1 State Education Report Card 2016 Update Kansas Association of School Boards August 2016 Kansas Association of School Boards 1 What is the purpose of KASB s State Education Report Card? Objectively measure Kansas education outcomes, compared to other states and over time. Identify higher performing states to see what really works to improve student success. Allow Kansans to see how they compare with all states and similar or peer states in education outcomes, funding and policies. 2 1
2 What information does the State Education Report Card provide? All states are ranked on 15 education indicators. Each indicator weighted to give area (postsecondary, graduation and assessments) one third value in the final ranking. Each state s weighted ranks across all 15 indicators are averaged to give an overall achievement rank. Provides data on indicators for a previous base year to show change over time. Provides financial, budget, teacher salary and other information. 3 What states are compared to Kansas in the Report Card? All states national average Aspiration states ranking higher on average of 15 indicators Adjacent states Colorado, Missouri, Nebraska, Oklahoma Peer states most like Kansas based on student and adult demographics and population distribution 4 2

4 Why does this matter? Future jobs will require more education and Kansas jobs more than U.S. average. 8 As per pupil funding has lagged, so have Kansas teacher salaries especially compared to high achieving states. 9 Kansas had a lower statewide pupil teacher ratio than every comparison group except aspiration states. Kansas spends a higher share of operating funds on instruction, but divided that among many more teachers to keep class sizes smaller. 10 Kansas improved high school completion by young adults but other states are improving faster. Kansas improved 3% to 87.3%; U.S. average improved 5.7% to 86.1% High School Completion Percent of year olds Kansas also improved postsecondary participation by young adults but other states are improving faster Kansas was 7 th in percent of young adults with postsecondary participation at 60.1% but 71% of future jobs are expected to require some level of postsecondary education Some College or Higher 55.9 Percent of year olds

13 Kansas is equal or higher than the U.S. average, adjacent and peers in NAEP basic reading and math. Low income students are about 20% below non low income students. 14 However, since 2007, Kansas NAEP results have dropped, while other states were improved or flat. Kansas has dropped from one of the top NAEP states to merely above average. 15 Kansas has increased the percentage of students at college ready similar to the U.S. and peers. For students tested, Kansas lagged only aspiration states in improving college readiness Increase in Percent of Students Meeting all "College Ready" ACT Benchmarks, However, other states have increased the percent of students, taking the ACT, while Kansas fell. Generally, higher participation rates result in lower results. 20 Change in Percent of Students Tested by ACT,
16 Conclusions: Funding Kansas ranked high in student success or achievement; 10 th based on average of 15 indicators. Kansas ranked 29 th in funding per pupil; below every higher ranking aspiration state and below average of peer states (most like Kansas). Since recession of 2008, Kansas funding increase per pupil was 38 th, far behind aspiration states. Kansas average teacher salaries dropped from 38 th to 41 st. Kansas spent a higher share of operating funds on instruction than most states; among lowest pupilteacher ratios in the country. 31 Conclusions Student Success Kansas ranked high in young adult education levels, especially for some college but other states were improving faster. Kansas ranked high in graduation rates, especially for English Language Learners and students with disabilities but big gaps remained. Kansas was above average on national reading and math tests, but like all states, had big gaps between low income and non low income students. Kansas NAEP scores have dropped since 2007 while most states increased or were unchanged. Kansas college readiness on ACT had increased more than most states but most states were testing more students
