1 SRI KRISHNADEVARAYA UNIVERSITY POST GRADUATE COMMON ENTRANCE TEST-2017 (SKUCET 2017) INSTRUCTIONS TO THE CANDIDATES A. GENERAL 1. The Convener (SKUCET-2017), Directorate of Admissions, Sri Krishnadevaraya University, invites online applications through the website: for admission into various Post Graduate (PG) courses in Arts, Science and Commerce offered in Sri Krishnadevaraya University, and its affiliated colleges for the academic year The admissions are governed by the SKUCET-2017 rules and regulations given below. The Advisory Committee of SKUCET-2017 reserves the right to change or modify the rules and regulations. 3. For getting admission, a candidate should qualify SKUCET-2017 and satisfy the eligibility criteria prescribed for the course. No candidate will be admitted by the University or the affiliated college without Rank in SKUCET-2017 under Convener quota. 4. Indian Nationals who are natives of other States (other than Andhra Pradesh and Telangana) are eligible for admission under National Integration Quota (5%). These seats are over and above the existing seats. 5. Foreign nationals/nris can be admitted without Entrance Test subject to satisfying the eligibility criteria and production of STUDENT VISA for the period of study in the University. 6. Post Graduate (PG) degree holders of a particular course/subject are not entitled for admission into the same course/subject. However, a PG degree holder can pursue another PG course in a different course/subject but is not eligible for hostel admission and scholarship. 7. No candidate is entitled to pursue more than one course at any point of time. Similarly, the candidate cannot take up any employment (either Full-time or Part-time) while pursuing a course in the University. 8. University reserves the right to run or not to run a particular course basing on the economic viability depending on the number of candidates who opt to join in it. 9. Qualifying in SKUCET-2017 does not guarantee admission. The candidate must satisfy all the eligibility criteria prescribed for admission into the course. 10. If it is proved that any of the certificates submitted by a candidate is tampered or fake, the candidate not only looses seat but also liable for prosecution. 11. The rule of reservation is not applicable for Payment seats and NRI seats. 12. Notwithstanding anything in this Booklet, the rules and regulations that are in force in the University from time to time are applicable. 13. Before applying for SKUCET 2017, the candidate has to verify him/her self about the eligibility to write a particular Test and seek admission into the related course. 14. The University reserves the right to modify courses/seats available in the Colleges and the same will be made available in the website: If the applicants are lower than the existing seats in a subject, then there will be no Entrance Examination. 2 B. COURSES OFFERED FOR STUDY The courses offered are of two years duration (4 Semesters) including M.Ed. Course. The Choice Based Credit System (CBCS) will be in vogue for all the courses offered at Sri Krishnadevaraya University College. Geology D. ELIGIBILITY FOR WRITING THE ENTRANCE TEST 1. The candidate should have passed the qualifying examination with a minimum of 40% marks in the concerned subject. For the courses where the admission is based on the degree as a whole, the aggregate percentage of marks in the group subjects should be 40%. For 5

6 admission into M.Ed., the aggregate marks in B.Ed. should be 50% and in degree/pg should be 45%. Pass is sufficient for SC/ST candidates for admission into any course. 2. Candidates who have already passed the qualifying examination or who have appeared / are appearing for the final year annual examination in 2017 are also eligible to apply. Supplementary candidates of 2017 are not eligible. 3. Eligibility criteria fixed for each course is given in Section-T E. HOW TO APPLY 1. Candidate has to submit Application online through the website: by clicking on the button SKUCET The cost of each application is.400 and it should be paid through Debit Card/ Credit Card/Internet Banking in online. 3. Online applications can be submitted from onwords. F. LAST DATE FOR RECEIPT OF ONLINE APPLICATIONS The last date for online application without late fee is on or before G. LATE APPLICATIONS Online Applications will be accepted from to with late fee of.900/- ( =.900) paid through online. Tatkal online applications will be accepted from to with a Tatkal fee of.1,400/- ( ,000 =. 1,400) Paid through online. H. HALL TICKETS 1. Hall tickets for the Entrance Test will be available in online to the candidates 10 days before the date of Test. 2. Candidate can download the Hall Ticket from the website: and attend the Entrance Test. 3. Duplicate Hall Ticket can also be had from the office of the Convener, SKUCET-2017 or from the Chief Superintendent of the Examination Centre by submitting an attested passport size photograph and a demand draft for.100/- drawn in favor of the Convener, SKUCET along with the evidence of having submitted the online application. 4. SKUCET-2017 Hall Ticket is to be preserved carefully and produced at the time of admission along with their Rank Card. I. TEST CENTRES 1. The Test Centres for SKUCET-2017 are as follows: Test Centres Code 1. Sri Krishnadevaraya University, G. Pulla Reddy Engineering College, Kurnool Candidates applying for more than one test are advised to opt for one Test Centre. 3. Request for change of Test Centre mentioned in the application will not be entertained. 6

7 4. If number of applicants choosing G. Pulla Reddy Engineering College, Kurnool for any Test is less than 25, the Test will be conducted at S.K.University Centre, only. 5. Physical Education Test will be conducted in S.K.University centre Only. 6. The Convener reserves the right for allotting a Centre other than the Centre opted by the candidate. J. PARTICULARS OF ENTRANCE TESTS 1. There is a prescribed syllabus for each Entrance Test as given in Section S. The syllabus of each Test consists of Section-A for 30 marks, Section-B for 30 marks and Section-C for 40 marks. 2. Each Entrance Test will be of 90 minutes duration with 100 multiple choice questions. Each question carries one mark and there is no negative mark for wrong answer. 3. The question paper for English will be in English; Telugu will be in Telugu; and Hindi will be in Hindi. For all other Tests, the question papers will be in both English and Telugu. 4. No candidate will be permitted into the examination hall without proper Hall Ticket. 5. Calculators, books, papers, mathematical and physical tables, slide rulers, pagers, electronic organizers, digital diaries, cellular phones or any other calculating aids are not allowed into the Examination Hall. 6. Candidate should answer only on the OMR SHEET provided to him/her with name, Hall Ticket number and Photo printed on it. 7. Any candidate booked under malpractice in SKUCET-2017 Entrance Test is not eligible for admission. K. RANKING 1. The minimum qualifying Marks in the Entrance Test is 25. However, for SC/ST candidates there is no minimum qualifying marks. 2. When there is a tie on the basis of marks obtained in the Test as a whole, it will be resolved on the basis of marks obtained in Section C. If there is still a tie, it will be resolved on the basis of marks obtained in Section B. If there is still a tie, it will be resolved as per seniority in age. 3. Rank Cards can be downloaded by the candidates within 10 days after the announcement of SKUCET 2017 results from the website 4. The Rank obtained in SKUCET-2017 is valid for admission in the academic year only. 5. There is NO provision for REVALUATION or PERSONAL IDENTIFICATION of Answer Sheet of SKUCET L. ADMISSION PROCEDURE 1. Admissions will be based on SKUCET-2017 Rank, subject to fulfillment of other eligibility criteria. 2. The candidate should have passed the qualifying examination with minimum percentage of marks when he/she is called for the counseling for admission, failing which the qualified candidates next in Rank would be admitted. 3. Admissions pertaining to all the colleges will be made through counseling at Directorate of Admissions, Sri Krishnadevaraya University,. 7

8 4. Candidates have to attend the counseling at the date and time at their own expenses with the required original documents and fees. 5. If a candidate fails to attend the counseling at the specified date and time for whatever reason (including non-receipt or delayed receipt of call letter), he/she will forfeit the seat and the candidate next in Rank will be considered for counseling. Any representation for postponement of the date and time of counseling or exemption from personal appearance will not be entertained. 6. Late comers for the counseling on the scheduled date will be considered for the available vacancies at that point of time only. If a candidate attends on the subsequent date of the counseling in the same phase, he/she may be considered on the next day before the counseling for the candidates scheduled for the day. 7. If a candidate reports after the counseling for the subject in a given phase is over such a candidate will be considered for admission in the next phase of counseling subject to the availability of vacancy in the subject and category concerned. 8. At the time of counseling, the following original documents should be submitted by the candidate: SKUCET-2017 Rank Card and Hall Ticket Marks statements and Provisional/Degree certificate of the qualifying examination Transfer certificate and Study & Conduct certificate SSC and Intermediate pass certificates Six Passport size photographs Study certificates from IX class to qualifying examination Caste certificate in original from Tahshildar in case of SC/ST/BC candidates (integrated caste certificate or temporary caste certificate taken in 2017) Two income certificates from the Tahshildar obtained in 2017 Relevant certificate in case of other reservations (PH/NCC/NSS/Games & Sports/NI) Discharge certificate and service certificate of the parent in case of a child of armed person. Residence certificate of parents for stay in the state of A.P. from Tahshildar in case of candidates who have studied outside A.P. / carried out private study Migration certificate (for other than SVU region candidates) 9. The cases of pending revaluation will not be considered. 10. Admission will be finalized on the day of counseling on the basis of Rank obtained in the Entrance Test and fulfillment of eligibility criteria subject to rules of reservation. Candidate who fails to produce all the necessary certificates, particularly TC & CC, Marks memo and reservation category certificates at the time of counseling will forfeit admission and the candidate next in Rank will be admitted. If selected, the candidate has to pay the prescribed fee immediately. 11. Cancellation of admission is allowed with a cancellation fee of.500/- until the commencement of second phase of counseling. 8

9 12. An admitted candidate is allowed to opt for change of college on counselling day only. He has to pay an amount of.1000/- towards processing fee for change of college. 13. During the second phase counseling (even on the day of counseling) the cancellation fee would be.1000/ No refund of fee is allowed after the completion of second phase of counseling. 15. All the admissions are purely provisional and the University reserves the right to cancel the admission at any stage. 16. The admission shall be made into M.P.Ed. Course on the basis of marks obtained in the Entrance test (Theory), conducted by the University and the achievement in Sports & Games. The Entrance Examination (Theory) will be conducted by the Convener, SKUCET 2017 for 100 marks. The weightage marks of 100 for Sports & Games shall be reckoned based on the highest level he/she has played and certificate produced, on the day of Entrance test. The certificates submitted by the candidate at the time of Entrance test will be subject to verification for the genuineness of the certificate from the issuing authority. There will not be any reservation under ECA quota for Sports & Games for admission into M.P.Ed. Course. M. READMISSION RULES 1. Candidates after completing a semester successfully and discontinue the course in the subsequent semesters on valid grounds and intend to rejoin: 2. Should apply in response to the SKUCET advertisement for admission into I, III, V Semesters. 3. Should apply well in advance (preferably 15 days before the commencement of the semester) on a plain paper through the Head of the Department concerned into II, IV, VI Semesters. 4. Prolonged sickness, employment and marriage (in case of women) are considered to be valid reasons. Those who discontinue on medical grounds have to produce evidence from a District Medical Board. Those who discontinue on account of employment have to apply for appropriate leave and produce relieving certificate from the employer. Women students who discontinue on account of marriage have to produce appropriate evidence. The period of discontinuation can not be more than two academic years. 5. Student doing semester based courses and left taking T.C. and C.C. to join B.Ed course, are permitted to rejoin the course in the respective semester in the succeeding academic year. 6. Each semester course is a qualifying course. Without completion of the preceding semester course a candidate is not eligible to join the succeeding semester course. A candidate who has completed I semester but did not do II semester (say during the year ) has to do II semester during next year ( ) along with the batch of candidates admitted in the academic year and III and IV semester during Students who discontinue I semester course after putting in a minimum of 30% of attendance in any academic year along, be given readmission to I semester in the succeeding academic year without Entrance Test. Those who do not put in 30% of attendance in I semester have to appear for SKUCET/LAWCET/ICET and qualify themselves for admission. Candidates who discontinue II, III, IV, V, VI semester courses after the completion of the proceeding semester will be given readmission in the succeeding year of discontinuation in the immediate next semester course, irrespective of the attendance put in by the candidate in semester II, III, IV, V of VI as the case may be. 9

10 N. LOCAL AND NON-LOCAL CANDIDATES 1. The SVU region comprises of areas coming under Sri Venkateswara University, Sri Krishnadevaraya University, Rayalaseema University, Yogi Vemana University, Vikrama Simhapuri University, Sri Padmavathi Mahila Viswa Vidyalayam and Dravidian University. The OU region comprises of Osmania, Kakatiya, Satavahana, Mahatma Gandhi, Telengana and Palamur University areas. The AU region comprises of Andhra, Acharya Nagarjuna, Dr.B.R. Ambedkar, Krishna and Nannaya University areas. 2. A candidate is treated as local, if a. he/she has studied in SVU region (or stayed in case of private study) for four consecutive academic years ending with the academic year in which he/she has first appeared for the final year qualifying examination. b. he/she has studied (or stayed in case of private study) for seven consecutive academic years within the states of Andhra Pradesh / Telangana ending with the academic year in which he/she first appeared for the final year qualifying examination and studied (or stayed in case of private study) for a maximum period in SVU region. c. In case a candidate has studied (or stayed in case of private study) for equal periods in two different regions during the last seven years, he/she is local if he/she has studied (or stayed in case of private study) recently in SVU region. d. In case of admission into M.Ed. and M.P.Ed. courses, the candidates should have studied maximum period out of seven years in SVU region even she/he has studied the B.Ed. / B.P.Ed. course in outside the state. 3. Any candidate who is not local to SVU region will be treated as non-local, if a. He/she is local to any other region in Andhra Pradesh / Telangana States. b. He/she resided for a total period of not less than 10 years in Andhra Pradesh / Telangana, excluding the periods of study outside the State. c. His/her parents have resided in Andhra Pradesh / Telangana for a total period of not less than 10 years. d. His/her parent/spouse is presently working in Andhra Pradesh / Telangana in government or allied services. O. ALLOCATION OF SEATS TO VARIOUS RESERVATION CATEGORIES 1. 85% of the seats in each course are filled with local candidates of SVU region, while 15% are filled with local or non-local candidates on merit. 2. Seats allocated for different reserved categories are as follows: SC-15%, ST-6%, BCA- 7%, BCB-10%, BCC-1%, BCD-7%, BCE-4%, NCC-1%, NSS-1%, Games and Sports- 1%, PH (Physically Handicapped)-3% and CAP (Children of Armed Personnel)-2% (ECA and PH are for local candidates only). 3. Reservation for women: 33.33% of the seats are reserved for women candidates in each category (i.e., OPEN, SC, ST, BC, ECA and PH). This rule is not applied if women candidates selected on merit in a category from one third or more of the seats therein. If there are no suitable women candidates in a category, the seats will be filled with men candidates of the same category. 4. A vacancy under SC goes to ST and vice-versa. If enough SC & ST candidates are not available, the left-over seats will go to OC. A vacancy under one BC group goes to any 10

11 other BC group on the basis of merit in Entrance Rank. If enough BC candidates are not available, the left-over seats will go to OC. 5. For admission into Extra Curricular Activities (ECA) seats, participation during the period of study of the qualifying examination is alone considered. 6. Expert committees nominated by the University will certify the suitability and priority of the candidates under special categories (ECA/PH/CAP). P. PAYMENT SEATS In most of the Regular (R) courses, additional seats are provided as Payment (P) seats. The candidates selected for admission under this category have to pay the prescribed fee at the time of admission in addition to Special fee of the respective courses. The payment fee has to be paid in second year also. The payment seat candidate will not be transferred to regular seats even if the regular candidate cancels the seat after closing date of admissions. Q. NRI SEATS In some of the courses, additional seats are provided as NRI seats. The candidates selected for admission under this category have to pay the NRI fee at the time of admission, in addition to the special fee payable. The NRI fee has to be paid in second year also. Admissions for Payment and NRI seats will be done simultaneously along with the Regular and Self Finance seats. Candidates have to come prepared with necessary fee. R. FEE PARTICULARS Each candidate has to pay.300/- (.150/- for SC/ST category) towards registration and counselling fees. Fee details of all courses at different institutions will be made available in the website: Each admitted candidate has to pay the fee immediately in the bank counter provided at the counseling venue. Fee concession is allowed to SC/ST/BC candidates for regular and self financing courses on the production of valid caste and income certificates as per the G.O.s in vogue. SC/ST/BC category candidates claiming fee exemption/reimbursement have to produce parental income certificate ( 1,00,000/- or less) taken on or after Fee concession is not applicable for payment and NRI categories and those admitted under Left over Convener quota and Management quota. The fee reimbursement for Self-Finance Courses from the Government will be a maximum of Rs.20,000/- So, the SC/ST/BC candidates have to pay the remaining fee at the time of Counseling (vide G.O. MS.No.56, Social Welfare Department, dated ). An amount of Rs.175/- from each admitted candidates towards Insurance coverage for two years and Rs. 25/- towards skill Development entrepreneurship & incubation will be collected at the time of admission. Regarding Management seats a processing fee of Rs.1000/- will be collected from the concerned college into whom admission is sought. Admission for management quota seats in private affiliated colleges will be accepted within one month after closing date of admissions. If any admitted BC/SC/ST category candidate does not get fee reimbursement from the Government, he/she will have to pay the specified fee to the University. Or if the government reimburses only part of the fee, the student has to pay the remaining fee. The candidates are advised to see the website from time to time for information with regard to the availability of the course in a particular institution, number of seats available fee particulars etc. 11
