1 Award Guide Index The Financial Aid Award Guide is a reference to help you through the process of assessing your award and planning your finances for the coming year. The resources available in this guide and throughout the website offer comprehensive information about financial aid requirements and programs. As a student, you are responsible for using these tools to understand all aspects of financing your education. This guide is divided into three sections: I. 2 I. Eligibility Requirements Communication: Your St. Kate's is the official means of university communication. The may send document requests, notices of revision to your financial aid, or other important information about your eligibility exclusively to your St. Kate's . As a student, you are responsible for checking your on a regular basis, including during J-term and summer breaks. Impact of Enrollment on Financial Aid Awards: Your St. Catherine University (hereafter referred to as the University ) award is based on many variables, including the housing choice (on-campus, offcampus, or with parent) you indicated on the Free Application for Federal Student Aid (FAFSA) and your enrollment. Awards are based on the number of credits you reported for your planned enrollment on the St. Catherine Financial Aid Application, or in some cases the typical enrollment for your program of study. Your financial aid will be applied to your account according to your actual enrollment at the time of disbursement. We encourage each student to create a budget of anticipated expenses based on actual registration plans and living arrangements using our Cost Estimation Worksheets available on our website. Students may enroll in parts of term that are less than a full semester in length, depending upon availability of courses. Parts of term include: J-term, first or second half terms, and 5-week terms. The Cost of Attendance used to determine eligibility for aid is based upon your total credits of enrollment, as well as the length of your enrollment during the semester. Students whose enrollment does not span the full length of a semester are subject to proration of their Cost of Attendance. Should you enroll for a course that is less than a full semester in length, your eligibility for aid could be affected. Review the University calendar at the Registrar's webpage for more information regarding parts of term. If you have any questions about your registration and eligibility for aid, contact the Financial Aid Office. Enrollment Requirements to Receive Financial Aid: The maximum Federal Pell Grant is available to eligible undergraduate students who register for 12 or more credits each term. The amount is pro-rated for students registered three-quarter, half-time, or less than half-time in a semester. The maximum Minnesota State Grant is available to eligible students who register for 15 credits each semester. The award is prorated for students registered for 3-14 credits each semester. In order to be eligible for Federal Direct Loans you must be minimally enrolled at half-time status as defined by your program: For Undergraduate students, half-time status is defined as six credits registered per semester. For Graduate students, half-time status is defined as three credits registered per semester. January term (J-term) classes through the University are counted as part of Spring semester registration for financial aid. In determining your credit load, do not include: Award Guide Page 2
3 audits non-credit courses College Level Examination Program (CLEP) or Credit for Prior Learning Assessment Credit for Academically Relevant Learning (CARL) coursework Please note: if a course is considered passed by the University, you cannot receive financial aid for retaking the course more than once. If you need to take a course three or more times to raise your grade for a major or other requirement, it will not be counted in your enrollment for the purposes of financial aid. Enrollment Deadlines to Receive Financial Aid: For maximum financial aid eligibility, students must complete registration for all courses by: 9/13/2017 for Fall /7/2017 for Fall 2017 II (OTA Online) 1/10/2018 for Winter 2018 II (OTA Online) 2/5/2018 for Spring /9/2018 for Summer 2018 II (OTA Online) 6/11/2018 for Summer 2018 MN State Grant Deadlines: There are additional, separate deadlines for students eligible for the Minnesota State Grant. Students must submit a FAFSA within 30 days of the start of the term in order to be eligible for Minnesota State Grant funding in that term. Late applicants may still receive Minnesota State Grant for subsequent terms. Below are the deadlines for each semester: Fall 2017 the FAFSA receipt date must be on or before 10/5/2017 Spring 2018 the FAFSA receipt date must be on or before 2/27/2018 Summer 2018 the FAFSA receipt date must be on or before 7/3/2018 Impact of Changes in your Family, Financial or Academic Circumstances: Family and Financial Situation: The FAFSA captures a snapshot of a family s financial information; we recognize that you may experience changes to your household and income that are not reflected on your FAFSA. Please contact the if your family s situation changes and we may recommend that you complete the Special Circumstances Form. We will help you to determine what options are available in your current circumstances. Satisfactory Academic Progress: In accordance with federal regulations, the measures academic performance and enforces a Satisfactory Academic Progress policy to ensure that financial aid recipients progress toward completion of their degree or certificate program. The academic progress for every financial aid applicant will be reviewed after each term. All of a student s academic coursework is considered in the review process, whether the student received aid in a term or not. The assessment will be Award Guide Page 3
4 based on the student s entire academic record, including all transfer credit hours accepted. To demonstrate satisfactory academic progress, a student s academic performance must meet minimum requirements, including: a minimum 2.0 cumulative grade point average (GPA) for undergraduate students a minimum cumulative GPA that is equal to or greater than the graduation standards published by each program for graduate students a cumulative 67% credit completion rate (ratio between attempted and passed credits) completion of the degree or certificate program within a maximum timeframe of 150% of the published program length If you do not meet the standards mentioned above at the time of review, you will be placed on financial aid warning status for the upcoming term. Students on warning status are eligible for financial aid. If you meet the minimum cumulative requirements by the end of your warning term, you will be removed from warning status. If you do not meet the terms of the warning status, you will be suspended from financial aid for the following term. While on suspension, students are not eligible for federal, state or University aid. A student may appeal her/his suspension based on documented special circumstances. Please review the University s Financial Aid Satisfactory Academic Progress (SAP) Policy, (available on the Financial Aid website under Policies), for a more thorough understanding of this policy. Withdrawal from Courses: Financial aid recipients who withdraw or take an approved leave of absence from school during the term are subject to a recalculation of their aid eligibility. Federal, state and University regulations require a school to adjust a student s aid based on several factors, including the date of withdrawal, the amount and the type of aid disbursed. For federal funding, this general policy references the Federal Refund Policy (Title IV Funds 34 CFR ), which applies to any student who receives federal Title IV funding and then withdraws or ceases to be enrolled prior to the end of a term. The Return of Title IV Funds formula determines the amount of Title IV funds a student has earned and the amount of funds that the student must return based on the date the student ceases attendance. The amount of Title IV funds a student earns is a proportional calculation based on the amount of time the student attends, up through the first 60% of the term. If you are enrolled in a course that does not span the entire length of the semester and change your enrollment, you may be subject to a return of funds calculation. If a student ceases to attend classes after completing 60% or more of the term, then the student has earned 100% of her/his Title IV aid. If an unofficial withdrawal is determined (the student has all failing grades or non-credit grades during a single term), the student is considered to have completed 50% of the term. Her/his Title IV aid will be recalculated appropriately based on this assumed date of unofficial Award Guide Page 4
5 withdrawal or the last documented date of attendance. Refunds for state and University aid programs are calculated on a proportional basis using the state mandated and institutional refund policies. Applying for Future Financial Aid: You must apply for funding annually within the published deadlines. Renewal of financial aid is based on meeting satisfactory academic progress standards, continuing financial aid eligibility and the availability of funding. Every effort is made to renew funding for continuing students. All student aid programs are subject to changes in regulations and/or appropriations. Most financial aid programs are designed to assist students in the first four years of undergraduate study. A student requiring additional years of schooling may exhaust eligibility before program completion. Award Guide Page 5
6 II. Sources of Financial Aid: Your financial aid award lists a variety of different types of aid options to assist you in financing your education. However, all students have the right to decline types of financial aid or other assistance listed on the award letter that they do not choose to utilize. GIFT AID: Scholarships & Grants Scholarships and grants are financial aid awards that you do not have to repay. These funds are awarded based on merit and/or need. Institutional Gift Aid: St. Catherine Grant: Awarded based on financial need, enrollment status, housing choice and academic record. St. Catherine Merit Scholarships: St. Catherine University scholarships are awarded based on academic merit, talent, and/or personal characteristics to entering students at the time of admission. Most scholarships require full-time enrollment (twelve or more credits for undergraduate and six or more credits for graduate students). Merit scholarships are renewable for the length of time indicated in the original scholarship notification letter provided the student enrolls consecutively at St. Kate s and maintains satisfactory academic progress. St. Catherine Endowed Scholarships: The selection process for named, endowed scholarships is directed by the wishes of the donor of the award. Endowed scholarships generally help fund a portion of students St. Catherine Grants and Scholarships. Federal & State Gift Aid: Federal Pell Grant: Awarded to undergraduate students based on financial need. The current lifetime limit for Pell Grant eligibility is 12 semesters of full-time study. Federal Iraq & Afghanistan Service Grant: Awarded to students who are not eligible for Federal Pell Grant based on their EFC (as determined by the FAFSA) but who otherwise meet Pell eligibility requirements, and whose parent or guardian was a member of the U.S. armed forces and died as a result of military service performed in Iraq or Afghanistan after the events of 9/11, and who is under 24 years old or enrolled in college at least part-time at the time of the parent s or guardian s death. Federal Supplemental Educational Opportunity Grant (SEOG): As federal funds are available, SEOG is awarded to Pell recipients who demonstrate exceptional financial need. As federal funds are available, SEOG is awarded to Pell recipients with the lowest Expected Family Contributions (EFC). Priority is given to Pell Grant recipients who have a 0 EFC. Federal TEACH Grant: Provides grants up to $4,000 per year to students who intend to teach in a high-need field at a public or private elementary or secondary school that serves students from low-income families. Recipients must teach for at least four academic years within eight years of graduation. Noncompliance with program requirements will convert the TEACH grant into a Federal Direct Unsubsidized Loan, which would then need to be repaid with interest to the U.S. Department of Education. 7 Minnesota State Grant: Minnesota State Grants are available to eligible MN residents based on need for the equivalent of eight semesters of full-time enrollment. To receive the maximum award, a student must enroll for at least fifteen credits per semester. Awards are reduced on a per-credit basis. January term credits are typically added to spring semester enrollment. The amount listed on your award is subject to change according to changes in legislation at the state level each year. Coursework you repeated, earned no credit for, did not complete or withdrew from, and/or for which you received an F, I, W, or U grade all count toward your total terms of eligibility. Coursework that you completed at another post-secondary institution but that did not transfer into St. Catherine University for credit also counts toward your total terms of eligibility. The University does not replace the loss of the Minnesota State Grant with University grant funds. If, based on prior post-secondary coursework and your future enrollment at St. Kate s, you anticipate exceeding a total of more than four years of attendance, you should review your Minnesota State Grant eligibility with a financial aid counselor. Outside Gift Aid: Please refer to the Impact of Outside Awards on Financial Aid at the end of this section. Outside Scholarships: Scholarships from outside sources are applied to your account when they are received and in accordance with the donor s instructions. The maintains an online Outside Scholarship Listing, and encourages students to search for additional outside scholarship opportunities throughout their career at St. Kate s. Scholarships are disbursed one-half each semester and require full-time enrollment unless otherwise specified by the donor. Employer Reimbursement: Please complete the Outside Aid Form if you will be receiving this benefit. Most employers require students to fulfill course requirements and receive a grade before they reimburse students for tuition and/or fees. Tuition Remission: Employees must complete the required paperwork each term with their home campus Human Resources department. SELF-HELP AID: Work Study (Student Employment) & Loans Self-help forms of aid must be earned or repaid. All students are responsible for repaying any loans borrowed and for paying their University bill, regardless of whether the student is successful in completing her/his program and obtaining employment. Work Study (Student Employment): Federal and State Work-Study programs provide students with an opportunity to gain meaningful employment to help finance their college education. The awarded amount is an estimate of the student s earning potential during the academic year; it does not guarantee job placement or a minimum number of hours. Workstudy earnings are not an up-front credit on your student account; students must obtain a job and work regular hours in order to secure these funds. 8 Loans: Loans are awarded based on student eligibility. You will automatically be considered for the best loan available. We encourage you to borrow only the minimum necessary to cover your educational expenses. o Loans must be repaid with interest. Some loans accrue interest immediately upon disbursement; others will not begin to accrue interest until after graduation. o You are responsible for repaying any loans borrowed and for paying your University bill, regardless of whether you are successful in completing your program and obtaining employment. o It is important for you and your family to consider how much to borrow. Please complete a St. Catherine Cost Estimation worksheet and borrow only what you need each year. The amount an undergraduate student may borrow each year in federal or MN SELF loan programs is determined by a number of factors, including your year in college also known as your grade level. The chart below outlines student grade levels based on the total number of credits earned. Degree Program Credits Earned Grade Level Associate College for Women & College for Adults: Baccalaureate For information on yearly loan limits based on grade level, review the Undergraduate Loan Comparison Chart on our Apply for Loans webpage. ~ Federal Direct Subsidized and Unsubsidized Loans: St. Catherine University participates in the William D. Ford Federal Direct Loan Program. The program provides low-interest loans for students enrolled at least half-time. Borrowers are required to accept the loan via the Accept Award tab from the Financial Aid section inside Kateway. New borrowers must also complete Loan Entrance Counseling and a Master Promissory Note (MPN) before funds can be disbursed. Detailed instructions are posted on our Financial Aid Web Pages. 9 A legislative change effective July 1, 2013 mandated a time limitation of Direct Subsidized Loan eligibility for first-time borrowers. This change puts a limit on the maximum period of time (measured in academic years) that a student can receive Direct Subsidized Loans. In general, students may not receive Direct Subsidized Loans for more than 150% of the published length of their program. For more information regarding this 150% limitation on Direct Subsidized Loans please visit the Federal Student Aid site at studentloans.gov. ~ Federal Perkins and Nursing Loans: Federal Perkins Loans are awarded to students with exceptional need. Federal Nursing Loans are awarded to students accepted into the Nursing Program who demonstrate financial need. Information and instructions on completing entrance counseling and signing promissory notes will be available prior to the start of the academic year and can be found on St. Catherine s Student Accounts web pages. Limited funds are available. Please note that the Federal Perkins Loan Program is expiring. The Department of Education has given schools limited authority to make loans to students through September 30, Note: For all of the federal loan programs listed above, once you graduate, withdraw or drop below half-time status for your program, you must complete an exit interview. ~ Federal Parent PLUS Loan: The PLUS Loan is available to parents of dependent students who wish to borrow a loan in the parent s name to help finance their student s education. PLUS Loans are initially awarded up to the student's full cost of attendance (including non-billed allowances for expenses such as transportation) to demonstrate maximum available eligibility for federal loans. The PLUS Loan program requires a credit-worthy borrower and repayment begins while the student is still in school, although forbearance may be requested. The encourages families to borrow the minimum necessary to cover required costs. Detailed instructions are posted on our Financial Aid Web Pages. Note on denial: If a parent is denied the PLUS loan due to adverse credit, they may be able to seek a credit status override, choose to add an endorser, or choose not to pursue the denied PLUS loan in which case the student may borrow additional funds from the Federal Direct Unsubsidized Loan program. ~ Federal Graduate PLUS Loan: The Graduate PLUS loan is available to graduate students whose Federal Direct Loans are not enough to cover their educational expenses. Graduate PLUS Loans are initially awarded up to the student's full cost of attendance (including nonbilled allowances for expenses such as transportation) to demonstrate maximum available eligibility for federal loans. The encourages students to borrow the minimum necessary to cover required costs. Detailed instructions are posted on our Financial Aid Web Pages. Note on denial: Federal program guidelines stipulate that any borrower with adverse credit be denied the Graduate PLUS loan. If you are denied, you may be able to seek a credit status Award Guide Page 9
10 override or choose to add an endorser. Please see more details on the Direct Graduate PLUS web page. ~ Private Alternative Student Loans: Alternative private education loans are offered by commercial lenders. These loans are made to students and parents and may have fixed or variable interest rates and accrue interest from the time the loan funds are disbursed. These are credit based loans and may require a cosigner. Terms and conditions vary by lender. St. Catherine University recommends that all eligible degree seeking students apply for financial aid using the Free Application for Federal Student Aid (FAFSA) and exhaust all eligible grant, scholarship, and direct loan program options before considering an alternative education loan. To assist you in selecting a lender, St Catherine University participates in a Preferred Lender Arrangement with FastChoice and has provided a list of lenders that have met the University's criteria as a preferred lender. All preferred lenders must meet the following expectations: Have proven stability, reputation and longevity in the student lending business. Offer competitive pricing, rates, fees, or other terms and conditions and flexible repayment options. Provide quality customer service. Offer debt management tools and financial literacy information to borrowers. Provide quality loan servicing and default prevention to borrowers. Please note: Borrowers are free to choose any lender for their alternative education loan needs. St Catherine University will accept and certify alternative education loan applications submitted by any lender per the borrowers request. Considering an Alternative Student Loan: Make sure to choose a loan program that is a good fit for you. You should carefully evaluate: Loan type: o Fixed rate: The interest rate remains the same over the life of the loan o Variable rate: The interest rate changes based on pre-defined criteria How much the loan will cost over time Repayment options and incentives Fees Typically, eligibility for alternative loans is based on your educational cost of attendance. Enrollment requirements and satisfactory academic progress requirements vary from lender to lender. Some lenders also offer a 'look-back' feature that allows students to apply for loan funds to cover a past-due balance at the school. If you have questions about your eligibility for alternative loans, contact the. Award Guide Page 10
11 Once you apply for an alternative loan, it will be approved or denied by the lender based on your credit worthiness and/or the credit worthiness of your cosigner. Guidelines for credit worthiness are established by the lender and it is at the lender's discretion that your loan will be approved or denied. Note: Due to recent federal regulations please allow about 30 days from the date of application for the alternative education loan to be processed. All of the information provided on the Alternative Student Loan page is reviewed annually to ensure that the benefits lenders offer continue to adhere to our criteria. Any loan options that no longer meet our criteria are removed, and new options are added. At least three lenders will be presented at all times. Impact of Outside Awards on Financial Aid Awards Not Listed: You are required to report outside funding, including any Veteran s Education Benefits, to the University. If you are the recipient of any scholarship, grant or benefit not listed on your award letter from a social service agency, tribe, club, foundation, employer or other outside organization, please notify us of the source and amount of your award using the Outside Aid Form on our web site. If adjustments are required to your financial aid award, need-based loans, student employment and institutional gift aid (St. Catherine Grant or endowed scholarship) may be reduced. St. Catherine merit scholarships are not affected. Estimated Awards: All non-university awards are estimated until the funds are received and disbursed to your student account. It is your responsibility as an aid recipient to make proper application to the funding sources as necessary. The University will not offer replacement funds if you fail to complete the process by established deadlines. Award Guide Page 11
12 III. Managing Cost & Payment With Financial Aid Calculating Your Cost to Attend: Your award was individually designed for you based on your unique financial and academic circumstances. If you are new to St. Catherine University, your award package was mailed to your home address, along with worksheets to aid you in your decision process. Returning students utilize our secure portal website, Kateway, to evaluate awards. To calculate the Cost of Attendance, also called Budget, we use a matrix of program costs based on averaged expenses and anticipated enrollment. These program costs determine a student's financial aid budget, and are used as a baseline for developing financial aid awards to help meet educational needs. Tuition rates are calculated using per credit program tuition costs and anticipated registration. Fees include mandatory program and student fees, but do not automatically include student- or course-specific fees. Housing costs are calculated based on a comparison of standard on-campus living rates, local off-campus living rates, and estimated expenses for students living with family members. Meal costs are based on on-campus meal-plan options as well as local cost-of-living indexes. Book expenses are averaged based on overall student book costs, and are not specific to individual courses. Personal and travel expenses are established by using national and local comparisons, and are not specific to individual choices. Tuition rates and costs change for every academic year. Current costs can be found on the Student Accounts website. You can also meet with a financial aid counselor one-on-one to review your financial aid eligibility and anticipated student bill. Disbursement of Aid to Your Account: All funds are credited directly to your student account proportionally per academic term, unless the funding source stipulates otherwise. All amounts listed on your award letter are based on the enrollment assumptions outlined in the Eligibility section, and will be disbursed to your account according to your actual registration. For example, if your Fall semester registration is six credits, the six credit Minnesota State Grant amount will be applied to your account for fall term (regardless of the amount listed on your initial award letter). Timing of Disbursement: Students may enroll in parts of term that are less than a full semester in length, depending upon availability of courses. Parts of term include: J-term, first or second half terms, and 5-week terms. Generally, funds will disburse to your account on the first day of the earliest part of term for which you are registered. An exception to this is J-term; funds for J-term courses will disburse on the first day of Spring semester. If you are enrolled in any course beginning on the first day of the semester (full term course, first half term course, or first five weeks of term course), all funds eligible for Award Guide Page 12
13 disbursement will disburse at the beginning of the semester. This will include funds for registration in other parts of the term (second half term, second five weeks, third five weeks). For example, if you are enrolled in both a full term course and a second half term course then the funds for both parts of term will disburse at the beginning of the semester. If you are only enrolled in part of term courses and the earliest part of term does not start at the beginning of the semester (second half term, second five weeks, third five weeks), then all funds eligible for disbursement will be disbursed at the beginning of the part of term that you will attend. For example, if you are only enrolled in a second half term course then all funds eligible for disbursement will be disbursed at the beginning of the second half term. Paying Your University Bill: The Student Accounts Office will you before the beginning of each term when your preliminary online statement is available. The statement provides an itemized listing of all charges for your classes, room and meal plan. In addition, it will show an estimate of the financial aid that can be directly credited toward your charges. Aid amounts listed are subject to change if your enrollment is less than full-time, if your housing choice has changed, if you have received additional resources that were not considered when your award was prepared, or if there will be loan fees deducted from your awarded amounts before they are applied to your account. After your preliminary statement, the Student Accounts Office will you monthly when your billing statement has been prepared. It is important for you to review your account every month to ensure that your charges, aid, and any remaining balance match your expectations. Please be sure to check your St. Kate s regularly for updates, and share your billing statement with your parents or other family members who will be helping to pay your college expenses. For more information about your statement and payment plan options, please contact the Student Accounts Office at (651) The University accepts American Express, Discover, MasterCard and VISA for payment of tuition, fees, and room and board. Bookstore Account: The University will allow any student in good financial standing to establish a bookstore charge account for purchasing textbooks. To have your books billed directly to your student account, please take a copy of your course schedule and your student ID card to the Minneapolis or St. Paul bookstore at the time of your purchase. Please contact your campus bookstore via their webpage at or via phone: (651) for Minneapolis, (651) for St. Paul. Refund Checks: Financial aid that is in excess of the charges on your student account will be issued as a refund. Excess financial aid refunds are processed within 14 days after disbursement. Please note that aid for J-term courses will disburse on the first day of spring semester. If the last transaction on your account was a credit card payment, your refund will be credited back to that credit card. If your last payment was by a Parent PLUS Loan, your refund will be issued to the borrower of that loan. Award Guide Page 13
14 Issuance of Refunds: Refunds will be issued directly to the student via: 1) Electronically via direct deposit (e-refund). The Student Accounts Office requests that all students sign up for e-refunds. For directions on how to sign up for e-refunds, visit the Student Accounts web page. -- OR -- 2) Paper check. This will be printed and held in the St. Paul Student Accounts Office. Student will be contacted via their St. Kate s and asked to set up direct deposit.
