3 What is the FLAS? provides funding to students to encourage the study of critical and less commonly taught foreign languages in combination with area studies, international studies or international aspects of professional studies. promotes the training of students who intend to make their careers in college or university teaching, government service, or other employment where knowledge of foreign languages and cultures is essential.

4 funded by grants from the U.S. Department of Education under Title VI of the Higher Education Act of 1965, as amended, and the Higher Education Opportunity Act of at UC Berkeley, funding for FLAS Fellowships is provided by seven Title VI National Resource Centers representing various world areas, including: East Asia, Eastern Europe/Russia/Eurasia, Latin America, Middle East, South Asia, Southeast Asia, and Western Europe.

5 Who is eligible to apply? must be students and citizens, nationals, or permanent residents of the United States. students in programs that combine modern language training with 1) area or international studies, or 2) research and training in the international aspects of professional or other fields of study, including science, technology, engineering, and mathematics, are encouraged to apply. where eligible, undergraduate FLAS awards may only be given for the intermediate or advanced study of a critical or less commonly taught language. Eligibility for undergraduate FLAS awards and additional requirements vary by language and world area.

6 Lower priority is given to... 1) students who already possess language fluency equivalent to educated native speakers in the language for which the award is sought, including dissertators; 2) students who are taking the first 12 semester hours or the equivalent in Chinese, Japanese, Russian, and Spanish; and, 3) students applying for dissertation research or writing as opposed to students applying for language acquisition.

10 Requirements for the Academic Year FLAS Fellowship Enrollment each semester in an appropriate language course. Must be taken for a letter grade. Enrollment each semester in an area studies course. Must be taken for a letter grade. Pre-assessment and post-assessment of your speaking ability by a language instructor. Post-fellowship final report via International Resource Information System (IRIS). Complete a tracking survey every two years after graduation (eight year period).

11 Academic Year FLAS Application Requirements Application Statement of purpose Two letters of recommendation Transcripts BearFacts and photocopies are acceptable. Students who entered in Fall 2014: include copy of your undergraduate transcript. Students assessed the Professional Degree Supplemental Tuition must include a letter from their department or school that indicates that the PDST will be covered if a FLAS is awarded. FAFSA page 1 of the Student Aid Report (SAR) Awards will be announced in April.

13 Requirements for the Summer FLAS Fellowship Intensive language study during the summer months. The language course MUST be equivalent to an academic year s worth of language study. Definition of intensive : For students at the beginning and intermediate levels of proficiency, language programs should be at least 6 weeks in length and offer at least 140 hours of classroom instruction. For students at the advanced level of proficiency, language programs should be at least 6 weeks in length and offer at least 120 hours of classroom instruction. 17 Subject to US/ED Approval The U.S. Department of Education requires that requests for approval be made at least 30 days prior to travel to review: (1) compliance with FLAS requirements; (2) compliance with the Fly America Act; and, (3) to notify the U.S. embassy, if applicable. When you receive your offer letter, be sure to submit your Acceptance Forms to Gina Blanco, FLAS Coordinator, immediately so approval can be requested. The FLAS Coordinator will seek the approval on your behalf. Please do not make irrevocable travel arrangements prior to receiving official word from your FLAS Coordinator.

18 Travel Awards & Fly America Act If your particular world area center makes travel awards AND if you are going abroad AND you wish to be considered for a travel award, then you must comply with the FLY AMERICA ACT. The Fly America Act requires foreign air travel funded with federal dollars be performed on U.S. flag air carriers. Award is either the cost of the ticket, or $1,000, whichever is less.
