1 The College ad Career Readiess of U.S. High School Graduates For more tha a decade, Achieve has issued a aual 50-state report o each state s adoptio of college- ad career-ready (CCR) policies as reflected i state stadards, graduatio requiremets, assessmets, ad accoutability systems. Havig the right policies is, of course, ecessary to esure that studets graduate academically prepared for college ad careers. But policy aloe is isufficiet. Implemetatio of policy at all levels state, district, school, ad classroom matters. So how do states ad their citizes kow whether their policies are havig the iteded impact? How would oe determie whether studets are meetig what is ow the objective i every state ot just more studets graduatig high school but more graduatig college ad career ready? To kow the aswer to this questio, Achieve this year decided to look ot at state policy but at actual studet performace agaist CCR measures i all 50 states ad the District of Columbia. This report represets the first time that these data, from publicly available sources, have bee compiled to pait a picture of college ad career readiess i every state. 1 For the most part, it shows that too few high school graduates are prepared to succeed i postsecodary educatio, the military, ad careers. Rather surprisigly, the report also shows sigificat limitatios i the availability of data ad icosistecies i how they are reported, makig it challegig for policymakers, educators, families, ad advocates to have a clear aswer to the simple questio: Are high school graduates prepared for postsecodary success? Specifically, i this report, Achieve looked at postsecodary idicators: high school graduates erollmet, persistece, ad remediatio rates at two- ad four-year colleges. We foud that states report o their graduates postsecodary outcomes at very differet levels of comprehesiveess. For example, states' reportig differs i whether they iclude studets pursuig postsecodary educatio at two- ad four-year istitutios, whether they follow both i-state ad out-of-state attedees, whether data icludes both public ad private istitutios, ad whether their reportig is limited to graduates from high schools i their state or icludes ayoe erolled i their state istitutios. Further, states vary i how they defie erollmet, remediatio, ad persistece. As such, comparisos across states are challegig but worth uderstadig. Achieve also looked at idicators of college ad career readiess i K 12, icludig studets performace o CCR assessmets, completio of a rigorous course of study, ad earig college credit while i high school. These idicators were the subject of a separate report released i March The itet of this report is two-fold: To focus state ad atioal coversatios about college ad career readiess o results o the actual performace of high school graduates i each state. To draw attetio to the eed to improve metrics to evaluate performace ad progress. May states do ot yet report critical idicators, or they do so i vastly differet ways from oe aother. Cosequetly, there is little comparability across states, ad little trasparecy withi may. The goal of this work is to focus o results withi each state so that state leaders ca determie the extet to which their K 12 system is producig CCR graduates, whether they are satisfied with the results, ad if ot, what they ca do to improve the readiess of all studets. This umber may iclude studets who atted a state s two-year ad four-year systems, public ad private istitutios, ad i-state ad out-of-state istitutios. WHY THE INDICATOR IS IMPORTANT Erollmet i a postsecodary istitutio is the first step to degree or credetial attaimet. WHICH S ARE INCLUDED States should aually report outcomes for studets who graduate from the state s K 12 system. If a state s postsecodary system reports oly total college erollmet but does ot disaggregate data by high school graduates from the state s K 12 system, these data are ot icluded below. Alarmig umbers of studets eter postsecodary istitutios oly to fid out they eed to eroll i ad pay for remedial courses without earig college credit for these classes. Remediatio at the college level presets a tremedous cost to studets i terms of both time ad moey. Whe studets have to take remedial coursework, they are payig to take high school-level courses ad ot earig college credit. Studets who require remediatio are less likely to persist ad complete a postsecodary credetial. WHICH S ARE INCLUDED States should aually report the umber of studets who require remedial coursework durig their first year of postsecodary educatio by subject area (e.g., percetage i mathematics). Optimally, the deomiator should be the umber of studets who graduated from high school i the state ad erolled i postsecodary. Some states report ay udergraduates requirig remediatio (which icludes those who graduated from high school i aother state). This percetage may iclude studets who atted a state s two-year ad four-year systems, public ad private istitutios, ad i-state ad out-ofstate istitutios. WHY THE INDICATOR IS IMPORTANT Too few studets who start college ultimately ear a degree. Persistece i postsecodary educatio is a step toward degree completio; a studet who does ot retur for a secod year is ulikely to expedietly ear a degree. WHICH S ARE INCLUDED States should aually report outcomes for studets who graduate from the state s K 12 system. If a state s postsecodary system reports oly total college persistece but does ot disaggregate data by high school graduates from the state s K 12 system, these data are ot icluded i the table below. Because defiitios ad deomiators vary by state, differeces i states defiitios ad deomiators are icluded after the state-specific data. States should also report data disaggregated by subgroup; these data were foud to be sparigly reported by states ad do ot appear i this report.
