4 2004 Statewide Annual Licensure Report Introduction This report provides licensure examination results for two-year technical associate degrees, and one-year certificate programs, leading to professions requiring licensure or certification. The Texas Higher Education Coordinating Board uses this information as part of its overall assessment of the effectiveness of vocational education programs at community and technical colleges in the state. In the spring of 1997, the Coordinating Board and the Legislative Budget Board expressed an interest in using licensure data as a specific performance measure of programs at community and technical colleges. Effective September 1, 1997, the 75 th Texas Legislature enacted House Bill 2517 requiring public community colleges to annually report on nine performance measures. One of these measures is the percentage of students who pass a licensure exam. Licensure is mandated by state law. It offers practitioners title protection and defines the scope of practice for a field. Licensure examinations ensure an individual possesses the competence necessary for a specific profession. By testing, the state or professional organization that awards the license helps to safeguard the public from injury by the practitioner. Certification is not legislatively mandated and is offered through non-governmental agencies and associations. As with licensure exams, certification exams ensure competence within a given field or profession. A certifying body grants recognition of an individual s attainment of defined professional qualifications and continuing education efforts. The Coordinating Board recognizes that the success rate for licensure and certification is an integral part of the overall success of many workforce development programs. This report contributes to the process of continuous improvement and scholastic accountability in Texas community and technical colleges. 1
5 Methodology In June 2004, Coordinating Board staff contacted the agencies and professional organizations responsible for licensure or certification testing in order to obtain information for the Statewide Annual Licensure Report. Staff requested that agencies and professional organizations provide results for examinations administered in the - academic year. The requested data included the number of individuals from each school who took the licensure/certification exam, and the number who passed. The public community and technical college programs included in this report have been approved by the Coordinating Board, There is, however, one exception. All listed alternative teaching certification programs have been approved by another state agency, the State Board for Educational Certification (SBEC). The 2004 Statewide Annual Licensure Report includes data on the following forty-five licensure/certification examinations: Aircraft Mechanic Airframe, General, Powerplant Alternative Teacher Certification- Industrial Technology Teacher Barber / Hairstylist Breath Test Operator Cosmetologist, Cosmetology Instructor Court Reporter Dental Hygienist- Clinical Dietetic Technician Emergency Medical Technician Basic, Emergency Medical Technician Intermediate, Paramedic Fire Protection Aircraft Rescue, Arson Investigator, Driver/Operator- Pumper, Hazardous Materials, Inspector, Structure, Fire Officer 1, Fire Officer 2, Food Protection Manager, Food Protection Manager- Culinary Arts Funeral Director, Embalmer, Funeral Director-Embalmer Funeral Texas Mortuary Law Interpreter for the Deaf Land Surveying Analytical, Legal Law Enforcement Corrections (Academic), Corrections (Academy), Peace Office (Academic), Peace Officer (Academy), Reserve Officer (Academy) Massage Therapy Medical Assistant Medical Radiologic Technologist Radiography, Radiation Therapy Nuclear Medicine Technician Nurse, Licensed Vocational / Practical Nurse, Registered Nurse Aide Occupational Therapist Assistant Physical Therapist Assistant Veterinary Technician National, Texas Law 2
6 Limitations Many programs are not included in the Annual Licensure Report due to various limitations. Many state agencies and professional organizations do not track licensure examination results by the college a candidate attended. Several agencies were only able to provide incomplete licensure data. Other programs were excluded from this year s report due to the Coordinating Board s decision to refrain from collecting licensure information directly from the community colleges. Additionally, several agencies now charge fees ranging from $13 to $790 to generate licensure data reports. The licensure/certification programs that have inclusion limitations are as follows: Air Conditioning and Refrigeration Contractor The Texas Department of Licensing and Regulation maintains data on this profession, but does not currently track each candidate s education records. Though training is offered at community colleges, college coursework is not required to become a licensed contractor. Automotive Technician The National Institute for Automotive Service Excellence (NIASE) certifies candidates in this field. While many public community and technical colleges offer automotive technician training programs, NIASE does not have minimum education requirements for its candidates. Cardiovascular Technologist The certifying organization for this field, Cardiovascular Credentialing International, does not maintain data on a candidate s training institution. Child Care Administrator The Texas Department of Family and Protective Services suspended its licensure examination for candidates in this field during the - school year while a new exam was developed. The agency will participate in the 2005 Licensure Report. Diagnostic Medical Sonographer The American Registry of Diagnostic Medical Sonographers (ARDMS) is responsible for licensure in this field. ARDMS does not maintain education data on examinees, and requires the social security numbers of candidates in order to process reports. Dental Hygienist Although two exams are required for licensure, the Annual Licensure Report only maintains data on the clinical portion of the Dental Hygiene exam. The organization administering the national exam, the American Dental Association, does not release information to third parties. Health Information Management Technician 3
7 The American Health Information Management Association maintains examination data for this field. AHIMA policy does not allow information to be released to third parties. Certification in this field is voluntary. Horse Trainer While North Central Texas College offers a program in Equine Science, the Texas Racing Commission does not require any formal coursework for licensure in this field. Insurance Agent/ Adjuster The Texas Department of Insurance, the licensing body for this field, does not maintain education records for insurance agent candidates. Interior Designer Neither the Texas Board of Architectural Examiners (TBAE) nor the National Council for Interior Design Qualification (NCIDQ) compiles data on a candidate s educational experience. Landscape Irrigation The Texas Commission on Environmental Quality does not track exam information by training provider. Legal Assistant / Paralegal Certification in this field, through the National Association of Legal Assistants and the National Federation of Paralegal Associations, is voluntary. Loan Officer / Mortgage Broker The Texas Savings and Loan Department is responsible for licensure in this field. No examination is required for licensure, which is based on education and experience only. Medical Laboratory Technician Though the American Society of Clinical Pathologists (ASCP) participated in the Annual Report, their policies have changed. In order to generate the exam performance statistics requested by the Coordinating Board, ASCP now requires the prior receipt of a reporting fee. Medication Aide The Texas Department of Health s Long Term Care Regulatory Credentialing Department is responsible for certification in this field. The agency does not collect information specific to each public college that offers the medication aide training program. Microsoft Certified Professional Microsoft Certification Programs reports that their database does not capture pass/fail rates for individual institutions. 4
8 Municipal Solid Waste Operator The licensing body for this profession, the Texas Commission on Environmental Quality, does not currently have the tracking capabilities necessary to participate in the licensure report. Nursing Facility Administrator The Texas Department of Human Services does not track education data on their candidates. Ophthalmic Technician / Assistant The Joint Commission on Allied Health Personnel in Ophthalmology administers the licensure examination for this field. According to the JCAHPO, there are currently no academic programs for ophthalmic medical personnel based in Texas. Optician / Contact Lens Fitter Certification in these fields is voluntary. The American Board of Opticianry and the National Contact Lens Examiners, the organizations responsible for certification, were unable to provide state or college-level data on their examinations. Optometric Technician The American Optometric Association does not track licensure exam data for individual institutions or states. Orthotist / Prosthetist Assistant The licensing agency in this field, the Texas Board of Orthotics and Prosthetics, does not require candidates to take an examination. Phlebotomist Certification in this field, offered through multiple organizations, is voluntary. Real Estate Appraiser The Texas Appraiser Licensing and Certification Board does not track data based on courses taken or college attended. Many Real Estate Appraiser candidates take coursework through multiple training providers, including trade associations, proprietary schools, internet/distance-based courses, as well as community/technical colleges and universities. Real Estate Inspector, Sales Agent, Broker The Texas Real Estate Commission does not maintain records on the education background of its candidates. Respiratory Care Practitioner The National Board for Respiratory Care does not release examination information to third parties. The Texas Department of Health Respiratory Care 5
9 Practitioners Certification Program does not maintain records on a licensee s credentials. Social Work Associate The Association of Social Work Boards (ASWB) administers licensure in this field. ASWB charges a report fee, and requires receipt of the payment prior to releasing data. Surgical Assistant The Texas Board of Medical Examiners recently began licensing surgical assistants. There is only one approved Surgical Assistant program in Texas, and the program s first class has not yet graduated. The agency will participate in the 2005 Licensure Report. Tax Examiner, Collector, Revenue Agent The Board of Tax Professional Examiners does not collect data on the educational background of their candidates. Truck Driver- Professional The Texas Department of Transportation, which administers the state licensing exam, does not maintain educational data on students. The Texas Workforce Commission also does not track the educational background of these drivers. Wastewater Operator The Texas Commission on Environmental Quality maintains licensure information on this field. However, TCEQ does not track licensure information by training provider, college, or employer. Water Operator The Texas Commission on Environmental Quality does not have the resources required to process licensure data by institution. 6
