2 The following information pertains to the implementation of Executive Order 665 and the policies and practices surrounding it at San José State University for students entering the University in the fall of Executive Order (EO) 665 is a policy passed by the California State University (CSU) Board of Trustees dealing with students who are not prepared to take college level math or writing courses when they are admitted to one of the 23 campuses of the CSU. This policy has been in effect at all campuses since Under EO 665, all students who enter a CSU campus are required to take the Entry Level Math (ELM) and the English Placement Test (EPT) unless they are exempt from them. These tests, if required, must be taken and the results must be known before a student can register for any classes. While each campus in the CSU has its own programs, all must adhere to the regulations of EO 665. The following is a guide to how this will impact you at SJSU. Early Start Requirement Completion of an Early Start requirement in the summer of 2016 is mandatory for students who score lower than 50 on the ELM or lower than 147 on the EPT. In addition, students with conditional exemptions from the ELM or EPT who do not clear their conditional exemption by June 30, 2016 must enroll in Early Start. The only exceptions to this requirement are: 1. Lower division transfers 2. Students who enter in spring 3. Students who reside outside CA 4. International Students 5. EOP or Athletic Summer Bridge Students 6. Spartan Scholars Program Students 7. Students admitted to the fall term after August 1, 2016 When you attend Frosh Orientation, you will be placed into math and/or writing classes for fall based on your ELM/EPT status at that time. If your status changes upon completion of Early Start, you will have the opportunity to change your enrollment. Early Start allows students to begin working towards college readiness in the summer prior to their freshman year and is intended to help them complete their remedial class requirements within the oneyear limit. While some courses will allow students to advance their placement, most Early Start courses are a one-unit course that is only meant to be an introduction to the requirement and will not change your fall placement. Failure to complete your Early Start requirement by August 12, 2016 will result in you being placed on Administrative Academic Probation in the fall. If you are on probation and do not pass any remedial course in the fall, you will be placed on Administrative Academic Disqualification and will need to reapply to the university when you are a junior. Service Indicators

3 Until you have completed your remedial requirements, you will see one or more service indicators on your records. Although they are listed under holds, the ELM and EPT service indicators will not prevent you from registering for classes. They merely identify you as needing to be enrolled in one or more remedial courses and will be removed once the requirement has been completed.

4 Time Limit for Completing Developmental Courses If you are a new lower division student who is remedial in either English or math, you must complete the remedial requirement within one year of enrolling at SJSU. If you receive a grade of No Credit (NC) in any course taken to complete a remedial requirement, you cannot retake that requirement at SJSU. If you fail the course in your first semester, you will be able to enroll for a second semester at SJSU, but must complete your remedial requirement through a community college. For this reason, as well as the importance of making academic progress, students are cautioned to make passing their remedial courses their highest priority. Registering for Classes If you are not exempt, you must take the EPT and ELM exam by January 9 for spring admits and May 7 for fall admits. If your score on either one or both of these tests is determined to be lower than the score required to enter college level classes, placement into a program of remediation is mandatory and is a condition of your enrollment in any other classes. Your scores on the ELM and/or EPT will determine what courses you need to take. When you register for classes, you must include registration in the required remedial courses in order to remain enrolled in other classes. If you are not registered in an open section of a required remedial course at the end of advance registration, all classes you registered for will be dropped. In addition, if you fail to attend these classes when the semester begins, you will be dropped from them and this will cause all of your classes to be dropped. You will then have to try to add classes with permission from the instructors once you are enrolled in the required course. Your space in classes that were dropped will not be saved for you. Students who have not yet satisfied the developmental math and/or writing requirement are restricted to registering for only classes on the list of Approved Courses for remedial students. They are not allowed to enroll in any course numbered 100 or higher for any reason. Consult the list of Approved Courses posted on the Developmental Studies Web Page. The first list contains courses approved for any remedial student. Following that, there is a list of additional courses allowed for students who have completed one requirement but not the other. Space Limitations If you are required to enroll in a remedial course and fail to do so in a timely manner, it could result in no space being available in the required class. If there is space in any section of the required course, you will be responsible for making adjustments to your schedule to accommodate that section. If all sections are full, you must place your name on a wait list for at least one section before the end of advance registration. If you do this, your classes will not be dropped. But, you will need to see the Director of Developmental Studies regarding enrollment during the first two days of the semester. Do not go to the class for a permission number. You will be required to take any open seat at that time, even if it means dropping another class. You will only be allowed to remain enrolled in other classes without being in your remedial course if all of the class sections are full. If there are no open sections, you will be placed on a wait list and will be

5 notified if a seat opens up. If you wait until after the first week of classes to check in, you will not be allowed to remain enrolled in any classes. If you are not enrolled in a required remedial course after the first week of classes and have not seen the Director of Developmental Studies to be placed on a wait list, you will be disenrolled from all classes. You are also subject to disenrollment for failure to attend a remedial course in which you are enrolled. Second Semester Enrollment Students requiring two semesters of remediation in math or English should enroll in the second semester course when their registration appointment time has arrived. When final grades are known, students who receive No Credit for the first semester course will be dropped from the second semester course. SJSU has a no repeat policy for remedial courses. If a student receives No Credit in any remedial course, it cannot be retaken at San José State. Contact the Director of Developmental Studies for options for completing the requirement. Third Semester Enrollment If you have not completed your developmental math or writing requirement at the end of your second semester, you will not be able to register for any subsequent terms until you provide proof to the Director of Developmental Studies that you are enrolled in a course that will complete the requirement prior to the beginning of the next term. All grades for these must be submitted prior to the first day of classes in the following term. Failure to pass that course with a C or better or failure to report your grade by the first day of instruction will result in your disenrollment. Retaking the ELM The EPT may not be retaken. However, the ELM may be retaken to try and improve your placement. If you retake the ELM and receive a score of 50 or higher, you must contact the Director of Developmental Studies in order to have your ELM status cleared. If this is done after classes have begun and before grades for the current semester are reported, you will receive a grade of Credit for your current course and will be excused from further attendance. If you retake the ELM and score below 50, it will not affect your placement once classes begin. Administrative Disqualification Students who are subject to EO 665 have a limited amount of time to complete any required remediation and be eligible for college level work. If you do not complete it by the end of your first year at SJSU, you will be disenrolled and automatically placed on a one-year leave of absence. During the leave of absence, a student will have to attend a community college to complete English 1A and/or Intermediate Algebra with a C or better before returning to SJSU. Students who do not complete their requirements within one year following disenrollment will have to reapply for admission to the University once they have attained junior status. Students who have not completed their developmental requirements at the end of their first semester and who choose not to enroll in any courses at SJSU during their second semester will be placed on a oneyear leave of absence following their first semester. NOTE:

6 Students who are academically disqualified when disenrolled for non-completion of remediation are not eligible for a leave of absence. These students need to reapply for admission to the University in the next available admission cycle. SJSU does not accept lower division transfers. Therefore, these students will need to reapply as a junior. Upon disqualification, a student may not register for classes at SJSU through Open University unless the GE English (area A-2) and GE Math (area B-4) requirements have been met. Exceptions to the administrative academic disqualification policy Certain students may qualify for an extension to the one-year time limit for completion of their required developmental courses. However, they will need to complete the requirement at a community college. Extensions to the time limit will only be granted based on the following criteria: 1. Students identified by the Accessible Education Center will be granted extended time as requested by that office. 2. Students who have resided in the United States for less than 8 years and have not completed their EPT requirement within the allowed time must provide proof of their entry date to the Director of Developmental Studies. These students will then be given a one-semester extension to the their developmental writing time limit. 3. Students who are on a wait list at the end of the first week of classes for a course in which all sections are full will be granted one additional term in which to take and complete that course. NOTE: Wait lists from advance registration are purged on the first day of classes. To be eligible for an extension, you must meet with the Director of Developmental Studies to be placed on a wait list during the first week of classes. Students will not be eligible for an extension unless they have maintained consistent attendance in their remedial courses. For example, English students barred from submission of their portfolio and developmental math students who have failed to take one or more of the required exams will not be eligible for an extension. Reinstatement Students who have been placed on a leave of absence for non-completion of a remedial requirement, and who complete the requirement within the one-year leave of absence, must submit proof of a passing grade to the Director of Developmental Studies before reinstatement can take place. If completion of the requirement takes place after the one-year leave of absence has expired, the student will be Administratively Disqualified and must reapply for readmission to the University. If a student is disenrolled for failure to complete the EPT requirement, proof of a grade of C (not C-) or better in a course equivalent to English 1A at an accredited college is required.

7 If a student is disenrolled for failure to complete the ELM requirement, a grade of C (not C-) or better in Intermediate Algebra or a transferable area B-4 math course is required. Online courses will only be accepted for completion of remedial requirements upon submission of documentation that at least one exam or paper is completed in a proctored setting. Once verification of a passing grade has been submitted, a student s status will be adjusted to reflect completion of remediation. At that time, the student will be reinstated. An official transcript must also be sent to SJSU. If the student s GPA at that time is 2.00 or greater, it will be a clear reinstatement. However, if the student was on probation at the time of disenrollment, the policy that applies to the student s reinstated on probation will still apply. That is, the student must earn a 2.00 GPA or better in every term until in good standing. Consultation with an academic advisor is required upon readmission.
