4 CTE Outcomes Survey: Background Piloted with fifteen California Community Colleges in 2012 Collaborative effort among community college consortia, the Chancellor s Office, the RP Group, and Santa Rosa Junior College o o It all started at a CCCAOE conference Modeled primarily after Cabrillo College s Completer/Leaver Surveys Dual purposes: o o Provide insightful information for local program improvement Collect statewide data for documentation of CTE outcomes Practitioner-Driven Effort o o o o Statewide meetings, conference calls, collaboration All methodology, implementation and survey questions vetted Use survey to collect data and information not available elsewhere Report format developed in response to practitioner needs CTEOS 2017 Overview, 11/4/2016 5

5 CTE Outcomes Survey: Methodology Survey Distribution 3 Modalities: , then US mail, then phone calls Survey conducted approximately 1.5 years after completing/leaving Sample (2016) All students included who met the criteria o By 13/14, had either earned a vocational award of 6+ units OR earned 9+ CTE units AND did not enroll in more than 5 units in 14/15 Data Chancellor s Office MIS data wherever possible Local data supplement (student contact information) Survey response data CTEOS 2017 Overview, 11/4/2016 6

6 CTE Outcomes Survey: The big questions Primary Purpose Are our CTE students employable? Do they find jobs in the field in which we trained them? Do they see an increase in income? in other words, was the program worth it? Are we justified in offering it? 20 News! Drumroll Please. The Chancellor s Office Workforce and Economic Development Division, under the CTE Data Unlocked Initiative, is underwriting the cost of participation in the CTE Outcomes Survey for all 113 California Community Colleges! CTEOS 2017 Overview, 11/4/

21 Additional Changes/News MOU is now with the Chancellor s Office no more college MOUs! There is a statewide CTEOS Advisory Board, comprised primarily of CTE Deans o Advisory Board vets all changes to the survey, provides counsel, and challenges project staff to do a better job (continuous quality improvement) The project team is growing a net new dedicated Research Analyst should be on board soon CTEOS 2017 Overview, 11/4/

22 Requirements for Participation Each college must designate one primary point of contact o VPI listserv is being used for expediency and consistency o Most colleges have designated a primary point of contact -- has yours? o Primary contacts can have others cc d on CTEOS correspondence Upon provision of a cohort student list, colleges must do a data match and provide contact information ( and US mail addresses, telephone) so that students may be surveyed Colleges who wish to can provide logos to increase response rates by making the survey visually reflect the students alma mater CTEOS 2017 Overview, 11/4/

23 Timeline By November 30 th 2016, COMIS will provide a data file of MIS data elements for students identified for inclusion in the survey. By December 15 th 2016, the SCJCD will provide the list of unique student identification numbers (COMIS data element SB00) to the appointed employee at each college/district to extract student contact information By January 15 th, each college/district will provide student contact information to the SCJCD and low and high resolution logos By the end of February 2017, SCJCD will administer the surveys electronically By the end of April 2017, the survey will be administered by US mail By the end of July 2017, the survey will be administered by telephone By the end of August 2017, the SCJCD will provide individual college reports and an aggregated statewide report. By the middle of September 2017, the SCJCD will provide colleges with individual detailed data sets, and will provide a complete statewide data file to the Chancellor s Office for inclusion in the online CTE Data Unlocked tool.
