PURPOSE The purpose of the USD 338 Professional Development Plan is to establish a process which enables the certified personnel in the district to increase their knowledge and develop their professional skills with the goal of enhancing their ability to provide meaningful learning opportunities for students within our classrooms and to grow as informed and caring professionals. The intent of this plan is to give direction and focus to our professional development program in order to successfully implement our schools improvement plans. This process will also provide our staff with the means to acquire professional development credits for the purpose of recertification

4 RESULTS BASED STAFF DEVELOPMENT As defined in Kansas State Department of Education regulations, In-service education means professional development and staff development and shall include any planned learning opportunities provided to licensed personnel employed by a school district or other authorized education agency for purposes of improving the performance of these personnel in already held or assigned positions. Professional development means continuous learning that is based on individual needs and meets both of the following criteria: ~ The learning prepares a person for access to practice, maintains the person s access to practice, builds an individual s knowledge or skills, or is requested by the employing educational agency. ~ The learning positively impacts the individual or the individual s students, school or school district. Staff development means continuous learning offered to groups of professionals that develops the skills of those professionals to meet common goals, or the goals of a school or school district. In our plan we have linked professional development closely to our Quality Performance Accreditation School Improvement Plans, in which specific goals for the district, our two schools, and for our individual teachers, have been identified. Results-based staff development can be explained in a few words: improved student learning through improved teaching skills. Stating such a simple truth may seem like stating the obvious. But we know from examination of student assessments from every level, from local probes to nationally normed tests, that improving student learning is more of a challenge than it appears on the surface. The task of preparing teachers to bring about constantly improved learning in their students, learning which is reflected in higher test scores, is also more of a challenge than it first appears. Teachers must continually work to improve and upgrade their knowledge and understanding of how students learn and how to best teach information and skills which will bring about increased achievement. It is not enough for a teacher to be merely exposed to new ideas, methods, information or knowledge. For it to become a useful and vital part of their daily instructional routine, and for it to have an impact on their students, they must be given the opportunity and the encouragement to demonstrate, practice, and follow-up their newly acquired knowledge in order to internalize and integrate the new skills into their personal repertoire

5 Staff Development Goals The goals of our professional development program are to: ~ develop professional skills and knowledge for meeting the objectives of the educational program of our school district. ~ develop and enhance the instructional and management skills and techniques of our faculty and staff. ~ develop and strengthen skills in curriculum and instruction. ~ to provide the tools, skills, and knowledge to assist and support our faculty and staff to enhance their role as caring and competent professionals within the education community. ~ to develop and enhance the skills of the professional staff in the areas of human relations and student development. Staff Development Priorities Staff development priorities for School Improvement Plans within our school district were determined after careful consideration of available data which was obtained from various sources including Kansas State Assessments, Stanford Achievement Tests, local assessments, as well as from considerable input and contributions from the administration, faculty and staff. The resulting hierarchy of education and instructional goals reflects the focal points for our district, building and personal goals as stated on the Quality Performance Accreditation School Improvement Plans. However, neither the Professional Development Council, the school administration, nor the Board of Education will be bound exclusively to these areas in the event that other areas of concern need to be addressed

6 The following hierarchy of educational and instructions goals has been established within Unified School District 338. The three district goals are: 1. To develop and refine assessment techniques and instruments to accurately measure progress in the targeted areas of our School Improvement Plans 2. To continue efforts to meet or surpass the goals established in our School Improvement Plans. 3. To more effectively integrate technology into daily instructional practices and methods as a means of improving student learning and achievement. The three high school goals are: 1. To show continuing improvement and competency in reading comprehension (expository). 2. To show continuing improvement and competency in problem solving in mathematics across the curriculum. 3. To adequately and thoroughly complete the task of data collection and integration for Quality Performance Accreditation. The three grade school/middle school goals are: 1. To show continuing improvement and competency in mathematics application/problem solving. 2. To show continuing improvement and competency in reading comprehension (exposistory). 3. To show continuing improvement and competency in social science problem solving. In addition, each teacher will develop three personal goals which will enhance and complement the district goals and his/her building goals

7 VALLEY FALLS PROFESSIONAL DEVELOPMENT COUNCIL The Valley Falls Professional Development Council will advise the administration and the Board of Education on matters relating to professional development. A. Purpose 1. Assess the professional development needs of the school district and determine how they can best be met. 2. Plan, develop, and organize the staff development activities for the school district. 3. Provide a means for teachers to renew their teaching certificates. 4. Provide opportunities for continuing professional growth and renewal of the faculty and staff. B. Functions 1. Develop and submit a five (5) year Professional Development Plan to the Kansas State Board of Education after it has been approved by the local Board of Education. 2. Revise and update the Professional Development Plan on an annual basis, as needed. 3. Implement the Professional Development Plan in the school district within the guidelines and criteria established by the Kansas State Department of Education. 4. Establish guidelines and criteria for writing Professional Development Plans. 5. Evaluate Professional Development Plans and recommend approval or disapproval to the local Board of Education. 6. Design, plan, and carry out in-service and professional development activities for the school district. 7. Evaluate professional development activities in which teachers and staff participate and recommend approval or disapproval of professional development credit or points. 8. Provide an accounting system for recording and reporting professional development points to teachers and staff

8 C. Membership 1. The membership of the Professional Development Council shall consist of the following members: Two members from the elementary school Two members from the middle school Two members from the high school The principal of the grade school/middle school The principal of the high school The Superintendent of Schools One At-Large Member The secretary of the council, who shall serve as a non-voting member. 2. Term of Membership Each member will serve for a minimum of three (3) years. A system of rotation will be developed to ensure the continuity of the Professional Development Council. The secretary of the council is an ex officio and non-voting member of the council. 3. Method of Selection A. The existing members of the Professional Development Council will continue to serve in their current positions until the end of their three (3) year terms or as indicated by the system of rotation. B. When a vacancy on the council occurs, the vacancy will be filled by a member elected from and by the faculty of the grade level which the new member will represent. C. The incumbent building principal for both the grade school/middle school and the high school will serve as members. D. The incumbent district superintendent will serve as a member

9 4. Vacancies A. A member may resign at any time. B. A letter of resignation will be submitted to the PDC chairperson. C. A new member from the appropriate constituency will be elected to the council to serve the remaining portion of the unexpired term, at which time regular term of membership rules shall apply. 5. Officers of the Professional Development Council A. Officers shall be a chairperson, a vice-chairperson, and a secretary. B. The chairperson and the vice-chairperson will be elected by a simple majority vote during the first meeting of the school year. C. The secretary, which is a supplemental contract position, shall be appointed by the superintendent, with the approval of the Board of Education. 5. Duties of Officers A. The chairperson shall: 1. preside over meetings. 2. prepare and distribute an agenda for each meeting. 3. call and preside over special meetings 4. receive all resignations. B. The Vice-Chairperson shall serve as chairperson in the absence of the chairperson. C. The secretary shall: 1. record and distribute minutes of meetings. 2. record and maintain professional development points earned by teachers and staff. 3. prepare and distribute professional development transcripts to teachers and staff. 4. maintain the files and records for the Professional Development Council

10 6. Meetings of the Professional Development Council A. Meetings shall be held monthly, unless otherwise agreed upon by the membership of the council. B. Special meetings may be called by the chairperson or by a majority of the council. C. A majority of the members shall constitute a quorum. D. Decisions will be made by a simple majority vote of the members present. E. A quorum must be present in order to conduct business. F. Meetings will be open to the entire faculty, although they may not vote or participate in council business. G. Meetings will be held in the Grade School Resource Room unless otherwise announced. H. Each council member must participate in annual training related to their roles and responsibilities

11 PROFESSIONAL DEVELOPMENT PLAN Overview of Professional Development Plan A. Participation in the Professional Development Plan is designed to encourage professional growth. B. Points accumulated in accordance with the District Professional Development Plan may be used for both re-certification and movement on the district salary scale as specified in the negotiated teachers contract. C. Participants must complete an original Professional Development Plan (PDP) each school year. D. The Professional Development Plan must be submitted to the Professional Development Council for review. It shall be the responsibility of the PDC to review and approve/disapprove a Professional Development Plan. E. The plan must be signed by the teacher, a representative of the Professional Development Council, the building principal, and a representative of the Board of Education. F. The Professional Development Plan will contain district goals and building goals, which will have been previously determined by the Professional Development Council. The teacher will add three (3) personal goals. These personal goals shall be compatible with, and will complement, the district and building goals. G. The original copy of the Professional Development Plan will be kept by the Professional Development Council. Each teacher will be given a copy of his/her PDP for reference in planning professional development activities. H. A teacher who lives or works within district boundaries, but is not employed by the district, may file a professional development plan with the district Professional Development Council in order to renew his/her license. The district is not required to allow non-employees access to district sponsored activities. If the district provides a professional development plan for the individual, they must award points and provide an in-service transcript to the individual upon request. (Reg (b))

12 Guidelines/Procedures for Professional Development Activities 1. Proposed in-service activities shall be directly related to the district s School Improvement Plan and/or the personal goals listed on the teacher s Professional Development Plan. 2. Each staff member may request to attend a maximum of three (3) activities/ conferences each school year, contingent on available funds. 3. To ensure success for students and to have an impact on student learning, the proposed activities shall be directly applicable to the professional contractual obligations of the teacher and to his/her goals as identified on the Professional Development Plan. 4. The Professional Development Council, the school administration, or the Board of Education may ask individuals to participate in an activity which they deem to be in the best interests of the individual, the school district, or the students. This can be used as an additional goal for professional development. 5. Reimbursement will be made to the teacher for: ~ actual mileage, only if a district vehicle is not available. ~ food consumed when not furnished as part of the activity/conference fees, subject to limits set by the Board of Education. ~ night lodging as approved by the school district and not included as part of the activity/conference fees. ~ registration fees for approved activities/conferences. 6. All expenses, except mileage, must be verified by itemized receipts from the business rendering the service. Receipts must be stapled to the completed and approved activity/conference request form. 7. Conference requests and registration forms should be submitted to the building principal as soon as possible. 8. If the activity is considered to be a regular part of a teacher s contracted professional duties, for which they are being compensated, the Professional Development Council may deny points for that activity. Examples of possible disapproved activities are: ~ regularly scheduled meetings e.g. staff meetings, department meetings, grade level meetings, etc

13 ~ coaching clinics. ~ extra-curricular activities. ~ meetings which a teacher is sponsoring as part of a supplemental extra-curricular contract. 9. The building principal and the Superintendent of Schools shall have the right/ authority to approve/disapprove requested activities, although they may seek the advice of the Professional Development Council. 10. Professional development points shall be treated no differently than points earned through college credit. Professional development points earned by a teacher with a Professional Development Plan shall become a permanent and ongoing part of a teacher s salary record for the duration of his/her employment. 11. The Professional Development Council may set a final deadline for submitting applications/requests for professional development points. In-Service Education Credit Required for Renewal of Certification The official In-service Education Transcript will be prepared by the Professional Development Council secretary and will be submitted to the Superintendent of Schools, the Board of Education, and the Professional Development Council for signatures, as required by the Kansas State Department of Education. Each participant will be furnished with a copy of his/her own transcript, upon its approval, at the end of each school year. The teachers is responsible for obtaining his/her college transcript since it is separate from in-service points. The in-service transcripts and college transcripts must be sent, along with the application for recertification, to the Kansas State Department of Education by the individual teacher. It is not sent from the district office. College credit and in-service points used for recertification are valid for five (5) years from the date from which they were awarded, according to the Kansas State Department of Education regulations. (Reg (b)) Teachers who have earned in-service points from other districts with a state approved in-service plan may transfer these points to their USD 338 Professional Development Plan for certification purposes

14 Professional Development Points and Semester Credit Hours for Licensure Renewal If an individual holds a bachelor s degree, he/she must submit 160 professional development points earned under an approved professional development plan to renew his/her professional license. Half of the professional development points (80 points) must be awarded for completing appropriate college or university credit. One semester hour is equal to 20 professional development points. The Professional Development will determine the appropriateness of college credit before awarding points. If an individual holds an advanced degree, he/she must submit 120 professional development points earned under an approved professional development plan to renew his/her professional license. The PDC will determine the appropriateness of college credit prior to awarding the points. An individual with a graduate degree is not required to earn any points from completing semester credit hours. He/she may submit professional development points earned through any combination of semester credits and other professional development activities. Generally, if an individual completes coursework related to content, the content should be related to the endorsements/licenses that the individual holds OR to new endorsements/licenses that the individual may be working towards. However, some content coursework is considered applicable to any educator, such as computer coursework. Professional education (pedagogy) may be related to content endorsements OR that would be applicable to any educator, no matter what their endorsement/licensure area. For example, a course on discipline in the classroom could be applicable to any educator. 15 Procedure for Awarding Professional Development points 1. a. The individual submits a professional development plan to the district Professional Development Council (PDC). b. The PDC approves the professional development plan. 2. The individual completes activities related to his/her approved professional development plan and submits documentation/evidence to the PDC. 3. The PDC verifies that the activity addresses the goals in the approved professional development plan and awards points. 4. If the PDC has questions has questions about a submitted activity, it will request additional clarification from the individual. This may be accomplished in a manner determined by the PDC. Three Levels for Awarding Points Professional development points are awarded according to three (3) levels. For each of the three levels, there are no limits on the number of points that may be earned. No limits means that there are no caps in reference to points earned for licensure renewal. The three levels are described below. Reg (f) Level I - Knowledge Points are awarded on a one-point per hour basis provided the individual verifies that he/she has learned something as a result of the in-service activity. Level II - Application Points awarded are based on the demonstrated application of the information gained at the knowledge level and for which 2 times the knowledge level points are awarded. Level III - Impact Points awarded are based on demonstrated impact of the knowledge and skills acquired and for which 3 times the knowledge level are awarded

Content = 1 point per clock hour Verification required may include such evidence as: ~ Description of the critical attributes of the staff development activity. ~ Oral or written personal reflections. ~ Pre and post assessments of the individual staff person s learning. ~ Attached agenda and/or certificate of attendance Service to the Profession = 1 point per clock hour Service to the profession may take place during contractual time. Verification required may include one of the following: ~ Minutes noting contribution to meetings and time spent at meetings. ~ Explanation of time spent on a school committee, council, or team such as: ~ Membership in the school or district PDC. ~ Serving as a member of the school s QPA steering committee. ~ Serving on an unpaid curriculum development committee. ~ Providing unpaid staff development. ~ Samples of published articles or newsletters and an explanation of the time time spent in writing. ~ An explanation of time spent and significant contributions made while holding an office or serving on a committee for a regional, state, or national educational organization. ~ Serving on an onsite team for another school or district and an explanation of the time spent

Organizational Change = 3 X s points at Level I Verification required may include such indicators as one of the following: ~ Evidence of related district or school policy change. ~ Evidence of Level II application activities by others. ~ Revision of district, grade level, or content area curriculum. Student Learning = 3 X s points at Level I Verification required may include of the following results: ~ Evidence of improved student academic performance over at least two semesters. ~ Samples of positive changes in students behavior over a period of at least two semesters, such as: ~ Study habits. ~ Improved school attendance. ~ Improved homework completion rates. ~ Independent observation of positive students classroom behaviors. ~ Decreased dropout rates. ~ Increased enrollment in advanced classes

20 In-service Transcripts An official In-service transcript will be prepared by the Professional Development Council secretary and will be submitted to the Professional Development Council, as required by the Kansas State Department of Education. Each participant will be furnished with a copy of his/her transcript, upon its approval, at the end of each school year. Each official in-service transcript will include the following information: ~ Personal identification data, including name, social security number, current professional assignment, and certification expiration date. ~ A listing of all the activities for which professional development points were awarded. ~ The date of the activity. ~ The total number of points awarded for each separate activity. ~ Points which were awarded for semester credit hours. ~ Designation of which points were awarded for ` content ` professional education (pedagogy) ` service to the profession ~ Signatures of ` the applicant ` the chairperson of the PDC ` a second member of the PDC College Credit and Licensure Renewal The Professional Development Council will award professional development points for course work completed in colleges and universities and will record those points on the in-service transcript. However, official transcripts of the coursework must be attached to the renewal application, along with the in-service transcript. The Kansas State Department of Education will continue to verify from the transcripts that the institution is appropriately accredited and that the credit is semester credit hours. At the time the Professional Development Council awards points, it will determine if they are being awarded at the knowledge, application, or impact level. However, this information does not have to be reflected on the in-service transcript that is submitted with the renewal application

21 In-service Education Definitions Content endorsement standards mean those standards adopted by the state board that define the skills and knowledge required for the specific content endorsements prescribed in K.A.R Educational agency means a public school district, accredited nonpublic school, area professional development center, institution of postsecondary education authorized to award academic degrees, the Kansas State Department of Education, and any other organization that serves school districts. 3. In-service education means professional development and staff development and includes any planned learning opportunities provided to certified personnel employed by a school district or other authorized educational agency for purposes of improving the performance of such personnel in already held or assigned positions. 4. In-service education plan or Plan means a detailed program for provision of professional or staff development, or both. 5. Non-contractual times means periods of time during which an employee is not under a contractual obligation to perform services. 6. Professional development point means one clock hour of in-service education. One semester hour of college credit shall count as 20 professional development points. 7. Professional development means continuous learning that is based on individual needs and meets both of the following criteria: (1) It prepares a person for access to practice, maintains the person s access to practice, builds an individual s knowledge of skills, or is requested by the employing educational agency. (2) It positively impacts the individual or the individual s students, school, or school district. 8. Professional development council or PDC means a representative group of certified or licensed personnel from an educational agency that advises the governing body of the educational agency in matters concerning the planning, development, implementation, and operation of the educational agency s in-service education plan. 9. Professional development plan means a written document describing the in-service education activities to be completed during a specified period of time by the individual filing the plan. 10. Professional education standards means those standards adopted by the state board of education that specify the knowledge, competencies, and skills necessary to perform in a particular role or position. (See attached list) 11. Service to the profession means any activity that assists others in acquiring proficiency in instructional systems, pedagogy, or content, or that directly relates to licensure of professional educators, accreditation processes, or professional organizations. 12. Staff development means continuous learning offered to groups of professionals that develops the skills of those professionals to meet common goals, or goals of a school or school district. 13. State board means the state board of education

22 Kansas Professional Education Standards Adopted by the Kansas State Board of Education, September 11, 2001 There are a total of 13 Professional Education Standards. For each of the standards there are indicators for Knowledge and Performance. The indicators are not included here, but can be found in the Teacher Standards document on the KSDE web site: Click on Certification and Teacher Education and then on Licensure Redesign. Scroll down past Chart Endorsements and click on Teacher Standards Adopted by the SBE 9/11/01 Standard No. 1: The educator demonstrates the ability to use the central concepts, tools of inquiry, and structures of each discipline he or she teaches and can create opportunities that make these aspects of subject matter meaningful for all students. Standard No. 2: The educator demonstrates an understanding of how individuals learn and develop intellectually, socially, and personally and provides learning opportunities that support this development. Standard No. 3: The educator demonstrates the ability to provide different approaches to learning and creates instructional opportunities that are equitable, that are based on developmental levels, and that are adapted to diverse learners, including those with exceptionalities. Standard No. 4: The educator understands and uses a variety of appropriate instructional strategies to develop various kinds of student learning including critical thinking, problem solving, and reading. Standard No. 5: The educator uses an understanding of individual and group motivation and behavior to create a learning environment that encourages positive social interaction, active engagement in learning, and self-motivation. Standard No. 6: The educator uses a variety of effective verbal and non-verbal communication techniques to foster active inquiry, collaboration, and supportive interaction in the classroom. Standard No. 7: The educator plans effective instruction based upon the knowledge of all students, community, subject matter, curriculum outcomes, and current methods of teaching reading. Standard No. 8: The educator understands and uses formal and informal assessment strategies to evaluate and ensure the continual intellectual, social, and other personal development aspects for all learners. Standard No. 9: The educator is a reflective practitioner who continually evaluates the effects of his or her choices and actions on others (students, parents, and other professionals in the learning community), actively seeks out opportunities to grow professionally, and participates in the school improvement process (Kansas Quality Performance Accreditation). Standard No. 10: The educator fosters collegial relationships with school personnel, parents, and agencies in the larger community to support all students learning and well-being. Standard No. 11: The educator demonstrates the ability to integrate across and within content fields to enrich the curriculum, develop reading and thinking skills, and facilitate all students ability to understand relationships between subject areas. Standard No. 12: The educator understands the role of technology in society and demonstrates skills using instructional tools and technology to gather, analyze, and present information, enhance instructional practices, facilitate professional productivity and communication, and help all students use instructional technology effectively. Standard No. 13: The educator is a reflective practitioner who uses an understanding of historical, philosophical, and social foundations of education to guide educational practice
