9 Student Profile of the Manassas Service Area by Zip Code Introduction In order for Northern Virginia Community College (NOVA) to develop effective strategic plans, knowledge of the communities that the College serves is vital. Of prime importance is demographic information that informs the College about the populations in the areas it serves and about the characteristics of those populations. Another important tool for planning is determining what proportion of the population from the surrounding geographic areas is attending NOVA, which is the participation rate. Examining the participation rates and selected characteristics of the populations surrounding NOVA will help administrators anticipate enrollments at each campus, identify potential recruitment areas, and modify services to meet the needs of an increasingly diverse student population. This Report, which is divided into two sections, first presents NOVA participation rates by jurisdictions in the College s service area 1. Secondly, it provides demographic profiles of relatively small geographic units (zip code areas) located in the vicinity of the Manassas. The zip code areas selected for analysis are ones historically served by the Manassas 2. Section 1 of the Report provides a brief overview of population growth in the Northern Virginia region between 2000 and Next, participation rates at NOVA for the nine jurisdictions of the College s service area are given for Fall 2012 and Spring The highest participation rates of the 16 zip code areas in the vicinity of the Manassas are also presented, with information regarding which zip code areas are above the regional participation rate. Factors influencing participation rates as well as the interpretation of the correlation coefficient between participation rates and selected demographic variables are discussed. In Section 2, demographic information for each of the 16 zip code areas is displayed in sets of tables. Some of the student-reported zip codes were for P.O. Boxes; therefore, Census data were unavailable for them. Data are disaggregated by Student Type, Full-/Part-Time status, and Program Placement. Recent high school graduates (July 1, 2011 to June 30, 2012) are reported as a separate group in the same table. This is a subset of All students enrolled at NOVA. Population Changes and Participation Rates Changes in the Northern Virginia Area, 2000 to 2010 The population of Northern Virginia has changed considerably from 2000 to Results from the 2010 Census show that all of the counties and cities in Northern Virginia grew in size and became more ethnically and racially diverse from 2000 to According to the Weldon Cooper Center for Public Service, Northern Virginia continues to gain ground as the dominant population center of the state, accounting for a full 28% of the state s population. 3 A report commissioned by the Northern Virginia Regional Partnership (NVRP) cites U.S. Census Bureau data to show that Northern Virginia experienced "significant demographic change" in the 2000s, offering such evidence as the following: Northern Virginia's population increased 23% from 2000 to 2010, which far exceeded the national growth of 10%. From 2000 to 2010, Northern Virginia's Hispanic population grew by 106%. In contrast, the nation's Hispanic population grew by 58%. The changes over the past decade in the local area have had an impact on enrollment and diversity at NOVA. By examining where NOVA students reside and by studying their demographic characteristics, the College can be better prepared to plan for future enrollment and to meet the needs of a diverse population. In order to assist the local community better, it is important for the College to identify geographic areas that may be underserved. Participation Rates of the Manassas Service Area NOVA primarily serves nine separate jurisdictions in Northern Virginia. These jurisdictions include the counties of Arlington, Fairfax, Loudoun, and Prince William, and the independent cities of Alexandria, Fairfax, Falls Church, Manassas, and Manassas Park. The rate at which residents from these areas attend NOVA, known as the participation rate, varies from one jurisdiction to another and from year to year. The participation rate is defined as the proportion of students attending NOVA based on the total population within a geographic region. The Virginia Community College System (VCCS) calculates the participation rates for each of the nine jurisdictions in the Northern Virginia planning district on an annual basis. 11 Table 1 presents the participation rates for the nine jurisdictions in the College s service area as well as the overall participation rate for the region for Fall The participation rates for each jurisdiction are based on 2010 U.S. Census Bureau figures. As shown in Table 1, the highest participation rate among the jurisdictions was for Falls Church City at approximately 8%. This was followed by a participation rate of 4% for Manassas City. The lowest participation rate was for Arlington County at approximately 1%. Table 1. Specifically, participation rates of residents from zip codes in the College s service area can be compared to the regional participation rate of 2%. This will allow NOVA to identify zip codes in which the population is not attending the College in the same proportion as the region as a whole. The zip codes that are presented in Table 2 (next page) are those with the highest participation rate located in the geographic region of the Manassas. The participation rates were calculated as the proportion of the 2010 population from a specific zip code that attended NOVA in Fall As shown in Table 2, the Manassas zip code had the highest participation rate at 2.5%, followed by the Gainesville zip code at 2.3%. 3

Among these factors are the distance to the Manassas, income levels, and the racial characteristics of the population. Programs that are only offered at one particular campus at NOVA could also influence participation rates. Many of these factors interact with one another, potentially altering the participation rate of the local community to the College. In order to help explain the potential factors influencing student participation rates, correlation coefficients were computed for student participation rates and the following variables: 1) the distance of the zip code to the Manassas, 2) median household income level for the zip code, and 3) the proportion of White residents in the zip code. The variable most highly correlated with NOVA participation rates at the Manassas in Spring 2013 was distance. The correlation between distance and NOVA participation rates at the Manassas in Spring 2013 was statistically significant at the 0.05 level (two-tailed test). The sign of the coefficient was negative, thus indicating that as the distance of the zip code from the Manassas increased, the NOVA participation rate of that zip code tended to decrease. This confirms already known theories that students are more likely to attend institutions of higher learning that are closer to their residence than institutions that are farther away from their home. Neither of the other two variables, median household income level and proportion of White residents in the zip code, were significantly correlated with NOVA participation rates at the Manassas in Spring None of the three variables were significantly correlated with NOVA participation rates at the Manassas in Fall Tables A1 and A2 in Appendix A show the correlation matrices for Fall 2012 and Spring 2013, respectively. 4

Student Profile Information by Zip Code for the Manassas Service Area By reviewing the demographic characteristics of specific areas that the College serves, information can be obtained to help prepare NOVA for an increasingly diverse student population. The tables in Section 2 present selected demographic information from the 2010 Census by zip code. The zip code areas selected are those that the Manassas has historically served and are within Fairfax County, Fauquier County, Prince William County, Manassas City, and Manassas Park City. Below is a list of the tables that are provided for each of the zip code areas, a brief explanation of each table, and a list of the zip codes.
