The University of California, which has already received $716 million in federal stimulus funds to offset a $1 billion budget gap, announced on Friday that it is raising student fees by 32 percent. That works out to about $2,500 per student a year. Student protesters said that the higher costs will make it even harder for middle class and poor students to go to college, and will widen the education gap between the haves and the have-nots. But the students at the 10-campus California system are, on average, from far wealthier backgrounds than the average household in the state. This gap is pronounced at other prominent public universities, like Michigan and Virginia. 1

2 As they deal with tighter budgets, what should public universities do to balance fiscal responsibility and equal opportunity? He is also chairman of the Higher Education Practice at Korn Ferry International. The student body at the University of California is composed of students from all walks of life. Every socioeconomic group is represented. That is as it should be. Brains not bucks needs to be the north star of admissions. That does not mean that every students should pay the same tuition. Robin Hood is our teacher. He says take from the rich and give to the poor. Charge each student what they can afford. Some will pay list price. Some will pay nothing. We do not have to discount tuition for 100 percent of the class in order to do the sound thing for a portion of the class. Tuition should be scaled to the economic capacity of the individual undergraduate. Charge each student what they can afford. Some will pay list price. Some will pay nothing. Scholarships should be provided to those who are able students but can t pay. Others who are able and can afford the fees should be expected to do so. That is the way it is done at the independent universities. And loans and jobs need to be used to support tuition relief as well. Its not all black and white. Sound thinking can result in a just outcome. Mr. Trachtenberg published an Op-Ed in The New York Times on Sept. 13, 1983, titled Public Subsidies for Rich Students. The Real Injustice at the University of California Alfonso Trujillo, an engineer in San Diego, Calif., writes often on education issues. Subsidizing top-tier universities in the hope of getting more underprivileged students to 2

3 attend is tantamount to subsidizing top-tier department stores in the hope that some underprivileged consumers will be clothed. In the end, both results are predictable: higher prices, higher status for those who purchase the product, and an inefficient method of helping the poor. If those who protest the University of California fee hikes are sincere in their concern for the education prospects of the poor, then why don t they instead back a program that truly does help the poor: means-tested vouchers? Raise tuition, but offer poor students meanstested vouchers. Instead of having the government subsidize the U.C. campuses and other top-tier public colleges, which largely cater to middle- and upper-income students from the most resourceful high schools in hopes that some of that money will trickle down to a small portion of the student body financial aid to the most needy can be increased. In an environment of budget cuts, trade-offs must be made. Why not increase U.C. fees even further and distribute that extra money to low-income students in the form of direct aid? This will make education cheaper for those who truly deserve it and make it more expensive for those who can afford it. It would be like giving food stamps directly to the poor, instead of going to a grocery store in the hope of finding lower prices. This system would also show what side the protesters are really on. Elitist? Look at the Numbers. Cindy Mosqueda is a doctoral student in higher education and organizational change at U.C.L.A. The 1960 Master Plan affirmed California s commitment to a tuition-free higher education. However, as the proportion of state funding declined, students were asked to make up the difference. Regents and administrators claim that the 32 percent increase will not hurt poor students. The high-fee, high-aid model sounds nice in theory, but research shows that aid levels do not keep up with costs. U.C. students are far more economically diverse than their peers at other top-tier public universities. Earlier this year, students worried that the state could not pay the promised Cal Grants. The buying power of the Pell Grant has declined. Poor students as I was (I had $0 expected family contribution) will be saddled with debt and may forgo applying to a U.C. due to the cost. I worry that the University of California may become more like our peer institutions, which educate fewer state residents and poor students. At U.C.L.A., 90 percent of students are California residents, whereas only 67 percent of University of Michigan and University of Virginia students are state residents. 3

4 U.C. students are also much more economically diverse. In 2008, 25 percent of U.C.L.A. undergraduates received a Pell Grant compared with 8 percent of students at the University of Virginia and 11 percent at the University of Michigan. In the total cost of education at the University of California will exceed that of our peer institutions. What Taxpayers Deserve to Know Richard Vedder is an economist at Ohio University. Since most of the financial benefits of college go to the student, he or she should pay a large portion of college costs. Even with the large tuition increase, University of California fees are well below those of many other prestigious flagship public universities. Most attendees come from moderately to very prosperous families that can shoulder this extra burden. Lower income students are largely protected by U.C. financial aid policies and by an increasingly generous federal student assistance program. The U.C. bureaucracy is bloated, teaching loads are low, and most of the budget goes for noninstructional expenses. However, all students and their parents, not to mention taxpayers, have a right to know why the vast majority of the U.C. budget goes for non-instructional expenses, why teaching loads are so low, and why there is a bloated central administrative bureaucracy. If they want the students to pay more, the University of California administration should be more fully accountable to those who are increasingly paying the bills. Dysfunctional Government Jane V. Wellman is executive director of the Delta Project on Postsecondary Education Costs, Productivity and Accountability. The budget situation facing the University of California is truly dire. It s been a long time coming, and while they could have done more to restructure costs to reduce what they now will get from students, no amount of resource planning could have forestalled a crisis at this level. That said, retroactive finger-pointing at the Regents and the administrators isn t going to solve anything. They re the people who ve got the job to right this ship, and I hope they will. The bigger problem is with state government, as the lion s share of the responsibility has to lie with the legislature and Governor, who for decades have been presiding over Strong public universities can survive bad government for a while, but eventually the wheels start to come off. 4

5 the erosion of public investments in higher education, while they re jacking up spending on prisons and the state share of Medicaid. Like it or not, government officials are the investment managers of the portfolio that will pay for our collective future. Too many people seem to think it s possible to insulate public institutions from the consequences of dysfunctional government. It doesn t work that way: strong institutions can survive bad government for a while, but eventually the wheels start to come off. Still a Great Bargain Ronald G. For decades states have been unable to provide public research universities with the levels of financial support they need to prosper, and our nation s current economic problems have dug the holes that they face even deeper. Many are in the same situation as the University of California campuses, lacking resources to maintain enrollments, to guarantee that students can get necessary classes to graduate, and to maintain the size of their full-time faculty and their research output. Increasingly tuition increases must provide the resources to offset limited increases, or decreases, in state support. To maintain their accessibility to students from all socioeconomic backgrounds, the great public research universities have developed institutional financial aid programs, and they need to annually demonstrate to state government that these programs are working. The real danger is that higher tuition levels may lead to decreased public support. Even after U.C. system s 32 percent tuition and fee increase, its roughly $10,000 tuition and fee level next year will be only about one quarter of what its selective private competitors will be charging. The real danger from its increase is that unless the public can be educated about the great bargain that attending the University of California remains, its higher tuition levels may lead to decreased public support for enhanced state funding in the future and thus to a continuous cycle of large tuition increases. Furthermore, absent the large endowments and flows of annual giving that many public research universities have, public comprehensive universities, such as the California State University system, and two-year colleges will not have the institutional financial aid resources to move to a high tuition-high aid policy. Large tuition increases at the public comprehensives and the twoyear colleges have the real potential to reduce access, and state governments need to understand the importance of state support to prevent this from happening. 5
