Dear Colleagues, Three years ago we came together to improve student success rates, reduce direct cost of post-secondary education and create seamless pathways for students to increase graduation rates. To meet these goals, we needed a new type of consortium that would not only meet the needs of our time but be proactive enough to anticipate the needs of the future. We also focused on creating substantive articulation agreements that would give our students and counselors options to navigate the different pathways that would lead our students to successful outcomes. Working together, the Research Coast Career Pathways Consortium (RCCPC) has done well. Our student college-credit activation rate is breaking records, with more than 500 students receiving college credit via our articulation agreements. Since 2012, we have also saved students over $700 thousand in tuition, given over $10 thousand in scholarships and increased our local high school to college matriculation rate to 64% of academy completers. The career pathways initiative is an essential component to our region s educational system and is designed to meet the needs of both students and employers. Today, more than ever, our college and school districts are embedding industry-recognized certifications into curriculum and building multiple entry/exit points to prepare students for workforce needs. This initiative changed the theory of a one size fits all approach and now, everyone from our counselors to administrators are embracing the career pathways approach of aligning students with programs of study, increasing retention rates. Our RCCPC continues to strive for excellence by meeting the primary goals established by the Carl D. Perkins Career and Technical Education Act of 2006, increasing enrollment and persistence from secondary to post-secondary education, improving attainment of post-secondary degrees/certificates, and increasing entry into employment or further education. I am convinced more than ever that our region works better with a strong education system, with real pathway opportunities connecting students to high-skill/wage careers, and strategic partnerships that focus on the future. The RCCPC s approach embodies the values, the ideas and the direction our region must take to build a 21 st century version of the American Dream. 5 RCCPC MISSION STATEMENT The Research Coast Career Pathways Consortium (RCCPC) was established with the purpose to improve students matriculation, persistence, completion, and career placement by fostering education-to-workforce strategic partnerships, creating sustainable accountability systems, promoting career pathways professional development opportunities for education stakeholders, and implementing programs of study focused on articulation agreements. 7 OPERATIONAL PLAN Chairperson: Fiscal Agent: Partners: Nicholas H. Roles and Responsibilities of Chairperson: Facilitate consortium meetings as it pertains to articulation agreements, programs of study, budgets, activities, and initiatives. Oversee consortium in setting, implementing and meeting the proposed goals where applicable for Coordinate activities to the standards of Perkins IV Title I. Oversee and coordinate awarding of postsecondary education credits/clock-hours established by active articulation agreement. 2. Roles and Responsibilities of Fiscal Agent: Account for consortium funds. Disperse funds to eligible recipients under Perkins IV standards to meet RCCPC objectives. Develop accounts to manage the transfer of funds from the secondary and postsecondary Perkins grants. Submit fiscal and accountability reports to consortium partners annually or as needed. 3. Roles and Responsibilities of Consortium Partners: Develop and implement goals and objectives for the Research Coast Career Pathways Consortium. Establish and revise annually programs of study. Provide to the fiscal agent signed Letter of Agreement which will include partners financial support of the consortium. o Each consortium partner will release agreed-upon funds to the fiscal agent as indicated in the Letter of Agreement. Each consortium partner representative will actively participate and co-chair a minimum of one RCCPC subcommittee. 3 P age

8 4. Role of the Research Coast Career Pathways Consortium Review, develop, and revise articulation agreements and programs of study annually. Submit updated or created agreements to district school boards for approval on an annual basis or as needed. Facilitate secondary and post-secondary faculty/staff development for awareness of career pathways initiatives and programs of study. Ensure awareness of transition opportunities by disseminating articulation, programs of study, and career pathways information to students, parents, counselors, teachers, faculty and community groups via multiple mediums and venues.. 4a. Role of Program of Study/Articulation Agreement Subcommittee Create guidelines for articulation agreement approval process by: o Establishing regularly-scheduled learning objective/outcome meetings with secondary and post-secondary career cluster faculty. o Create timeline for approval process. o Establish faculty mentorship program for secondary to post-secondary instructional faculty. 4b. Role of Professional Development Subcommittee Establish annual career pathways professional development activities Create timeline, agenda, and participant roles for event Research and report professional development opportunities to consortium within region, state, or nation. Recommend participants to attend event. Establish reporting system for participants who attend professional development event. 4c. Role of Marketing Initiative Subcommittee Create marketing campaign for career pathways initiative Establish benchmarks for increasing student participation Review, update and recommend edits for all consortium members websites. 9 GOALS GOAL 1: PROVIDE CAREER-ORIENTED PATHWAYS TO INCREASE COLLEGE ACCESS, AFFORDABILITY, AND COMPLETION BY IMPROVING POST- SECONDARY EDUCATION FOR YOUTH/ADULT LEARNERS. Strategy 1: Enhance the articulation agreements and programs of studies. Provide each student a personalized Guided Pathway (Program of Study) experience that integrates classroom learning with at least two of the following: career-ready practices, industry-recognized certifications, internships and peer education. Enhance secondary/post-secondary academic programs that are strongly linked to the economic development of Florida and the Treasure Coast region. Strengthen student matriculation to post-secondary through increased funding for full and partial scholarships. Implement annual reviews of secondary/post-secondary programs of study. Increase the dollar value of regional articulation agreements. Strategy 2: Recruit, enroll and retain a well-prepared and diverse CTE student body. Investigate best practices for retention at other colleges and, as appropriate, implement those practices to significantly increase retention rates for career and technical education. Promote career pathways academies and post-secondary education throughout region. Support the Quest summer youth program designed to provide a three-week enrichment program where students ages explore nine of the sixteen career clusters. Implement Prior Learning Assessment (PLA) opportunities for adult learners who have gained knowledge outside traditional academic environment. 5 P age

10 GOAL 2: PROVIDE STAKEHOLDERS A LOCAL, STATE AND NATIONAL PERSPECTIVE NECESSARY TO ADDRESS THE EDUCATIONAL, SOCIAL AND ECONOMIC ISSUES OF THE 21 ST CENTURY. Strategy 1: Develop/retain highly-qualified and diverse pathways-oriented faculty and staff. Enhance resources to empower faculty/staff to implement career pathways-oriented programs within the consortium. Enhance funding for career pathways/meta major staff development GOAL 3: DEVELOP STATE/NATIONALLY RECOGNIZED CAREER ORIENTED PATHWAYS INITIATIVES. Strategy 1: Continue to collaborate with local/state/national partners to develop and implement career pathways programs to reinforce educational attainment. Continue to develop online training modules for secondary/postsecondary stakeholders. Use IRSC/school district facilities to market secondary academies and articulation credit for post-secondary programs. Promote RCCPC best/promising practices to state and national organizations. Strategy 2: Develop and execute an overarching marketing plan that creates greater awareness and informed advocacy of the career pathways initiative. Enhance promotional events that are driven by student engagement at secondary and post-secondary levels. Create a strong social media presence for RCCPC. Increase speaking engagements for career pathways representatives to promote career cluster/meta major concepts. 6 P age
