1 Passport Report 2017 A Summary of Passport Office Achievements and the Impact of Ivy Tech- Central Indiana Students at IUPUI Prepared by the Passport Office and the IUPUI Office of Institutional Research and Decision Support (IRDS) October 17 th, 2017

2 The Office of IUPUI/Ivy Tech Coordinated Programs (Passport) In 1990, Ivy Tech Community College Central Indiana (ITCI) and IUPUI partnered to establish the Passport office. As the name implies, Passport facilitates travel for Ivy Tech students to IUPUI and much more. Passport s mission is to ensure general coordination between the two institutions in regard to the transfer of credits, student services, needs assessment, and marketing. Passport configures academic programs and support mechanisms to serve ITCI students moving to degree completion. The Passport office is located in Hine Hall on the IUPUI campus, and Passport academic advisors are also located on the ITCI campuses. Passport academic advisors provide pre-transfer advising to help students identify a major at IUPUI and to assist in their academic planning to meet their academic, personal, and career goals. Passport also administers the Ivy Tech guest student application process which allows IUPUI students to take course(s) at Ivy Tech as guest students with the option to receive financial aid via the Passport financial aid consortium agreement. Each year Passport activities include increased course and degree articulations. Passport services are vital to the success of IUPUI and ITCI transfer students. In fall 2017, ITCI transfer students made up 9.3% of IUPUI s overall undergraduate population. 41.5% of new first-time ITCI transfer students are minorities. In Academic Year , 13.9 % of all IUPUI bachelor degrees were awarded to ITCI transfer students. Although Passport serves the ITCI region of approximately 19,000 students, Ivy Tech Community College is a unified statewide system which serves more than 170,000 students per year. Ivy Tech is the largest postsecondary institution in Indiana and the largest single-accredited statewide community college system in the entire country. Ivy Tech s tuition is approximately one-third the cost of the tuition of most state institutions. Collaboration with students, staff, faculty, and administrators at both IUPUI and Ivy Tech is paramount in the Passport Office s ability to provide services that support transfer student preparation, planning, transition, and overall success. Passport s Mission Ensure general coordination between the two institutions in regard to credit courses, non-credit courses, student services, needs assessment, and marketing. Monitor and help promote coordinated student services to facilitate student transfers, concurrent enrollment, and course credit transfer. Promote both institutions as distinct post-secondary institutions with differentiated missions which collaborate to meet the full range of community needs. Collaboration with students, staff, faculty, and administrators at both IUPUI and Ivy Tech is paramount in the Passport Office s ability to provide services that support transfer student preparation, planning, transition, and overall success. Passport Services Pre-Transfer Advising is provided at both the ITCI and IUPUI campuses which allows students to complete academic planning based on their intended major at IUPUI. Creation of Articulation Agreements: 2+2 Articulation Agreements allow students to complete an associate s degree at Ivy Tech and enter IUPUI at junior standing to complete their remaining coursework for a bachelor s degree from IUPUI. 1

3 Course Articulation Agreements are reviewed and maintained on Passport s website and in IUPUI s Transfer Evaluation System (TES). o TSAP Transfer Single Articulation Pathways o STGEC Statewide General Education Core Transitional Programming coordinated through the Passport Office includes tailored IUPUI campus visits for scholarship groups, specific academic units, and other student populations at Ivy Tech. Transfer workshops are also offered on the ITCI campuses. Marketing Materials are developed to communicate options and awareness of transfer opportunities and information including a Passport Transfer Guide, a newsletter published each semester, and Passport social media. The Passport to IUPUI Scholarship is available to Ivy Tech associate degree earners. The IUPUI Office of Student Scholarships and the Office of Transfer Student Services facilitates financial and mentoring support to fall or spring incoming Ivy Tech graduates who meet scholarship eligibility criteria. The Ivy Tech Guest Student Application enables IUPUI students to take classes at ITCI. Part of this process is administered by the Passport Office on the IUPUI campus. Ivy Tech s Financial Aid Office and IUPUI s Office of Student Financial Services have implemented a Passport Financial Aid Assistance Agreement which enables students the opportunity to receive financial aid to assist with the costs of attending both IUPUI and ITCI. Thus, Passport students have access to various educational opportunities at both institutions. Advisor Training and Resources provides advising staff at both Ivy Tech and IUPUI with the support, information, and resources necessary to guide students through the transfer and/or guest student process. Passport s Annual Breakfast is an event to connect the ITCI and IUPUI campus communities for networking, updates, and the annual Passport Report. Passport s Unique Partnership Includes: It is a co-funded program: ITCI and IUPUI jointly fund the budget for this initiative Data Exchange agreement for academic advising, scholarship processing, financial aid consortium, TSAP degrees, and reports Shared data analyst Financial Aid Consortium - Passport Financial Aid Agreement in which a student may be eligible to use financial aid at their home institution when enrolled as a guest student at the host institution Shared office space Collaborative grants Common Course system for all Ivy Tech Community College campuses Faculty and staff collaboration Passport to IUPUI Scholarship and mentoring Partners Program for deferred students Implementation of TSAP degrees which includes the transfer of competency based education IUPUI admissions application fee waivers for many Ivy Tech student groups Both Ivy Tech and IUPUI are implementing numerous initiatives to contribute to the success of students before and after transfer including Achieving the Dream at Ivy Tech and IUPUI s participation in the Foundations of Excellence 2

In 2017, transfer students from Ivy Tech Central Indiana transferred more than 16,000 credits to IUPUI. Seventy-three percent of first-year students, 80% of sophomore students, and 77% of junior and senior students who transferred to IUPUI from Ivy Tech Central Indiana in the academic year were retained or had graduated by The largest majority of articulations posted in the Transfer Evaluation System (TES) are for Ivy Tech courses. There are currently more course articulations from Ivy Tech than from all other Indiana institutions combined. More than 30% of Ivy Tech transfers entering in 2016 and 2017 had earned an Associate s degree prior to enrolling with IUPUI. In Academic Year , 13.9 % of all IUPUI bachelor degrees were awarded to previous ITCI students. About 4% were awarded to former Ivy Tech students from other regions. The Central Indiana Service Area of Ivy Tech has nearly twice the percentage of minority students as compared to all other service areas. The Central Indiana Service Area also has a slightly higher percentage of students aged 25 or older. 3

5 Methodology Cohorts were designed using IUPUI s standard reporting methods. The ITCI transfer students are defined as any new transfer students to IUPUI in the applicable year or term whose last transfer school was recorded as Ivy Tech Central Indiana. Additional cohorts are broken down by new transfers from other Ivy Tech service areas, new transfers from all other schools, new beginning freshmen, and (on certain tables and graphs) all other undergraduate students. Data collected from the Transfer Evaluation System (TES) reflect course articulations between IUPUI and the given school. The data aggregates all records within TES throughout all time. In cases where multiple instances of an articulation existed, the most recent version was retained and the prior versions were removed. Ivy Tech data is collected from the Ivy Tech database. Students were counted on a first status within a given academic year basis and all students with a Dual Credit indicator were removed. 13 In the academic year, nearly 14% of all Bachelor s degree earners were prior ITCI transfers. ITCI transfers make up a smaller percentage of Associate s and certificate earners, most likely due to having transferred from a community college. TES is used for transfer equivalency recording and contains a student-facing portion of the program known as Transferology. TES and Transferology are used by hundreds of colleges nationwide and is quickly becoming the leader in assisting students with quickly finding their equivalencies. 14 Ivy Tech Central Indiana Headcounts, Demographics and Degrees Ivy Tech is undergoing a structural reorganization. They are changing from a region-based model to a service area (shown below). Service areas may contain one or more campuses (indicated by the circles) and several sites (indicated by the squares). Although this has created a large structural change across the state, the Ivy Tech Central Indiana service area is not different from what used to be known as the region. While the rate of decline has been fairly consistent for the Central Indiana region, the other regions are now experiencing a slower rate of decline.
