Wise, III CALL TO ORDER In the absence of Chair Savage, Academic Affairs and Curriculum Committee Vice Chair Callan called to order the meeting of the Committee at 3:07 p.m. (ET), June 12, The meeting was held at Big Sandy Community and Technical College s Prestonsburg Campus in Student Center Room 203A. Vice Chair Callan announced that the press was notified of the meeting on June 6, There being a quorum present, Committee business began with the approval of the minutes from the last meeting. APPROVAL OF MINUTES MOTION: Mr. Cecil moved and Ms. Burton seconded that the March 13, 2008, meeting minutes be approved with a technical edit to page 133, Reader should be Reeder. VOTE: The motion was approved by unanimous consent. ADDITIONS OR CHANGES TO THE AGENDA By unanimous consent, a discussion related to scholarships was added to the agenda. ACTION: RATIFICATION OF NEW CREDIT CERTIFICATE RECOMMENDATION: That the KCTCS Board of Regents ratify the approval of new credit certificate programs listed in the agenda materials. Vice Chair Callan called on KCTCS Chancellor Keith Bird to provide additional information related to the recommendation. Dr. Bird noted that some of the certificate programs listed are a result of rolling over an existing curriculum to a new integrated curriculum with multiple exit points. All certificate programs included on the list are applicable toward at least one degree program, and additional resources are not required for their implementation. MOTION: Ms. Read moved and Mr. Cecil seconded that the Academic Affairs and Curriculum Committee recommend that the KCTCS Board of Regents ratify the approval of new credit certificate programs listed in the agenda materials. ASSOCIATE IN APPLIED SCIENCE IN MOTORCYCLE TECHNOLOGY FOR BIG SANDY COMMUNITY AND TECHNICAL COLLEGE RECOMMENDATION: That the KCTCS Board of Regents approve an Associate in Applied Science (AAS) in Motorcycle Technology with options in 1) Repair and 2) Retail and certificates in Repair Technician I, Repair Technician II, Retail Technician I, and Retail Technician II for Big Sandy Community and Technical College to be implemented in fall Vice Chair Callan called on Dr. Bird to present this item. It was noted that this would be the first AAS in Motorcycle Technology program offered by a KCTCS college. America s Career Info Net projects that the number of motorcycle technicians will increase by 43 percent between 2002 and 2012, with hourly salaries ranging from $14.57 to $ The college has the resources to implement the program with no additional funding required. The Prestonsburg Cycle Center, the fourth highest selling Honda Dealer in the United States, has committed to partnering with the college to provide space, tools, and equipment. A letter from the Prestonsburg Cycle Center supporting the proposed program was distributed at the meeting. Dr. Bird noted that in light of the systemwide budget situation, colleges submitting program proposals are being asked to provide additional documentation related to program funding and resources. He further noted that each college conducts a program review on each of its programs (certificates, diplomas, and degrees) to ensure that the programs are 80

5 DRAFT meeting identified productivity thresholds. In addition, the Council on Postsecondary Education (CPE) reviews degrees for productivity every two to four years as well. MOTION: Ms. Read moved and Ms. Reeder seconded that the Academic Affairs and Curriculum Committee recommend that the KCTCS Board of Regents approve an Associate in Applied Science (AAS) in Motorcycle Technology with options in 1) Repair and 2) Retail and certificates in Repair Technician I, Repair Technician II, Retail Technician I, and Retail Technician II for Big Sandy Community and Technical College to be implemented in fall VOTE: The motion was approved unanimously. ASSOCIATE IN APPLIED SCIENCE IN MACHINE TOOL TECHNOLOGY FOR BOWLING GREEN TECHNICAL COLLEGE AND ELIZABETHTOWN COMMUNITY AND TECHNICAL COLLEGE RECOMMENDATION: That the Board of Regents approve an Associate in Applied Science (AAS) in Machine Tool Technology for Bowling Green Technical College and Elizabethtown Community and Technical College to be implemented in fall Vice Chair Callan called on Dr. Bird to present this item. Approval of this proposal will add an additional credential at Bowling Green and Elizabethtown, both of which currently offer diplomas and certificates in Machine Tool Technology. Faculty, facilities, and equipment are present at both colleges to implement the Associate in Applied Science program; and no additional funding is required for implementation. ASSOCIATE IN APPLIED SCIENCE IN PLUMBING TECHNOLOGY FOR ELIZABETHTOWN COMMUNITY AND TECHNICAL COLLEGE RECOMMENDATION: That the Board of Regents approve an Associate in Applied Science (AAS) in Plumbing Technology for Elizabethtown Community and Technical College to be implemented in fall Vice Chair Callan called on Dr. Bird to present this item. Pipelayers, plumbers, pipefitters, and steamfitters comprise one of the largest and highest paid construction occupations, with median hourly earnings between $15.62 and $ One other KCTCS college (Gateway Community and Technical College) offers the AAS in Plumbing Technology. Elizabethtown currently offers a diploma and certificates in Plumbing Technology, and approval of this proposal will add an additional credential. Faculty, facilities, and equipment are present to implement the Associate in Applied Science program; and no additional funding is required for implementation. If approved, the program completers may transfer into Western Kentucky University s Bachelor s in Applied Technology program. 81

ASSOCIATE IN APPLIED SCIENCE IN MINING TECHNOLOGY FOR HAZARD COMMUNITY AND TECHNICAL COLLEGE RECOMMENDATION: That the KCTCS Board of Regents approve an Associate in Applied Science (AAS) in Mining Technology with options in Operators, Electricians, Supervisors, Mechanics, and Engineering Operations for Hazard Community and Technical College to be implemented in fall Vice Chair Callan called on Dr. Bird to present this item. One other KCTCS college (Madisonville Community College) offers an AAS in Mining Technology program. Hazard Community and Technical College offers certificates in Mining Technology. Coal operators have expressed that the pool of experienced miners is exhausted, and miners with a higher level of education are needed because of the advancement of technology in the mining industry. No additional funding is required for implementation. Faculty, facilities, and equipment are present to implement the Associate in Applied Science program. The average annual income of miners, including opportunities for overtime compensation, is estimated to range from $51,000 to $58,000. MOTION: Mr. Cecil moved and Ms. Read seconded that the Academic Affairs and Curriculum Committee recommend that the KCTCS Board of Regents approve an Associate in Applied Science (AAS) in Mining Technology with options in Operators, Electricians, Supervisors, Mechanics, and Engineering Operations for Hazard Community and Technical College to be implemented in fall VOTE: The motion was approved unanimously. ACTION: KCTCS COLLEGE CANDIDATES FOR CREDENTIALS RECOMMENDATIONS: That the KCTCS Board of Regents approve the awarding of KCTCS college candidates for degrees and diplomas and ratify certificates as presented in the supplemental booklet, KCTCS Candidates for Credentials January 23, 2008, through April 21, 2008, with the credentials (degrees, diplomas, and certificates) to be awarded to the candidates upon certification that the requirements have been satisfactorily completed. That the KCTCS Board of Regents approve the awarding of associate degrees as presented in the supplemental booklet, KCTCS Candidates for Credentials January 23, 2008, through April 21, 2008, to KCTCS college candidates who have met all requirements for programs approved by the University of Kentucky Board of Trustees, with the degrees to be awarded to the candidates by UK upon certification that degree requirements have been satisfactorily completed. Dr. Bird noted that for the period of January 23, 2008, through April 21, 2008, there were 13,021 credential requests, including: 7,167 certificates; 1,388 diplomas; 1,181 associate in arts; 534 associate in science; and 2,751 associate in applied science. Of these requests, 9,194 were unduplicated requests. 82

That the KCTCS Board of Regents approve the awarding of associate degrees as presented in the supplemental booklet, KCTCS Candidates for Credentials January 23, 2008, through April 21, 2008, to KCTCS college candidates who have met all requirements for programs approved by the University of Kentucky Board of Trustees, with the degrees to be awarded to the candidates by UK upon certification that degree requirements have been satisfactorily completed. Carroll, Hazard Community and Technical College, as presented in the supplemental booklet, KCTCS Candidates for Credentials January 23, 2008, through April 21, 2008, with the credentials to be awarded to Ms. Burton and Ms. Carroll upon certification that their respective requirements have been satisfactorily completed. MOTION: Ms. Reeder moved and Ms. Read seconded that the Academic Affairs and Curriculum Committee recommend that the KCTCS Board of Regents approve the awarding of an Associate in Arts to Ms. Anna K. Burton, Big Sandy Community and Technical College, and Ms. Ginger M. Carroll, Hazard Community and Technical College, as presented in the supplemental booklet, KCTCS Candidates for Credentials January 23, 2008, through April 21, 2008, with the credentials to be awarded to Ms. Burton and Ms. Carroll upon certification that their respective requirements have been satisfactorily completed. VOTE: The motion was approved unanimously. UPDATE: KY WINS Vice Chair Callan called on Dr. Bird to present this item. As of April 1, 2008, KY WINS has funded 24 career pathway projects and 580 business and industry training projects, with 146 of the business and industry projects still active. A report identifying the number of classes offered for credit versus non-credit as well as the number of participants in each category is being developed. 83

8 DRAFT UPDATE: BACCALAUREATE STUDENT TRANSFER Vice Chair Callan called on Dr. Bird to present this item. Dr. Bird noted that a transfer agreement with Indiana Wesleyan University will permit KCTCS graduates with an associate in arts or associate in science degree to transfer up to 84 credits into a range of baccalaureate degree programs offered onsite at one of the university s campuses or online. Dr. Bird also reported on the work of the Math and Science 2+2 Teacher Preparation Committee and the Statewide Teacher Education 2+2 Steering Committee. The Committee discussed private institutions willingness to accept KCTCS transfer students. It was noted that in many cases, KCTCS students transferring to Kentucky s public universities pay more for their education than if they transfer to a private institution. Kentucky s public universities often require KCTCS transfer students to repeat courses completed at a KCTCS college instead of accepting courses 1) for program requirements, 2) on a course-for-course basis, or 3) on a credit-for-credit basis. KCTCS STUDENT SCHOLARSHIPS The Committee discussed KCTCS student scholarship opportunities and their use. An update on scholarships and financial aid will be provided at the September 25-26, 2008, KCTCS Board of Regents meetings. NEXT MEETING Vice Chair Callan announced that the next regular meeting of the Academic Affairs and Curriculum Committee would be September 25, Due to budget reductions, the meeting has been moved to the System Office in Versailles, Kentucky. Owensboro Community and Technical College was scheduled to host the September meeting. ADJOURNMENT Mr. Cecil moved that the meeting adjourn. Ms. Burton seconded the motion. 9 ACTION RATIFICATION OF NEW CREDIT Agenda Item I-1 CERTIFICATE AND DIPLOMA PROGRAMS September 26, 2008 Background In April 1999, the Council on Postsecondary Education (CPE) delegated to the KCTCS Board of Regents authority to approve new academic programs at KCTCS colleges. As part of the delegation, which was effective until December 2000, the CPE established a Timeline for Implementation and Review of KCTCS New Program Approval Authority. This timeline included a series of steps for the implementation, review, and audit of program approval policies at KCTCS. During fall 2000, CPE staff conducted a review of KCTCS program approval procedures and met with the KCTCS Board of Regents Academic Affairs Committee Chair to assess the Committee s role and its evaluation of the process. At its November 13, 2000, meeting, CPE reaffirmed the delegation of program approval authority to KCTCS for all new certificate, diploma, and associate degree programs offered by KCTCS colleges. Rationale The KCTCS Board of Regents Policy on Program Approval, adopted April 30, 1999, specifies that the Board must approve all new programs that lead to the awarding of an associate degree or a diploma. The KCTCS President may approve new credit certificate programs upon recommendation by the KCTCS Chancellor, with such approvals to be presented to the Board of Regents for ratification. The certificate programs listed in the agenda book support the Kentucky Postsecondary Education Improvement Act of 1997 (as amended) goals of being responsive to the needs of students and employers, avoiding unnecessary program duplication, and increasing interinstitutional collaboration. They meet all KCTCS program approval policies and procedures, the KCTCS Policy on Collaborative Program Development, and all applicable Council on Postsecondary Education policies and procedures. Some of the certificate programs listed are a result of rolling over an existing curriculum to a new integrated curriculum with multiple exit points, e.g., Network and Information Systems Technology curriculum rolled over to the new Information Technology curriculum. All certificate programs included on the list are applicable toward at least one degree program, and additional resources are not required for their implementation. 85

10 As noted at the August 15, 2003, KCTCS Board of Regents meeting, procedures for Board-approved certificate and/or diploma programs that are revised through the curriculum revision process in a manner that divides an existing program credential into two or more separate credentials are to incorporate them into the rollover process with the approval of the KCTCS President and ratification of the KCTCS Board of Regents. Recommendation That the KCTCS Board of Regents ratify the approval of new credit certificate programs listed in the agenda materials and ratify the diplomas listed, which were created by rollover to aligned curricula. 86

13 NEW PROGRAM PROPOSAL: AAS IN HOMELAND SECURITY/EMERGENCY MANAGEMENT FOR ACTION BLUEGRASS COMMUNITY AND TECHNICAL COLLEGE Agenda Item I-2a AND WEST KY COMMUNITY AND TECHNICAL COLLEGE September 26, 2008 Background According to the Kentucky Plan for Equal Opportunities in Postsecondary Education, Bluegrass Community and Technical College and West Kentucky Community and Technical College have automatic eligibility to request new programs. An executive summary of the proposal is attached. A copy of the full proposal has been forwarded to each member of the Board s Academic Affairs and Curriculum Committee. Rationale The proposed AAS degree is consistent with the missions/goals of KCTCS, Bluegrass Community and Technical College (BCTC), and West Kentucky Community and Technical College (WKCTC). Incidents of terror, natural disasters, and health epidemic/pandemic concerns have all demonstrated the need for training of first responder agencies, including but not limited to fire departments, law enforcement, and emergency medical services. How these agencies work as teams with the National Incident Management System (NIMS) also is a concern. KCTCS is currently the leader in providing training for each of the individual agencies, and it is only natural that KCTCS take the lead in providing the comprehensive training required under NIMS and requested by state and local agencies. Survey responses of 107 fire, police, emergency medicine, business, and government agencies indicated that applicants with a two-year degree would have hiring preference. The proposed credit hour Homeland Security/Emergency Management program with its three options provides an overview of homeland security, emergency management, and first responder agencies, including but not limited to fire departments, law enforcement, and medical services and how these agencies function within the National Incident Management System. Graduates will be prepared for employment in law enforcement; fire and EMT service; city, county, and state government agencies; and private industry with security needs. Bluegrass Community and Technical College and West Kentucky Community and Technical College already are approved to offer a certificate in Homeland Security/Emergency Management and have the resources, faculty, and equipment to implement the program. Recommendation That the KCTCS Board of Regents approve an Associate in Applied Science (AAS) in Homeland Security/Emergency Management with options in Criminal Justice, Fire Science, and Security Management for Bluegrass Community and Technical College and West Kentucky Community and Technical College to be implemented in spring

14 EXECUTIVE SUMMARY Associate in Applied Science in Homeland Security/Emergency Management Bluegrass Community and Technical College and West Kentucky Community and Technical College A Proposal for Initiation of a New Degree Program Mission, Influence, Organization An Associate in Applied Science in Homeland Security/Emergency Management will provide students an opportunity to improve the quality of their lives both economically and professionally. The proposed program is consistent with System and institutional missions. The missions of Bluegrass Community and Technical College (BCTC) and West Kentucky Community and Technical College (WKCTC) are to provide accessible, innovative, and comprehensive learning opportunities with an environment of excellence and commitment to student success in the global community. Program Description The degree program includes an overview of homeland security, emergency management, and first responder agencies, including but not limited to fire departments, law enforcement, and medical services and how these agencies function within the National Incident Management System. Criminal Justice Option: The Criminal Justice option prepares the student for entry into the field of police work and related occupations. Criminal justice vocations have evolved from jobs with minimal requirements to jobs requiring complex knowledge and skills. This curriculum gives the student theory, principles, and techniques employed by criminal justice agencies and police units. The study of the law as it relates to criminal justice agencies, human behavior, government, and communications along with specialized course work comprise the curriculum. Fire Science Option: The Fire Science option includes fire department organization, fire behavior, firefighter safety, personal protective equipment, portable fire extinguishers, fire hose, appliance, and streams. Security Management Option: The Security Management option provides a comprehensive overview of physical security policies, procedures, and techniques. Topics covered are perimeter protection, intrusion detection, access control, closed circuit television (CCTV), security design and surveys, contingency planning, and acts of violence. 90

15 Supportive Data In spring 2007, KCTCS Homeland Security Management did a survey of approximately 1,100 fire, police, emergency medical services, business, government, and other agencies pertaining to Homeland Security/Emergency Management (HSEM) needs. Of the agencies surveyed, 107 indicated that they did have personnel trained to respond to emergencies. The question, Would a two-year associate degree or a certificate in HSEM be important in your selection process? had a 23 percent yes response to the two-year degree, an 8 percent yes response to the certificate, and a 55 percent yes response to both an AAS and certificate. In addition, letters of support from across the state and nation support the approval of this program. Resources Bluegrass Community and Technical College and West Kentucky Community and Technical College are approved to offer a certificate program in Homeland Security/Emergency Management. Resources, faculty and equipment are available to support and implement the program. No additional funding will be sought. Conclusion This proposed program is consistent with the missions of KCTCS, BCTC, and WKCTC; and there is an approved curriculum for the program. Local and state needs support the establishment of this program. BCTC and WKCTC have identified resources to support this program. The approval of this program will assist in meeting needs locally and nationally; although, it is expected that the majority of the program graduates will remain in the colleges areas and serve the needs of their local communities. 91

Healthcare facilities such as these are expected to grow very rapidly through 2016 because of the strong shift toward outpatient care, encouraged by third-party payers and by technological advances that permit more procedures to be performed outside the hospital. The proposed credit hour Diagnostic Medical Sonography program prepares individuals for a highly-skilled profession that uses specialized equipment to create images of the human body s internal structures. The images are used by physicians to make medical diagnoses. Graduates of the program are qualified to provide patient services using diagnostic techniques under the supervision of a licensed physician. The missions of KCTCS and Hazard Community and Technical College (HazCTC) articulate the need for associate degrees to provide a more educated and highly skilled workforce, which this AAS in Diagnostic Medical Sonography will do. Program Description Diagnostic Medical Sonography is a highly-skilled profession which uses specialized equipment to create images of the human body s internal structures. The images are used by physicians to make medical diagnoses. Sectional anatomy, ultrasonic instrumentation, and imaging are the major components in this program. Skills are developed through clinical experiences using diagnostic imagery equipment. Sonographers have extensive, direct patient contact that may include performing some invasive procedures. Graduates of the program are qualified to provide patient services using diagnostic techniques under the supervision of a licensed physician. This program proposal also includes an option in General/Vascular Sonography. The General/Vascular option prepares the graduate to be a general sonographer who is qualified to perform vascular ultrasound. Supportive Data According to the Occupational Outlook Handbook, published by the U.S. Bureau of Labor Statistics, employment of diagnostic medical sonographers is expected to increase by about 19 percent through 2016 faster than the average for all occupations as the population ages, increasing the demand for diagnostic imaging and therapeutic technology. Additional job growth is expected as sonography becomes an increasingly attractive alternative to radiologic procedures as patients seek safer treatment methods. Unlike most diagnostic imaging methods, sonography does not involve radiation, so harmful side effects and complications from repeated use are less likely for both the patient and the sonographer. Sonographic technology is expected to evolve rapidly and to spawn many new sonography procedures, such as 3D- and 4D-sonography for use in obstetric and ophthalmologic diagnosis. Several major healthcare organizations in the Hazard area, including one of Hazard Community and Technical College s primary healthcare partners, have been encouraging the college to establish Diagnostic Medical Sonography for the past several years. In addition to the request from major 94

19 healthcare organizations for this program, the Radiography program advisory committee (i.e., hospital medical imaging managers) has expressed the need for a sonography program within the Hazard community. In addition, the number of inquiries from potential students has also been growing steadily. The college receives frequent telephone calls from students who are requesting information about medical sonography and wanting to apply when a program is available. Locally and regionally, this program will assist hospitals, out-patient clinics, and private doctor offices with meeting local workforce needs. Additionally, such a program will create opportunities for job retraining and continuing education. Resources Hazard Community and Technical College has community support to make this program possible. Radiologic agencies in the area have donated necessary equipment to support this program. The faculty position and some supplies will be funded through a Perkins Grant. Conclusion This proposed program is consistent with the missions of KCTCS and HazCTC. There is an approved curriculum for the program. Local and state needs support the establishment of this program. HazCTC has identified resources to support this program. The approval of this program will assist in meeting needs locally and nationally as well as internationally; although, it is expected that the majority of the program graduates will stay in the Hazard area and serve the needs of the medical institutions. 95

An executive summary of the proposal is attached. A copy of the full proposal has been forwarded to each member of the Board s Academic Affairs and Curriculum Committee. Rationale The proposed AAS degree is consistent with the missions/goals of KCTCS and Hazard Community and Technical College (HazCTC). A local survey of industry and expanded surgical services in the area reveal a strong need for the AAS in Surgical Technology. According to the Occupational Outlook Handbook, published by the U.S. Bureau of Labor Statistics, the baby boom generation will account for a larger portion of the general population and generally require more surgical procedures. In addition, technological advances, such as fiber optics and laser technology, will permit an increasing number of new surgical procedures to be performed. The proposed credit hour Surgical Technology program prepares graduates to work under the supervision of a surgeon to ensure that the operating room environment is safe, that equipment functions properly, and that the operative procedure is conducted under conditions that maximize patient safety. Although hospitals will be the primary employer of surgical technologists, jobs will be found in clinics, surgical centers, and in the offices of physicians and dentists who perform outpatient surgery. Classroom space is available in the Allied Health Building at HazCTC. Start-up and operating expenses will be through the use of Perkins funds. Laboratory facilities will be available through a collaborative partnership with the Appalachian Regional Hospital (ARH) in Hazard. The missions of KCTCS and Hazard Community and Technical College (HazCTC) articulate the need for associate degrees to provide a more educated and highly skilled workforce, which this AAS in Surgical Technology will do. Program Description Surgical technologists are allied health professionals who are an integral part of the team of medical practitioners providing surgical care to patients in a variety of settings, such as medical offices, outpatient clinics, and the operating room. A surgical technologist possesses expertise in the theory and application of sterile and aseptic techniques and combines the knowledge of human anatomy, surgical procedures, implementation tools, and technologies to facilitate a physician s performance of invasive therapeutic and diagnostic procedures. The surgical technologist works under the supervision of a surgeon to facilitate the safe and effective conduct of invasive surgical procedures. This individual ensures that the operating room environment is safe, that equipment functions properly, and that the operative procedure is conducted under conditions that maximize patient safety. The proposed program will provide clinical experience built upon classroom instruction in the basic sciences, patient care, aseptic techniques, and surgical procedures. Students enrolled in Surgical Technology are required to achieve a minimum grade of C in each Surgical Technology course. Programs are accredited by the Commission on Accreditation of Allied Health Education Programs (CAAHEP), and graduates are eligible to take the certifying examination offered by the National Board on Certification for Surgical Technology and Surgical Assisting (NBSTSA). Supportive Data Employment of surgical technologists is expected to grow much faster than average for all occupations through the year 2016 as the volume of surgeries increases. According to the U.S. Bureau of Labor, surgical technology is one of the fastest growing professions; demand is expected to increase 43 percent in the next five to ten years. The Association of Surgical Technologists (AST) recently passed a resolution stating the preference for the associate degree as the educational model for entry-level practice. The AST encourages those 98

23 programs which do not currently offer an associate degree to offer one for the future preparation of students. Local hospitals and surgeons have also requested that local colleges raise the educational standards for surgical technology due to the increased technological demands of the position. Resources Hazard Community and Technical College has community support to make this program possible. The CEO of the Hazard Appalachian Regional Hospital has committed the use of one of the surgery rooms at the hospital for use in instruction of students in the program. Area surgeons have also committed support for the program. The faculty position and a portion of the supplies and equipment will be funded through a Perkins Grant. Conclusion This proposed program is consistent with the missions of KCTCS and Hazard Community and Technical College. There is an approved curriculum for the program. Rationale The proposed AAS degree is consistent with the missions/goals of KCTCS and Madisonville Community College (MadCC). The degree program is based upon data collected from a 2007 Labor Market Training Survey developed and distributed both locally and regionally by employees of MadCC. The survey results pointed to the need to train students for a variety of multidisciplinary skills to fulfill both current and future employment needs of small- to medium-sized industries. Such small- to medium-sized industries comprise a large portion of the industry sector in the Madisonville area. The proposed 76 credit hour Advanced Industrial Integrated Technology (AIIT) program with its two options involves the integration of a variety of subject matter from multiple technical disciplines in order to train people for a diverse set of skills as needed in today's "high-tech" industrial and healthcare settings. Graduates will be prepared to install, manage, maintain, calibrate, troubleshoot, repair, test, and inspect modern-day equipment and systems that have a technologically diverse design. Job titles include Maintenance Technician, Industrial Machinery Mechanic, Equipment Engineering Technician, Instrument and Controls Technician, Machine Repairer, and Mechanic. Madisonville Community College was appropriated $14 million for the construction of the Brown Badgett, Sr. Energy and Advanced Technology Center, which will house the AIIT program. Qualified faculty to teach the program are currently employed. No additional funds will be sought. The mission of Madisonville Community College is that of a dynamic educational institution that provides accessible, innovative, and comprehensive learning opportunities with environments of excellence and commitment to student success in the global community. The Associate in Applied Science program in Advanced Industrial Integrated Technology specifically relates to the college s mission to offer career-oriented programs with emphasis in technical employment. The purpose of the program is to prepare individuals for employment as technicians in all types of manufacturing and industry settings. Madisonville Community College takes pride in supporting the Kentucky Community and Technical College System (KCTCS) strategic agenda to improve the quality of life and employability of the citizens of the Commonwealth by offering postsecondary education programs, training, and services. 27 Supportive Data The curriculum associated with the Multi-Skilled Industrial Technician option was primarily designed to fulfill the training needs of local manufacturing and industrial-type businesses and industries in and around Madisonville, Kentucky. At the same time, this option will prepare students for employment in other areas of the state as well as regionally and nationally. Similar training at the postsecondary level is occurring in other states. At the moment, there are 13 Integrated Systems Technology (IST) programs scattered throughout the mid section of the country based upon the curriculum of the National Center for Integrated Systems Technology (NCIST). Such programs are emerging due to a universal desire to employ technicians who are skillfully diverse. Students who complete the Multi-Skilled Industrial Technician option will be able to obtain employment in the Madisonville area as well as in other areas of the state and country where manufacturing and industrial-related businesses and industries exist. According to the Bureau of Labor Occupational Employment Statistics (May 2007), the top five states with the highest concentration of workers in the multi-skilled industrial occupation of Industrial Machinery Mechanics include Kentucky, West Virginia, Alabama, South Carolina, and Wyoming. Additionally, the top five states with the highest concentration of workers in the multi-skilled industrial occupation of Maintenance Workers, Machinery include Wyoming, Louisiana, Mississippi, Illinois, and Georgia. Overall, a 7 percent employment growth (an additional 23,000 employees) from 2006 through 2016 is expected for both occupations combined. Likewise, the top five states with the highest concentration of workers in the multiskilled industrial occupation of Maintenance and Repair Workers, General include South Carolina, Louisiana, Wyoming, Indiana, and Alaska. For this occupation, a 10 percent employment growth (an additional 140,000 employees) from 2006 to 2016 is expected. The Medical Equipment and Instrumentation Technician option will continue, as it did under Manufacturing Industrial Technology (MIT), to satisfy the employment needs of local, regional, and state employers who have a need to employ technicians who can service, maintain, and manage a variety of general and/or advanced medical equipment technologies. It will continue to serve the needs of nationwide employers since fewer than 70 such programs exist throughout the United States due to the unique and specialized nature of this field of study. Students who earn this degree will continue to obtain employment with hospitals, clinics, at-home healthcare equipment companies, third party service companies, medical equipment manufacturers, ambulatory centers, and out-patient centers. The need for technicians to service and maintain medical equipment is expected to grow as medical healthcare needs increase. According to O*NET OnLine, between the years of 2006 and 2016, the projected growth for Medical Equipment Repairers is much faster than average (21% or higher). The projected need for such technicians during this 10-year time period is estimated at 19,000 additional employees. With fewer than 70 associate degree programs nationwide, enrollment within those programs is expected to increase as well as the emergence of new Biomedical Equipment Technology programs, which is becoming evident. Additionally, in a December 19, 2007, article appearing in U.S. News and World Report, one of the top 31 careers to pursue in 2008 is that of Biomedical Equipment Technician. 103
