1 4-H Enrollment Guidelines and Definitions Commonly Used Terms 4-H Youth: Any youth taking part in a program as a result of action by Extension personnel (professional, paraprofessional or volunteer). This is not limited to youth participating in a 4-H club. This includes youth participating in programs conducted through land-grant universities, EFNEP, SNAP-ED, and other programs that may or may not use the 4-H name and emblem with participants. As youth are involved, it is important to make your program available to all youth and structure it so that youth of diverse backgrounds can participate. The name and emblem should be associated with all youth and youth related activities. ES-237 Group Enrollment Report: This is the annual federal report to USDA that combines all youth programming efforts using the above definition that lead to membership (minimum of 6 contact hours). It should reflect total 4-H program efforts in all delivery modes including 4-H clubs, camping, afterschool, school enrichment, special interest groups, individual study/mentoring/family learning and instructional TV/video/web as defined below. Contact Hours: It takes a minimum of six contact hours with youth to qualify for 4-H membership. As a result, when reporting numbers to the ES-237 Group Enrollment Report, the only programs that should show on the report are those with a minimum of six contact hours. These contact hours can be direct contact with an Extension professional or trained volunteer including a teacher who may be utilizing 4-H curriculum. Utilizing 4-H Extension based resources is key to establishing the minimum number of hours, but can be met multiple ways. Duplicates: When completing your ES-237 Report, you will be asked to separate the duplicates. Traditional 4-H members enrolled in 4-H clubs are already captured in the enrollment system. If youth are also participating in other delivery modes such as an afterschool program then they are considered a duplicate since they are already counted. These individuals will be separated in the group enrollment process. Direct Volunteer: Volunteer having direct contact with youth. These volunteers should be certified or under direct supervision of a certified volunteer or Extension staff. For example, a volunteer teaching class to youth on cake decorating techniques. Indirect Volunteer: No direct contact with youth. For example, a volunteer may come stuff envelopes for an event, but does not actually attend the event and work with youth.

2 Delivery Method Definitions 4-H Club Membership: An organized club of youth, facilitated by an adult, with a planned program carried on throughout all or most of the year. 4-H clubs meet in any location, elect officers and have a set of bylaws approved by the membership to govern the club. All 4-H clubs should be charted to meet the Montana 4-H charter requirements. There are several types of 4-H Clubs: Community Clubs Meet after school, evenings or weekends and offer multiple learning experiences and activities. Could provide learning experiences for youth in multiple project areas or be project specific. In-School Clubs Meet during school hours, and have club officers and planned activities beyond school enrichment. Afterschool Clubs Organized within child care settings with officers and planned activities. Military Clubs Organized by the armed forces, often on military installations, and principally for military dependents. 4-H Camping Program: Youth taking part in an Extension planned educational experience for a group taking place in the out-of-doors. To qualify for this delivery mode, a majority of the time must be spent outdoors. If a camp, for example a science day camp, spends a majority of the time doing indoor activities then the program is considered a Special Interest/Short-Term Program. There are several types of camps: Overnight Camping: Includes being away from home at least one night (resident, primitive or travel camping) and is not restricted to members of organized clubs. Day Camping: Consists of a single or multiple-day programs with youth returning home each evening. Often focus on a specific topic. For example, a weeklong camp on natural resources or forestry. Special Interest/Short-Term Program: Groups of youth meeting for a specific learning experience that involves direct teaching by Extension staff or trained volunteers, including teachers. The program is not part of a school curriculum and not restricted to members of organized 4-H clubs. Multiple day meetings should be reported as short term programs. Camps may also fall under this category if a majority of the time is not spent outdoors. EXAMPLE A group of youth participating in an eight week shooting sports or international exchange program, but are not interested in a 4-H club approach and expectations for clubs members (or consisting of a mix of 4-H members and nonmembers). Another example is a weeklong Science Cay Camp or a Cloverbud Day Camp where youth spend a majority of the time indoors. School Enrichment: Groups of youth receiving a sequence of learning experiences in cooperation with school officials during school hours and to support school curriculum. Involves direct teaching by Extension staff or trained volunteers, including teachers.

3 EXAMPLE Science based or other curriculum (Wonderwise or Wind Energy) taught to teachers, volunteers or Extension staff and incorporated into the school curriculum. Almost any 4-H project or topic is applicable in some way to the school curricula. Afterschool Program: Educational programs offered to youth outside of school hours, usually in a school or other community center and incorporating 4-H curricula and/or staff training by Extension professionals. The primary purpose of the program is to provide care, developmental and educational experiences for youth while parents are working or unavailable. Individual Study/Mentoring/Family Learning Program: Planned learning that occurs independently of a formal group setting such as a club. Experience is often self-directed as an individual, paired or in family learning effort. Examples include self-study, home study courses, advanced placement courses, mentoring or whole families learning together. EXAMPLE Family experience for military families or a job shadowing program. Instructional TV/Video/Web Program: Youth centered learning experiences through Extension via broadcast or closed circuit television, including satellite transmission or videotape replays of such series. May also include instruction delivered via the internet. EXAMPLE Youth who take part in 4-H through Terra POD or some other venue using only the educational tools listed above and not enrolled in a 4-H Club.
