1 ABOUT ALLAN HANCOCK JOINT COMMUNITY COLLEGE DISTRICT The Allan Hancock Joint Community College District spans an area of more than 3,000 square miles, encompassing most of Santa Barbara County and portions of San Luis Obispo and Ventura counties. The one-college district has a campus in Santa Maria and centers in Lompoc, Solvang, and at Vandenberg AFB. is located on the California Central Coast, halfway between Los Angeles and San Francisco. San Luis Obispo and Santa Barbara counties have been rated as the third and fourth best places to live in the nation by a recent national publication, and no wonder the region offers sunny beaches, mountains, forests, farmlands, and crisp, clean air. The district's population is approximately 221,700 with a service area population of 297,800. Residents enjoy California living at its best, with a mild year-round climate and an ideal location for quality living. The district is adjacent to the coastal cities of Santa Barbara, San Luis Obispo, and Pism o Beach, and boasts a wide variety of cultural and recreational activities including hiking, biking, golf, theater, and a flourishing wine industry. ABOUT THE COLLEGE is an award-winning California public community college located in northern Santa Barbara County. Approximately 11,000 credit students and 5,000 community education students choose Hancock each semester to begin a bachelor's degree, earn an associate degree, prepare for a career or upgrade their skills. The college is a leader in its approach to student-centered teaching and its commitment to hiring employees who are creative, open to change, and passionately supportive of the learning process. In 2011, the Aspen Institute College Excellence Program ranked Allan Hancock Co llege as one of the five best community colleges in California and one of the nation's top 120 community colleges. Winners selected "...demonstrated the highest levels of performance on three key metrics: student outcomes; changes over time; and equity in student achievement," according to the institute. In every sense, is a college for the community. More than 90 percent of its students come from the local area. In addition to general education courses, the college also offers opportunities in a variety of highly specialized fields such as viticulture/enology, computer animation, multimedia, scientific field study, nursing, fire and police training, emergency medical services, and the Pacific
2 Conservatory of the Performing Arts, the premier theatre training program on the West Coast, and the only one of its kind at a community college. The college challenges its students to excel in every way. In return, Hancock students consistently enjoy high acceptance rates to University of California and California State University campuses, including Cal Poly, San Luis Obispo, and the University of California at Santa Barbara. As a federally-funded Hispanic Serving Institution, has been recognized many times over the years as an outstanding college by Hispanic Outlook magazine. The college serves a diverse community and student body and regards sensitivity to diversity as a key qualification for all employees. The college's well-known and successful athletic program offers intercollegiate football, basketball, soccer, tennis, baseball, softball, golf, volleyball and track and field. Alumni success runs the gamut from Academy Award winners to a member of the Joint Chiefs of Staff, along with thousands of successful community leaders and citizens. A $180 million general obligation bond passed in 2006 has spurred a comprehensive building and technology improvement campaign that is creating new facilities and cutting-edge technology that will benefit generations to come. OPPORTUNITIES, CHALLENGES, AND PROFESSONAL CHARACTERISTICS The superintendent/president of will provide visionary leadership to: Actively promote and support a student-centered culture using open communication, collaboration and consensus building. Articulate a clear and compelling vision for the college that identifies emerging trends, embraces strategic planning, makes effective use of evidence for decision-making and reflects meaningful participation from all members of the college community. Inspire, facilitate and recognize innovation in teaching, learning and student support services and promote student success at all levels. Provide leadership in the implementation of the state s Student Success Act (SB 1456). Understand and value the role of a comprehensive community college and effectively manage the multiple priorities of transfer, career/technical, basic skills, non-credit and co-curricular programs. Engage faculty, staff, students and administrators in a collaborative governance process that engenders excellence, supports a climate of collegiality and mutual respect and ensures an effective shared governance process. Actively attract and retain diverse and talented faculty, staff, and administrators and inspire and motivate all employees to achieve high standards; support the pursuit of academic excellence. Understand and direct a complex institutional budget and ensure balanced management of scarce resources. Lead the pursuit of alternative funding to enhance college programs and services. Guide the college accreditation process and champion the integration of planning, budget and the assessment of institutional effectiveness.
3 Foster positive working relationships in a collective bargaining environment. Establish a presence in the community that engages business and industry, elected officials and community organizations as partners and advocates for the college. Understand and support the role of technology in teaching, learning, student services and administrative support. Seek and support opportunities for all employees to access professional development and potential opportunities for advancement. Demonstrate exceptional interpersonal skills including excellent written, oral and listening abilities and a strong capacity for consensus building. Demonstrate consistent and thoughtful decision making that is inclusive of the shared governance process. Direct labor negotiations while fostering positive working relationships. QUALIFICATIONS Minimum Master's degree from an accredited college or university. Four years of recent, successful administrative experience at a community college or other institution of higher education (or equivalent experience.) Evidence of cultural competency and sensitivity to and understanding of the diverse academic, socioeconomic, cultural, and ethnic backgrounds of staff and students and to staff and students with disabilities. Desired Doctorate Degree or the equivalent level degree. Demonstrated knowledge of effective teaching and learning processes at the undergraduate college level. Higher education teaching or student services experience. A strong record of community service and involvement. An understanding of laws and regulations pertaining specifically to the California Community College System including but not limited to: collective bargaining, tenure, participatory governance, and other related employment laws and practices. SALARY AND FRINGE BENEFITS Salary and benefits are competitive, and commensurate with candidate s background and experience.
