1 SOUTH DAKOTA BOARD OF REGENTS Full Board AGENDA ITEM: 10 DATE: May 12, 2015 ****************************************************************************** SUBJECT: Agreements and MOUs on Academic Cooperation Black Hills State University, Northern State University and the University of South Dakota seek approval to enter into a series of cooperative agreements with International Universities and/or organizations that assist in facilitating student exchange opportunities. For those agreements that result in the direct sharing of students between institutions the agreements are consistent with the requirements set forth in section 4 of Board of Regents Policy 5:5:4 Tuition and Fees. Under such an agreement the outbound exchange students from the Regental institution studying at the partner institutions will pay tuition as well as the University Support Fee and the General Activity Fee for each credit enrolled. Students attending the partner institution on exchange agreements will pay the student semester fee/general activities/social fees required by the partner university. Inbound exchange students from either partner institution will pay tuition and fees to their home institution and will pay to the Regental campus all applicable special discipline fees, salary enhancement fees, incidental fees, the International Student Fee, and appropriate room and board fees. Students who enroll in a self-support course will pay all self-support tuition and delivery fees associated with the course. All living expenses shall be borne by the students of both institutions. In general, all other incidental costs are the responsibility of the participating students. Information specific to each campus request can be found below. (Continued) ****************************************************************************** RECOMMENDED ACTION OF THE EXECUTIVE DIRECTOR Approve the agreements and memorandums of understanding on academic cooperation between: Black Hills State University and Baoding University (BU); Botho University, Botswana; China Three Gorges University, Yichang, Hebei, PR of China; Dongguk University, Seoul, Korea; Kyung Hee University, Republic of Korea; Sichuan Normal University, Chengdu, China; Yeungnam University, Gyeongsan, Gyeongbuk, R.O. Korea; Northern State University and ESC Amiens, Amiens, France; Hochschule Magdeburg-Stendal University of Applied Sciences, Germany; Pukyong National University, Korea; Soonchunhyang Universty, Korea; and The University of South Dakota and the University Studies Abroad Consortium.

The first includes an agreement with Baoding University (BU) and is intended to promote mutual educational programs, such as the: One-to-one Academic Exchange Program (AEP); Study Abroad Program (SAP); Intensive English Program (IEP); Academic English Preparation Program (AEPP); a Baoding University Diploma + 2 Dual Degree Program; and, faculty and staff exchanges and friendship. In addition, other activities may occur, such as, collaborative research between faculty, staff and faculty education, curriculum and institutional development, information dissemination and cooperative exchanges for faculty and staff (Attachment I). The agreement with Botho University, Botswana, seeks to develop academic and cultural interchange in the areas of education, undergraduate and graduate research and other activities to cooperate toward the internationalization of higher education (Attachment II). The agreement with China Three Gorges University, Yichang, Hebei, PR of China, is intended to promote mutual educational programs to include a One-to-one Academic Exchange Program (AEP) and faculty and staff exchanges. In addition, other activities may occur, such as, collaborative research between faculty, staff and faculty education, curriculum and institutional development, information dissemination and cooperative exchanges for faculty and staff (Attachment III). The following two MOUs listed below were developed to collaboratively implement an educational Academic English Preparation Program (AEPP), a mutual Exchange Agreement Program (EAP), a Study Abroad Program (SAP) and to promote faculty and staff exchanges and friendship. In addition, other activities may occur, such as, collaborative research between faculty and staff, faculty education, curriculum and institutional development and information dissemination (see Attachment V). Dongguk University, Seoul, Korea (Attachment IV) Kyung Hee University, Republic of Korea (see Attachment V) The agreement with Sichuan Normal University, Chengdu, China, is designed to promote and facilitate educational opportunities for Sichuan Normal University undergraduate and graduate students at Black Hills State University. In addition, other activities may occur, such as, collaborative research between faculty and staff, faculty education, curriculum and institutional development, information dissemination and cooperative exchanges for faculty and staff and friendship. The Educational opportunities included are: 2+3 Undergraduate Dual Degree Program, Academic English Preparation Program (AEPP) and Study Abroad Program (SAP) (Attachment VI). Finally, the agreement with Yeungnam University, Gyeongsan, Gyeongbuk, R.O. Korea, is s intended to promote mutual educational student exchanges (Academic Exchange Program -

3 Academic Agreements/MOUs May 12, 2015 Page 3 of 3 AEP), study abroad experiences (Study Abroad Program SAP), YU students participation in the BHSU Academic English Preparation Program (AEPP), faculty and staff exchanges and friendship. In addition, other activities may occur, but are not limited to, collaborative research between faculty, training, curriculum and institutional development, information dissemination and cooperative exchanges for faculty and staff (Attachment VII). Northern State University NSU is requesting approval to enter into four memorandums of understanding for collaborative academic cooperation. The first two general agreements referenced below are intended to 1) develop student, faculty and staff exchanges; 2) establish and promote areas of research collaboration in fields of mutual interest which may include collecting collaborative research projects and/or the exchange of academic information and materials; and 3) promote other academic activities to better enhance mutual understanding and cooperation between both institutions. ESC Amiens, Amiens, France (Attachment VIII) Hochschule Magdeburg-Stendal University of Applied Sciences, Germany (Attachment IX) For the two remaining agreements allow each institution tol accept incoming exchange students as visiting students who do not plan to obtain a degree from the host university. The students participating in these exchange programs shall be selected initially by the home institution, and the host institution shall make the final admissions decisions in each case. Pukyong National University, Korea (Attachment X) Soonchunhyang Universty, Korea (Attachment XI) University of South Dakota USD is requesting approval to enter into an inter-institutional agreement with University Studies Abroad Consortium to facilitate study abroad opportunities for USD students. Study abroad providers are U.S.-based organizations that develop and implement study abroad programs for university students across the U.S. There are many study abroad providers, and these agreements outline the list of responsibilities for both sides of the partnership with providers expecting the home institution to screen potential applicants and coordinate billing. In order to secure these benefits, a written cooperation agreement is needed (see Attachment XII).

4 ATTACHMENT I 4 Memorandum of Understanding Baoding University, Hebei, P.R. China Black Hills State University, Spearfish, South Dakota, U.S.A. This Memorandum of Understanding between Black Hills State University (BHSU), Spearfish, SD, USA and Baoding University (BU) is intended to promote mutual educational programs, such as the: One-to-one Academic Exchange Program (AEP); Study Abroad Program (SAP); Intensive English Program (IEP); Academic English Preparation Program (AEPP); a Baoding University Diploma + 2 Dual Degree Program; and, faculty and staff exchanges and friendship. In addition, other activities may occur, such as, collaborative research between faculty, staff and faculty education, curriculum and institutional development, information dissemination and cooperative exchanges for faculty and staff. The MOU will continue in effect for a period of five (5) years and may be extended for additional five-year periods by mutual agreement. This MOU may be terminated by either institution upon 180-day written notification to the other institution. The following activities have been approved for collaboration. These and other academic activities will be articulated by way of Addenda, which can be added to this MOU when developed and approved by the two institutions. o o o o o o o o BHSU and BU agree to develop, encourage and facilitate an Academic Exchange Program (AEP) for undergraduate and graduate students (Addendum A). BHSU and BU agree to develop, encourage and facilitate a Study Abroad Program (SAP) for undergraduate and graduate students (Addendum B). BHSU and BU agree to develop, encourage and facilitate an Academic English Preparation Program (AEPP) (Addendum C). Baoding University Diploma + 2 Dual Degree Program (Addendum D). Where feasible, BHSU and BU agree to facilitate programs related to research and involve any discipline to the extent that individuals are able to identify suitable collaborative counterparts at the other institution and will be articulated in an Addendum established for this purpose and added to this MOU. Facilitate the exchange of scholarly information, academic publications. Prior to finalizing individual faculty visits, representatives at both institutions shall secure approvals from their respective Department Heads, Deans, and other appropriate Institution Administrative Officers. The main contact at both universities for any communication pertaining to this agreement will be the Vice President for Academic Affairs at BHSU and the Vice Rector for Public Relations at BU. Both universities agree that all expenses for BHSU and BU students will be articulated within the Addenda. The International Exchange Officers at each University will notify one another if there are changes that affect student expenses on a semester by semester basis. Both universities agree that all expenses for visiting faculty including research material, international and domestic travel, daily expenses, honoraria and all other costs, shall be the responsibility of the Home

5 ATTACHMENT I 5 University unless otherwise agreed upon. However, the Host University will do its utmost to make available on-campus living accommodations to visiting faculty and staff. For conditions of the affiliation, and terms of agreement not covered by this MOU, or for problems that arise while the exchange agreement is in effect, both parties agree to refrain from unilateral action and to consult with one another to negotiate mutually agreeable decisions. Either party, upon written agreement, may amend this MOU. Both institutions subscribe to the policy of Equal Opportunity and will not discriminate on the basis of race, gender, age, ethnicity, religion, national origin or other characteristics. The MOU and addenda will be drawn up in two (2) copies in. One (1) copy of each will be retained at each University. 6 ATTACHMENT I 6 This Addendum has been developed in accordance with stipulations set forth in the Memorandum of Understanding between BU and BHSU and provides specific elements that articulate the conditions of the Exchange Agreement Program. 1. Student Balance Parity: During each three year contract period the number of Academic Exchange Program students, on an annual basis, will be balanced and if not, the partner University will not send Exchange Students until the balance is re-stored. The international education advisors of the two institutions shall review the program annually with the goal of maintaining balance in the Exchange of students. 2. Student Numbers: In its initial phase BHSU and BU agree to Exchange students for a total of 2 semesters annually. Thus one student from each institution may participate for a full academic year, or two students may participate for one semester. The Home Institution will inform the Host Institution of the duration of time each Exchange Student will study at the Host Institution. 3. Exchange student Enrollment: Exchange students shall be enrolled as non-degree students at the Host University. 4. Selection of Students: Exchange Students will be selected by the Home University on the basis of academic merit and suitability for study at the Host University. Students from the Home University will be required to submit for advising from the Host University. 5. Rejection of Candidates: The Host University reserves the right to reject candidates, in which case additional candidates may be proposed. 6. Home Institution Charges to Exchange Students: Each home institution, if applicable, will charge tuition and applicable fees to each Outbound Exchange Student. 7. Outbound BHSU Students Costs: Outbound Exchange Students from BHSU, who study at MOU Universities, in addition to paying BHSU tuition for a minimum of 12 credit hours, will pay the following: a. University Support Fee b. General Activity Fee for each credit enrolled 8. Inbound Student Costs: Inbound Exchange Students will pay the following fees (if applicable): a. Tuition no tuition charges will be applied. b. Application Fee no application fee is required. c. Program Fees fees associated with specifically identified courses (lab fees, business course fees) d. Incidental fees (Field trip expenses, parking permit costs) e. International Student Fee South Dakota Board of Regents Requirement 9. Room & Board Expenses: Each Exchange Student will pay his/her own room and board expenses, except as otherwise stipulated by agreement. 10. Residence: The Host University will provide appropriate assistance to Exchange students to find adequate housing either on or off campus depending on the University requirement for students to live on campus. 11. Other Expenses: All other expenses required or incurred for the purpose of taking part in the Exchange Student Program will be the responsibility of each student. The Home institution is free to provide any financial assistance, or other assistance it may desire. Such expenses include but are not limited to: transportation, meals during vacations, independent travel in and beyond the host country and field trips (voluntary). Addendum A, Page Health Insurance - Inbound: South Dakota Board of Regents (SDBOR) Policy requires that all Inbound Academic Exchange Program Students, upon their arrival at BHSU, are required to purchase Student Health Insurance. 13. Health Insurance - Outbound: South Dakota Board of Regents (SDBOR) Policy requires that all Outbound Academic Exchange Program Students are required to purchase Student Health Insurance from a SDBOR approved health insurance provider, prior to their departure from BHSU. 14. Books & Other Expenses: Books and other incidental and personal expenditures will be the individual responsibility of each Exchange Student.

7 ATTACHMENT I Academic Record: The Official Transcript of each Exchange Student s academic performance will be sent directly to the Home institution. It shall be the responsibility of the Home institution to arrange with the student the number of credits issued by the Host institution that will be accepted by the Home institution. 16. Minimum Number of Credit Hours: BHSU students must take at least 12 US Semester Credits of classroom instruction per semester. 17. Rights and Responsibilities: Academic Exchange Program students shall be subject to the Rules, Regulations and Responsibilities of the Host University and Country. Exchange students will have the same rights and privileges enjoyed by all students who attend the Host University. 18. Negotiated Specific Details: The principal individuals in authority at each University agree that specific details of cooperation necessary to implement Addendum A and must be negotiated and agreed upon. 19. Modification of Student s Program: If, in the course of a student s studies, he/she becomes unable to meet the academic requirements of the program or behaves in a way detrimental to fellow students, the program directors, after mutual consultation, reserve the right the modify the student s program. Any expense incurred by the student in regard to program modification and/or dismissal shall be borne by the student. Seal 1. Numbers of Students: Each party of the agreement shall accept undergraduate students from the Home Institution for one or two semesters. Study Abroad Students from BU and BHSU must stipulate the duration of their Study Abroad experience (one semester or two semesters) prior to departure from their Home institution. The Home Institution will inform the Host Institution of the duration of time each Study Abroad Student will study at the Host Institution. 2. Study Abroad Student Enrollment: Study Abroad Program students shall be enrolled as non-degree

They will also have the same rights and privileges enjoyed by all students of the Host University. 16. Program Participant Notification: Each institution should inform the other of its selection at least four

9 ATTACHMENT I 9 months prior to the beginning of the program. It is expected that all participants will be in good academic and behavioral standing at the time of acceptance. 17. Negotiated Specific Details: The principals at each University agree that specific details of cooperation necessary to implement Addendum B must be negotiated and agreed upon. 18. BU students: BHSU shall accept BU undergraduate and/or graduate students to study full time (22 hours per week), for 16 weeks, for one (1) or more semesters in the AEPP. 2. AEPP Students selection: AEPP students will be selected by BU. 3. BU Student Enrollment: BU AEPP students shall be enrolled as non-degree seeking students at BHSU University. 4. AEPP Students Expenses: a. International Student Fee will be paid as per South Dakota Board of Regents Requirement.

10 b. Course charge per semester c. Room & Board expenses. d. The Host University will provide appropriate assistance to Exchange students to find adequate housing either on or off campus. e. Health Insurance - Upon their arrival at BHSU BU students are required by South Dakota Board of Regents (SDBOR) Policy to purchase Student Health Insurance. f. Books and other incidental and personal expenditures will be the individual responsibility of each AEPP Student. 5. Certificate of Completion: AEPP students will be awarded a Certificate of Completion at the close of the semester for their study in the AEPProgram. The record of each AEPP Student s academic performance will be sent directly to the Home institution. 6. Rights and Responsibilities: AEPProgram students shall be subject to the Rules and Regulations of the Host University and country. They will also have the same rights and privileges enjoyed by all students of the Host University. 7. Negotiated Specific Details: The principals at each University agree that specific details of cooperation necessary to implement Addendum D and must be negotiated with each other. President Date ATTACHMENT I 10 Dr. Rodney Custer, Provost Vice President Academic Affairs Date ADDENDUM D Dual Degree Program Baoding University Diploma + 2 Between Black Hills State University and Baoding University This Addendum has been developed in accordance with stipulations set forth in the Memorandum of Understanding between BHSU and BU and provides specific elements that articulate the conditions of a Dual Degree Program, herein referred to as the Baoding University Diploma + 2 Program (BUD + 2). 1. Numbers of Students: The number of students that may participate in the BUD +2 Program is not limited to any specific number of Baoding University graduates who were awarded a Diploma. 2. Student Enrollment: BUD + 2 students shall be enrolled as degree students at BHSU. Each nominated student will complete the On-Line Application, Official Statement of Finances and obtain the appropriate signatures from Guarantor and Bank Representative. 3. Selection of Students: BUD + 2 students will be selected by Baoding University on the basis of academic merit and suitability for study at BHSU. 4. English Language Preparation: BUD + 2 students must have a TOEFL score 550 to be fully admitted to study at BHSU. Students who have a TOEFL score less than 550 will be required to study for one or more semesters in the BHSU Academic English Preparation Program to improve their Academic English proficiency prior to taking regular degree coursework. 5. Rejection of Candidates: BHSU will examine the academic record of each student nominated by Baoding University for this Program and reserves the right to reject nominees because their degree program is not offered at BHSU or because their academic grade point average is not at least 2.0. Should any nominee be

11 ATTACHMENT I 11 declined an additional nominee may be proposed by Baoding University. 6. Students Expenses: Each BUD + 2 student who is accepted into this Program will pay BHSU the following: a. Tuition and Fees associated with courses b. Room and board c. Application Fee d. International Student Fee each semester (South Dakota Board of Regents Requirement) e. Student Health Insurance f. Books g. Personal expenses 7. Residence: BHSU will provide appropriate on campus housing, or if desired off campus housing. 8. Other Expenses: All other expenses required or incurred for the purpose of taking part in the BUD + 2 Program will be the responsibility of each student. Baoding University is free to provide any financial assistance, or other assistance it may desire. Such expenses include but are not limited to: transportation, meals during vacations, independent travel in and beyond the host country and field trips (voluntary). 9. Academic Record: The Official Transcript of each BUD + 2 Program student will be sent directly BHSU Office of International Studies 10. Minimum Number of Credit Hours: BUD + 2 students must take at least 12 US semester credit hours of classroom instruction each semester to comply with SEVIS requirement to maintain Active Status. 11. Rights and Responsibilities: BUD + 2 Program students shall be subject to the Rules and Regulations of the BHSU, State of South Dakota and the United States of America. They will also have the same rights and privileges enjoyed by all students at BHSU. 12. Program Participant Notification: BHSU will accept nomination of Baoding University BUD + 2 students at any time of the year. Once the student s application portfolio has been completed and approved the I-20 will be prepared for the student to obtain an F-1 visa. Addendum E, Page Degree Requirement: The minimum credit hour requirement for a Bachelor s Degree awarded by BHSU to Degree Applicant from Baoding University will be at least 120 credit hours. The 120 credit hours will include the following credits earned: a. Credit hours transferred from Baoding University to BHSU to be applied toward the BHSU required number of credit hours for the Bachelor s Degree. b. Credit hours earned at BHSU that can be used to meet degree requirements. c. The sum of the credit hours earned at Baoding University and BHSU will equal a minimum of 120. d. BUD + 2 Program students must fulfill all BHSU degree requirements to qualify for the BHSU Bachelor s Degree. 14. Negotiated Specific Details: The principals at each University agree that specific details of cooperation necessary to implement Addendum E must be negotiated and agreed upon. 15. Modification of Student s Program: If, in the course of a student s studies, he/she becomes unable to meet the academic requirements of the program or behaves in a way detrimental to fellow students, the program directors, after mutual consultation, reserve the right the modify the student s program. 13 ATTACHMENT II 13 MEMORANDUM OF UNDERSTANDING BETWEEN BOTHO UNIVERSITY (BOTSWANA) AND BLACK HILLS STATE UNIVERSITY (USA) Botho University and Black Hills State University wishing to enhance relations between the two universities and to develop academic and cultural interchange in the areas of education, undergraduate and graduate research and other activities have agreed to enter into this Memorandum of Understanding to cooperate toward the internationalization of higher education. The areas of cooperation will include any program offered at either university which is felt to be desirable and feasible for the development and strengthening of cooperative relationships between the two institutions. However, any specific program shall be subject to mutual consent, availability of funds, and approval of each university. Such programs may include: Exchange of faculty members Exchange of students Joint undergraduate and graduate research projects Development of joint academic programs and/or onsite academic programs offered at each university Joint conferences Promotion of other joint academic activities such as seminars and conferences Joint cultural programs, including service-learning and study abroad opportunities Exchange of publication and other academic material Other forms of university cooperation of mutual interest The terms of such mutual assistance and cooperation shall be discussed and agreed upon in writing by the appropriate responsible authority of each university prior to the initiation of any particular program or activity and must be contained in subsequent specific agreements. It is also understood that any financial arrangements will be negotiated and agreed to in writing for each specific case and will depend upon availability of funds. Exchange of faculty members and exchange of students will be regulated by the special agreement and/or the working program between the institutions. The universities agree that the medical and accident insurance expenses during the stay of any exchange staff or student will be covered by the respective staff or student participating in the exchange program. This agreement shall remain in force for a period of five years from the date of the last signature, with the understanding that either party giving six months prior notice to the other party in writing may terminate it. 14 ATTACHMENT III 14 Memorandum of Understanding China Three Gorges University, Yichang, Hebei, PR of China and Black Hills State University, Spearfish, South Dakota, U.S.A. This Memorandum of Understanding (hereafter called the MOU) between Black Hills State University (BHSU), Spearfish, SD, USA and China Three Gorges University, Yichang, Hebei, PR of China (CTGU) is intended to promote mutual educational programs, such as the: One-to-one Academic Exchange Program (AEP), faculty and staff exchanges and friendship. This MOU shall be effective on the date of its signing and implemented in accordance with the English version. In addition, other activities may occur, such as, collaborative research between faculty, staff and faculty education, curriculum and institutional development, information dissemination and cooperative exchanges for faculty and staff. The MOU and its Addenda will continue in effect for a period of three (5) years and may be extended for additional five-year periods by mutual agreement. This MOU may be terminated by either institution upon 180-day written notification to the other institution. In the event of termination, the rights of either side already dispatch exchange students or incoming exchange students shall not be influenced. The following activities have been approved for collaboration. These and other academic activities will be articulated by way of Addenda, which can be added to this MOU when developed and approved by the two institutions. o o o o o BHSU and CTGU agree to develop, encourage and facilitate an Academic Exchange Program (AEP) for undergraduate and graduate students (Addendum A). Where feasible, BHSU and CTGU agree to facilitate programs related to research and involve any discipline to the extent that individuals are able to identify suitable collaborative counterparts at the other institution and will be articulated in an Addendum established for this purpose and added to this MOU/MOA. Facilitate the exchange of scholarly information, academic publications. Prior to finalizing individual faculty visits, representatives at both institutions shall secure approvals from their respective Department Heads, Deans, and other appropriate Institution Administrative Officers. The main contact at both universities for any communication pertaining to this agreement will be the Vice President for Academic Affairs at BHSU and the President of China Three Gorges University or his designate. o Both universities agree that all expenses for BHSU and CTGU students will be articulated within the Addenda. The International Exchange Officers at each University will notify one another if there are changes that affect student expenses on a semester by semester basis. Both universities agree that all expenses for visiting faculty including research material, international and domestic travel, daily expenses, honoraria and all other costs, shall be the responsibility of the Home China Three Gorges University/Black Hills State University, Page 2. University unless otherwise agreed upon. However, the Host University will do its utmost to make available on-campus living accommodations to visiting faculty and staff.

15 ATTACHMENT III 15 For conditions of the affiliation, and terms of agreement not covered by this MOU, or for problems that arise while the exchange agreement is in effect, both parties agree to refrain from unilateral action and to consult with one another to negotiate mutually agreeable decisions. Either party, upon written agreement, may amend this MOU. Both institutions subscribe to the policy of Equal Opportunity and will not discriminate on the basis of race, gender, age, ethnicity, religion, national origin or other characteristics. 16 ATTACHMENT III Student Balance Parity: During each three year contract period the number of Academic Exchange Program students, on an annual basis, will be balanced and if not, the partner University will not send Exchange Students until the balance is re-stored. The international education advisors of the two institutions shall review the program annually with the goal of maintaining balance in the Exchange of students. 2. Student Numbers: Each academic year one university shall allow no more than 10 students from the other university it be enrolled as exchange students. In general, the exchange period is to be four (4) months to twelve (12) months. The actual number of students to be exchanged and the actual exchange length shall be determined by mutual consultation in advance. 3. Exchange student Enrollment: Exchange students shall be enrolled as non-degree students at the Host University. 4. Responsibility of the Home University: 4.1The Home University shall keep in touch and exchange information with the Host University. 4.2 The Home University shall assist the exchange students in handling dispatching procedures and other issues. 4.3 The Home University shall examine and verify the scores and performances of the exchange students during their exchange period, and give academic credits to each exchange student after their return to the Home University. 4.4 Exchange Students will be selected by the Home University on the basis of academic merit and suitability for study at the Host University. 4.5 Students from the Home University will be required to submit for advising from the Host University. 4.6 Academic Exchange students are required to be regular students who are registered in the bachelor, master, or doctoral program at the Home University. 5. Responsibilities of the Host University 5.1 The host university shall inform the exchange students of the application starting and ending dates, the actual exchange student number, selectable majors or courses, etc. in advance, so as to leave them enough time to apply for and handle procedures. 5.2 The host university shall decide whether to receive the selected exchange students provided by the home university. 5.3 The host university shall examine and verify the academic performances of the exchange students, and provide every exchange student an official transcript, academic record/ evidentiary documents, etc. 5.4 The host university shall assist the exchange students in arranging accommodations on campus or near the campus. 5.5 The host university shall provide useful information on visa guidance, transportation and living as well as provide necessary in-campus security protection. 6. Rejection of Candidates: The Host University reserves the right to reject candidates, in which case additional candidates may be proposed. 7. Home Institution Charges to Outbound Exchange Students: Each home institution, if applicable, will charge tuition and applicable fees to each Outbound Exchange Student. China Three Gorges University/Black Hills State University, Page Outbound BHSU Students Costs: Outbound Exchange Students from BHSU, who study at MOU Universities, in addition to paying BHSU tuition for a minimum of 12 credit hours, will pay the following: 6.1 University Support Fee 6.2 General Activity Fee for each credit enrolled 9. Responsibility of Exchange Students: 9.1 Academic Exchange students shall formulate a detailed study plan during the exchange period and after consulting the tutors of both the home and host universities tutors. 9.2 Exchange students shall possess the level of language proficiency that is requested by the host university in order to be accepted and complete the appropriate course of study. 9.3 Exchange students shall undertake the other fees, including visa fees, registration fees if any, text book fees, living expense and accommodation fees, transportation fees and medical fees. 17 ATTACHMENT III Academic Exchange Student Costs: Inbound Exchange Students will pay the following fees at the Host university (if applicable): a. Tuition no tuition charges will be applied. b. Application Fee no application fee is required. c. Program Fees fees associated with specifically identified courses (lab fees, business course fees) d. Incidental fees (Field trip expenses, parking permit costs) e. International Student Fee per semester ( South Dakota Board of Regents Requirement) 11. Room & Board Expenses: Each Exchange Student will pay his/her own room and board expenses, except as otherwise stipulated by agreement. 12. Residence: The Host University will provide appropriate assistance to Exchange students to find adequate housing either on or off campus depending on the University requirement for students to live on campus. 13. Other Expenses: All other expenses required or incurred for the purpose of taking part in the Exchange Student Program will be the responsibility of each student. The Home institution is free to provide any financial assistance, or other assistance it may desire. Such expenses include but are not limited to: transportation, meals during vacations, independent travel in and beyond the host country and field trips. 14. Health Insurance: Upon arrival at BHSU, South Dakota Board of Regents (SDBOR) Policy requires that all Inbound and Outbound Exchange Students are required to purchase Student Health Insurance. The BHSU Office of International Studies will assist all CTGU students as they sign up for health insurance. CTGU students are encouraged to purchase travel insurance to and from the United States. 15. Books & Other Expenses: Books and other incidental and personal expenditures will be the individual responsibility of each Exchange Student. 16. Academic Record: The Official Transcript of each Exchange Student s academic performance will be sent directly to the Home institution. It shall be the responsibility of the Home institution to arrange with the student the number of credits issued by the Host institution that will be accepted by the Home institution. 17. Minimum Number of Credit Hours: BHSU students must take at least 12 US semester credit hours of classroom instruction (1 credit hour is equivalent to 1 classroom hour of instruction for one semester). 18. Rights and Responsibilities: Academic Exchange Program students shall be subject to the Rules, Regulations and Responsibilities of the Host University and Country. Exchange students will have the same rights and privileges enjoyed by all students who attend the Host University. 19. Negotiated Specific Details: The principal individuals in authority at each University agree that specific details of cooperation necessary to implement Addendum A and must be negotiated and agreed upon. 20. Modification of Student s Program: If, in the course of a student s studies, he/she becomes unable to meet the academic requirements of the program or behaves in a way detrimental to fellow students, China Three Gorges University/Black Hills State University, Page 2. the program directors, after mutual consultation, reserve the right the modify the student s program. This Memorandum of Understanding - Agreement for Academic Cooperation (hereafter called the MOU-AAC) between Black Hills State University (BHSU), Spearfish, SD, USA and Dongguk University (DU), Seoul, Korea is intended to promote an educational Academic English Preparation Program (AEPP), a mutual Exchange Agreement Program (EAP), a Study Abroad Program (SAP), faculty and staff exchanges and friendship. In addition, other activities may occur, such as, collaborative research between faculty and staff, faculty education, curriculum and institutional development and information dissemination. The MOU-AAC will continue in effect for a period of five (5) years and may be extended for additional five-year periods by mutual agreement. In each academic term, each institution will endeavor to send an agreed upon number of Exchange Agreement Program (EAP) Students to the Host University which has been determined with mutual consent of the International Education Advisors from each University. 21 ATTACHMENT IV 21 ADDENDUM A Black Hills State University Academic English Preparation Program This Addendum has been developed in accordance with stipulations set forth in the Memorandum of Understanding and Agreement for Academic Cooperation between DU and BHSU and provides specific elements that articulate the conditions of the Academic English Preparation Program (AEPP). 1. DU students: BHSU shall accept DU undergraduate and/or graduate students to study full time (18 hours per week), for 16 weeks, for one (1) or more semesters in the AEPP. 2. AEPP Students selection: AEPP students will be selected by DU. 3. Dongguk University Student Enrollment: DU AEPP students shall be enrolled as non-degree students at BHSU University. 4. AEPP Students Expenses: a. International Student Fee ($ per semester, South Dakota Board of Regents Requirement) b. Course charge per semester: $3, c. Room & Board expenses. d. The Host University will provide appropriate assistance to Study Abroad and Exchange students to find adequate housing either on or off campus. e. Health Insurance - DU students are required by South Dakota Board of Regents (SDBOR) Policy to provide evidence of Student Health Insurance for the duration of their study at BHSU. The BHSU Office of International Relations and Global Engagement will assist all DU students, who need health insurance, to purchase this insurance upon their arrival. The cost of this insurance will be at a competitive price which has been negotiated by the SDBOR with a reputable health insurance provider. f. Books and other incidental and personal expenditures will be the individual responsibility of each AEPP Student. 5. Certificate of Completion: AEPP students will be awarded a Certificate of Completion at the close of the semester for their study in the AEPProgram. The record of each AEPP Student s academic performance will be sent directly to the Home institution. 6. Rights and Responsibilities: AEPProgram students shall be subject to the Rules and Regulations of the Host University and country. They will also have the same rights and privileges enjoyed by all students of the Host University. 7. Negotiated Specific Details: The principals at each University agree that specific details of cooperation necessary to implement Addendum B and must be negotiated with each other. 8. The MOU AAC: Two copies of this MOU AAC will be drawn up in English and one (1) copy retained at each University. This MOU-AAC may be translated into the Korean language if desired.
