EXECUTIVE SUMMARY This study was conducted at Austin Community College to analyze course completion and success rates. Course completion and success rates are identified in this report by course non-transfer grades (a grade of D or F ), withdrawal grades (a grade of W ), and non-mastery grades (a grade of D, F, or W ). The data used was from fall 2001 semester. The study analyzed both instructional area and course level data, as well as making comparisons among ages, ethnic groups, and gender. The study also compared fall 2001 non-transfer, withdrawal, and non-mastery rates to those from fall 1997, the last term that grade analyses were completed (see Appendices). Distance Learning and Developmental Studies courses are not addressed in this report. This study found the following instructional areas (with enrollments of 500 students or more) to have the four highest non-transfer rates: Government, History, Math, and Economics (with the last two instructional areas having the same percentage). The Math, Physics, and English instructional areas had the three highest withdrawal rates. Furthermore, when analyzing the instructional areas on nonmastery rates, the top three were Math, Biology, and Chemistry. Twenty-six courses (each with enrollments over 250 students) had higher than average non-mastery rates. Of these twenty-six courses, eight were math courses. Study findings show that year-olds had the highest non-transfer rates. Students years of age had above average rates in withdrawal and non-mastery grades. Both African-Americans and Hispanics had above average rates of non-transfer grades. Males had above average rates in all three areas analyzed non-transfer, withdrawal, and non-mastery grades (and females, subsequently, were below average on all three). Data analyses revealed slight increases in the withdrawal and non-mastery rates in fall 2001 (compared to fall 1997). Source: ACC Student Database 2
The majority of instructional areas with high non-transfer, withdrawal, and non-mastery rates in fall 1997 also had high rates in fall Administrators may wish to investigate why certain courses have higher than average rates of nontransfer, withdrawal, and non-mastery grades to address whether changes in policy are needed. Further analysis should also be conducted regarding the reasons for withdrawal. Source: ACC Student Database 3
BACKGROUND The purpose of this analysis is to investigate the occurrence of non-transfer, withdrawal, and non-mastery grades at Austin Community College (ACC). The cohort analyzed was from the fall 2001 semester. Developmental studies courses (both sequence and parallel studies classes) and Distance Learning courses were removed from the aggregate for purposes of this analysis. Areas analyzed were non-transfer, withdrawal, and non-mastery grades, as defined below: Non-Transfer Grade a grade of D or F. A grade of D is considered non-transfer on the premise that it is not transferable for credit at other institutions of higher education. Withdrawal Grade a grade of W. Voluntary or involuntary removal from a course before receipt of a final grade. Students can withdraw themselves or faculty can withdraw a student. ACC s official withdrawal period begins after the official reporting date and closes three weeks prior to the last class day. Non-Mastery Grade a grade of D, F, or W in a course. It s the combination of non-transfer and withdrawal grades. Implies that the student failed to master course subject matter. The analysis was conducted by instructional area and by course. Demographic analysis and cross tabulations of demographics were also analyzed. It is important to note that all sections of this analysis are based on enrollments, i.e., they contain duplicated headcounts and percentages. In the Student Demographics table (page 14), therefore, it should not be inferred that 15.8% of students age 17 and under withdraw but rather that 15.8% of student course enrollments of students age 17 and under end in withdrawal. 7 NON-TRANSFER RATES - INSTRUCTIONAL AREA This analysis reviewed course non-transfer rates, defined as a grade of D or F divided by the total grades of A, B, C, D, F, or W. Non-transfer rates were explored by instructional area as a percent of ACC s total non-transfer grades. ACC s average non-transfer rate was found to be 8.7% in the fall of The comparable percentage in the fall of 1997 was 9.0% (see Appendix 1 for fall 1997 data and Appendix 7 for all fall 2001 instructional areas non-transfer rates). When comparing the non-transfer rate by instructional area, 34 instructional areas had non-transfer rates higher than the ACC average. However, when consideration was given to the enrollment level of the instructional area (only instructional areas with enrollments of at least 500 students were considered), the instructional areas detailed in Table 1 had non-transfer rates higher than the ACC average. Of the 11 instructional areas in fall 2001 that had had non-transfer rates higher than the ACC average, eight instructional areas were above average in fall Source: ACC Student Database 5

WITHDRAWAL RATES - INSTRUCTIONAL AREA This analysis reviewed course withdrawal rates by instructional area, defined as a total of W grades divided by the total grades of A, B, C, D, F, or W. Overall, for fall 2001, the withdrawal rate for ACC was 22.5%. This represented an increase of 2% from fall 1997 (see Appendix 2 for comparisons to fall 1997 and Appendix 8 for all fall 2001 instructional areas withdrawal rates). Of the 12 instructional areas in fall 2001 that had above-average withdrawal rates, eight instructional areas were above average in fall Twenty-one instructional areas reported withdrawal rates greater than the ACC average of 22.5%. However, when reviewing only those instructional areas with substantial student enrollment (greater than 500 students), those listed in Table 2 showed greater than average withdrawal rates. They were found to be Biology, Chemistry, Economics, Math, and Philosophy. Three of these instructional areas, Biology, Economics, and Math, also had above average rates in fall Only those instructional areas with enrollments greater than 500 students were included (see Table 3 and Appendix 3 for comparisons to fall 1997). 11 NON-MASTERY RATES - INSTRUCTIONAL AREA Failure to master a course was defined as the total number of students receiving grades of D, F, or W divided by the total grades of A, B, C, D, F, or W. Non-mastery rates were explored by instructional area as a percent of ACC s total non-mastery grades. The average rate of non-mastery for ACC in fall 2001 was found to be 31.2% (compared to 29.5% in fall 1997). See Appendix 4 for comparisons to fall 1997 and Appendix 9 for all fall 2001 instructional areas nonmastery rates. Of the 11 instructional areas in fall 2001 that had above average non-mastery rates, ten instructional areas were above average in fall Table 4 below shows those instructional areas with enrollment of over 500 students and with non-mastery rates above the ACC average. 12 NON-TRANSFER AND WITHDRAWAL RATES COURSE Further exploration was conducted to determine which specific courses had non-transfer and withdrawal rates above the ACC average. This determination would help to identify "gate-keeping" courses. By definition, a gate-keeping" course should have high enrollments and high rates of non-transfer grade or withdrawal rates, and be a required course for degree or certificate completion, or serve as a prerequisite for advancement in the course series. A course did not have to be in a previously listed instructional area to be considered in this analysis. For example, any given Psychology course could have a significant withdrawal rate, even though the Psychology instructional areas as a whole may not have had above an average withdrawal rate. Courses with enrollments of less than 250 students were not considered in this portion of the analysis. Twenty-four courses had above-average non-transfer rates. Additionally, twenty-four courses had aboveaverage withdrawal rates. Analyzing both rates together, it was determined that fourteen courses had both non-transfer and withdrawal rates above the college average. Of these fourteen courses, five were in the Math instructional area, as shown in Table 5. Where applicable, comparisons are made to fall 1997 course data (see Appendix 5 for comparisons to fall 1997). Source: ACC Student Database 10

NON-MASTERY RATES - COURSE Again, failure to master the subject matter was calculated using grades of D, F, and W divided by all grades. Courses (with enrollments over 250 students) with a non-mastery rate higher than the ACC average of 31.2% are shown in Table 6. Of the twenty-six courses, eight are in the Math instructional area. 15 STUDENT DEMOGRAPHICS In addition to analyses of course completion and success rates across instructional areas and courses, this study further explored non-transfer, withdrawal, and non-mastery rates by focusing on student demographic information. Specifically, ACC student grades in fall 2001 were examined across age, (ten categories), ethnicity (seven categories), and gender (see Table 7). For comparisons to fall 1997, see Appendix 6. Table 7 Austin Community College Student Enrollment Demographics in Fall 2001 FALL 2001 Age Total % % % Enrl Non- Wdrawl. Non- Trans. Other sub-groups with above average rates included year-olds (withdrawal and non-mastery), and African-Americans (non-transfer). In general, Source: ACC Student Database 13
younger students (24 and younger) had higher rates on all three categories than older students (over 24 years old). Overall, analysis of age and non-mastery rates revealed a slight increase across all age groups compared to fall 1997 data. A closer look at ethnicity revealed that non-mastery rates increased 2.5% from 1997 to fall 2001 for White students (28.6% and 31.1%, respectively). Both female and male non-mastery rates increased slightly from Source: ACC Student Database 14
STUDENT SUBGROUPS A cross tabulation was conducted for gender, ethnicity, and age. A non-transfer, withdrawal, or non-mastery rate of more than 10 percentage points above the ACC average was considered noteworthy. Only those subpopulations with enrollments of greater than 50 students were included in this analysis (Appendices list all subsets, including those with subsets of 50 students or less). In addition, the Other/Unknown ethnicity subgroup was not included in this analysis. It is worth noting that African-American male students, younger in age, appeared in the non-transfer and non-mastery sections. Student subgroups with Non-Transfer rates more than 10 percentage points above the College average of 8.7%: African-American Males age % --- See Appendices for a complete list of non-transfer rates by student subgroup Student subgroups with Withdrawal rates more than 10 percentage points above the College average of 22.5%: None --- See Appendices for a complete list of withdrawal rates by student subgroup Student subgroups with Non-mastery rates more than 10 percentage points above the College average of 31.2%: African-American Males age % Asian-American Males age % African-American Males age % --- See Appendices for a complete list of non-mastery rates by student subgroup Source: ACC Student Database 15
CONCLUSIONS This study found that in fall 2001 the average non-transfer rate to be 8.7% and the average rate of withdrawal in credit courses at Austin Community College to be 22.5%. These percentages are based on duplicated headcount; therefore, this does not imply that 22.5% of students withdraw, but that 22.5% of enrollments end in withdrawal. Certain instructional areas and courses had much higher rates of non-transfer grades and withdrawal grades than the ACC average. Instructional areas that had above average rates on both withdrawal and non-transfer grades were Biology, Chemistry, Economics, Math, and Philosophy. The instructional areas with the highest non-mastery rates were Math, Biology, Chemistry, English, Physics, Economics, History, Accounting, Computer Science, Foreign Language, and Philosophy. The instructional areas with the 5 highest withdrawal rates were Math, Physics, English, Chemistry, and Biology. Further analysis should be conducted regarding the reasons for withdrawal, especially with regard to student-level data. Any differences in reasons for withdrawal across student groups should be made available to faculty, student advisors and administrators involved in student retention. A comparison of fall 2001 and fall 1997 withdrawal rates revealed an increase of 2% (20.5% and 22.5%, respectively). Non-transfer rates did not differ substantially between these 2 terms. This study found that year-olds, Hispanics, and Males had above-average rates in all three areas analyzed non-transfer, withdrawal, and non-mastery rates in fall Again, administrators and advisors should work to establish the reasons for this and how best to correct this situation. This study does not address whether a non-mastery rate of 31.2% is within the acceptable boundaries for community colleges of this size or for ACC specifically nor does it address data at schools normally used for comparison with ACC, such as Dallas County Community College or Source: ACC Student Database 16
Houston Community College. Administrators may wish to compare ACC s data to these schools at some future date to establish benchmarks and determine if improvement is called for. Source: ACC Student Database 17
