(WECA) seeks funding for retraining of Commercial Electrician Apprentices. The WECA was incorporated in 1937 and is a statewide nonprofit organization serving independent merit shop electrical contractors, their employees and the electrical industry. WECA is a Unilateral Apprenticeship Committee (UAC) which is a Trust formed and funded by the membership of employers to provide Division of Apprenticeship Standards (DAS) approved training. WECA offers federal and state approved commercial, residential, and voice-data-video apprenticeship programs as well as continuing education courses, exam prep, and a stateapproved Electrician Trainee Program. The program was created by, and is governed by, a Unilateral Apprenticeship & Training Committee. Industry needs are jointly determined by the Committee, their staff and the members of the Association. Contractors need skilled workers to replace their aging workforce. WECA s apprenticeship provides individuals entering the electrical industry a career path to becoming a Journeyman worker. In addition, the majority of WECA member contractors work on public works projects and are required by California law to employ apprentices to work on these projects. WECA dispatches these apprentices to electrical contractors throughout California. ETP MEC (07/13/12) 2 of 5
3 WECA s Apprenticeship Programs provide individuals with the knowledge and skills they need to be successful in their chosen trade (Inside Wireman, Residential Wiremen, or Sound and Communication Technician) by combining hands-on learning with Related and Supplemental Instruction (RSI). Apprenticeship funding through State Montoya Funds have been cut in recent fiscal years causing a statewide shortfall in apprentice Related & Supplemental Instruction (RSI) funding. Apprenticeship is a valued career path that provides individuals with a skill and trade that cannot be exported oversees. Recent changes in California law have increased the obligations for construction contractors to use apprentices on their public works projects, resulting in requests for apprentices from contractors who were not previously associated with an apprenticeship program, ultimately increasing the demand for apprentices. Apprenticeship Skills Training At its March 23, 2012 meeting, the Panel approved Apprenticeship Pilot Program Guidelines, which provide reimbursement for 144 class/lab hours of the RSI portion of a DAS-approved apprenticeship training program. An additional 10 hours of OSHA 10 training may be delivered via class/lab or Computer-Based Training (CBT). The retention period will be 500 hours within 272 days with multiple employers, consistent with standard ETP criteria for occupations where it is not customary to work 90 consecutive days. Training will be funded under the Special Employment Training (SET) for industry sectors that do not face out-of-state competition. To ensure ETP does not displace Montoya Funds, Apprenticeship Pilot reimbursement is reduced by $5.00, moving the priority industry rate from $18.00 to $13.00 per hour. ETP funding will only apply to Apprentices in Year 2+ to ensure commitment. The post-retention ETP wage will be the SET Statewide rate as modified for priority industries or $19.63 per hour. ETP funding will be provided to a Joint Apprenticeship Training Committee (JATC) or other program (UAC sponsor registered with the DAS). PROJECT DETAILS Program participants will learn or enhance skills on how to inspect, install, troubleshoot and repair electrical components and systems. The proposed training is entirely center-based and is scheduled to commence October 1, Training Plan Commercial Skills training will be offered to Commercial Electrician Apprentices to allow completion of 2nd semester-on lab training on circuits, transformers, motors, capacitors and basic the principles of electricity. OSHA 10/30 The Panel recently approved funding for OSHA 10/30 training. This is a series of courses bundled by industry sector and occupation. Typically, it is delivered to workers in the building trades. It consists of 10 hours of training for journey-level and 30 hours for frontline supervisors. This training is not required as a condition of doing business in California. However, the coursework must be approved by, and the instructors must be certified by Cal-OSHA. When ETP MEC (07/13/12) 3 of 5
4 delivery is by CBT all training hours must be delivered in a classroom over a finite amount of time, and the vendor must have a certified instructor present to confirm attendance. Completion of the training results in a certificate that expands employment opportunities. To ensure that each trainee receives certification, ETP will only consider payment earned upon completion of the full 10-hour. In other words, six hours of OSHA 10 is not reimbursable and cannot be used to satisfy the minimum hours of training. OSHA 10 is not included in the 10% limitation on safety training. Commitment to Training WECA represents that ETP funds will not displace the participating employers existing financial commitment to training. WECA anticipates that the opportunity for enhanced training made possible by ETP funds will encourage an ongoing financial commitment in this area. WECA represents that safety training is, and will continue to be, provided by the participating employers in accordance with all pertinent requirements under state and federal law. Impact/Outcome Apprentices trained under this proposal will be certified as Journeymen Electricians once they complete the entire apprentice curriculum. Marketing and Support Costs Employers participate as members of UAC that operates the WECA and training is designed to address their needs and the general needs of the industry. WECA has a continued relationship with EDD One-Stop offices throughout the State. WECA brochures are placed in one-stops and WECA participates in work placement activities as invited. WECA also attends various job fairs targeting Veterans and females Support costs will be used for recruitment of new employer members and apprentices throughout the State by active membership drives, advertising and attendance at job/career fairs and print advertising. WECA conducts assessments at the conclusion of each training session to evaluate training needs and program effectiveness. Trainees and employers then provide feedback through their respective representatives on the UAC. Training Coordinator All training will be center based at WECA training centers throughout the State, delivered by experienced, in-house journeyman staff with formal instruction in training methods and subject matter.
