The student must complete the Free Application for Federal Student Aid (FAFSA) online or provide a copy to Student Financial Services before the scholarship is awarded. 6. Students must apply by May 15 for the fall semester and December 15 for the spring semester. Link to Weatherford Community Scholarship Application 7. Applicants must submit a transcript with the degree posted, if applicable, before funds are released. 8. The formula to determine eligibility is taking the lowest CON (Continuing Student Tuition Scholarship) score times to provide a GPA eligibility for scholarship. Transfer Scholarship Academic Tuition Scholarship 1. Transfer scholarships may be available both fall and spring each year to resident students transferring to SWOSU and are limited in number depending on award amounts. (Note: Awards will be given based on GPA ranking in order to award allocated funds.) 2. Only Oklahoma residents are eligible for this award. 3. Any new transfer resident who is fully admissible, in good standing, to SWOSU with at least 15 hours (if applying for spring), and 24 hours (if applying for fall) from a college or university and a 3.25 minimum grade point average is eligible to apply for this scholarship. Please note that a 3.25 GPA is not a guarantee of an award. 4. Applicants will be ranked by their grade point average. Awards will be given to those top qualifying students who meet the same criteria as those students receiving the Continuing Student Tuition Scholarship. 5. Awards will be equal to a maximum of $2,000 for each of the fall and spring semesters. Awards are for one academic year. After that year a student will be considered for the Continuing Student Scholarship. 6. A transfer student must submit the SWOSU Transfer Scholarship Application by December 15 or May 15 deadline. Official transcripts reflecting all transfer college credit hours must be on file no later than January 15 or June 15. This allows a student to meet the 24-hour rule with hours from the spring semester. Link to Transfer Scholarship Application 7. A student who transfers mid-year and receives the Transfer Scholarship and goes on to complete 12 hours may be eligible for the Continuing Student Scholarship if they have a comparable grade point average. 17

18 Nonresident Tuition Scholarship Southwestern Oklahoma State University will provide a nonresident tuition scholarship (NRS) to a full-time student enrolling at SWOSU for the first-time if (s)he meets one of the requirements below. Nonresident scholarships are awarded for one academic year (fall semester through summer semester). See the continuance requirement for information on continuing the scholarship past this first academic year. In addition to the requirements below, each student must meet regular standards for admission to the university. For purposes of this policy a full-time student is one who is enrolled in a minimum of twelve hours during a regular semester. Summer scholarships are available. All grade point averages listed below are based on the 4.0 system. Tuition waivers may be approved on a case by case basis by the University President. 1. First-time SWOSU students must meet one of the following requirements to receive a nonresident tuition scholarship: A. The student must be a United States citizen, permanent resident, or an eligible nonresident (ENR)* based on state law, who meets regular admission requirements. A first-time freshman must qualify under SWOSU s regular admission standards. A transfer student must have a college retention GPA of at least B. One of the student s parents, grandparents, or legal guardians holds a bachelor s degree (or higher) from SWOSU. To be eligible, the student must complete a Legacy Verification form available in the Registrar s Office. C. The student has been (1) selected for membership in, (2) agrees to participate in, and (3) if offered for university credit, enrolls in one of the following university activities: Regularly scheduled performing organizations of the university s Department of Music and Department of Communication & Theatre Intercollegiate athletics Intercollegiate forensics/debate/college Bowl Cheerleader/Pom Pon Squad Elected officer or senator of Student Government Association Orientation Leader/Supplemental Instruction Leader/Resident Advisor President s Leadership class Collegiate Activities Board Note: The Scholarship Committee may designate other activities to qualify in this category. *An ENR must attend and graduate from an Oklahoma high school and present a signed and notarized affidavit form Affidavit of Intent (available in the Registrar s Office) to receive resident tuition. 2. Newly admitted international students receive no NRS except for those qualifying under 1B or 1C requirements. 3. A student (undergraduate or graduate) who receives a nonresident tuition scholarship for activities (as described in 1C) must be admitted to the university and be certified by sponsors of activities approved for participation in the nonresident tuition scholarship 18

19 program. These students must maintain a 2.00 retention grade point average and complete 24 hours to continue the nonresident tuition scholarship. These student lists shall be ed to the Scholarship Committee Chair s office for review and forwarded to the Office of Student Financial Services by August A student may become active in an activity that qualifies them for a NRS after the beginning of the semester. In that case, the NRS can be retroactive to that present semester. Notification must be given by the organization sponsor to Student Financial Services so that the appropriate credit can be given to that student. 5. When an undergraduate and/or pharmacy student receives an initial NRS under 1A, 1B, or #13 the NRS will be continued for the next academic year if the following requirements are met: Retention SWOSU GPA Percent Nonresident Tuition Waived % 6. An undergraduate student may lose the nonresident tuition scholarship because (s)he stopped attending SWOSU, the SWOSU retention grade point average dropped below minimum standards required, or they became ineligible to stay in an activity as documented by the activity sponsor. It may be reinstated when the student returns and completes an academic year with an approved retention SWOSU GPA or by participating in an approved activity as documented by the activity sponsor. The nonresident tuition scholarship may be reinstated mid-year if the student raises her/his GPA to the minimum standard, is enrolled for the semester requested, and files a written appeal request with the Scholarship Committee Chair. 7. Scholarship appeals must be made in writing to the Chair of the Scholarship Committee (c/o Vice President for Student Affairs). A sub-committee will meet at the discretion of the committee chair to discuss these appeals. Students will be notified in writing of the decision made. 8. Departments that offer scholarships cannot waive in-state tuition for non-resident students. OSRHE policy denies waiver of in-state tuition for non-resident students. 9. Certain special requirements apply to graduate students only. All students admitted to the Graduate School at SWOSU and who are in good standing are eligible for a nonresident tuition scholarship. Graduate students must maintain the designated retention SWOSU GPA to continue eligibility for a NRS. The Office of Student Financial Services will check student GPAs annually in August to determine eligibility for NRS continuance. Retention SWOSU GPA Percent Nonresident Tuition Waived % 19

20 10. Zero level courses do not count toward graduation and are not figured into the retention grade point average. Zero level courses may count toward financial aid, scholarships, veteran s benefits and athletic eligibility. Students should check with Student Financial Services to be sure. 11. Certain requirements apply to students attending classes on the Sayre Campus. The Dean of the Sayre campus awards out-of-state nonresident scholarships. The award is determined by the Dean after the receipt of an application for scholarship completed by a nonresident student. The application may be submitted by a nonresident student at any time prior to enrollment on the Sayre campus. Once an award is made by the Dean, the student may retain that award provided (s)he maintains satisfactory academic progress on the Sayre campus. For the award to be maintained for a student continuing to the Weatherford campus, the student must be admitted under the transfer requirement of a retention college GPA of at least 2.0. The student continues to receive the NRS under requirement # Fifth year Scholarships may be available for student athletes when she/he completes eligibility for their respective sport and continues enrollment to complete their academic degree. Students must be within 30 hours of degree completion with at least a 2.0 GPA after the first semester of the award, and each subsequent semester, and with a retention GPA of 2.0. The Athletic Department will generate the student list and send it to Student Financial Services office each semester for the next semester s award. 13. Students who have been admitted to academic degree programs in which coursework is offered exclusively in an online format are entitled to a nonresident tuition waiver according to the following guidelines: Retention GPA Percent Nonresident Tuition Waived Undergraduate Program % Graduate Program % Additionally, online students must remain in good standing with all requirements of the academic unit. The NRTW may be applied to part-time enrollment. NOTE: The Office of Student Financial Services will check completed hours and student GPAs annually in August to determine eligibility for NRS continuance. 20

21 Institutional Scholarship Institutional tuition scholarships are awarded on merit and/or need when students fulfill various criteria established by individuals or groups other than the SWOSU Scholarship Committee. These include but may not be limited to: Dean s Scholarship Oklahoma Heritage Association Scholarship Departmental Scholarships Pageant Scholarships Graduate Student Tuition Waiver Graduate Assistant Scholarship Oklahoma Council of Public Affairs All Oklahoma Academic Team SMART Scholarships Phi Theta Kappa Scholarships Oklahoma State Science and Engineering Fair Scholarships KESAM Tuition Scholarships Athletic Scholarships Public School Teacher Scholarships (if taking classes and has a student teacher). Scholarship Appeal Process When a student loses a scholarship (s)he must make an appeal for scholarship reinstatement in writing to the Scholarship Committee Chair, c/o Vice President for Student Affairs. The Scholarship Committee Chair will make a decision for or against the appeal based on policies or practices in effect at the time the request is made. A recommendation from a four member subcommittee of the Scholarship Committee may be sought by the Scholarship Committee Chair for student requests that fall outside usual policies and practices. Based on a majority decision of the subcommittee the Scholarship Committee Chair will notify the student by . If there is a tie, the Scholarship Committee Chair will vote to break the tie. 21

22 If the student request is not granted, the next level of appeal is to the President. The student can initiate this step or it can be initiated on their behalf by the Scholarship Committee Chair or others. The President s decision is final.
