2 EXAMINATION REGULATION 1. Definition of Terms: 1.1 These regulations shall be called Regulation of Examinations of Fakir Mohan Universitry, Balasore These regulations shall supersede all previous regulations in operation for the purpose of degree examination of Fakir Mohan University, Balasore. 1.3 These regulation shall come into force from the academic year (Admission batch) 1.4 Mid means the Mid examination held in between the commencement of the course and End Examination. 1.5 End examination means the examination held at the end of each. 2. Admission to the Course : Admission to the Three Year Degree Course in Arts/ Science/ Commerce is done as per provision laid down in the prospectus of DHE, Odisha published each year online. However, admission to BBA (Hons) is done by the college on the basis of merits with provisions for reservation as per Govt. rules. 3. Combination of : (Course structure & distribution of marks) 3.1 Distribution of Marks wise ( & ): A student admitted to Three Year Degree Course in Arts/Science/Commerce class shall be examined for 2400 and 2100 marks in total as shown in Tables below for Hons and non Hons respectively: (A) ARTS HONOURS First Honours End- (Theory) Mid- (Practical) AECC-1 Environmental Science Generic Elect-1 Generic Elect-1 (with Pr) Examination Regulation-2

The final result for Diploma Course shall be computed on completion of the course taking into account of marks secured marks in both the years. The rules and regulations as applicable to 3 years degree course of Fakir Mohan University shall be applicable to the students admitted to the course. 4. Change of s : Change of subject shall be allowed only at the time of Honours selection after the admission to the course. 5. Registration and Enrolment : 5.1 A student admitted to the College passing from CHSE, Odisha or from any other Board equivalent thereto or migrated from any other equivalent examining bodies or University other than F. M. University shall have to register himself/ herself as a student of F. M. University online within 20 days from the last date of regular admission to a course by paying the requisite fees. 18 5.2 A student passing from any Board other than CHSE, Odisha or from any University other than F. M. University shall have to produce Migration Certificate within 30 days from the date of admission. 5.3 A student admitted into a degree course shall have to enroll himself/ herself to the concerned examination as detailed below. 6. Examination (UG): 6.1 Filling up of Forms: Form fill up in the First Examination is mandatory. In case a student fails to enroll himself/herself in the First examination in the first year due to shortage of attendance or any other reasons, he/she is allowed to fill up enrolment form before appearing Second Examination. However, a student who fails to enroll in any two consecutive s is debarred from appearing the next examination. 6.2 Three Year Degree Course leading to the B.A, B.Sc and B. Com Degree shall spread over a period of Six s in Three Academic Years. 6.3 Each of the Six Examinations shall include one Mid- ( or Internal Assessment) and one End- Examination. 6.4 A candidate for the Bachelors Degree shall have to clear each semester securing 30% marks in Theory subject/ paper of the semester (Mid- & End taken together) and 40% marks in practical papers, if any. 6.5 All odd semester examinations i.e. Ist, 3 rd & 5 th shall be held during the months of November/ December and all even semester examinations i.e. 2 nd, 4 th & 6 th shall be held during the months of April/ May in each academic year. 7. Conduct of Examination : 7.1 The Examinations shall be conducted in different streams through written papers and there shall be practical; examination in subjects having practical components. 7.2 The dissertation shall be evaluated through viva-voce test to be conducted by the concerned department / College. 7.3 The project/ seminar papers shall consist of two components : Theory and Viva. The student will present a project (neatly hand written) of about 3000 words which will carry 70 marks. The Viva-Voce will carry 30 marks. The Viva- Voce will be conduct by an external examiner duly approved by the Controller of Examination. Examination Regulation-18
19 7.4 The question papers, both in Mid- and End- examination, shall be set only in English and Odia except the language subjects like Odia, Hindi, Sanskrit and Urdu & in Science & Commerce subjects as per syllabus. The candidates may write their answers in non-language subjects either in English or in Odia. The question papers for Mid- and practical examination shall be set internally by teachers of the concerned subjects of the college. The question papers (theory) for End- examinations shall be set out of the whole syllabus / moderated externally by the teachers of other colleges/ universities/ other educational institutes either in service or retired as per recommendation of the Board of Studies in different subjects or as authorized to the Controller of Examinations to do so suitably. 7.5 The End- examinations and Mid- examinations in different streams shall be conducted through written papers and there shall be practical examination in End semester examination in the subjects having practical components. The dissertation shall be evaluated through viva-voce test and project/ seminar papers shall be evaluated by the concerned department / Colleges. 7.6 Malpractice/ Misconduct/ Indiscipline Cases: Cases of Malpractice/ Misconduct/ Indiscipline at the examination shall be placed before the Examination Committee comes to the conclusion that there has been resort to unfair means, the Examination Committee may recommended to the Syndicate that any of the following penalties may be imposed on the candidate commensurate with the gravity of the unfair means resorted to by him, namely:- i) For writing the Roll Number or Cancellation of the result of the leaving any identification mark examination. anywhere in the answer script except place provided for the purpose. ii) For possession but not use of Cancellation of the result of that unauthorized or incriminating material result. iii) For misbehaviour with centre Cancellation of result of that Superintendent/ invigilators/ examination. 20 iv) The use of unauthorized or cancellation of result of that incriminating material examination and debarring the candidate from appearing at the next examination. v) For use of unauthorized or Cancellation of result of that incriminating material combined with examination and debarring the misbehaviour with centre Supt./ candidate from appearing at the Invigilator/ Supervisors/ other next two examination. concerned officer associated with examinations. 7.7 Coding: As per agreement with the firm. 7.8 Evaluation: i) The scripts of Mid Examinations shall be valued internally by the teachers of the college. In case of non-availability of teachers in a subject, the teachers deployed to Junior college or contractual teachers/ guest faculty from the approved panel may be engaged to evaluate the scripts. ii) For practical examinations and viva-voce the co-examiners (External Examiner) shall be appointed from other colleges/ universities and other educational institutions. iii) The seminar paper/ project work shall be evaluated by the teachers of the concerned department. (refer 7.3) 8. Submission of Dissertation/ Project: Students having Dissertation/ Project as part of their course are required to submit the same to the respective Heads of the Departments before filling up of forms for the concerned End- Examination. 10. Language of Examination & Question papers : 10.1 The question papers, both in mid-semester as well as End- Examination shall be set both in English & on Odia (only in Arts section) except for language subjects like Odia, Hindi, Sanskrit and Urdu from the current syllabus Candidates are permitted to answer all papers other than language subjects like English, Hindi, Urdu in Odia language. However, candidates offering Sanskrit as a subject may appear the examination either in Sanskrit or in odia s in language subjects shall be set in respective classical languages Questions shall cover all the units and questions shall have two alternatives from each unit from which the candidate shall have to answer one from each unit. Long and short answer type questions and distribution of marks shall be in the ratio of 60:40 as per the provision contained in the syllabus There shall not be more than 40% repeat of the questions from the questions set in previous year of the corresponding semester Questions thus prepared shall be moderated by at least two moderators of the subject concerned. 11. Pass Marks in a : 11.1 Each shall be treated as a separate unit and candidate shall have to pass in individual subject/ paper as the case may be. The marks secured in Mid - and End- examination shall be taken together to consider the pass/ fail result of the candidate To clear a Examination a student shall have to secure 30% marks in individual Theory / subject, 40% marks in practical paper and 36% marks in aggregate (all papers in a semester taken together). 22 11.3 At the end of each semester a candidate shall be provided with a statement of marks showing SGPA and percentage of marks secured without any mention of division or class. In due course the marks system shall be replaced by Grading system 12. Provision of Back s : 12.1 There shall be no back paper appearance in Mid- Examinations A student securing below 30% mark in theory paper (Mid & End marks taken together) and / or below 40% marks in practical paper can appear back paper in the subject/ paper in which he/ she fails to secure pass marks A student securing less than 36% marks in aggregate of all subjects combined together in a semester can appear back papers in any papers(s) to make up his/her deficit A student is allowed to appear in back paper (s) only in two consecutive chances immediately following the examination for which he was first registered along with the next batch of students A candidate securing less than 45% but more than 30% in Honours (s) can appear in back papers in two consecutive chances to improve his/her result Students coming on transfer after the examination is over shall be allowed to appear in the said semester examination along with the next batch of students. This shall not be treated as back paper appearance Students coming on transfer from other colleges / University are to submit the mark sheet of the examination appeared/ passed in the previous college / University. His/her result of the previous college / University with the results of F. M. University shall be taken together to declare his final result. However, candidate having back paper, if any, in the examination appeared in the previous college / University shall not be allowed to appear at F. M. University. In such case he/she has to appear in all papers of the concerned semester in which he/she has back paper (failed to secure pass mark) If a candidate fails to secure pass mark after availing two back examinations (chances) as per paragraph 12.2 or 12.3 he/she shall be given only one special chance to appear Special Examination immediately following the IInd Back chance (examination), in the concerned paper (s) as per the syllabus in Examination Regulation-22
23 vogue. However, a candidate has to complete the 3 years degree course within 6 years of Ist registration to +3 First Degree (Regular) Examination If a candidate fails to secure pass marks in aggregate (all semester combined together) he/she may reappear in one or more papers of his choice from any semester he/she likes as per syllabus in vogue to make up the deficiency. This chance is available to a candidate only once immediately following the final examination but within 6 years of his/her Ist registration to First Degree Examination Candidate who have obtained pass without Honours can re-appear (in Honours paper only) at an examination for which he/she is otherwise eligible in those paper/ papers in which he/she has failed to secure 45% marks. This chance is allowed only once immediately following the Final Degree Examination in which he/she has passed. However, the candidate should not have taken T.C. before appearing of such improvement examination. Provided further that a candidate is allowed to complete his/her Three Years Degree within 6 years of his/her Ist registration to Ist Degree Examination If a candidate fails to fill up form or deposit fees for 2 nd or subsequent semester examination and desires to appear the said examination as back papers examination in the next semester, has to enroll himself/herself to the previous semester in which he/she failed to enroll by depositing the enrolment fee as well the regular fee for examination. 13. Pass Marks and Classification of Successful Candidates : Conversion of credit(s) into grade (s): The following illustrations could be taken as an example for computing SGPA and CGPA from credits for Honours courses in all disciplines, degree Program courses in Science subjects and degree Program courses in Humanities, Social Sciences and Commerce subjects: A student obtaining F shall be considered failed and will be required to reappear in the examination For non credit courses Satisfactory o Unsatisfactory shall be indicated instead of the letter grade and this will not be counted for the computation of SGPA/ CGPA The Universities can decide on the grade or percentage of marks required to pass in a course and also the CGPA required to quality for a degree taking Examination Regulation-23
24 into consideration the recommendations of the statutory professional councils such as AICTE, MCI, BCI, NCTE etc The statutory requirement for eligibility to enter as assistant professor in colleges and universities in the disciplines of Arts, Science, and Commerce etc. is a minimum average mark of 50% and 55% in relevant postgraduate degree respectively for reserved and general category. Hence, it is recommended that the cut-off marks for grade B shall not be less than 50% and for grade B+, it should not be less than 55% under the absolute grading system. Similarly cut-off marks shall be fixed for grade B and B+ based on the recommendation of the statutory bodies (AICTE, NCTE etc.) of the relevant disciplines. 31 13.1 The division or class of a pass out student will be decided by taking the aggregate marks of all the (Mid+End) (Theory and Practical), Project, Vice-Voce and Seminar papers taken together will be awarded on the following basis. 32 Second Class Honours with Distinction In addition to the conditions laid down in (13.2.3) for Second Class Honours a minimum 50% marks in subjects other than honours subjects First Class Honours In addition to the conditions laid down in for pass a candidate has to secure 60% or more to get First Class Honours First Class Honours with Disticntion In addition to the conditions laid down in for First Class Honours a minimum of 50% marks in subjects other than honours subjects General Category : BA, B.Sc., B. Com candidates similar to cases in & (without mention of Hons) 14. Hard Case Rule : 14.1 If a candidate fails to secure minimum marks to clear any theory paper either in subject or aggregate or in both in a semester examination by 2% of the maximum aggregate marks of the said semester, he/she may be allowed the minimum marks required to make up the deficiency not exceeding 10% of the maximum marks in that paper(s) subject(s). These enhanced marks shall be added in the theory paper in which he secures fail marks In case of deficiency in the aggregate the deficit marks shall be added in theory paper in which the candidate has secured the highest percentage of marks in order to enable him/her to pass the examination. 15. Publication of Result : The results of different Examination shall be published within 45 days from the date of completion of each semester. The results upto 5 th Examination shall be published after the same is passed in respective Board of Conducting Examiners and approved by Vice-Chancellor. Students will be issued a statement of marks / grade point for their reference without mentioning division or class. Examination Regulation-32
33 At the end of 6 th Examination, Controller of Examinations of the University shall publish the final result of Three Year Degree Course, after the same is passed by respective Board of Conducting Examiners and finally approved by the Vice-Chancellor. A consolidated marks/ sheet of all the six semester examinations shall be issued to all students and provisional pass certificate shall be issued to all successful candidates. The list of First Class Honours students passing in first chance in each semester in each honours of each stream shall be arranged in order of merit and the list of all other candidates of the subject(s) shall be arranged according to their Roll Numbers. 16. Re-Addition or Re-Checking of Marks : A candidate, if so desires, may apply for re-checking of posting and casting of marks in any theory paper in prescribed form on payment of requisite fee within thirty days from the publication of result. The Tabulation Register shall be corrected by Controller of Examinations and the marks/ results shall be published accordingly, passed in the Examination Committee, and approved by the Vice-Chancellor within two month from the date of publication of the original result. There shall be no provision for revaluation of papers. 17. Supply of Copy of Valued Answer Scripts : A candidate can ask for copy of the valued answer book (theory only) after the publication of result subject to fulfillment of the following condition The candidate has to apply for re-checking of the paper(s)/ subject(s) as per provision laid down in After the re-addition is over, result shall be intimated to the candidate. He/she can apply for copy of the answer book concerned by depositing Rs.1000/- within 30 days from the publication of result Candidates seeking to get copy of the answer scripts under RTI Act shall have to follow the procedure as laid down in 17.1 and 17.2 above. 18. Award of Degree : The University shall award degree to the students successfully passed from the college. Examination Regulation-33

Preservation of Answer Scripts : The answer scripts shall be preserved for a period of nine (09) months from the date of publication of results of the concerned semester, if there is no controversy. In case of controversy, such as rechecking of addition of marks, malpractice cases or any other case referred to court of law the same shall be preserved for six months from the date of disposal of controversy. 20. Issue of Duplicate Certificate/ Mark Sheet/ Sheet: If the Provisional Certificate/ Mark Sheet of a candidate is torn/ mutilated/ lost he/she will have to submit an application along with requisite fees for issue of a duplicate. (Copy of the FIR is also to be submitted, if lost). 21. The regulation shall hold good for all examination related works of Fakir Mohan University, Balasore and cannot be changed without the approval of the Academic Council. In case of any controversy/ discrepancy the same can only be challenged/ interpreted in the Court (s) of Law located within the jurisdiction of Odisha State. Examination Regulation-34
