2 Section 1: Letter from the Principal Thank you for your interest in the post of Assistant Principal at Wilberforce Sixth Form College. I appreciate the time and energy it takes to make an application and hope that you will consider applying for this post. I believe that this post represents an opportunity to join a very successful College, and to take on a senior leadership role at a time of great challenge. More details are provided in the attached pack. However, I will try to give a flavour of the College and what the post will involve in this letter. Wilberforce Sixth Form College serves an inner city community, with relatively low levels of achievement at 16. East Hull is an area of economic disadvantage relative to regional benchmarks. Despite these circumstances, the College does well. The College has a diverse curriculum, with very significant vocational provision. Recruitment is strong and overall student results are good. The College is a lively and exciting environment in which to work. Our students generate a very positive atmosphere in the College, and staff commitment to continuous improvement is high. The College has invested heavily in facilities over the last ten years, and the learning environment is good. The College is financially strong (category A ), and continues to invest in evermore improved resources for students. The senior management team is friendly, good humoured and supportive. I believe that we enjoy an excellent team approach, and we benefit from the variety of experience and background that we bring. The College was inspected in October 2013 and judged as Requires Improvement in all categories, having been judged to be Good in the previous inspection (2011). Inspectors recognised the positive impact of the new Principal and Senior Team from September 2012 in raising achievement and retention. However they noted that some success rates were below Sixth Form College benchmarks, significantly so in the case of functional skills, and that there were inconsistencies in student progress. The College needed to raise the proportion of good and outstanding teaching, and ensure that more students on Level 3 courses complete within two years. The senior team and staff have responded rapidly and vigorously to address the issues, in many cases accelerating developments already in place but needing refinement. The new post offers an exciting opportunity to lead on aspects of this improvement strategy, particularly supporting and developing students as independent learners. This post will demand energy and resilience, coupled with a genuine commitment to raising the aspirations and educational achievement of young people. Good humour and team working are essential, along with the ability to tackle complex problems and respond quickly and effectively. 4 Section 2: Background Information Wilberforce Sixth Form College is a sixth form college on the eastern edge of the city of Kingston upon Hull. Students are largely drawn from East Hull and the nearby villages of East Yorkshire. Wilberforce Sixth Form College is one of two sixth form colleges in Hull, there is also a large general further education college which also has provision. In East Hull most schools are (11-16), although one academy in East Hull has a sixth form. The position in West Hull is similar. A relatively high proportion of the College s students are drawn from areas of economic disadvantage. The College s widening participation factor is high. Standards of attainment in the College s feeder schools have risen very significantly over recent years. However, they have risen from a low base. The percentage of students achieving five good GCSE passes including Maths and English is much lower than the national average. Consequently, the qualifications on entry of the College s students are significantly below average. Mission and Values Wilberforce College s mission is to be a College of outstanding quality, encouraging and enabling the fulfilment of individual potential, working with the community, to increase aspirations, participation and achievement. At the heart of the College s work is the continuous improvement of teaching and learning. Teachers are innovative and participate in a constant debate on how to develop fresh and exciting learning opportunities for students. All senior managers have been deeply involved in promoting the development of teaching and learning. A team of dedicated and specialist staff provide support for the many and varied personal and educational issues that students have. Tutorial work has been focussed on personalised support for students. Data is detailed and widely available to students, parents and staff. The College s MIS system is innovative and dynamic, and has won praise from outside the College. Recruitment/Assistant Principal

Students and Courses The College s full-time student numbers have grown over the last ten years to around 1,670 in All the College s students study full time and almost all are aged 16 to 18. More than three quarters of the College s students are studying Level 3 programmes, and the management of the curriculum is dynamic and highly responsive to local need. The remainder are studying Level 2 or foundation programmes. 6 Resources and Finances The College s facilities are good. There has been a programme of building and renewal since 2003, such that almost half the estate is recent build and the rest has benefited from extensive refurbishment. All classrooms have projectors, whiteboards and specialist equipment to support teaching and learning. There are a range of sports and social facilities for students alongside an excellent range of support services, learning resources and study areas. Staff are our greatest resource and we allocate considerable time and money to staff development, including a programme of leadership development, some of which is accredited by HE establishments. 7 Section 3: Need for the Post The senior management structure from May 2014 will have five members: Principal Vice Principal (1) Assistant Principals (3) This Assistant Principalship offers the opportunity to join an experienced senior management team that provides strong leadership for the College. However it is also a team that is undergoing some transition, and the new appointment will have considerable opportunities to contribute to new directions both within the College and the senior team. The post arises from the promotion of an Assistant Principal to a senior post in a leading Sixth Form College from September A member of the senior team deferred their planned retirement in order to fill the temporary vacancy. 10 Section 6: Nature of the Post The new Assistant Principal will join an experienced and supportive senior management team. Set out below are the key responsibilities for the post. However, there is the possibility of adapting the responsibilities in the senior management team to meet the particular skills and qualities that a new team member will bring. The Vice Principal leads the management and development of the curriculum. Assistant Principals lead respectively on Finance and MIS, and Human Resources and Marketing. The new post will lead the range of services that enable students to undertake their studies, provide the contexts for their development as independent learners and ultimately progress into education and employment. Each of these support services has a lead manager in post, so the post involves line management of some dedicated and talented specialists. The key areas of responsibility are set out below: The College is always exploring ways to develop its curriculum offer and create new opportunities for students. This development is being led primarily by the Vice Principal (Curriculum and Quality), and it is envisaged that the new Assistant Principal will support these initiatives and lead on some aspects. Student Services. The College serves an area of high economic and educational disadvantage. Student Services play a key support role in removing barriers to participation and supporting students and their families, but also in reinforcing our high expectations of students. The senior manager with responsibility for this area also serves as the Safeguarding Lead Officer. Examinations and Assessment involves not just the external accreditation of student outcomes, but the management and reporting of regular internal assessments. These assessments are central to the monitoring of student progress, and inform the interventions of the senior management team led by the Vice Principal (Curriculum and Quality). The Functional Skills programmes for numeracy and literacy are managed through the Study Support function and delivered through the tutorial framework, brokered by the student s personal tutor. These programmes are for students who have not yet achieved grade D in English and/or Mathematics at GCSE. Subject-specific study support is provided through student mentors and a team of study support tutors. IT for Learning has been developed to enable improved student access and easy use for research and independent study. Recent development of the College estate has been undertaken with the aim of providing students with areas that encourage them to learn beyond the classroom. The development of independent learning amongst students is a key role for this post. It will involve working closely with teachers and curriculum managers, but also taking a wider view of how College services, including premises, can work together to facilitate learning. 11 The tutorial framework is organised around one-to-one target setting and monitoring meetings between the tutor and student. One of the priorities for 2014 is to review this structure to ensure that it is the most effective model for monitoring and intervening to raise student achievement. The College offers an enhanced tutorial and support programme called Aspire for students with the highest GCSE scores. The College employs its own Progression Officer, with independent guidance bought in through an external consultancy. The College is a committed partner in the delivery of the City of Hull s regeneration strategy, and high quality IAG is a key element of this strategy. Equality and Diversity. To lead on the promotion of equality and diversity throughout the College, both within the delivery of the curriculum and in the wider cross-college context. As a member of the senior team, the Assistant Principal will be involved in quality assurance activities such as lesson observations, learning walks, student voice and reviews of student files and assessments. As indicated earlier, this list of responsibilities is neither prescriptive nor exhaustive. There is the experience and flexibility within the senior team to adjust responsibilities to ensure that we operate most effectively. Above all, we are seeking someone with educational drive and enthusiasm to work as part of a strong senior team to take the College to the next stage of its development. 12 Section 7: Conditions of Service Further details are in the contract that will be issued to the successful candidate. However, some of the aspects may be useful for your information. Pay The post is remunerated with reference to pay spine for school leaders , as published in the school teachers pay and conditions document. This is reviewed annually by the College s remuneration committee. The post is referenced to point L17 ( 55,553) and will be on a performance range of L17 to L23 ( 55,553 to 64,367). This pay spine has been revised from September 2013, but the adjustments require confirmation by the Governors at their remuneration committee meeting in February Leave Entitlement Leave entitlement is 45 working days from 260 working days in the year. This entitlement includes 11 closure days, which are bank holidays and Christmas shut down days. Recruitment/Assistant Principal
