1 KU Policy ACA-054 International Undergraduate Student Tuition Waivers It is the policy of Kutztown University (KU) to grant a limited number of international student tuition waivers yearly to recruit international students who demonstrate academic achievement or financial need. A. Purpose The purpose of granting tuition waivers to international students is to assist in recruitment, to raise global awareness on campus through the presence and community service activities of international students from a variety of countries, to enhance the multi-cultural environment of KU, and to address the University s strategic initiative of expanding the internationalization of the campus. B. Key words and phrases: ACT: American College Testing IELTS: International English Language Testing System ISTWC: International Student Tuition Waiver Committee TOEFL: Test of English as a Foreign Language SAT: Scholastic Aptitude Test C. Selection Criteria 1. Must meet international admission requirements. 2. Must hold an appropriate visa status by time of enrollment. 3. Are first-time freshman or first-time transfer students from an international university or a university within the United States of America. 4. Show contributions to the local community in which they reside or attend school. 5. 2 5.6.Must demonstrate financial need. The President has the discretion to waive any of the above criteria with the exception of holding the appropriate visa status requirement for international and exchange students. D. Procedure Submission of the tuition waiver application by prospective students will be at the time of application for admission. Prospective students must be accepted before a tuition waiver application is reviewed. Tuition waivers shall apply to fall and spring semesters. 1. Information and application will be sent by the Office of International Admissions to the prospective student upon request. 2. Tuition waiver applications will be submitted to the Office of International Admissions and reviewed by the International Student Tuition Waiver Committee (ISTWC) based on the deadlines listed in the tuition waiver description section of this document. 3. An offer letter is sent to the student from the Office of International Admissions. A list of tuition waiver recipients will be sent to the Scholarship Coordinator in Financial Aid Services and the Office of Student Accounts. 4. The Office of International Admissions recommendations are sent to the President for approval and signature. 5. A yearly evaluation of the tuition waiver policy will be conducted by the Office of International Admissions to establish the appropriate number of tuition waivers for forthcoming years. E. Tuition Waiver Descriptions: There are three levels of international tuition waivers offered by KU. KU reserves the right to adjust these amounts for incoming students up or down each year, based on the availability of funds. The amount of tuition waiver given at each level will be determined each year by July 1. Any changes will be noted on the website in advance of tuition waiver offers. The three levels of tuition waivers offered at the time of admission are as follows: 1. Academic Excellence Tuition Waiver Full tuition/year renewable Application Deadline: March 1
3 MINIMUM REQUIREMENTS: Incoming first-year students: Minimum SAT Total Score of (Critical Reading and Math) or ACT composite score Have a 3.25 out of a 4.0 CGPA scale when converted to the U.S. grading system Above average secondary school achievement as determined by Office of International Admissions Maintain continuous full-time enrollment at KU Must maintain a 3.25 CGPA at KU Required to live on campus for three years or until 90 credits earned Incoming transfer students: Minimum cumulative college CGPA Demonstrated involvement at current campus community Maintain continuous full-time enrollment at KU Must maintain a CGPA at KU Required to live on campus until 90 credits earned 2. Academic Achievement Tuition Waiver $8,000/year renewable Application deadline: March 1 Incoming first-year students: MINIMUM REQUIREMENTS: Minimum SAT Total Score of (Critical Reading and Math) or ACT 24 composite score Have a 3.0 out of a 4.0 CGPA scale when converted to the U.S. grading system Maintain continuous full-time enrollment at KU Must maintain a 3.0 CGPA at KU Incoming transfer students:
4 F. Award Minimum 3.25 cumulative CGPA Demonstrated involvement at current campus community Maintain continuous full time enrollment at KU Must maintain a 3.0 CGPA at KU 3. International Diversity Tuition Waiver $6,000/year renewable Application deadline: Ongoing MINIMUM REQUIREMENTS: Incoming first-year and transfer students: Must meet minimum criteria for admission to the University Must maintain continuous full-time enrollment at KU Must maintain a 2.5 CGPA at KU Awards based on other factors as determined by the ISTWC KU appropriates 2 % of tuition revenue to the international student tuition waivers. The waivers listed above can be disbursed as long as the total does not exceed 2 % of tuition revenue. This amount will be determined annually. G. Tuition Waiver Renewal Criteria 1. Contribute to the University by participating in campus and community life. 2. Maintain full-time status and the appropriate visa status. 3. Pay all outstanding debts to KU or have a payment plan in place by the first day of each semester in which a partial tuition waiver or full tuition waiver is granted. 4. Maintain the required CGPA in relation to the respective tuition waiver granted while a student at KU. 5. The first semester that the student drops below the required CGPA he/she will be given a written warning that he/she is in jeopardy of losing the tuition waiver. The second semester the student falls below the required CGPA, he/she will lose the tuition waiver.
5 6. If the student has not met the minimum requirements and has the waiver withdrawn, he/she will be allowed to appeal the decision to the ISTWC by July 1. H. Summer Waivers Based on the availability of funds, there are two full tuition waivers and ten in-state tuition waivers available during both Summer I and Summer II sessions. Students must apply for these tuition waivers with a Summer Waiver Application, and the application is due by May 1. The ISTWC will meet after May 1 to determine the recipients of the summer waivers. I. Extreme Financial Hardship Tuition waivers may be granted to full-time undergraduate international students who are currently enrolled students at KU and who can demonstrate that they have experienced changes in their financial conditions that produce unforeseen hardships. These tuition waivers will be disbursed after the ISTWC has reviewed and approved all incoming students tuition waiver applications for the next semester. It is the intent of this policy that such tuition waivers will be rare. The same application procedures will be used as with other requests for tuition waivers. These financial hardship tuition waivers will be limited to a one-time $2,000 increase per student for one academic year if funds are available. Tuition waivers are not granted without cause. Note: A separate application will be used for this particular tuition waiver application so there will be no confusion with the student s original tuition waiver application and to keep a separate record of this award. J. Expectations It is the practice of KU to monitor, at the conclusion of each semester, the progress of the international students who have been granted tuition waivers. It is expected that the international students: 1. Maintain full-time status and the appropriate visa status. 2. Participate in campus and community life. 3. Receive a tuition waiver for a maximum of nine semesters. 4. Maintain the required CGPA and remain in good academic standing. 5. Request a tuition waiver application for summer sessions. Summer sessions do not K. Appeals calculate in the nine regular semester maximum.
6 Appeals must be made in writing to the ISTWC. A written appeal should be submitted to the ISTWC with supporting documentation. In most circumstances, only one appeal will be granted during the course of the student s academic career at the University. Appeals for tuition waiver non-renewal include: Nine semester limitation. Renewal CGPA requirement Good academic standing A student must submit supporting documentation as part of the appeal process. Appeals will be incomplete if documentation is not included in the original submission. Incomplete appeals will not be reviewed. Appeals must be submitted by July 1. L. Review Committee The International Student Tuition Waiver Committee is composed of: Director of Admissions Associate Director of International Admissions Assistant Director of International Admissions Faculty Representative from the International Affairs Committee Representative from Financial Aid Services The committee will deny eligibility/reinstatement if the committee determines that a student has submitted forged or altered documents.
