1 SALARY: TEXAS PARKS AND WILDLIFE DEPARTMENT invites applications for the position of: Natural Resources Specialist III (Habitat and Wildland Fuels Specialist) $3, /Month OPENING DATE: 10/05/17 CLOSING DATE: 10/19/17 11:59 PM DIVISION: State Parks WORK ADDRESS: Lake Mineral Wells State Park, 100 Park Road 71, Mineral Wells, TX HIRING CONTACT: Jeff Sparks, (903) GENERAL DESCRIPTION: Under the supervision of the State Parks Wildland Fire Program Manager, this position is responsible for planning, implementation and/or project management for fuel reduction and habitat stewardship projects on Texas State Parks. Directs/leads firefighters during prescribed fire operations and wildfire response. Collects fire behavior and meteorological data as part of the compilation of post burn reports. Informs and educates staff and the public about wildland fire management. Organizes fire caches and maintains wildland fire equipment including engines, trucks, all-terrain vehicles, suppression pumps and tools. Develops and implements procedures for immediate and effective response of equipment and personnel to wildland fire operations. Assesses fuel loads on State Parks, identifies fuel hazards threatening park infrastructure or visitors, and develops plans for reducing/mitigating hazards. Performs database entry, maintenance, analysis and reporting for Texas State Parks Fire Program encompassing more than 200 firefighters and 100 managed sites. Conducts habitat assessments on state park managed lands to collect baseline flora and fauna data and monitors fire effects following standard long-term sampling protocols. Performs habitat management tasks such as brush management, tree planting, native vegetation planting, fire-line construction, erosion control and marking timber. Assesses projects for impacts to natural and sensitive resources. Develops project reports and after action reviews for assigned projects. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment. Performs additional duties as assigned. Complies with all Agency, Division and Branch rules, regulations and procedures. POSTING NUMBER: QUALIFICATION GUIDELINES: MINIMUM QUALIFICATIONS: Education: Graduation from an accredited college or university with a Bachelor's degree. Licensure: Three years of relevant experience. Must possess a valid class "A" Texas Commercial driver's license OR must possess or be able to obtain, within 30 days of employment, a valid class "C" Texas driver's license and 1/5

2 convert to a class "A" Commercial driver's license within 6 months of employment; Required to pass the air brake component of a class "A" Commercial driver's license standard examination. NOTE: Retention of position is contingent upon obtaining and maintaining required licenses and compliance with State and Federal regulations including the Department of Transportation (DOT) required drug and alcohol testing. Must possess the National Wildfire Coordinating Group's (NWCG) Wildland Firefighter, Type II (FFT II) certification; and be a current qualified Wildland Firefighter; Must possess or be able to obtain, within 2 years of employment, the National Wildfire Coordinating Group's (NWCG) Wildland Firefighter, Type I (FFTI) certification. NOTE: Retention of position contingent upon maintaining required license. Physical Requirements: Must be able to pass, at time of interview, the "Arduous" duty physical fitness level standard level (walk 3 miles with 45 lb. pack in 45 minutes or less). NOTE: Retention of position contingent upon meeting and maintaining physical requirements. ACCEPTABLE SUBSTITUTIONS: Graduation from an accredited college or university with a Master's degree in Wildlife Biology, Wildlife Management, Wildlife Ecology or closely related field in Natural Resource Management may substitute for one year of the required experience. PREFERRED QUALIFICATIONS: Education: Graduation from an accredited college or university with a Master's degree in Wildlife Science, Conservation Science, Landscape Ecology, Biology, Environmental Science or related field. Experience preparing natural resource management plans or fire management plans; Experience in habitat management and restoration; Experience working with GPS field mapping systems; Experience working with GIS applications; Experience in developing public and private partnerships to implement projects; Experience operating Wildland fire engines and tools. Licensure: Current National Wildfire Coordinating Group's (NWCG) Fire Fighter Type I certification; Current National Wildfire Coordinating Group's (NWCG) Engine Boss certification; Current National Wildfire Coordinating Group's (NWCG) Firing Boss certification; n-commercial Pesticide/Herbicide Applicators license issued by the Texas Department of Agriculture. KNOWLEDGE, SKILLS AND ABILITIES: Knowledge of issues affecting natural and cultural resources; Knowledge of all phases of park administration and operation; Knowledge of basic fire behavior in varying fuel types (forest, shrub and grasslands); Knowledge of first aid, CPR and emergency procedures; Knowledge of habitat enhancement practices in a forest environment and their impacts in a forest environment and their impacts on wildlife and wildlife habitats; Knowledge of the fundamentals of natural and cultural resource management; Knowledge of water delivery using portable pumps and engines; 2/5

3 Knowledge of wildland fire ignition strategies; Skill in using MS Word, Excel, PowerPoint, Access and Outlook; Skill in effective verbal and written communication; Skill in using standard office equipment; Skill in establishing and maintaining effective work relationships with co-workers and work-related contacts; Skill in meeting deadlines; Skill in applying common habitat enhancement techniques; Skill in making independent, sound and timely decisions; Skill in the use of hand and power tools, mowers, trimmers, chain saws, tractors, vehicles, generators and other mechanical equipment; Skill in weighing the relative costs and benefits of a potential action; Skill in effective interaction with staff at all levels of the department and other state and federal agencies and organizations; Skill in applying critical thinking skills to specific problems to come up with defendable solutions; Skill in training others; Skill in making sound judgment decisions based upon data available and in short time frames; Skill in managing several projects simultaneously; Skill in conducting conservation outreach programs; Skill in identifying, researching and compiling information; Ability to work as a member of a team; Ability to work independently with little or no supervision; Ability to use GPS units and interface with personal computers and GIS and mapping software; Ability to operate field equipment such as tractors, shredders, ATVs, etc.; Ability to accurately follow instructions; Ability to work under stressful conditions; Ability to travel to various work locations; Ability to provide leadership in a team dynamic including conflict resolution; Ability to supervise projects as assigned; Ability to exercise sound judgment when making critical decisions; Ability to uniformly and consistently interpret and enforce rules and regulations and State and Federal laws; Ability to perform manual labor including, lifting supplies and materials up to 50 lbs.; Ability to conduct work activities in accordance with TPWD safety program. ADDITIONAL INFORMATION: WORKING CONDITIONS: Required to work 40 hours per week with hours other than 8:00 a.m. to 5:00 p.m. and days off other than Saturdays, Sundays and holidays; Required to work overtime as necessary; Required to adjust to changing schedules; Required to work any shift within a 24 hour period if necessary; Must be willing to reside in shared housing with other crew members; Required to perform work outdoors, occasionally in adverse weather conditions; Required to stand for extended periods of time; Required to perform manual labor including, lifting supplies and materials up to 50 lbs.; Required to operate a State vehicle; Required to travel 50-75% with possible overnight stays; Required to pass drug screening prior to employment; Required to pass a previous employment drug testing history verification for all CDL positions held within the past two years; Subject to random, post-accident and reasonable cause testing for the duration of employment; n-smoking environment in State buildings and vehicles.
