1 SOUTH DAKOTA BOARD OF REGENTS Committee on Academic and Student Affairs AGENDA ITEM: II D (5) DATE: April 3-4, 2013 ****************************************************************************** SUBJECT: Cooperative Agreements DSU, NSU, SDSU, & USD Dakota State University (DSU), Northern State University (NSU), South Dakota State University (SDSU), and the University of South Dakota (USD) have submitted a cooperative agreement with Kilian Community College (KCC), Sioux Falls, SD to be considered by the Board in April ****************************************************************************** RECOMMENDED ACTION OF THE EXECUTIVE DIRECTOR Approve the cooperative agreement between DSU, NSU, SDSU, and USD and Kilian Community College (KCC).

3 ATTACHMENT II 3 ARTICULATION AGREEMENT BETWEEN DAKOTA STATE UNIVERSITY, NORTHERN STATE UNIVERSITY, SOUTH DAKOTA STATE UNIVERSITY, UNIVERSITY OF SOUTH DAKOTA AND KILIAN COMMUNITY COLLEGE This articulation agreement between Kilian Community College, hereinafter referred to as KCC, and Dakota State University (DSU), Northern State University (NSU), South Dakota State University (SDSU), and University of South Dakota (USD) hereafter referred to as the participating universities, is made for the purpose of providing KCC students who have completed the Associate of Arts, Liberal Arts degree a clear and well-understood opportunity to earn a baccalaureate degree from one of these universities at University Center-Sioux Falls or by attending on a main campus or online. Students pursuing baccalaureate degrees from a BOR university must complete a set of general education courses as well as successfully complete the South Dakota Board of Regents (BOR) proficiency exam, currently the Collegiate Assessment of Academic Proficiency (CAAP). KCC students will have received a passing score (as established by the BOR) on all sections of the Collegiate Assessment of Academic Proficiency (CAAP). KCC transfer students must meet all of the regular graduation requirements of the Board of Regents, University, College, and major before graduation from one of the participating universities. Transfer credits will satisfy specific general education requirements through this articulation agreement as shown on the attached matrix. Course work completed outside of the matrix will be evaluated for transfer and application toward degree requirements in good faith by both parties as described below. In order to assist KCC students contemplating eventual transfer to one of the BOR universities, advisors at University Center-Sioux Falls will provide academic advising on general education credit transfers, specific degree program requirements, admissions requirements, and information on financial aid. The parties agree to determine the best way to advise students on site at KCC and/or at University Center-Sioux Falls. When questions arise as to the transferability of a particular course or courses outside of the approved course matrix, the matter will be referred to the provost/academic vice president (or designee) of each institution. KCC will make every reasonable effort to provide the university with supporting documentation to substantiate the academic level, discipline area, and type of course or courses in question. The issue will be negotiated in good faith by both parties. The Provost/Vice President (or designee) will make the final decision on transferability of courses. The attached course matrix lists the classes for transfer in this agreement.
