2 Introduction: University Grants Commission has envisaged the creation of Career and Counselling Cell in Colleges with a view to address the diverse socio economic challenges owing to geographic backgrounds of the heterogeneous population of students, vis-à-vis equity of access to placement opportunities through availability of appropriate institutional support and information. Though one of older educational institutions in Kerala, and the only legal education institution in the erst-while Malabar province, till recently, Government Law College, Kozhikode had not seriously contemplated setting up a career and counselling cell till now. The reasons for the same are multifarious, some of which are given below: 1. Legal profession, as traditionally seen in Kerala was a sort of self employment. 2. Junior lawyers are seldom paid by their seniors, and even if paid, the remuneration will be a pittance. 3. Entrance into the senior s office was more based on acquaintance and relationship rather than even slightest consideration of merit. 4. Law graduates were not job ready as senior lawyers seldom considered a new law graduate as able to take up challenges of legal profession, and hence initial years of a junior lawyer was almost spend as an apprenticeship rather than a profession or a career. 5. Legal education is traditionally looked upon as an academic exercise with no serious understanding of the niceties of the legal profession. 6. Generally other career avenues available in Kerala for law graduates have some legal practice requirement as the minimum job qualification. 7. Campus recruitment has not become in vogue at non-national law schools except the colleges in a very few in metropolitan cities like Mumbai, Pune, Bangalore etc. 8. In Kerala companies generally rely on advocates as their legal advisors, rather than take in-house counsels, which many companies find not cost worthy. Page 2 of 11
3 9. Due to strong family relationship and/or the backward financial position, many students are either unable or unwilling to move out of the state or even the city in search of job. As a result, the challenges faced by a law college in Kerala are different from other educational institutions in Kerala itself. Government Law College, Kozhikode ventures to establish its, keeps these limitations in eyesight and proposes an innovative model, combining the requirements of UGC and the changes that visit the legal education scenario the world over. Objectives of : 1. To gather information on job avenues and placements in different institutions and concerns related to Legal profession. 2. To analyse information in the local, regional and national contexts to explore its relevance and utility for the students in their placements and on-job training. 3. To organise seminars and guidance workshops for informing students about the emerging professional trends and events, job profiles, leadership roles, entrepreneurship, market needs and risks and implementation of national socioeconomic policies and to impart training in soft skills. 4. To promote discipline, healthy outlook and positive attitudes towards national integration and removal of narrow provincial preferences and prejudices. 5. To inculcate essential lawyering, communication and leadership skills in the students and to enable them to create career opportunities for themselves and their co-students. 6. To create a self sustaining model of career and counselling Cell, which will help the college to run the organisation beyond the period of UGC aid, and at the same time generate opportunity for students to acquire the essential skills required in the profession by practical exposure. 7. In the long run, to act as an incubator for students to step into the legal profession and to set up their career. Proposed Programme: Page 3 of 11
4 GLCK CCC is modeled as a hub and spoke programme. While the centralized Career and Counselling Cell working as the hub, the Career clubs at class level work as spokes.. The CCC would evolve the strategy for career programme, provide career information, manage alumni and public relationship, conduct induction classes for fresher s and professional and motivational seminars for students, conducts surveys, employs a career and psychological counselor, prepare handouts and other materials to create an awareness among students about various career opportunities, manage placement activities at the college level, and generally coordinate career and counselling activities. The Career Club on the other hand proceeds by enrolling students, creating awareness about career orientation, create avenues for self development and generation of leadership qualities among students etc. Activities: 1. Career Counselling: Career Counselling cell proposes to engage a career counselor to advise the students about the various activities of the cell, as well as to coordinate the programmes of the cell at the institution level. In addition to engaging the career counselor, career and counselling cell, would be providing career related information like career opportunities, higher education opportunities, essential skills required for the various career opportunities etc. This information would be available online and offline and would be made available for the service of both existing students and alumni. Budget: Initially Career counselor would be made available only for 3 hours a week. The Rs 200/- for 3 hours a day, would cost GLCK CCC approximately Rs 600/- a week for around 40 weeks ie. Rs 24000/- per annum. The college website will have a section for GLCK CCC & GLCK CCC have started making use of social networking sites like facebook, Orkut and Google Plus to reach to the alumni and students. Since these are basically free sites, providing information online would not be costing much. The computers and print-scan-copy machine made available using the UGC funds can be used for this purpose. Stationery Rs 25/- per week for 40 weeks ie Rs 1000/- would be incured for posing employment information offline. Notice board is proposed to be purchased using UGC funds to post the information offline. Total cost per annum for the career counselling activities would amount to Rs 25000/- (approx) 2. Psychological counselling: As a college with majority of students from financially and socially backward sector of the society, the students will have to be psychologically prepared to face the challenges in life and career. For this a psychological counselor would be made available once in a month. Budget: Rs. 1000/- per month for 10 months: Rs 10000/- per annum. Page 4 of 11
5 3. Induction Course for Fresh Students: In order to give the students who have freshly joined the LLB course a correct perspective of the various career avenues available for them, CCC proposes to conduct a 3-4 day induction course for freshers. The Course will cover various topics such as career avenues for law graduates, demand for law graduates in various sectors, higher education avenues, essential skills that the students ought to acquire to become a lawyer, attitude development, importance of biodata, networking through social networks, use of computers for legal education, rights of various sections of students and their use and abuse, activities of Career and Counselling Cell, Career Clubs etc. The course will be conducted using both in-house and guest faculty, and hand outs will be given to students detailing the activities of. Budget: Since 3 year and 5 year admission happen at different times, the cost of engaging guest faculty will be doubled. It is expected that the handout would cost at least Rs 50/- per person, so a minimum cost of Rs 10000/-per annum is expected for the handouts alone. Apart from this the remuneration of external experts would come to atleast Rs. 1000/- per session. So a total minimum expenditure of Rs 12000/- per annum can be expected for this activity. 4. Career Handouts: In addition to the handouts distributed to freshers, the CCC proposes to make available the career handouts to all students of the college depending upon the requirements. In the initial year, the career hand outs would be made available to all the students along with the freshers, and in further years additional handouts would be made available depending upon the importance of the topic. Budget: Initial year expense would amount to Rs 20000/- approximately, and for further years a minimum budget of Rs 8000/- per annum have to be set apart for this purpose. 5. Lecture Series: proposes to conduct a minimum of two lecture series- a motivational lecture series and a Professional Lecture Series. Motivational lecture series would be conducted by inviting professionals, such as persons trained in motivational talks, yoga, transactional analysis etc and is intended to give the students a better view about life and a positive attitude towards career. Professional lecture series is proposed to be done with the assistance of alumni. Alumni of the college working in various sectors would be invited to explain to the students the requirements of their career sector, which would help the students to know from horse s mouth the essential skills they need to acquire to enter various career sectors, so that they can remain prepared. Budget: Since alumni is involved, we expect the Professional Lecture series to be a costfree activity. But as contingent expenses we keep Rs 5000/- per annum as expense. Motivational lecture series is intended to be conducted with the help of experts in various Page 5 of 11
6 fields. Each lecture is expected to cost not less than Rs 1000/-, and if 5 lectures are conducted in a year, the expected cost is Rs 5000/- per annum. Total cost for lectures is expected to be Rs 10000/- per annum. 6. Employment Guidance: proposes to collect and publish job advertisements for law graduates available in various news papers and periodicals. In addition GLCK CCC coordinators would work as career advisors to the students, guiding them about the various job opportunities and the skills required for the same. The Career Counselor proposed to be made available in the college would also help in streamlining the student aspirations. Budget: Since this is proposed to be done initially offline, an amount of Rs 25/- per week is expected to be spend for stationery and printing cost on this activity for the initial semester. Subsequently advertisements will be posted online, when all students get enrolled in the face book/orkut/website page. A total cost of Rs 1000/- needs to be set apart for this activity in the initial semester. 7. Career Surveys: Due to the various drawbacks pointed out in the introduction of this concept note, it is extremely important to find out various career opportunities available to the law graduates in and around Calicut, as well as in Kerala. It is proposed to carry out various surveys using student resources to identify the aspirations of various sections of the society regarding the legal profession, as well as to identify and explore the career avenues available or that could be created for law students. Budget: A survey would cost at least Rs 5000/- including travel cost, questionnaire cost, wastage etc. At least one survey per semester is being planned. 8. Skill Development programmes: To ensure success of any career counselling programme it is extremely important to ensure that the exact skills required for the career avenues are identified and students are trained to attain those skills. In addition, there is a movement the world over directed towards creation of practice ready legal professionals. Since most of the students joining law course are in their late teens or have already become adults, any curricular input would be effective only with the conscious internalization of the same by the concerned students. The coordinators feel that self development is the best way for internalization of the curricular inputs. The Career Clubs in the college would work to this end, by helping the students to realize their potential and help the students to better themselves so that by the end of their educational period in the college, they are able to acquire necessary skills that are required for various opportunities available to them as legal professionals. The Career clubs will be encouraged to take up three separate sets of activities going side by side- (1) Legal skill development activities like case analysis, legal case study, judgment Page 6 of 11
7 writing, client counselling, problem solving, issue framing, mock trial and moot court exercise and legal drafting exercises. (2) General Skill development activities like public speaking, group discussions, group tasking, mock interviews etc. (3) Project activities, where in each of the Career Clubs will be actively encouraged to take up one useful project which may ultimately of benefit to the legal profession or legal education. The project can be a survey or developing a checklist for compliance activity or an application for legal education. Project activities will be coordinated by the Career and Counselling Cell. The GLCK CCC will monitor the activities of career clubs through monthly review meetings. Budget: These activities are generally cost free. However the projects may incur some cost which cannot be predicted as of now. 9. Internship: Bar Council of India has recognized that internship during curricular term is a must for law students, and have made internship as part of curriculum. GLCK CCC plans to set up an advisory on internship opportunities and also plans to help the students to contact lawyers, firms and institutions offering internship avenues. GLCK CCC s internship advisory will develop a database of lawyers, firms and institutions that offer internship opportunities help the students to strategise their internship activities and create a feedback database that would help the students to utlise the internship period optimally. Budget: No separate budget has been set apart for these activities, but some cost would be involved in travelling and preparation of database, which need to be set apart. 10. Legal Journal: Career clubs will be encouraged to set up blogs and online or hand written legal journals containing articles of its members. In the course of time, a print journal is also envisaged. Budget: Since blogging and setting up a online legal journal as part of GLCK CCC page in the college website does not involve cost, no amount is set apart for this activity. 11. Placement activities: GLCK CCC also plans to set up an advisory for placement opportunities, which would be a natural extension of activities of GLCK CCC. Placement Advisory would inform the students about available opportunities and prepare them for the challenges posed by these opportunities. GLCK CCC would, in association with Career Coaching for SC/ST/Minorities, provide necessary coaching for appearing in Page 7 of 11
8 various competitive examinations. It would also create a database of various job opportunities, and HR firms offering placement services for fresh law graduates. Budget: No separate budget has been set apart for these activities, but some cost would be involved in travelling and preparation of database and liaison activities, which need to be set apart. 12. Alumni Relationship: Recognising that alumni are an important stake holder and a constituent in any career related activity, GLCK CCC plans to create a database of the alumni and solicit the association of alumni in various activities of GLCK CCC. The alumni database will be generated with the help of existing alumni associations and GLCK CCC plans to set up regular alumni interaction programmes, where alumni can share their experience with the students and motivate them. The Career Counsellor will also act as an alumni interaction contact, and will chalk out programmes to ensure better participation of alumni in the activities of the. Budget: An amount of Rs 20000/- annually is set apart for conducting alumni relationship activities. 13. Income generating activities: We believe that the students would be better prepared to face the challenges of the profession only if they have a taste of what actually goes on in the legal profession. Profession essentially involves earning ones livelihood by indulging in the profession, and unless the students are trained to provided services in a professional manner, the students would not be practice ready when passing out of law schools. At the same time, the activities planned by the GLCK CCC exceed the funds available to it and hence it is essential to raise funds to sustain the activities of the cell. To make the law students practice ready, as well as to raise funds for furthering activities of the Cell, the Cell plans to establish centres of profit, which can turn itself into profitable ventures in future and carry out income generating activities like legal technical advisory, arbitration centre, compliance advisory, Centre for continuing legal education, Legal Technology centre etc. In association with LLM students and alumni, GLCK CCC also plans to establish a full-fledged paid law firm, which would at the same act as a stepping stone for law students to legal profession and a real life experience in legal profession to the junior students, which would give the students experience in all facets of legal profession right from client acquisition to billing and client retention. 14. Incubation: in the long run, GLCK CCC plans to set up a law firm incubation unit, which would help the students and recent alumni to set up law firms and other law related ventures, by providing logistic, technical and even monetary support by helping them raise soft loans against security. Collaboration: GLCK CCC plans to provide a multi disciplinary approach by a mutually beneficial collaboration with various skill development centers, other premier educational institutions like IIM, NIT, Medical College etc. and industrial associations, NGO s etc. Such association would help GLCK CCC to make available the necessary skills training to students at an advantageous cost, and at the same time bank upon the talent pool available to these organisations for the furtherance of the objectives of GLCK CCC. Total Annual Budget: The total annual budget for the various activities of GLCK CCC will be approximately Rs 1,20,0000/- In addition, there will be expenditure on stationery, telephone bill, and other miscellaneous expenditure, which can be ball parked at Rs 20000/- per annum. So the total annual budgetary requirement of GLCK CCC is around Rs 1, 40,000/-. Funding: UGC will be funding as follows: 1. Non recurring expenditure: Rupees 2 Lakh for the entire period of 5 years. 2. Recurring Expenditure: Rs One Lakh per annum for 5 years. This will only cover a part of the fund requirement of the cell. Rest of the programmes are intended to be carried out by generating funds, through contribution from members and constituents of career and counselling cell, and by carrying out income generating activities. However with a view to ensure that GLCK CCC is responsible for the amounts collected by it, it is proposed that any contribution from the various constituents will be taken only in the form of an interest free loan, which would be returned at the earliest. This would ensure a sense of responsibility in making the activities of GLCKCCC cost effective at the earliest. Even the UGC funding will be considered as a loan, and efforts would be made to offset the funding with own income at the earliest, and repay the loan amount to the college. Infra Structure Requirement: GLCK CCC will require an office space, a reading space, visitors space and conference facilities for carrying out its multifarious activities. GLCK CCC plans to utilise the facilities available in Government Law College, Kozhikode for carrying out such activities. Additional requirements such as computers, print-scan-copy-fax machine, and internet connection can be met from the funds made Page 9 of 11
10 available by UGC. In addition the existing space allotted by the College for carrying out the activities of needs to be readied, which can be done combining the funds available to various organisations which are allotted space in the ground floor of the research room along with GLCK CCC. Since most of these organisations work with the same objective of GLCK CCC, the space and infrastructure can be shared and utilised. However since the research room does not have toilet facilities, the same would be additionally required in future. In addition, GLCK CCC should have a separate notice board to display its notices and a shared notice board with other organisations to display general notices, which can be funded from the UGC funds. Team Structure: the staff council of Government Law college Kozhikode has nominated the following faculty members as Coordinators of GLCK CCC- Smt Thaji G B, Shri John Varghese, Shri Vidyuth C S, Asst Professors in Law, Government Law College, Kozhikode. In addition, staff council has also given permission to combine the activities of Employment guidance cell and Career Coaching for SC/ST/Minorities under the coordination of Smt Neenakumary K P, Asst. Professor Government Law College, Kozhikode. The activities of GLCK CCC will be spear headed by these faculty members, in active interaction with other faculty members of Government Law College, Kozhikode. All decisions of faculty coordinators will have to be taken unanimously. No decision that is not unanimously cleared by all the faculty coordinators of GLCK CCC shall be rolled out and if any such initiative that is already rolled out, the same will be suspended till the faculty coordinators are able to reach a unanimous decision about the activity. However in case all the members feel that a unanimous decision is not possible at any rate, the faculty members can ask for intervention of Staff Council of Government Law College, which can approve/disapprove the activity by majority decision. However since the faulty members will be hard pressed against their academic activities to find time for directly supervising the activities of GLCK CCC, an intermediate control structure is envisaged. As already mentioned the GLCK CCC will be carrying out its activities in a hub and spoke model, the hub being the CCC and spokes being Career clubs organised at class level. The hub activities would be coordinated by the Career Counselor who will be acting as Director of Student and Alumni Services and the administrative head of GLCK CCC under the complete supervision of the faculty coordinators. There will be a class coordinator for coordinating the activities of the Career clubs in each class, who will be reporting to Director of Student and Alumni Services for administrative purposes. The team will be ultimately under the complete Page 10 of 11
11 control and guidance to the faculty coordinators who will in-turn be answerable to the Principal and Staff Council of Government Law College, Kozhikode. There shall be a student s body consisting of all student members of GLCK CCC. There will be no separate enrollment for GLCK CCC. The students who have enrolled for Career clubs will be automatically enrolled as members of GLCK CCC. The Student s Body will meet at least once in a semester, to chalk out the activities of the next semester as well as to evaluate, criticise and improving the functioning of the cell. The Student s Body shall also consider ways to raise funds for carrying out activities of the cell. Reward Point Credit System: Faculty Coordinators of GLCK CCC in consultation with career clubs will devise appropriate methodology for giving credits to the activities undertaken by the students, in a way similar to purchase points being given away by the credit card companies. The individual credits will be maintained and upon reaching a threshold fixed limit the credit points can be converted to appropriate rewards. A separate credit point system based on points earned by members will be similarly devised for Career Clubs which can also be converted into collective rewards upon reaching a threshold. This will ensure that the students have sufficient monetary motivation to indulge in activities of GLCK CCC, and at the same time ensure that GLCK CCC will have adequate control over the budget of the organisation. This will also help to inculcate a sense of pride in one work and to create a feeling among students that each of the activities they indulge for GLCK CCC is valuable for both themselves and the College. Conclusion: There has been talks around the world about making law students practice ready and providing skills training to law students. The model proposed by GLCK CCC is a humble effort in the direction of making legal education closer to legal profession and to enable the students to identify and acquire the essential skills that are required for entering the legal profession. Our ultimate aim is to enable our Principal to repeat the words of fictional Harvard Dean in the film The Social Network : Our students don't search for jobs, they just create it., every time a reference is made to our students.
