2 South Central College South Central College, with campuses in North Mankato and Faribault, Minnesota, invites nominations and applications for the position of Vice President of Student and Academic Affairs. Reporting to the President, the Vice President is designated as the Chief Student and Academic Affairs Officer of the College. The Vice President will provide leadership and management to both the Student Affairs and Academic Affairs functions within the College. 2

3 History The Mankato campus was founded in 1946 as Mankato Vocational School, the first public post-secondary vocationaltechnical school in Minnesota, and was governed by the Mankato School District. In 1992, the school merged with another institution to become the Albert Lea- Mankato Technical College. The Faribault campus began in the 1940s, offering practical nursing programs aligned with a hospital on the grounds. It became part of the Faribault School District in 1964 and was governed by the district until It was merged with two technical colleges in Austin and Rochester, Minnesota and became eligible to award degrees as Minnesota Riverland Technical College. In 1995, Minnesota legislation combined all public community colleges, technical colleges, and universities (except the University of Minnesota) under a single governing board. The Mankato campus was re-aligned with the Faribault campus and became South Central Technical College. In 2005, approval was granted to expand its mission to become a comprehensive community and technical college under the name of South Central College. This approval allowed SCC to provide an Associate of Arts Degree in Liberal Arts and Sciences in addition to more than 50 career and professional programs. Vision South Central College will be the region s leading institution for transitioning individuals into the college environment, educating students for technical careers, and building student capacity for future study through inclusive student-centered programs and services. The college will be a committed partner in the regional economy, helping individuals and organizations compete in the global marketplace. 6 The Position The Vice President, as Chief Student and Academic Affairs Officer, will lead, evaluate, and enhance the college s student and academic programming and services, including the library and curriculum and faculty development, support and promote innovation on behalf of student success, develop and implement master planning for the Student and Academic Affairs unit, build strategic budgets and explore resource development, employ strategic course scheduling strategies including the implementation of new instructional technologies, lead and support college accreditation efforts, and build partnerships to support student and academic programming and collaboration. 6

7 Duties and Responsibilities Lead, direct and support instructional units in the planning, development and evaluation of curriculum, services and programs in order to ensure that academic programs, student development, and student support needs are met. Provide leadership in the development and coordination of academic and career programs, and student development and support services. Actively seek the development of new opportunities, as well as partnerships with other institutions of higher education in terms of programs and services. Manage the instructional, student development, and academic support programs by providing leadership for continued evaluation and improvement of the programs. Encourage and support the development of new technological innovations to enhance learning and teaching and to improve the delivery of support services to students. Develop and encourage new degree and diploma programs based on input from relevant constituencies and market trends. Revise, add and/or delete courses and programs based on the results of the program review and evaluation process. Meet on a regular basis with instructional and student services supervisors and program/department faculty and staff to discuss, coordinate, and plan changes and development activities. Evaluate and implement the Minnesota Transfer Curriculum, Transfer Pathways and industry certifications. Facilitate, explore and implement joint/collaborative programs with four-year colleges and universities, technical colleges and other community colleges. Develop credit course offerings and the total schedule so that classes are available to meet student demand and that faculty are assigned effectively. Further, develop schedules of student services, which meet the needs of continuing, new and prospective students (i.e., registration, orientation, counseling, student life activities) and optimize staff utilization. Collaborate with the office of Research and Institutional Effectiveness to review enrollment patterns, cost benefit information and other information to identify class schedule opportunities, enrollment patterns and needed changes to the types of offerings provided, both in instruction and student affairs. Facilitate planning of yearly and semester schedules of classes for each department and program for on and off campus sites. Evaluate the efficiency and effectiveness of class schedules and the offering of student development services as needed to meet program, enrollment and budgetary needs. Develop longitudinal studies on enrollment, student credit hours, faculty/counselor load, space utilization, evening program growth, summer session, cost-effectiveness, student usage of services and other issues related to effective instructional and student development offerings. Develop transfer pathways and/or articulation agreements with in-state and out-of-state public and private colleges and universities. Work with faculty and student support staff in the development of daytime, weekend, evening and summer session programs that meet student needs. 7

8 Duties and Responsibilities Develop annual budgets for academic affairs and student services divisions. Plan and monitor expenses so that spending is within the approved allocation. Establish processes for faculty and staff to identify, prioritize and recommend budget needs for all credit based instructional, academic support, and student services units of the college. Monitor expenditures of the approved allocations for each instructional, academic support, and student affairs areas. Review the budget allocation process to ensure equity and judicious use of resources needed to meet college productivity targets. Provide supervision, evaluation and professional development for the administrative, faculty and support staff assigned to instructional, academic support, and student services units. Administer and supervise the operation of academic affairs, academic support, and student services divisions of the college. Recruit, hire, assign and evaluate staff that report directly to the Vice President. Identify staffing needs and assess when new positions are needed. Assess the qualifications of candidates and hire employees. Evaluate employee performance. Reward and discipline employees, and promote, suspend and discharge them based on their performance. Assign job duties, train and direct employees to perform their job responsibilities. Administer applicable labor contracts and other agency procedures and policies fairly and equitably. Mediate and respond to employee grievances according to the requirements of the appropriate contract or other formal agency procedure. Provide leadership in the development and review of Student and Academic Affairs policies and procedures. Provide leadership for the development of a Faculty handbook. Coordinate mentoring, in-service education, and professional development programs for instructional, academic support, and student services faculty and staff. Promote and encourage leadership opportunities at the college. Observe college safety rules, regulations, and policies to keep divisions compliant. Develop new programs, which meet the needs of public and private agencies, in addition to expanding joint programs and articulation agreements with other educational institutions. Develop contacts and partnerships with community, educational, business, and government leaders to determine needs and services which the college can provide. Structure courses, offerings, programs and services to meet the needs of public and private constituencies. Work with the deans and the Marketing Director to develop promotional materials and activities. Coordinate efforts with SCC faculty and staff and faculty and staff from four-year colleges and universities in the exploration and development of joint programs and agreements. Lead the Curriculum Committee, the Online Committee, and the Faculty Development committee. Chair the Department Chair meetings. Research grants to pursue for enhancement of program resources. 8

9 Duties and Responsibilities Provide leadership to the overall planning and decision-making process for the campus, and interactions with the greater community. Participate as a member of the President s Cabinet to discuss matters of college-wide importance. to advance developments in instruction, student affairs, and academic support. Implement and support Minnesota State system goals as they apply to the college. Supervise the college-wide master planning and research, including but not limited to such planning areas as strategic planning, master facilities planning, yearly work plans, and so forth. Oversee the planning process and format, and ensure a collaborative decision making model. Represent the college at functions and events in the community. Conduct staff meetings to coordinate planning and facilitate implementation of activities. Participate in system-wide planning and resource development as they relate to instruction, student affairs, and academic support services. Contribute to system-wide instructional issues through participation in system-initiated committees and task forces. Complete reports and evaluations on the instructional programs as required by the system office, federal agencies and the campus president. Participate in statewide and national organizations and conferences. Provide leadership in statewide and national organizations that address issues related to student and academic affairs and instruction. Maintain professional visibility in order to promote the college. Attend and present at statewide and/or national conferences 9

10 Position Requirements, Knowledge, Skills, and Abilities Minimum Qualifications Master s degree Experience in higher education instruction Experience in supervision and management of faculty Experience in higher education curriculum development, assessment, and evaluation Experience with organized labor Executive experience working in a unionized college or university environment Preferred Qualifications Doctoral degree in education, or a discipline taught at the college Experience using data-driven evidence and proven practices to analyze problems/issues and identify solutions Demonstrated excellent verbal and written communication skills Proven commitment to academic inclusion and excellence Ability to create trust, teamwork, cooperation, and cohesion among faculty, administrators and staff Demonstrated commitment to diversity and success in addressing the challenges and opportunities inherent in a diverse environment Five years of relevant experience Record of leading innovation and organizational change as it relates to academic programs and career and technical education Demonstrated success in building and maintaining partnerships Knowledge and commitment to fulfilling the mission of a community and/or technical college that is student centered Ability to delegate, collaborate, and promote consensus in accomplishing the college s strategic plan 10
