Mamlet October, 2012 This Position Specification is intended to provide information about the Bill and Melinda Gates Foundation and the position of Deputy Director. It is designed to assist qualified individuals in assessing their interest.
2 Opportunity Summary The Bill & Melinda Gates Foundation one of the world s premier philanthropic entities is seeking a seasoned higher education professional to serve as Deputy Director of its Postsecondary Success team. This initiative aims to boost the number of students earning degrees and credentials by helping institutions adopt strategies and tools that will improve instruction and hold down costs. The Postsecondary Success mission represents the Foundation s core priority for investments in the United States. In the most recent fiscal year, the Foundation awarded $3.4 billion. The Deputy Director will oversee a portfolio of internal and external responsibilities, including the development of key investment strategies and prospective targets as well as personally representing the Foundation to prospective grantees and executives in the higher education community. Specific experiences being sought for this role include senior leadership roles in either two or four year colleges and universities and evident successes in leading efforts to transform higher education institutions or systems. This individual will show a passion and dedication throughout his/her career in tackling the important issues facing students and postsecondary institutions today and ensuring that all students are able to complete their postsecondary career and go on to reach their highest potential. Postsecondary Success Organization Mission US public higher education today is at a watershed moment. In the face of enormous financial pressure and a growing chorus clamoring for greater accountability, we are seeing reduced and more selective enrollments and increasing cost. This is all taking place when the education gap has never been wider, when our economy needs more not fewer, college-educated people, and when our public student financial aid systems are approaching a so-called fiscal cliff. Left unabated, these trends have predictable consequences an even more highly stratified education system with a rich, high-quality educational experience for a few and a mediocre one, or none at all, for the many. The political and social implications for our nation and the potential impacts on our target population are as profound as they are unacceptable. The goal of the Postsecondary Success Strategy is to help public colleges and universities develop towards an alternative future one where, in the national interest they increase enrollments, improve productivity in terms of degree and credential completion, improve performance in terms of student outcomes, and lower costs. To achieve our goal we invest in partners developing innovative educational models and approaches. We emphasize the use of new technology in improving teaching, learning, student advising, and administrative decisionmaking, along with other systems that help colleges and universities improve their performance. We also work with partners who seek to understand the impacts of higher education public policies and regulations, and to advocate for adjustments where they are needed. 1
3 Our investments tap into and seek to accelerate trends and initiatives already underway in our public universities and colleges. In this regard, they capitalize on and accelerate the enormous talent, creativity, and energy being brought to bear on the challenges confronting US postsecondary education. They are also intended to be catalytic stimulating the experimentation, refinement, debate, and discussion that we believe are required to find, test, and adopt scalable and sustainable practices that work. Postsecondary Success is part of the US Program and four years into a twenty-year initiative. Areas of Focus In the United States, the focus of the Bill & Melinda Gates Foundation is on education. Postsecondary Success (PS) is the division within the US Program that is charged with dramatically increasing the number of low-income young adults who by age 26 earn a postsecondary credential with value in the labor market. Postsecondary Success focuses its work in five broad areas that promise early gains in moving its success oriented agenda: Reducing time spent by students in developmental education. Supporting innovation in curriculum design and delivery and in targeted and personalized student advising. Unlocking the power of technology to improve teaching, learning, student advising, and college performance. Supporting promising new educational models that leverage innovation in technology, business practice, and the science of teaching and learning to deliver high quality, low cost (affordable) undergraduate instruction. Developing, building consensus around, and advocating for the broadest possible adoption of measures that support continuous improvement in performance of institutions and individuals. The team also works closely with other strategies in US Programs to leverage and align with Foundation investments in secondary education (ensuring all students graduate college ready ) and in policy and advocacy that support the Foundation s education agenda generally. Leadership The Postsecondary Success organization is led by Dr. Daniel Greenstein. Before joining the Foundation, Greenstein was Vice Provost for Academic Planning and Programs at the University of California Office of the President. In that role he oversaw what academic planning is required at the university-wide level for this ten-campus 220,000-student system. He had administrative responsibility for system-wide academic programs the University of California Press, the California Digital Library, the University s Education Abroad Program and internship programs in Washington DC and Sacramento and acted as the director for UC Online Education a new effort to integrate online education into the university s undergraduate curriculum. 2
4 Greenstein has led, in some cases founded, several internet-based academic information services in the US (the California Digital Library) and the United Kingdom (the Arts and Humanities Data Service), and served on boards and acted in strategic consulting roles for educational, cultural heritage, and information organizations. He holds degrees from the Universities of Oxford (DPhil) and Pennsylvania (MA, BA) and began his professional life as a senior lecture in Modern History at Glasgow University. Current fascinations include sustaining models for public higher education, online undergraduate instruction, and models for supporting disruptive innovation in large well-established organizations. Resources and Investments In 1999, the Foundation pledged $1 billion to fund college scholarships to deserving students. To date, the Gates Millennium Scholars Program has helped 13,000 high-potential, low-income students improve their lives through higher education. The Postsecondary Success organization is supported by approximately 40 employees, and has an annual grant budget of $100 million. Specific investments are made to support the following specific initiatives: 1. Improve Postsecondary Performance Working with higher education institutions across the country and associations like the American Association of Community Colleges, Association of Community College Trustees, and the League for Innovation in the Community College, the Foundation is funding promising efforts to help more students earn credentials that count. It is also investing in alternative delivery models including online and competency-based programs that can accelerate remedial education for those who are behind and bring higher education to more students at a lower cost. 2. Empower Student Success To make good decisions about their education, students need accurate information. The Foundation supports a range of programs that provide students with guidance on how to access financial aid and structure their education to increase the chances of earning a degree. It is also investing in new way of packaging and delivering aid in ways that encourage and incentivize completion. Investments are also being made in performance-based scholarships that increase financial support available to low-income students and create incentives to make more timely progress toward degrees. 3. Build Commitment The Foundation is working to make college completion a national priority by raising awareness about the impact of low completion rates on the economy and American competitiveness. Along with its partners including the Ford Foundation, the Lumina Foundation for Education, and the William and Flora Hewlett Foundation the Foundation advocates for policies, data systems, common metrics, and funding models that incent higher credential completion. 4. Build Knowledge What does it take to increase graduation rates? What do students need to get through school faster and at a lower cost? These are questions with complicated, evolving answers. The foundation is working to ensure that its investments are aligned with proven or promising practices, that progress is effectively measured, and that the foundation and those working higher education adapt efforts based on continuous learning. 3
5 Position Responsibilities The Deputy Director will be responsible for a portfolio of investments that support institutionand system -level success-oriented reforms in postsecondary institutions through innovations in a variety of areas that may include academic preparation, curriculum design and development, student advising, financial aid programs, accreditation practices, faculty development, governance, and institutional and system-level business and administrative practices. S/he will also be responsible for oversight of the PS team s Completion by Design initiative through which it seeks to test and in turn refine systemic strategies for improving degree production at the community college level. Specific responsibilities include: Oversee the design, implemention and management of a portfolio of investments that develop and scale the availability of tools, resources, and best practices that postsecondary institutions need to succeed moving systemic reforms in support of degree completion and productivity. Emphasis will be placed on evidence that demonstrates the effectiveness of these tools and resources and on ensuring their sustainability even after Foundation funding is withdrawn from their support. Develop strategies for engaging postsecondary leaders, faculty, and other key constituencies in debate and dialogue around the team s strategy. Lead, manage, and motivate a team of highly skilled professionals in support of the work. Develop and maintain effective relations with grantees and partners with a view to optimizing impact and effectiveness of the team s work. Serve as a member of the PS leadership team supporting the director and shaping the team s strategy, its implementation plans, and its investment decisions. Work collaboratively with senior leaders and program officers on the US Program s Advocacy team which leads essential work on issue advocacy and public policy as required to move the Foundation s postsecondary agenda. Work collaboratively with senior leaders and program officers on the US Program s College Ready Team to optimally align investments and strategies to achieve maximum impact of education investments generally. Serve as the primary source of expertise for the PS team on issues having to do with the academic affairs and management of postsecondary institutions and systems. Collaborate with other PS team members and across the US Program on program development. Directly engage in complex negotiations and capacity development efforts with grantees and partners. Review and make decisions about proposal summaries and team member recommendations for funding to ensure grants, contracts, strategic alliances and other plans that support and move the program s strategy forward. Develop briefing materials, syntheses and recommendations for internal and external use. 4
6 Represent the work of the PS team to constituencies inside and outside the Foundation. Represent the Foundation to external constituencies. Candidate Qualifications and Qualities The Deputy Director will bring a deep understanding of postsecondary institutions and how they work to the development and implementation of the team s strategy. Qualifications include: Minimum of 12 years of experience in postsecondary education preferably in two or more of the following sectors: two-year, four-year, for-profit. Evidence of professional progression into increasingly responsible leadership roles. Evidence of success leading one or more systematic reform efforts at a two- or four-year college (institutional or system level), focusing on some aspect of degree productivity, student success, institutional performance, college affordability. Minimum of Master s degree and preferably a terminal degree in related field. Senior management experience (dean or above preferred) with solid understanding of academic and administrative operations within postsecondary institutions. Experience of institutional or system level strategic, academic, and/or financial planning. Knowledge of the policy and regulatory environments surrounding postsecondary education, and experience engaging directly with thought leaders and decision makers who directly shape those environments. Knowledge of student diversity with an understanding of the target low-income young adult population aged with a clear understanding of the reality of student life (more than 75 percent of students work, are starting families, and are facing a host of realities that impact their ability to complete a postsecondary credential). Excellent leadership, analytical, interpersonal, and written and oral communication skills -- including strong presentation skills. Ability to develop, manage and motivate a team of highly skilled professionals with a variety of academic, consultative and philanthropic backgrounds in a highly matrixed organization. Evidence of ability to cultivate, develop, and manage relations with prospective Foundation grantees and partners, and to help shape and guide their work in support of the PS team s objectives. Ability to manage in an environment that requires simultaneous attention to multiple complex projects. Strong execution and management skills with the ability to work effectively to meet deadlines and deliver results. Ability to travel in support of the work. 5
7 Seattle Region This position will be based in the Foundation s stunning new campus complex in Seattle, Washington. Founded in 1869, the City of Seattle is located in the State of Washington on Puget Sound, 113 miles from the US-Canadian border. Seattle is a commercial, cultural and advanced technology hub of the US Pacific Northwest and a major port city for trans-pacific and European travel and trade.
