1 PURPOSE OF THE STRATEGIC ENROLLMENT AND RETENTION MANAGEMENT FRAMEWORK This is a four year 1 strategic enrollment and retention management framework for Metropolitan State University starting with the school year. The purpose of the Metropolitan State University enrollment management framework is to: Provide the right coordinated goals, processes and tools to recruit, enroll, retain and graduate the students that are best served by the university. Optimize university, college and program enrollment. Provide students with access to the programs and services that meet their needs and goals. Support adequate and appropriate student academic support services. Align the university s fiscal resources to meet its enrollment management goals. Align enrollment services with the mission of the university which is, Support the Academic Quality Improvement Process (AQIP) for institutional accreditation. Make sure that Metropolitan State University remains the most accessible university in the Twin Cities. AQIP Goal 1 (AQIP 8) Integrate Strategic Enrollment and Retention Management into the University s Planning and Resource Management Processes. [Goal 1 Strategies] 8 a. University Budget Development Design and implement processes that use key inputs to and outcomes from the SERM framework (e.g. enrollment goals and growth rates), to develop the university s budget. 8 b. Enrollment and Resource Assumptions Use university enrollment goals and growth rates to develop resource assumptions. 4 c. Employee Satisfaction, Development and Retention Identify, develop, and implement processes that improve employee satisfaction, professional development, and retention. Planning and efficient use of resources University budget supports the SERM framework SERM processes support the budget and budget processes Resource allocation Accuracy of enrollment projections Rate of meeting enrollment goals Human Resource Development; positive morale promotes student retention to create a more supportive organizational climate. 2 AQIP Goal 1 (AQIP 8) Integrate Strategic Enrollment and Retention Management into the University s Planning and Resource Management Processes. [Goal 1 Strategies] 8 d. University Policies Review and revise university policies to align with and support the SERM framework. To avoid duplication of effort to ensure policies adopted earlier and/or for another purpose do not undermine SERM goals alignment. University policies align with and support the SERM AQIP Goal 2 (AQIP 6) Optimize the Use of University Infrastructure to Support Strategic Enrollment and Retention Management. [Goal 2 Strategies] 3/1 a. Infrastructure Allocation and Management Evaluate and improve the allocation and management of university information and learning technologies, libraries and other infrastructure to support learning and support services for students. 6 b. Classroom Space Evaluate and improve the classroom, space allocation and management processes to make it easier to assign appropriate instructional space (proper teaching and learning technologies and labs) to the right classes at the times and places convenient for the greatest number of students. 3 AQIP Goal 2 (AQIP 6) Optimize the Use of University Infrastructure to Support Strategic Enrollment and Retention Management. [Goal 2 Strategies] 6/4 c. Support Services Space Allocation Evaluate and improve the support services space allocation and management processes. 3/8 d. Future Space Needs Determine future instructional and other space needs for services to students; re design existing or build new facilities to meet these needs. To provide the most efficient and effective access for the greatest number of students Facilities allocation Strategic planning o Master facilities planning requirements Range of times and location of services to students the availability of services to students and student services space Space needs identified for future instructional goals and services to students Facilities plan developed to meet these needs AQIP Goal 3 Optimize Enrollment Levels and Growth Rates in Relation to University Resources and Facilities. [Goal 3 Strategies] 8 a. Targeted Student Groups Establish and implement university level enrollment goals for all identified student groups. 8 b. Process to Project Enrollment Levels Develop a model and process to project the most efficient and effective enrollment levels for the university and its colleges, departments and programs and report on how well these enrollment levels were met. 8 c. College Level Enrollment Establish and implement college and school level enrollment goals that support university level enrollment goals. Continuing Education and Customized Training Enrollment Establish continuing education and customized training enrollment goals that support university level enrollment goals. 1 f. Comprehensive Status of the University Define clearly the university s status as a comprehensive institution by offering the appropriate breadth and depth of undergraduate and graduate programming so the recruiting and enrollment can be implemented to support that status. 3 g. Postsecondary Enrollment Options Identify the appropriate roles and enrollment levels of postsecondary enrollment options (PSEO) at Metropolitan State University Planning and Budget efficiencies Strategic marketing Course scheduling Student needs Marketing (promote the University to industry) Strategic alliance Community relations Develop new revenue streams Course scheduling Student needs Connection to Mission Align recruiting to the mission Implement continuous improvement by focusing resources on mission goals rather than trying to be all things to all people U/community relations Fill the HS college gap Fulfill university mission Resource Management Department enrollment levels Success rate in achieving defined department level enrollment goals Continuing education and customized training enrollment levels Success rate in achieving defined continuing education and customized training enrollment goals The undergraduate and graduate programs are in place to support the comprehensive status of the university University faculty, staff and administrator consensus on the comprehensiveness of the university s programs and services PSEO enrollment levels Number of credits offered via PSEO PSEO classes Number of PSEO students who achieve advanced standing at the university Document4 4

PK 12 Collaboration Work with PK 12 educators and schools in the university s service area to develop and implement strategies that encourage targeted PK 12 student groups to start preparing for higher education so they can successfully enroll upon high school graduation 9 i. Co location Work with Minneapolis Community and Technical College to develop and implement shared SERM goals, processes, policies and services. Recruit Students Develop and implement recruitment and marketing processes to enroll students from identified student groups who meet admissions standards (e.g. students of color, students in certain professions, students in specific age groups). 1 b. Retain Students Develop, re design and implement all university student communication, support and academic processes, services and programs that help retain undergraduate and graduate students (e.g. academic advising, student life, career services, and student support services). Enrollment Services Assess and develop enrollment services processes for current and future student needs, enrollment levels, and locations and make sure these processes coordinate with and are supported by other university services and policies. 6 d. Financial Aid and Tuition Processes Coordinate financial aid and tuition processes with enrollment services to meet the needs of current and future students. 6 e. Success for Students Develop and implement processes and services to help students achieve their learning goals while meeting university academic requirements. 2 f. Alumni Assessment Survey university alumni about which recruitment, retention, educational and support strategies helped them to achieve their personal, professional and learning goals. 7 AQIP Goal 5 Use Strategic Enrollment and Retention Management as a Key Foundation for Academic Policies, Planning, and Programs... [Goal 5 Strategies] 8 a. Incorporate SERM into the Colleges Incorporate the policies, principles and practices of strategic enrollment and retention management into the planning and operations of each college. 6 b. Student Advising Develop and implement appropriate advising processes across all colleges in the university that help students to clarify their learning, career and life goals and develop educational plans to meet these goals. 3 c. Student Learning Needs and Goals Modify, develop and implement processes to determine the learning needs and goals of current/prospective students in the university s service area and use this information. 3 d. Customized Training/Education Needs Develop and implement processes to determine the customized training/education needs in the university s service area. Strategic alignment Percentage of academic unit s plan that incorporate SERM Meet student learning goals improve academic success of underserved students improve quality of advising system To design and modify university programs and services Use this information to design and modify university programs and services. Student retention benchmarks and trends based on specific time periods (fall to fall) and student cohorts for the overall university and at college and department levels Student graduation rates by status (full time or parttime) and time period (to be defined) the advising process (aggregated across the university) Potential student learning needs are validated Evidence that student learning needs drive the SERM framework Enrollment and Retention rates Potential customized training needs are validated Utility of available data on the community s educational needs Document4 7
8 9 e. Transfer Maintain and strengthen academic and programmatic relationships with transfer source institutions in the university s service area. To ensure successful enrollment, retention and success for students who transfer to Metropolitan State University. Transfer and subsequent success rates from students who come from the colleges in the Twin Cities AQIP Goal 6 Identify, Gather and Analyze the Data and Information Needed to Support Strategic Enrollment and Retention Management. [Goal 6 Strategies] 7 a. Student Data Identify, collect and analyze more student demographic, race/ethnicity and background data and information. 7 b. Enrollment and Retention Data Identify, collect, and analyze the enrollment and retention data and information (e.g. majors, student status, full E time/part E time, and retention rates). 7 c. Student Success Data Define, gather and analyze the student success data, program assessment results and other information. 7 d. Retention Classification System Define, develop and implement a retention classification system and gather data for the university.
