3 3.1 INTRODUCTION From ancient Bharat to modern India, higher education has always occupied a place of prominence in Indian history. In ancient times, Nalanda, Taxila and Vikramsila universities were renowned seats of higher learning, attracting students not only from all over the country but also from far off countries like Korea, China, Burma (Myanmar), Ceylon (Sri Lanka), Tibet and Nepal. Today, India manages one of the largest higher education systems in the world. 3.2 GENESIS OF THE UNIVERSITIES The present system of higher education dates back to Mountstuart Elphinstone's minutes of 1823, which stressed on the need for establishing schools for teaching English and the European sciences. Later, Lord Macaulay, in his minutes of 1835, advocated "efforts to make natives of the country thoroughly good English scholars". Sir Charles Wood's Dispatch of 1854, famously known as the ' Magna Carta of English Education in India', recommended creating a properly articulated scheme of education from the primary school to the university. It sought to encourage indigenous education and planned the formulation of a coherent policy of education. Subsequently, the universities of Calcutta, Bombay (Mumbai) and Madras were set up in 1857, followed by the University of Allahabad in the year The Inter- University Board (later known as the Association of Indian Universities) was established in the year 1925 to promote university activities by sharing information and cooperation in the field of education, culture, sports and allied areas. The first attempt to formulate a national system of education in India came in 1944 with the report of the Central Advisory Board of Education on The Post War Educational Development in India, also known as the Sargeant Report. It recommended the 61

4 formation of a University Grants Committee, which was formed in 1945 to oversee the work of the three Central Universities of Aligarh, Banaras and Delhi. In the year 1947, the Committee was entrusted with the responsibility of dealing with all the then existing Universities. Soon after Independence, the University Education Commission was set up in 1948 under the Chairmanship of Dr. S Radhakrishnan "to report on Indian university education and suggest improvements and extensions that might be desirable to suit the present and future needs and aspirations of the country". It recommended that the University Grants Committee be reconstituted on the general model of the University Grants Commission of the United Kingdom with a full-time Chairman and other members to be appointed from amongst the educationists of repute. In 1952, the Union Government decided that all cases pertaining to the allocation of grants-in-aid from public funds to the Central Universities and other Universities and Institutions of higher learning might be referred to the University Grants Commission. Consequently, the UGC was formally inaugurated by late Shri Maulana Abul Kalam Azad, the then Minister of Education, Natural Resources and Scientific Research on 28 December The UGC, however, was formally established only in November 1956 as a statutory body of the Government of India through an Act of Parliament for the coordination, determination and maintenance of standards of university education in India. In order to ensure effective region-wise coverage throughout the country, the UGC has decentralized its operations by setting up six regional centres at Pune, Hyderabad, Kolkata, Bhopal, Guwahati and Bengaluru. The head office of the UGC is located at Bahadur Shah Zafar Marg in New Delhi, with two additional bureaus operating from Feroze Shah Road and the South 62

5 Campus of University of Delhi as well. The higher education nowadays is being pressed for greater accountability and improved attention to quality. Legislators in many states are moving towards performance incentives based, at least in part, on whether the universities and colleges are accomplishing the stated goals. The public, concerned with the balance between costs and benefits of higher education, demands more information on institutional operations and outcomes. In particular, there is a great need to demonstrate the extent to which institutions are meeting their goals and objectives, and whether these goals and objectives are aligned with society s needs. It is the responsibility of each institution to define and describe its own goals, to place them in the context of peer group comparisons and to demonstrate to the public the position it holds in higher education. The national education systems call upon the universities to establish performance indicators to measure progress towards the establishment of national goals. The universities increasingly are asked to describe in specific terms their contribution towards the national welfare and the relation between the welfare of a country and university teaching and research. In the United Kingdom, for example, quality control, quality audit, and quality assessment are being carried out by the Higher Education Quality Council and the three Higher Education Funding Councils. A new central agency to gather and analyze data, the Higher Education Statistics Agency (HESA), has also been established. More specifically, the library performance indicators have flourished in the United Kingdom as the restructuring of the British higher education system proceeds. Performance measures are becoming the method of choice to track the transformation of higher education. Critics are calling for the development of a compelling vision for learning in the 21st century, a vision that would transform higher education by realigning it with three conditions: 63

6 a. The changing nature of information, knowledge, and scholarship b. The needs of individual learners and c. The changing nature of work and learning. The academic research libraries also feel the pressures that have resulted from the shift from a management system accustomed to an increased revenue and growth to the systems that demand more evidence of the efficiency and effectiveness accompanied by fundamental transformations. A 1992 study conducted by The Andrew W. Mellon Foundation analyzed the economic trends of the research libraries in the context of the larger academic and publishing trends and identified historical and technological challenges that affect and transform academic libraries. As in higher education, libraries have also recognized the need for output and performance measures. The International Federation for Library Associations and Institutions (IFLA) guidelines define market penetration or percentage of target population reached as the proportion of the library s potential users who actually use the library. Although it would be more difficult to get an overall use measure of the various services (e.g., reference, circulation, in-house use), it should be relatively easy for a library to calculate with their online circulation system the extent of their circulation services market penetration for each primary user group faculty, graduate students, and undergraduates. Extremely important, although not as easily applicable, is the measurement of user satisfaction as a performance indicator. Its applicability across institutions needs to be further explored given the variations in the services provided by each library, but it is nonetheless, a critical indicator of whether users expectations are satisfied or not. Both the IFLA guidelines and the ISO standard recommend a five-point scale and suggest measuring both general user satisfaction as well as satisfaction with specific service areas. The librarians may not feel entirely comfortable undertaking such initiatives on their own, but there is a very strong influence towards this direction, partly coming from usercentered management practices. 64

13 3.4.1 A) PROFILE OF THE UNIVERSITY OF MYSORE, MYSURU Fig. 1 The University of Mysore, Mysuru. The University of Mysuru was established on 27th July, in the year 1916 during the benevolent reign of the Maharaja of Mysuru, His Highness Nalvadi Krishnaraja Wodeyar ( ). The genesis of the University of Mysore stems from a five year long in-depth reading and analysis on higher education across the globe. In the year 1941, new courses leading to BA honours were added. During the post-independent period, from , the University enacted new Act of 1956 which ushered in an academic autonomy. It also facilitated the introduction of Pre University System of education by abolishing intermediate courses. With the support of the University Grants Commission (UGC), which came into existence in 1956, the post-graduate education was expanded significantly. In 1960, a major development was the conglomeration of all the post-graduate studies of the University at one location during the tenure of the Vice-chancellorship of Dr. K.V. Puttappa. This location was christened "Manasagangotri" meaning ` eternal spring of the mind 71

14 adjacent to Kukkarahalli lake within the heart of the heritage city of Mysuru in a picturesque area of 739 acres. The year 1966 was commemorated as the Golden Jubilee year and a corpus fund of Rs 2.85 crores was instituted for awards and prizes under various categories. Today, the University has 42 Postgraduate Departments at the Main Campus, Manasagangotri, 2 Postgraduate Centres, viz., Tubinakere, Mandya, Hemagangotri, Hassan with 5 Postgraduate Departments each and one Satellite Centre at Chamarajanagar with 3 Postgraduate Departments. It is providing higher education to about 85 lakhs students, of which over 10,000 are Postgraduates. As many as 1400 students are from 50 countries pursuing higher studies in this University. Some of these countries are China, Iran, Jordan, Thailand, Indonesia, Egypt, Syria, Tanzania, Uzbekistan, Kajkhastan, Kirghizia, Mongolia, Uganda, Yemon, Kenya, Palestine, Srilanka, Bangladesh and Nepal. While adopting and realizing the policy of inclusive growth creating opportunities to every deserving persons new courses and programs such as Masters in Biotechnology, Microbiology, Electronics, Genetics, Electronic Media, Geographical Information Systems, Information Technology and Management, Computer Cognition Technology, Financial Analysis and Management, Tourism Administration etc., have been introduced in a phased manner to meet the emerging needs of the technology and society and to develop necessary human resources. Career Oriented Courses, such as e-commerce, Bio-informatics, Clinical Informatics, Office Automation etc., are also being offered. The library has set up a Career Information Resource Center and Learning Resource Center for Visually Challenged. The main campus features an amphitheater, an auditorium, a swimming pool, and hostels for women and men with modern amenities and comforts. 72

15 After assessing its overall performance, the University of Mysuru was first accredited by National Assessment and Accreditation Council (NAAC) with Five Star status in the year 2000 and has been reaccredited in 2006 at A+ level. The Current Science has ranked the University of Mysuru as one of the top 20 Universities in Scientific and Research activities. Considering the progress of the University in all directions and its contributions to the society, the Ministry of Human Resource Development, Government of India has considered the University of Mysore as `Institution of Excellence and has awarded special grant of Rs.100 Crores for establishing Centre of Excellence in ``Biodiversity, Bioprospecting and Sustainable Development and also to strengthen the infrastructural facilities in the University. On recommendation of the Karnataka Knowledge Commission, the Karnataka Government considered the University of Mysore as an Innovative University. SALIENT FEATURES OF THE UNIERSITY OF MYSORE: a. This is a public state University in Mysore, Karnataka. The University was founded during the reign of Krishnaraja Wodeyar IV, the Maharaja of Mysore. b. The University became the first outside of the Britain administration in India, the sixth in India as a whole, and the first in Karnataka. c. The University comprises of 122 affiliated colleges and five constituent colleges (forming an aggregate of 53,000 students). In addition, the university has 37 postgraduate departments, eight specialized research and training centers, and two postgraduate centers that together offer a total of about 55 regular academic programs to 3,500 students. d. It also runs a number of employment-oriented diploma courses and certificate programs. 73

16 e. The Mysore University Library comprises over 800,000 books, 2,400 journal titles, and 100,000 volumes of journals. f. The main campus features an amphitheater, an auditorium, a swimming pool, and hostel accommodations for men and women. g. As of July 2013, the University of Mysore was accredited "Grade A" by National Assessment and Accreditation Council (NAAC), while its academic staff was ranked amongst the top 5 across India. PROFILE OF THE UNIVERSITY OF MYSORE, CENTRAL LIBRARY Fig. 2 The Mysore University of Mysore Central Library The library collection grew since the days of his highness Maharaja Mummadi Krishnaraje Wadiyar who encouraged the building up of a need-based library collection for the Raja s Free School and also a reading habit among the academic circles way back in the middle of the 19th Century. The Library today combines the traditional roles with an ongoing commitment to transformation of its facilities and services in order to assist the University in meeting its objectives. 74

17 The manuscript collections at the Oriental Research Institute projects the cultural heritage of the nation; the rare book collections at the University Graduate Library, popularly known as Maharaja s College Library, being a part of the university library system, support endeavor of the academic community for research and scholarship. As the Indian cultural tradition depicts, the ultimate goal of knowledge acquisition is enlightenment. The Mysore University library is one of the oldest and the largest University Libraries in the country and the Mother of other University Libraries of Karnataka. The Library started functioning in the year It has a glorious record of 91 years of worthy service with a resource collection 6 Lakh volumes in its systems today. The inception collection of the library was around 2311 books which was housed in Jubilee building and later moved to The Maharaja s college campus and finally the library shifted to its new building at Manasagangotri Campus in the year The foundation stone of this functional building was laid by first UGC Chairman Prof. C.D.Deshmukh on 11th July It was inaugurated by the then President of India Dr. Sarvapalli Radhakrishnan on 7th Dec The library is extending both traditional and IT related services. The library has 15 different divisions/ sections carrying out various library professional activities. LIBRARY COLLECTIONS The University of Mysore library has acquired a large number of Books, Journals, Reports, Theses, E-Journals, CD-ROMs, Data-bases, Non-book materials, News Papers and Magazines, etc., by utilizing various types of grants funded by the State Government, The University, UGC and Other Academic and Scientific Organizations, WEB OPAC for New and OLD Books. 76

DIGITIZATION OF MYSURU UNIVERSITY LIBRARY COLLECTION: The library houses a very Unique and Precious type of documents dating back to the 18th and 19th Centuries. In order to preserve and conserve these documents for a longer time, efforts are being made to digitize these important historical and archival documents. PUBLICATIONS: The Library publishes a periodically the NEW ARRIVAL LIST both in Print and CD format. It also brings out the Library Guide Book / Brochure of the Library. The Library has also proposed to publish the following documents. It has several Post Graduate centers. The university is offering courses in the faculties of Arts, Commerce, Education, Law, Management, Science and Technology and Social Sciences. The university in its formative years had the leadership of Dr. D C Pavate as the Vice Chancellor ( ) who gave it a shape all its own with symmetry that merges with the environ that spells harmony. The rocky edifice built in magnificent style is a tribute to his genius as the architect with a matching academic input, the faculty, to earn the campus the name, Pavate Nagar for posterity. 80

23 There are 43 departments, 222 teachers and 5000 students (PG, M.Phil., Ph.D). The Vidya Soudha houses several departments of the faculties of social sciences, sciences and technology, commerce and arts. The departments of the business management and reproductive health management are housed in an independent building. The department of physical education is housed in Kreeda Bhavan. Gandhi Bhavan accommodates the department of Gandhian studies; Bhasha Bhavan houses the Departments of Foreign Languages, Hindi, Urdu and Persian. Dr. B R Ambedkar Bhavan houses the Ambedkar studies centre. Over the last 59 years, the number of affiliated colleges has increased from a mere 34 to more than 528. The University has established 5 PG campuses, at Belgaum (178 acres), Bijapur (31 acres), Haveri (42 acres), Gadag (32 acres) and Karwar (6 acres) which are district headquarters. During the last five years a new state of the art technical courses have been introduced to compensate the loss of medical and engineering faculties and the consequent loss of revenue to the University. There are several self-financing courses, including an integrated course in Master of Tourism Administration, E-Commerce, M. Com. (Corporate Secretaryship), M. Sc. (Applied Genetics), M.Sc. Capital of India", was established in July 1964 as an off shoot of the University of Mysuru, primarily to include institutions of higher learning located in the metropolitan city of the Bengaluru and the districts of Bengaluru, Kolar and Tumakuru, which eventually became a separate university. Initially, the two premier colleges of the city, the Central College (CC) and the University Visvesvaraya College of Engineering (UVCE) formed the nucleus of the Bengaluru University. The research programmes of the University are mainly applied in nature for solving problems of the farming community of particular location coupled with an overall increase in agricultural production of the State. "The concept of a national institution to act as a pace-setter and a testing ground for bold experiments in legal education came up before the Bar Council of India in the context of the Council's statutory responsibility for maintaining standards in professional legal education under the Advocates Act, 1961." The NATIONAL LAW SCHOOL OF INDIA UNIVERSITY came into existence through a Notification under the NATIONAL LAW SCHOOL OF INDIA UNIVERSITY Act (Karnataka Act 22 of 1986). It signified the culmination of efforts by the Judiciary, the Bar Council of India, the Karnataka Bar Council, the Bengaluru University and the Government of 103

46 Karnataka to reform legal education and to establish a centre of excellence for legal education and research in India. The first batch of students was selected through a National Entrance Test, and regular academic activities began on 1st July, It was a significant achievement that students from this batch won the Bar Council of India National Moot Court Competition in their very first year of legal education. Ever since, the admissions to the Law School have been on the basis of performance at a National Entrance Test which has now, since 2008, graduated to a National Level Common Admission Test known as the Common Law Entrance Test (CLAT) and it operates to select candidates for all the National Law Schools in the country. Other law-teaching institutions are permitted to join in this method of selection of their candidates for admission to their law courses. Eighteen batches have completed their studies here. Many students have pursued further studies in their chosen areas of Law in other prestigious Universities like Oxford, Cambridge, Warwick, Harvard, Yale, Columbia, Michigan, York and other Universities abroad on prestigious scholarships like Rhodes and INLAKS. Many have joined practice of the law in India at various levels from trial courts to the High Courts and the Supreme Court; some have set up independent law practices alone or conjointly with other alumni of the Law School. Many have joined corporate law firms both in India and abroad; some have joined work with national and international NGOs; some with UN organizations, the World Bank and the IMF; some have joined the academic profession, teaching in this University, the NALSAR, Hyderabad, the NUJS, Kolkata, Cambridge, the LSE, East Anglia, the National University of Singapore, etc.; some have joined the Judiciary, and a few have joined the Civil Services. 104

47 In addition to reaching out with legal education informally to members of the society through these programmes, the Law School has had, from the very start, a Legal Services Clinic and a Centre for Women & the Law reaching out with legal aid & advice to women & others from the disadvantaged sections of the society, & mediation & negotiation for settlement of disputes. The Law School is moving towards setting up a Digital Library of its collections as part of the Open Access Initiative, and efforts are on to provide open and world-wide access to all law related source documents. This is a three storeyed building of 30,000 Sq.ft. Built-up area with ample space for storage of books and for reading purposes. The library has been planned keeping in view the aims and objectives of the Law School, and is being operated by a team of professionally qualified library staff guided by the Library Council. It has a collection of over 40,000 volumes covering a wide range of general and special subjects, comprising of text books, reference books, back volumes of journals and reports etc., apart from current legal periodicals. The Library functions from 8.30 a.m till midnight on all the days of the week, but closing hours will vary on the Holidays. In this direction, a Campus wide network at Machche with a fiber optic backbone, having about 1000 data access points interconnecting all the existing and proposed buildings, is being set up. The University of Hyderabad, Hyderabad The University of Hyderabad (UoH), one of the major institutions of higher education in India is largely devoted to postgraduate studies and is widely known for its excellence in research and for its distinguished faculty. The Maulana Azad National Urdu University Hyderabad Maulana Azad National Urdu University (MANUU) is a Central University established at the National Level in 1998 by an act of Parliament to promote and develop the Urdu language and to impart vocational and technical education in Urdu medium through the conventional and distance modes. The headquarters of the University is at an outstanding central location-gachibowli, Hyderabad and has sprawled over 200 acres. The students and staff of the University are drawn from throughout India. They are attracted by its commitment to excellence in quality Urdu education in all disciplines of knowledge. The University has established three Industrial Training Institutes (ITIs) and three Polytechnic Colleges in Hyderabad Bengaluru and Dharbanga respectively. The Library conducts students orientation classes for students of each department every year regularly, soon after the academic admissions are over. All sections of the Library are computerized and the documents can be searched on OPAC (Online Public Access Catalogue) within the Library. The Library collection is totally automated with the Library Software, Bar code and theft detection system using 3M tattle tape technology. It has CD/DVD Mirror Software, by which Encyclopedias, Directories, Hand books, etc., can be stored on the Server, and can be accessed on all the nodes on Intranet on the Campus. The audio visual section of the Library has TV, MP3 system, Video cassettes, VCD's, Audio cassettes of ELTS, TOEFEL, and GMAT etc. the Library has shifted to web-enabled user friendly 'New Gen Lib' Library Software which is based on Unicode, by which documents data can be entered and accessed in Urdu, Arabic, Persian, Hindi and all regional languages. 77 3.4.2 E) PROFILE OF THE INDIAN INSTITUTE OF TECHNOLOGY HYDERABAD Fig 23. The Indian Institute of Technology, Hyderabad The concept of the IITs was first introduced in a report in the year 1945 by Sh. N.M. Sircar, the then member of Education on Viceroy s Executive Council. Following his recommendations, the first Indian Institute of Technology was established in the year 1950 in Kharagpur. In his report Shri. Sircar had suggested that such Institutes should also be started in different parts of the country. The Government of India negotiated with the British Government for collaboration in setting up an Institute of Technology at Delhi. The British Government agreed in principle to such collaboration, but was inclined initially to start in a modest way. It was, therefore, agreed that a College of Engineering & Technology should be established at Delhi with their assistance. A trust called the Delhi Engineering College Trust was established with the help of the UK Government and the Federation of British Industries in London. Later H.R.H. Prince Philips, the Duke of Edinburgh, during his visit to India, laid the foundation stone of the College at Hauz Khas on January 28, The College of Engineering & Technology was registered as a Society on 14th June

78 under the Societies Registration Act No. XXI of 1860 (Registration No.S1663 of ). The first admissions were made in The students were asked to report at the College on 16th August 1961 and the College was formally inaugurated on 17th of August 1961 by Prof. Humayun Kabir, Minister of Scientific Research & Cultural Affairs. The College was affiliated to the University of Delhi. The College of Engineering & Technology, established in 1961, was declared an Institution of National Importance under the Institute of Technology (Amendment) Act 1963 and was renamed Indian Institute of Technology Delhi. It was then accorded the status of a University with the powers to decide its own academic policy, to conduct its own examinations, and to award its own degrees. Responsibility for the general superintendence, direction and control of the affairs of the Institute is vested in the Board of Governors. The Board of Governors functions through its Standing Committees - Finance Committee, Building & Works Committee and such other ad-hoc committees which are constituted by it from time to time to consider specific issues. The control and general regulation for the maintenance of standards of instruction, education and examination in the Institute vests with the Senate. This University stands as a testimony to the wisdom and foresight of great visionaries Late Sri Tanguturi Prakasam Pantulu, the then Chief Minister of Andhra Pradesh and Late Sri Neelam Sanjeev Reddy, to cater to the educational needs and aspirations of the people of Rayalaseema area. With a great wisdom, the founders of this University have rightly coined the motto Wisdom lies in proper perspective for it. Initially the library was housed in one portion of the college main building. Later, it was shifted to the present building which was declared open in July 1964, by Late Dr. S. Radhakrishnan, the then President of India. He described it as the Taj Mahal of the South. 141

84 LIBRARY COLLECTION: The University Library, centrally situated and easily accessible to all the departments on the campus has steadily grown over the years and it has 3,52,330 documents as on today. (31 st March 2011). It includes Text Books, Reference Books, Reports, General Books, Back Volumes of Journals, M.Phil., & Ph.D., Dissertations and E-Documents. The Library subscribes to about 330 Indian Journals by spending Rs.4.00 lakhs per year. SERVICES: Besides Book Lending service, the library offers Reader s Advisory Service, Reference Service, Reprography Service, Inter-Library Loan facility and Facility to Search E-Journals, Databases and Internet Resources. The Library follows an Open Access System in all the wings of the Library. LIBRARY COMPUTERISATION - INFLIBNET PROGRAMME: The S. V. University Library is a participating member in the INFLIBNET Programme of UGC. The UGC has provided Rs. 6.5 lakhs (Non-Recurring grant) and Rs.1.72 Lakhs (Recurring Grant) for computerization of SVU Library under INFLIBNET Programme. The computer systems were installed in the month of July About 15 professionals at various levels were trained in DOS, CDS/ISIS and ILMS. The creation of Database for Theses (Ph.D. and M.Phil Dissertations) consisting of 2,970 records and Database for Serials (Back volumes and Current Journals) consisting of 2,169 records were completed. SVU DIGITAL LIBRARY: The SV University library is a participating member of the UGC INFONET Programme. Under this programme, we are getting Two Gbps Internet connectivity 142

The Library has established a Digital Library in the year 2005 by spending Rs.30 lakhs. The S V University has the facility to accommodate 42 users at a time. The Library has procured 2 HP Servers, 40 Computer Systems, 1 Laptop, 1 Network Printer, 2 Laser Printers, 1 Inkjet Printer, 6 Dotmatrix Printers, 2 Scanners and 1 LCD Projector. It also has established a Local Area Network in SVU Library and all Servers, Computer Systems and Printers are connected in SVU Library LAN. DIGITAL LIBRARY OF Ph.D., THESES: The S V UNIVERSITY has designed and developed a Digital Library for Ph.D. Theses submitted to the University by using D Space, an Open Source Software developed by HP and MIT, USA. At present, the library has digitalized 1,201 Ph.D theses and uploaded them into the database. The S V UNIVERSITY is the first and the largest ETD Repository of an Indian University. The SVU Library is the first University library to host On-Line University ETD Repository in our country. Krishna Memorial Library in the year 1968 as a mark of respect to the former Vice- Chancellor Dr. V. S. Krishna. The Library has two branch Libraries, one in the Engineering College and other in the Law College. The Library is housed in an imposing structure overlooking the sea. It has three floors and one cellar floor. The ground & first floors have mezzanine floors too. The plan view of the building is in T shape, having East, West and Northern wings. The total plinth area of the building is about 60,000 Sq. ft. The main functionaries of the Library are the Circulation, Periodicals, Reference, Acquisition, Binding & Technical sections apart from the Administrative & Computers sections. The Acquisition section deals with the procurement and allots Accession no. The Technical section further processes, like preparation of catalogue cards etc. These two are located in the Ground mezzanine 148

91 Floor. The reprographic facility is provided in the same floor for the convenience of the users. The circulation section deals with Text books and Reading room sections and issue/ return of books. This is located in the G.F, Ground Mezzanine floor and the adjoining Reading room area. A separate Reading room facility is also provided in a spacious two storied building adjacent to the main Library. Purpose of the Reference section is mainly to provide facility to users to refer the books in that section. The Science, Engineering and Technology reference books are located in the First Floor and the Arts reference books are located in the second floor. There is also a Thesis section located in the First mezzanine floor. Office of the Librarian, Special reference section and the computer section are located in the First floor. The periodicals Section is located in the First mezzanine floor, where current periodicals are displayed. The Library also offers a number of information services to its users with a professionally qualified staff using the printed and electronic resources and equipment. It is offers 14 hours (8.00 A.M. to P.M.) of reading facility. Internet browsing facility is provided for all its users. Access to e-journals is also made available to the campus academic community through The UGC INFONET programme. The University library works as a hub of knowledge base for the students, research scholars, teachers and R&D wings of local industries such as Visakhapatnam Port Trust, Indian Navy and its several establishments, Visakhapatnam Steel Plant, Simhadri Power Project, Bharat Heavy plates & Vessels, Hindustan Petroleum Corporation Limited, Coramandel Fertilizers, Hindustan Zink Ltd. etc. 149

93 3.4.4 A) PROFILE OF THE UNIVERSITY OF MADRAS, CHENNAI Fig 28. Researcher at the University of Madras. The Public Petition dated initiated the establishment of the Madras University. It was in January 1840 with Mr. George Norton as its President that the University Board was constituted. In the year 1854 after a lapse of 14 years, the Government of India formulated a systematic educational policy for India and as a sequel to this on 5th September 1857 by an Act of Legislative Council of India, the University was established. The University was organized on the model of London University. Madras University is the mother of almost all the old Universities of south India. The University area of jurisdiction has been confined to three districts of Tamil Nadu in the recent years. This is consequent to the establishment of various universities in the State and demarcation of the University territories. This University has been growing from strength to strength while widening its teaching and research activities. 151

94 THE ORGANIZATIONAL STRUCTURE OF MADRAS UNIVERSITY ENCOMPASSES : The Senate The Syndicate The Academic Council The Faculties The Finance Committee The Boards of Studies His Excellency the Governor of Tamil Nadu is the Chancellor of the University. The Vice-Chancellor who is appointed for a term is the Principal Executive Officer. The Registrar of the University, who is the Secretary of the Syndicate, is the custodian of all the records and the Chief Administrator of the university. Yet another function, the examinations of the University, is managed by the Office of the Controller of Examinations. The University imparts both Under Graduate and Post Graduate Education through the Affiliated Institutions which are spread over the districts of Chennai, Thiruvallur and Kancheepuram. Apart from teaching, the research activities in Arts, Humanities, Science, Management and Technology shape the academic tenor of the University. A number of institutions affiliated to Madras University concentrate on research activities offering Ph.D., Programmes in their respective fields of specialization. The University also offers teaching and research programmes in its four campuses. The 68 University Departments of study and research are spread over four campuses organized into 18 Schools each of which offer Post Graduate Courses in respective specialization, part time and full time Ph.D. Programmes, Diploma and Certificate Programmes. Assessing the need for educating a large number of people in 152

The renewal application should reach the Librarian not later than three days but not more than six clear days before the date on which the book(s) are due. If another reader has applied for the book(s), the library staff shall inform the member to that effect and the member shall return the book(s) on the due date. Not more than two consecutive renewals are allowed for the same book(s) without its production on the issue counter for inspection. 157

100 OVERDUE CHARGES: under If a book is not returned when due, an overdue charge will be collected as For 28 days from the due date 29th day onwards : 50 paise per day/volume : 1 Rupee per day/volume It will hold good for all other user categories except University Faculty and Staff. They are exempted from overdue charges for the total period of 56 days from the due date. After that overdue charges will be levied for them as per general overdue charge collection procedure. REMINDER The first reminder will be sent immediately after the due date, the second will be sent after 14 days of the first reminder. If the book(s) is/are not returned within 14 days of the second reminder date by production of book(s) on the counter, action will be taken to recover the book(s) as per the University rules. LOSS OF BOOK(S): If a borrower has lost a book the following should be done immediately It should be intimated in writing to the Librarian stating the reasons for the loss. A new copy or a latest edition may be replacing the lost book(s). The above two steps should be taken within 3 months time. N.B During the loss period his/her due will be arrested from the date of his/her written complaint/intimation. If he/she is not able to return the book(s) he/she has to pay the prevailing cost of the book(s) plus 25% of the cost as Library service charge with the overdue charges if any. 158

101 LOSS OF LIBRARY BORROWER TICKET: A member who has lost a ticket shall make a written report of the same to the Librarian. Three months time shall elapse after the date of such notice before a duplicate can be issued. During this period, the member shall attempt to trace and recover the ticket, if possible, and send a second report at the end of the period, stating the result of his/her Endeavour. If the ticket has not been traced, the member shall give an Indemnity Bond in the prescribed form and pay a fee of Rs.5/- for each duplicate ticket required. After the receipt of the Indemnity Bond and the Fee, the duplicate ticket will be issued. If a member, who has lost one or more of his tickets, applies for the withdrawal of deposit amount, no action will be taken on such an application till the expiry of six months after the report of loss of tickets. If the ticket is not recovered by the member before the end of the period, the member shall give an Indemnity Bond in the prescribed form in respect of the lost ticket(s). After the receipt of the Indemnity Bond, the application for withdrawal shall be dealt with in the usual way. NO DUE CERTIFICATE: The production of 'No Due Certificate' from the University Librarian to the effect that nothing is outstanding against the user shall be considered obligatory by the concerned authorities before accepting / acting on any of the occasions mentioned under. 159

Readers may not write upon, damage or make any mark upon any book, manuscript or map belonging to the Library. No tracing or mechanical reproduction shall be made without express permission from the Librarian. Silence shall be strictly observed in the Library. Before leaving the Library, the readers shall return to the assistant at the counter any book(s), manuscript(s) or map(s) which they had taken for consultation. 160

103 Readers shall be responsible for any damage done to the book(s) or any other property belonging to the Library and shall be required to replace such book(s) or other property damaged or pay the value there of; if one book of a set is damaged, the whole set shall be replaced. Cases of incivility or other failure in the service should be reported immediately to the Librarian or in his/her absence to the senior member of the staff present. Sticks, umbrellas, boxes and other receptacles and such other articles as are prohibited by the counter staff shall be left at the depository counter. Spitting and smoking are strictly prohibited. Pet animals are not allowed in the Library. Books which are out of print or not easily procurable shall be available only for reference. Before leaving the counter, the member must satisfy himself/herself as to whether the book lent to him/her is in sound condition, and if not, the member must immediately bring the matter to the notice of the Librarian or in his absence to the senior member of the staff present; otherwise, he is liable to be held responsible for the book. If one book of a set is damaged, the whole set must be replaced, the value being immediately remitted to the Library for return after the set is actually replaced. Members are not allowed to sub-lend the book(s) of the Library to any other person. Theses, Periodicals, Dictionaries, works which might be difficult to replace and such other works as May from time to time be considered necessary shall not be lent out. 161

104 Loans may at any time be terminated by order of the Librarian. A member against whom any overdue or other charge is outstanding will not be allowed to borrow book(s) or withdraw the deposit until the member has paid the amount due. The Annamalai University, Chidambaram The Annamalai University owes its existence to the wisdom, benefaction and philanthropy of a far-sighted visionary- Dr. Rajah Sir Annamalai Chettiar of Chettinad. As early as 1920, he founded Sri Minakshi College in Chidambaram, a great pilgrimage centre and also a centre for South Indian traditional culture and learning. In the year 1928, the Annamalai University Act was passed and Sri Minakshi College paved the way for the establishment of Annamalai University. The University that started with only seven departments in the year 1929 has over the years developed into a famed institution of higher learning with 49 departments under 10 faculties thus gaining the reputation of being one of the few Institutions in India with all faculties under one roof. The University has the advantage of a well equipped Central Library and Laboratories that provide excellent facilities for undertaking research projects for Ph.D. and Post- Doctoral work. Several research projects, funded by national and 166

109 international funding agencies including the State and Central Government, has been carried out by the various Faculties, in addition to which close co-operation has been developed with neighboring industries for promotion of research and training programmes. The University thus, promotes the spirit of learning, fulfils the aspirations of enlightenment as aptly observed by Dr.S.Radhakrishnan when he headed the Indian University Grants Commission that Annamalai University is eminently fitted to be a genuine centre of learning and culture by virtue of its situation and its beautiful campus Numerous infrastructure facilities have been created to cope up with the voluminous increase in enrolment of students in various on-campus programmes. New laboratory facilities in terms of space and quality equipments have been provided to cater to the needs of the learners and researchers. Video conferencing Edusat, Campus wide network, high-tech class room are some of the added new facilities. An Internal Quality Assurance Cell has been created to monitor the quality of academic output. The departments of study conduct national and international seminars, symposia, workshops and conferences so as to expose teachers of the University to new trends in teaching and research at the global level. It is credited with the largest enrollment in India and is well equipped with computers and other infrastructure, separate teaching faculty and administration, study centers, and computer training centers to serve its students. d. It was the first institution in India to offer postgraduate degree programmes in Applied Psychology, Physics, Chemistry, Zoology, Botany, Bioinformatics and Law through distance education. e. The Directorate of Distance Education also offers programmes in Fashion Design, Textile Design, Interior Design, Hotel Management and Catering Technology, Retail Management, Twinning, Health Science, a Commonwealth Youth Programme, Yoga, Music, Fire and Safety, Pharmaceutical and Taxation. f. The UGC cancelled the recognition of the DDE courses in Annamalai authorities approached the Madras high court which has as of now stayed the UGC's cancellation order. As of Dec 2015 the matter is still pending in Madras High Court. The Directorate introduced a B.Ed. Programme through distance education in with the approval of National Council for Teacher Education, New Delhi. g. The University has been accredited by NAAC with A grade h. Then the main library was initially housed in the eastern wing of the Administrative building. It moved into its present abode in the year 1959, opening a new chapter in its history. THE BUILDING: The building was designed by the internationally reputed architects namely Messers. Prynne, Abbot, and Davis and the building was named after the former Vice Chancellor of Annamalai University, Dr.C.P.Ramaswamy Aiyar, in recognition of his valuable services to the country and to this University. The present building was opened by His Excellency Shri. Bishnuram Medhi, the then Governor of Madras, on 22nd October,

112 Within a built-in area of about 36,000 Sq.ft. the building is an H- shaped structure, with a well controlled entrance lobby, a spacious Central Reading Hall, Reference Hall, Periodicals Hall, and Bindery on the Eastern wing and Administrative Sections, closed access stack-rooms, Reprographic Section in the western wing and the open access stack rooms on both the wings. WORLD BANK COLLECTION: The Annamalai University Library has the unique privilege of being selected as a full-fledged Depository for the World Bank Publications ever since 1986, and through this offer, this library gets the entire publications of the Bank at free of cost, and it is getting renewed every two years, based on the utility of the collections. The World Bank Cell is kept opened on all working days for reference. The photocopy service available inside the library, is useful for the researchers to get the Xerox copies of the collections. The compact discs (CD) contain information collected by the International Bank for reconstruction and development and the index of publications & guide to Information Products, and services of the World Bank are available in discs. UGC STUDY CENTRE: The UGC study centre was established in the year The aim of the study centre is to cater to the text book needs of the students for reference by extending the reading hours from 8 to 11 a.m. and 4 to 8 p.m. A separate Reading Room to meet the demand of the users who are preparing for the civil service examinations & other entrance examinations such as TOEFL, GRE, GMAT, GATE, CAT has been created & this section is kept open from 8 a.m. to 8p.m. 170

113 COMPUTER DIVISION: The Library is one of the few University Libraries in the country to have modernized its entire operations. The automation project was started in the year 1995 with a special grant of fifty lakhs rupees received from the UGC-INFLIBNET. The Indian Institute of Technology Madras is one among the foremost institutes of national importance in higher technological education, basic and applied research. In the year 1956, the German Government offered technical assistance for establishing an institute of higher education in engineering in India. The first Indo- German agreement in Bonn, West Germany for the establishment of the Indian Institute of Technology at Madras was signed in the year The Institute was formally inaugurated in the year 1959 by Prof. Humayun Kabir, Union Minister for Scientific Research and Cultural Affairs. The IIT system has sixteen Institutes of Technology. The first of these to be instituted are at Kharagpur (Established in 1951), Mumbai (1958), Chennai (1959), Kanpur (1959), Delhi (1961), Guwahati (1994) and Roorkee (1847, joined IITs in 2001). 172

115 IIT Madras is a residential institute with nearly 550 faculty, 8000 students and 1250 administrative & supporting staff and is a self-contained campus located in a beautiful wooded land of about 250 hectares. It has established itself as a premier centre for teaching, research and industrial consultancy in the country. The Tamil University, Thanjavur (TN) Ancient India with its hoary tradition and glorious past has a claim to have had a Sanskrit college during the reign of Pallavas in the sixth century A.D. and much earlier a University at Nalanda in the north of India. Much later in the 19th century, there arose the reputed Madras, Bombay and Calcutta Universities during the British paramount in India. The concept of organized academic learning through the Universities is neither strange nor new to India. Even before the second millennium A.D., there had been Senatus Academicus known as First, Second and Third Cankams for the growth and development of Tamil, the oldest of the Dravidian languages in India. The Tamil Nadu State Assembly unanimously passed the Tamil University Act in the second week of September 1981 and the first Vice-Chancellor took office a week later, The University Grants Commission accorded a statutory recognition to the university in the

As an ever-growing unit for knowledge and information, the library concentrates not only in purchasing new books but also to collect and preserve old and rare books for its shelves. As on date, the total number of books is 1, 36, 324 and the total number of periodicals is 393. A few rare personal collections of great scholars however have been procured. Mention may be made of an old collection procured from the first mobile library started in the year 1931 at Mannargudi. India Office Library Records ( ) are available in Microfilm. Scholars of repute, researchers and students frequently visit the library for reference. Moreover, a current awareness service, selective dissemination of Information and reprographic service are offered to them. The Bharatiar University, Coimbatore The Bharathiar University was established at Coimbatore by the Government of Tamilnadu in February, 1982 under the provision of the Bharathiar University Act, 1981 (Act 1 of 1982). The Postgraduate Centre of the University of Madras, which was functioning in Coimbatore before 1982 formed the core of the Bharathiar University. In May, 1985 the University received the recognition from the University Grants Commission (UGC) New Delhi for the purpose of grants. The University named after the great national poet Subramanian Bharathi is enshrined with the motto Educate to Elevate. In the University, every effort is harnessed to realize his dream of making educational institutions as temple of learning. The Bharatidasan University Thrichy The Bharathidasan University was established in the year 1982, and was named after the great revolutionary Tamil Poet, Bharathidasan ( ). The motto of the university "We will create a brave new world" has been framed from Bharathidasan's poetic words. The university endeavours to be true to such a vision by creating in the region a brave new world of academic innovation for social change. The university's main campus was initially located in a sprawling area of over 1000 acres in Palkalaiperur. However, as years passed on, the South campus at Palkalaiperur with the available infrastructure was donated to the newly started Anna University of Technology. Very recently, another portion of the land has been allotted to the Indian Institute of Management (IIM), Tiruchirappalli. The University has a downtown campus at Khajamalai, which housed originally the Autonomous Post-Graduate centre of the University of Madras at 192

135 Tiruchirappalli. In addition to the administrative complex, which includes the Vice- Chancellor's Secretariat, Registrar's office, Finance and examination offices. Most of the academic departments and research laboratories are located in the main Palkalaiperur Campus. Among the academic units in the Palkalaiperur campus are schools of Mathematics, Physics, Chemistry, Life Sciences, Basic Medical Sciences, Geosciences, Social Sciences, Marine Sciences and the schools of languages. In addition, the campus also has the Central Library, University Informatics Centre, Hostels, Staff Quarters, Health Centre, Canteen and others. Besides these, the Bharathidasan Institute of Management popularly known as BIM (adjudged as one of the top business schools in the country) is located within the BHEL premises, a public sector undertaking at Tiruverumbur. The University has totally 4 faculties, 17 schools, 35 departments and 10 specialized research centres. There are 230 faculty members catering to 2372 students and scholars in the university. The university departments/ schools are offering 177 programmes including 40 PG programmes in M.A., M.Sc. and M.Tech. The above programmes are conducted under the Choice Based Credit System (CBCS) in semesters: 31 M. Phil., 33 Ph.D., 19 P.G. diploma, 11 diploma and 10 certificates. The Bharathidasan university library was established in the year The present magnificent library building started functioning since 29th May 1997 with a carpet area of Sq meters. The building is used to accommodate sections such as stack, reference, circulation, periodicals, technical section, digital library, audio visual centre, smart classroom, Shodhganga lab, ICT lab for rural women and reprography. At present, the library has in its stock about 95,000 volumes of books and back volumes and subscribes 204 current journals at national and international level as print copies to cover a wide range of subjects to facilitate users to access current academic and research literature. 197

140 It also has also on-line access to more than 8000 journals in full text and a few databases of abstracting and Indexing journals and also 8500 Springer E-books on various subjects with perpetual access has been procured to enhance the quality of teaching and research activities. The library provides the following convenient and modern services using ICT to its users both on demand and in anticipation and onsite and remote. The library has nine professional staff and six ministerial and support staff to execute the entire library operations. The university library takes care complete information requirements of all the departments, schools, centers and other units of the university campuses. Issue of books to the students, research scholars and staff members is for 15 days and faculty members for 30 days. Renewal of books will be allowed once, if that book is not on demand. The fine will be charged for overdue books is Re.1 per day and after 10 days, Rs.10 will be charged per day. Underlining, scribing and tearing of pages or any other type of damaging of books/ journals is strictly prohibited. For loss of book, the book should be replaced, if copy is not available the latest cost of the book with 10% of cost as processing fee is to be paid. Inter library loan facilities are available and the charges if any of the lending library is to be borne by the user. 154 3.4.5 A) PROFILE OF THE UNIVERSITY OF KERALA, THIRUVANANTHAPURAM Fig 42. The University of Kerala The University of Kerala is one of the first 16 Universities in India. It was founded as the University of Travancore in the erstwhile princely state of Travancore (Now southern part of Kerala and some neighbouring parts of state of Tamilnadu) in the year During the 7 decades since the University of Kerala has grown and shrunk physically and transformed it in many ways. It is difficult to summarise what the Kerala University is in a brief space. The earliest origins of the University may be traced back to two institutions of modern learning in Kerala, the University College, Thiruvananthapuram and the Trivandrum Observatory. The University College was initially founded as the Maharaja s Free School by Maharaja Swathi Thirunal in the year 1834, with Mr. John Roberts. A Christian Missionary as Headmaster, and soon grew into a college in the year 1866, affiliated to the Madras University. 212

155 When the University of Travancore was founded, the Departments of the college became the University Departments, only to switch back again when the transformation to University of Kerala happened in the year The University College still retains its connection with the University as an affiliated college. The Trivandrum Observatory was founded in the year 1838 and had an internationally reputed scientist, John Caldecott FRS as its first Director. It became a part of the Travancore University, but for some time was administered as a independent government institution. It is now the oldest institution under the Kerala University. The University of Travancore was established in the year 1937 by a promulgation of the Maharajah of Travancore, Sri Chithira Thirunal Balarama Varma who was also the first Chancellor of the University. Sir C. P Ramaswamy Ayyar, the then Diwan (Prime minister) of the State was the first Vice-Chancellor. He was an eminent scholar and an able administrator. It is said the Government made an unsuccessful attempt to invite Albert Einstein to be the first Vice-Chancellor. The University was modelled after the best Universities of the United Kingdom, and even today retains some of these features. The affiliating system of the University however evolved to be different from the college system in the British Universities. CAMPUSES: Only ten colleges within the State of Travancore, which were at that time affiliated to the Madras University, became the affiliated colleges of the University of Travancore. In the year 1954, the unified state of Kerala came into being with most of Travancore and the whole of state of Cochin and Malabar area of Madras presidency becoming a part of it. The Kerala University Act (Act 14 of 1957) was brought into force and the University of Travancore was renamed University of Kerala. The University had three 213

156 campuses located in three different parts of the State viz. Thiruvananthapuram, Ernakulam and Kozhikode. The number of affiliated colleges grew phenomenally. However, in the year 1968, the University Centre at Kozhikode became a full-fledged University, the University of Calicut, affiliating the colleges located in Thrissur, Palakkad, Kozhikode and Kannur districts of Kerala and transforming the Kozhikode Centre into University Departments. The Cochin University of Science and Technology CUSAT -- (1971), Kerala Agricultural University (1971) and Mahatma Gandhi University (1983) were subsequently established, with CUSAT taking over the University s centre at Cochin. These developments have shrunk the jurisdiction of the University of Kerala to Thiruvananthapuram, Kollam, Alappuzha Districts and some parts of Pathanamthitta District. At present, the University has sixteen faculties and forty one departments of teaching and research in addition to the study centres and other departments. Teaching, Research and Knowledge extension are the mandate of the Departments. They primarily focus on the post-graduate (masters) programmes, M.Phil programmes (1-year research degree) and doctoral research. In the year 2007, the University awarded over 100 PhDs. (University s research activities are also going on in select affiliated colleges and other recognized research centres in and outside the state). The University has had in its faculty s eminent scholars who were trained under the legendary figures (Sir C V Raman s student in the Dept of Physics, Prof S R Ranganathan s student in the Library Science and Prof Benjamin Bloom s student in the Dept of Education). Some of the faculty members themselves were legends, such as famous a poet K Ayyappa Panciker, Oriental scholar T Ganapathi Sasthri etc. 214

157 The total number of full-time students in the University Departments is above 2000 including research students and a modest number of foreign students. The Institute of Distance Education offers a number of under-graduate and post graduate programmes which cater to more than 7000 students, all over the country and abroad. The University has also a number of study centres in specialized areas such as Nano-technology, Kerala Studies, Bioinformatics, Women s Studies, Learning Difficulties, Sree Narayana Studies, and Gandhian Studies etc. Some of these centres have taught programmes (Certificate/Diploma/Masters/M.Phil) and many offers PhD programmes. The University has also established 10 University College of Teacher Education (UTEC) and 8 University Institute of Technologies (UIT) both of which offer under-graduate programmes (B.Ed in UTECs and B.Sc Computer Science/IT, Electronics/BBA in UITs), although master s programmes are available in select UITs. The University College of Engineering at Karyavattom offers Engineering Education at an Undergraduate level. These institutions together have student strength of more than The University has over 150 affiliated colleges. The role of the University is in prescribing courses of study and conducting examinations and issuing certificates. The day-to-day administration of these institutions is not under the purview of the University. However, these institutions form a major part of the University. Of these 60 are Arts and Science colleges. There are 2 Law colleges, 17 Engineering Colleges, 9 MBA/MCA Colleges, 37 Teacher Training Colleges, 4 Medical Colleges, 4 Ayurveda colleges, 2 Homoeopathy Colleges, one Siddha Medical College, 3 Dental colleges, 10 Nursing Colleges, 4 Pharmacy Colleges, 2 Fine Arts Colleges, and a Music College. The University also has a National College of Physical Education affiliated to it. The total number of students in these colleges crosses 84,

158 The University follows the Choice based credit and semester system for all the post-graduate (masters) programmes and is in the process of introducing this at undergraduate (bachelors) level. The semesters typically fall during the months of Aug- January and February-July. The University has a very democratic system of functioning. Its supreme bodies Senate and Academic Council have a large number of elected members and students are represented in both. The executive body of the University, the Syndicate also has a student representative in it (for the first time in Indian Universities, in 1977). The University policies are aimed at student empowerment in every field. The University Union is an active presence in the University life since To serve the students who are away from the head-quarters at Trivandrum. The University Study Centres have been set up with The UGC assistance, at Kollam, Alappuzha and Pandalam. Besides these, there are 13 Taluk Information Centres. The centre for adult and continuing education (CACEE) aims at further education of the educated for which it received UNESCO- NLM award for literacy in The department of publications, one of the oldest departments of the University, has brought out several noteworthy publications including Saraswathi Kantabharanam, a treatise on Sanskrit Grammar, the five volume Kerala Sahitya Charithram by Mahakavi Ulloor S. Parameswara Ayyar and Sahithya Nayakanmar (Men of Letters) Series, Chitra Ramayana, based on palm-leaf manuscripts and the recent English and Malayalam translations of Hortus Malabaricus, the classical treatise on the plant wealth of Asia and the tropics. A massive Malayalam Lexicon is attempted by the Lexicon Dept. Seven volumes of the proposed eleven-volume Malayalam Lexicon have been released so far and the editing work of the remaining four volumes is progressing. The University Computer Centre, which has a long history (back to the use of a Czech made Electro-Mechanical Computer Arithma in 1950s and Core-Memory based IBMs and Indian made TDC in 1970s), today, spearheads the University s e-governance initiatives. The computing support for research is no longer centralized, with the advent of affordable desk-top computing power. The University s main campus in Karyavattom is firmly connected to the cyber highway with broad-band connection flowing into hundreds of computers. 160 SOME OF THE UNIQUE FACTS ABOUT THE UNIVERSITY OF KERALA: The University has been publishing since the year 1946 the Journal of Indian History, a prominent publication in the area. The International Journal of Kerala Studies is also similarly an established Journal. The Manuscript Library of the University is a treasure trove of Indian culture. The library has over 65,000 works in 30,000 copies mainly of palm leaf manuscripts. In addition, some paper manuscripts, a few copper plates, writings on Bhurjapatra (birch bark), Agarutvak (the bark of Amyris agallocha) and textiles are also found in the collection. The manuscript collection also includes those belonging to other different Indian states and nations such as Burma, Malaysia, Indonesia, Nepal etc. About eighty per cent of the collections are in Sanskrit. Established in the year 1968, it is the second university to be set up in Kerala. The University aims to nurture excellence in education and research in its catchment areas of Northern Kerala, historically consigned to the periphery of Kerala s academic map. The University lays its emphasis on fostering quality human resource and promoting productive research that benefit both local communities and wider humanity. The University was created through a Government plan bifurcating Kerala University. The Calicut University Library, established in 1971 and later renamed after C. H. Mohammed Koya, (The former Minister for Education, Government of Kerala ), h. The Calicut University was established in 1968 and was administered by Dr. M.M Ghani in the 1970s. i. The University had especially strong faculty in Physics, Zoology, Chemistry, Botany, History, Malayalam, English and Physical Education. The Campus locales spread over around 500 acres (2.0 km 2 ) in rural outskirt of Malappuram had the feel of a hill station. In the 1980s, a Cockcroft- Walton particle accelerator was put in place on campus. 223

The Calicut University Library, established in the year 1971 and later renamed after (the former Minister for Education, Government of Kerala), is primarily concerned with the conservation and dissemination of knowledge to its users. It plays an important role in the provision of information to the academic community in the Malabar region. It has a collection of about ninety five thousand books and subscribes to 218 Journals and 10 Newspapers. The Library follows the Anglo American cataloging Rules II (with slight modifications) for Cataloging and Dewey Decimal Scheme of Classification for the classification of books. It has the distinction of being the first fully automated University Library in the state of Kerala. The library is situated in the main campus at Thenhippalam on the side of the NH17 and is Twenty three Kilometers away from the historic Calicut City. Apart from the University Library a Study Center Library is functioning in the Calicut city to serve the academic community in the Calicut city and around. 224

Originally known as the University of Cochin, the university came into being in 1971 through an Act of the Kerala Legislature that was the result of a campaign for postgraduate education in the state. b. The Cochin University of Science and Technology (CUSAT) is a governmentowned autonomous science and technology university in Cochin, Kerala, c. Founded in 1971, it has three campuses: two in Cochin and one in Kuttanad, Alappuzha, 66 km inland. d. The School of Marine Sciences has a library that is regarded as one of the largest marine science libraries in Asia and a research vessel for coastal water studies. The members can avail the inter-library loan service and document delivery service from DELNET for books and journal articles not available in the library. An Institutional Repository Dyuthi where research publications and Ph.D. theses of the University are available online to the public is also housed in the library. The University Library is fully automated and is one of the best scientific and technical libraries in the country. Being the information centre of the Technological University in the state, the library has built up a balanced and rich collection on all the branches of sciences and technology. The Library offers Loan service, Inter-Library Loan, Literature Search, Reference Search, Compilation of Bibliographies, Reprographic Service, Reprint Service, Conference Alert Service, New Addition Alert Service, Patent Information and Consultancy Service. It is situated in Vellanikkara, Thrissur. b. The Krishi Vigyan Kendra Kannur (Conducted and hosted first Farmers' Science Congress). The Kendra has a subsurface dyke in its farm as part of the rainwater harvesting demonstration unit. c. The Kendra has pioneered a new branch of agricultural extension called Creative Extension. The university has eleven Training & Extension Centres. d. The Governor of Kerala and Chancellor of Kerala Agricultural University (KAU) has accorded assent to the proposal to establish a full-fledged Faculty of Forestry at Vellanikkara. e. The Forestry will be the third faculty under KAU after Agriculture and Agricultural Engineering. Two other faculties, viz. Veterinary and Fisheries were delinked from KAU in 2010 to form separate Universities. f. The KAU won the Performance Award of the Indian Council of Agricultural Research (ICAR). The Mahatma Gandhi University was established in the year 1983, in Kottayam district of Kerala, it is formerly Gandhiji University and has been approved by UGC and accredited (B+) by the NAAC of India. b. The University has around 100 affiliated colleges spread over five districts in central Kerala. c. The University is also known as M G University, and has grown to become one among the Top 50 Universities in India, ranked by India Today magazine. d. The MGU is the only University from south India selected for Obama-Singh 21st Century Knowledge Initiative set up by U.S.-India Governments for Institutional Partnership Grants. e. The MGU has created to form partnership with Brown University, Duke University and Plymouth State University from USA. f. The University Grants Commission of India does not believe that names of Indian universities should be unique, so another State Government- run Mahatma Gandhi University was established in 2007 in Andhra Pradesh (now in the newly formed state of Telangana) and got recognition from UGC. g. The decision was not challenged by the older Mahatma Gandhi University in Kerala. These include individual work spaces, room for group study and teaching, audio - visual access and online information retrieval system. The Mahatma Gandhi University Library is situated in the main campus of the University at Athirampuzha, 14 kms, away from Kottayam town, on the top of the Priyadarshini hills. The University library was started in the year 1989 under the supervision of Special Officer Prof. K A Isaac, former University Librarian and Prof. and Head, Dept of Library & Information Science, University of Kerala. Sri K Ravindran Asari took over charge of the University Library in the year Under his leadership, the library system built up the required Information and Communication Technology infrastructure to facilitate access to relevant internal and external sources of information to academic community of the University. 241

184 The University library is a member of the INFLIBNET Centre, Ahmadabad (Information and Library Network), and an Inter-University Centre of the University Grants Commission. The INFLIBNET Centre support has enabled to improve the quality and relevance of the University Information services. The University Library is a fully automated system using the library software package SOUL developed by the INFLIBNET Centre. The Library is also a member of the DELNET (Developing Library Network). Being a member of these networks, the library is able to share the resources of a number of other libraries and has been able to make inter library loan of books. The Mahatma Gandhi University is one of the first fifty Universities to come under the UGC-Infonet Programme. Through UGC-Infonet E-journals Consortium, the University library provides access to more than 4000 journals and databases. The Mahatma Gandhi University Online Theses Digital Library website provides an Open Access to the doctoral dissertations accepted by the MGU has been selected as one of the very best web resources for education and research by INTUTE and included in INTUTE. The selection information occurs at the INTUTE website. In addition to the usual services of the library such as reference services, lending of books, inter-library loan service, etc the following documentation services are provided: ONLINE INFORMATION SERVICE: The University Library is automated using SOUL software of INFLIBNET. The Library catalogue can be searched through the Library website mgu.ernet.in. UGC- INFONET service is provided using1 Mbps Leased Line Internet Connectivity enabling access to full text of electronic journals and 20 various online databases. The Library maintains membership to institutions like The DELNET (New Delhi), Indian Institute of Science, Bengaluru, I Its, NISCAIR and NCL, Pune. 242

185 The MGU has become one of the 20 universities and the first in Kerala during the year to provide access to SciFinder Scholar (SFS) the world s largest pool of scientific information, which includes numerous mechanisms for retrieving information and also for thousands of knowledge processing applications including laboratory functions. The photocopies of articles are collected from the DELNET, Document Delivery Centers of the INFLIBNET, National Information centers, authors directly and other leading libraries. The resources of the library are thus effectively supplemented through this service. CD-ROM SEARCHING: The library has a CD ROM networking facility to search databases in CD- ROM. The services of the INFLIBNET Center and National Centre for Science Information (NCSI) are also utilized to access the databases not available in the library. The library has also an access to the First Search Services of Ohio College Library Centre (OCLC, USA. About 70 databases are accessible through this. The UNESCO Libraries Portal, an international gateway to information for librarians and library users has included the website of the M G University Library along with the Academic and Research Libraries of Asia-Pacific. The Mahatma Gandhi University was one of the first fifty Universities to come under the UGC-Infonet Programme. Through the UGC-Infonet E-journals Consortium, the Library has an access to more than 7500 e-journals and databases including SciFinder Scholar and Web of Science. The Kannur University is a multi-campus university, at Kannur, Kasargod, Mananthavady, Payyannur, Thalassery, and Kanhangad. e. The University has a distance education facility and an inter university centre to cater the educational needs and requirements of the people. f.
