1 Arriving in Springfield, Illinois, USA ISPEL orientation is on Friday, June 10 at 10 AM. Classes begin on Monday, June 13 and end Friday, August 5, You may wish to arrive a few days before classes begin so that you can get settled. Please notify Dana Atwell, ESL Coordinator, of your travel plans so that she can arrange for someone to meet you at the Springfield airport, train station, or bus station and transport you to our campus. You will be provided transportation to our campus and assistance in checking into your residence. Please note that we are only able to provide transportation to students arriving at the Springfield Abraham Lincoln Capital Airport or Springfield Amtrak or Greyhound stations. Even if you have friends or relatives who plan to meet you and bring you to our campus, please make us aware of your plans. Travel International flights do not fly directly to Springfield, IL. Chicago and St. Louis are the two closest international airports. From either one, you can transfer to Springfield. 1. 2 PLANNING YOUR TRIP TO ISPEL SUMMER 2011 How Do I Get a Visa? See the enclosed Obtaining Your F-1 Visa for more information. How Can I Get Housing? Housing arrangements should be made before you come to ISPEL. Complete the online ISPEL Housing form ( It is suggested that ISPEL students live on campus. Individuals may live in shared apartments with private bedrooms, a bathroom and kitchen. Students will families may choose to live in on-campus family housing. The rates vary depending upon students needs. ISPEL provides linens and kitchen items for students living on campus during the summer only. It is important that you send your $500 deposit in a timely manner to ISPEL because it is also used to pay a housing deposit. Students may decide to live with friends or relatives in the Springfield area. Those students still pay a $500 deposit. When Can I Enter the US and What Do I Need to Bring With Me? Your immigration documents: Do not remove anything from the envelope given to you by the US consulate that issues your entry visa. You will need to present all of the documents in this envelope to the US Immigration Inspector at the port of entry. Keep your passport and other travel documents with you, not in your luggage. F-1 students must attend the school whose I-20 they used to enter the United States for at least one term. Do not enter the US on the ISPEL I-20 form if you have changed your mind about attending ISPEL. Also, do not enter the US on an I-20 form from a different school if you wish to attend ISPEL. Please note that under immigration regulations, you cannot enter the US earlier than 30 days before the reporting date for ISPEL. (The reporting date - the last day you can enter the US on this I-20 - is June 13, If you know that you will be late, let us know in advance.) How Much Cash Should I Bring? You should have some American dollars in cash before you arrive in the US. Do not bring a large amount of cash because this is not safe. Most of your money should be on a debit or credit card or in traveler s checks (in dollars). There are ATM machines on and around campus that you can use to get cash with your bank or credit card. You must have a 4-digit pin to access money from the ATM. Should I Bring My Mobile (Cell) Phone? The mobile phone system in the US is different and if you bring your mobile phone from home it may not work. You may need to buy a new mobile phone for use in the US. You may use your credit card to make international phone calls from pay phones, once in the US. You may also buy a prepaid telephone card which allows you to make international calls. You may use the ESL Program phone to call your family to let them know that you have arrived safely

3 Do I Need Immunizations or Health Records? Illinois requires all college students to be immunized against certain vaccine-preventable diseases, listed on the enclosed Immunization Requirements handout. You can show that you have had some or all of these immunizations on the enclosed Immunization Form included in your packet. The Immunization Form MUST be completed, signed and stamped by your family doctor before you come to the US. This form CANNOT be completed after you have arrived. You may bring this form with you rather than send it. NOTE: Provide a certified English translation if immunization records are not in English. If you are under the age of 18, this form must also be signed by a Parent or Guardian. All international students must have a tuberculosis ( TB ) test at the University of Illinois Springfield Health Services Center. Students have two TB test options (standard for $10 or TB Quantiferon Gold Test for $40) and should discuss this with the nurse. Do I Need Health Insurance? Students who do not have adequate private health insurance will be required to purchase student insurance from the University of Illinois at Springfield upon arrival. The cost of University Health insurance for the summer is $150. Students who purchase private health insurance must bring proof of coverage to the ISPEL office at the time of registration. This proof must be in English. Students will then file a Petition for Exemption from Student Health Insurance and submit both the proof and the petition to the Human Resources Office. For more information about student health insurance and to download a petition, visit If students do not bring proof of adequate insurance at the time of registration, they will be charged for University of Illinois at Springfield student health insurance. How Do I Get to Springfield, Illinois? See the enclosed Arriving in Springfield, Illinois handout. How Do I Get From Springfield Abraham Lincoln Capital Airport to the UIS Campus? Notify the ESL Program Office of your travel plans and we will arrange to have someone meet you at the airport and bring you to campus. There is no additional charge for this service. How Do I Get to the ESL Program Office? The ESL Program Office is located on the UIS campus within the Center for Teaching & Learning, Brookens Library, 4 th floor. The office is open from 8:30a.m. to 5:00p.m., Monday through Friday. Please remember that we are not open on Saturday and Sunday. However if you have notified us of your travel plans, we will pick you up from the airport on Saturday, Sunday, and before or after normal working hours

4 Obtaining Your F-1 Visa Your F-1 (student) visa will be issued by the U. S. embassy or consulate in your country. The embassy or consulate represents the U. S. Department of State (Bureau of Consular Affairs and Visa Services.) The visa grants you the privilege of entering the United States through a Port of Entry. The visa (a stamp or printed form with a photograph of the recipient on it) is added to your passport. The visa is one of several documents that you must obtain and keep valid in order to maintain your status. The visa will indicate the consular post where it was issued, date that it was issued, the date that it expires, the visa class (or type), a visa number, and the number of entries permitted. You should check to be sure that all information on the visa is accurate and matches the information on your other documents. Before you can apply for your visa, you must be fully accepted for admission into the program for which you have applied. Once you are accepted for admission, have confirmed your commitment to enroll in the program of your choice, and have provided evidence of financial support, you will be sent either a Certificate of Eligibility for Nonimmigrant (F-1) Student Status For Academic and Language Students (Form I-20). These will be sent to the mailing address provided on your application for admission unless you indicate that you wish them sent to an alternative address. Be sure to allow sufficient time for your documents to arrive. After receiving your Form I-20, you should review it to be sure that all information is correct before making an appointment at the embassy or consulate for your interview. You should then pay the required SEVIS fee, obtain your receipt, and make your interview appointment. When you contact consular services to make your appointment, you should also ask the consular official to provide a list of all other items needed (see also: These vary somewhat from country to country and may include any and all of the following: 1) Properly completed I-20 2) Proof of having paid the SEVIS fee 3) Evidence of financial ability to meet expenses 4) Evidence of residence abroad and intent to depart the U. S. after completion of the program of studies. Here are a few examples a family business to which you may return, a job offer available upon your return, a description of how your education and experience in the U.S. will make you marketable for jobs in your home country, etc. 5) Passport valid for at least six months 6) Form DS-156, Non-immigrant Visa Application ( 7) Form DS-157, if applicable (link to 8) Form DS-158 (link to 9) Photographs (link to 10) Machine Readable Visa (MRV) surcharge fee ( 11) Visa Reciprocity fee (if applicable) ( Once you have obtained your visa you should arrange your travel in order to arrive on campus on the date indicated in your acceptance letter. Then, you should notify Dana Atwell, ESL Coordinator, of your travel plans so that she can arrange for someone to meet you at the airport and transport you to our campus. Even if you have friends or relatives who plan to meet you and bring you to our campus, please make us aware of your plans. Keep in mind that it will take approximately two weeks from the time that your documents are sent for them to arrive. Then, depending upon your country of residence and the work-load of the consular officials, it may take several additional weeks for you to get your interview. You should usually plan to have the admissions/enrollment confirmation process complete at least ten weeks before classes are scheduled to begin.

5 Points to remember when applying for your non-immigrant visa 1. TIES TO YOUR HOME COUNTRY. Under U.S. law, all applicants for nonimmigrant visas, such as student visas, are viewed as intending immigrants until they can convince the consular officer that they are not. You must therefore be able to show that you have reasons for returning to your home country that are stronger than those for remaining in the United States. "Ties" to your home country are the things that bind you to your home town, homeland, or current place of residence: job, family, financial prospects that you own or will inherit, investments, etc. If you are a prospective undergraduate, the interviewing officer may ask about your specific intentions or promise of future employment, family or other relationships, educational objectives, grades, long-range plans and career prospects in your home country. Each person's situation is different, of course, and there is no magic explanation or single document, certificate, or letter which can guarantee visa issuance. If you have applied for the U.S. Green Card Lottery, you may be asked if you are intending to immigrate. A simple answer would be that you applied for the lottery since it was available but not with a specific intent to immigrate. If you overstayed your authorized stay in the U.S. previously, be prepared to explain what happened clearly and concisely, with documentation if available. 2. ENGLISH. Anticipate that the interview will be conducted in English and not in your native language. One suggestion is to practice English conversation with a native speaker before the interview, but do NOT prepare speeches! If you are coming to the United States solely to study intensive English, be prepared to explain how English will be useful for you in your home country. 3. SPEAK FOR YOURSELF. Do not bring parents or family members with you to the interview. The consular officer wants to interview you, not your family. A negative impression is created if you are not prepared to speak on your own behalf. 4. KNOW THE PROGRAM AND HOW IT FITS YOUR CAREER PLANS. If you are not able to articulate the reasons you will study in a particular program in the United States, you may not succeed in convincing the consular officer that you are indeed planning to study, rather than to immigrate. You should also be able to explain how studying in the U.S. relates to your future professional career when you return home. 5. BE BRIEF. Because of the volume of applications received, all consular officers are under considerable time pressure to conduct a quick and efficient interview. They must make a decision, for the most part, on the impressions they form during the first minute of the interview. Consequently, what you say first and the initial impression you create are critical to your success. Keep your answers to the officer's questions short and to the point. 6. ADDITIONAL DOCUMENTATION. It should be immediately clear to the consular officer what written documents you are presenting and what they signify. Lengthy written explanations cannot be quickly read or evaluated. Remember that you will have 2-3 minutes of interview time, if you're lucky. 7. NOT ALL COUNTRIES ARE EQUAL. Applicants from countries suffering economic problems or from countries where many students have remained in the US as immigrants will have more difficulty getting visas. Statistically, applicants from those countries are more likely to be intending immigrants. They are also more likely to be asked about job opportunities at home after their study in the U.S. 8. EMPLOYMENT. Your main purpose in coming to the United States should be to study, not for the chance to work before or after graduation. While many students do work off-campus during their studies, such employment is incidental to their main purpose of completing their U.S. education. You must be able to clearly articulate your plan to return home at the end of your program. If your spouse is also applying for an accompanying F-2 visa, be aware that F-2 dependents cannot, under any circumstances, be employed in the U.S. If asked, be prepared to address what your spouse intends to do with his or her time while in the U.S.

6 9. DEPENDENTS REMAINING AT HOME. If your spouse and children are remaining behind in your country, be prepared to address how they will support themselves in your absence. This can be an especially tricky area if you are the primary source of income for your family. If the consular officer gains the impression that your family will need you to remit money from the United States in order to support themselves, your student visa application will almost certainly be denied. If your family does decide to join you at a later time, it is helpful to have them apply at the same post where you applied for your visa. 10. MAINTAIN A POSITIVE ATTITUDE. Do not engage the consular officer in an argument. If you are denied a student visa, ask the officer for a list of documents he or she would suggest you bring in order to overcome the refusal, and try to get the reason you were denied in writing. As you prepare for travel, be sure to keep all your documents together and on your person (not in your luggage.) You will be asked to present them all again at the Port of Entry. Do not make your travel arrangements until you actually obtain your visa. Plan to enter the U. S. no more than 30 days prior to the start date indicated on your I-20. If you attempt to enter prior to that date you will be sent back home. Be sure to allow several hours between your initial arrival in the U. S. and your connecting flights. You may be delayed at the Port of Entry even if all your documents are in order. On the flight to the U.S. the airline will give you a Form I-94 "Arrival/Departure Record" to fill out for each member of the family. After you have filled out the I-94, be sure that each person s I-94 is with that person s passport and visa documents. At the Port of Entry (POE) you will stand in a line for persons who are not U.S. citizens or permanent residents. You will need to present all of your visa documents and the Form I-94 that you filled out on the plane. The officer will review your documents and may ask you a few questions. The officer may ask you to step out of the line and go into the office for additional review of your documents. Don t panic! This is standard procedure. The officer must either scan the bar code on your I-20 or manually enter your file number to update your SEVIS record. It may take some time to do this. If everything is in order, the officer will stamp your I-94 with your date of entry, will write in your visa classification (e.g. F-1, F-2), and will indicate the date by which you must leave the U.S. as "D/S," which stands for "Duration of Status." You are permitted to remain in the U.S. for the duration of your educational or scholarly program as long as you maintain your lawful F status. Your specific departure date is determined by the end date on your Form I-20, and by the date that you end your study or scholarly activity. We will give you more information about this when you arrive and register. Make sure that the visa class on your I-94 is the same as that on your visa stamp and visa document. Sometimes in the rush and confusion of a port, documents can get switched. Look carefully at the documents for you and your family and call any error to the attention of the officer. You will also go through Customs at the POE to be sure that you are not bringing in forbidden items such as food, plants, animals, firearms, or drugs. When you arrive at the Abraham Lincoln Capital Airport in Springfield, look for the representative from the University of Illinois at Springfield who is looking for you. This person will be carrying a sign identifying himself or herself. You will be provided transportation to our campus and assistance in checking into your residence. 8 U NIVERSITY OF I LLINOIS AT S PRINGFIELD Campus Health Service (217) IMMUNIZATION REQUIREMENTS IMPORTANT Everything you need to know to fulfill immunization requirements Illinois law (Public Act ) and UIS policy require proof of immunity to certain vaccine-preventable diseases. Proof of immunity must be on file with the Campus Health Service before students can register for classes for a second term. Proof of immunity can be submitted by having a physician complete the Immunization Information form and sign it attesting to the dates, or by attaching a copy of the Certificate of Child Health (or other certified school immunization records) to the Immunization Information form. Students enrolled only in online only classes, and persons born before January 1, 1957 are exempt from these requirements. As of fall 2006, all other students regardless of the number of hours enrolled for, must provide proof of immunization. All immunization records must be completed as follows: 1. ALL dates must be certified by a physician, public health official, or a registered nurse. 2. ALL dates in a series MUST be included. 3. ALL dates MUST include at least MONTH AND YEAR; month, day, and year for measles, mumps and rubella. 4. Information MUST be in English or accompanied by an official translation. 5. Proof of all the following MUST be provided: DPT (diphtheria/tetanus/pertussis) Primary immunization of 3 doses at 4-8 week intervals beginning when 6-8 weeks old; a 4th dose given 1 year after the 3rd dose. A 5th dose given prior to school entry unless the 4th dose was given after the 4th birthday. Td (tetanus/diphtheria) One dose every 10 years thereafter; latest dose must be current. Non-U.S. citizens must provide documentation of a series of 3 TD or DPT, the last dose in the past 10 years. Measles (rubeola, 10 day, red, hard) 1) 2 doses at least one month apart of live measles vaccine after January 1, 1969, and after 12 months of age; MMR is preferred if a second dose is needed prior to college attendance; OR 2) Date disease diagnosed and certified by a physician; OR 3) Lab test proving high immunity (laboratory report must be attached to the Immunization Information form). Mumps (2 doses at least one month apart of live mumps vaccine) 1) Live virus vaccine given after 12 months of age and after January 1, 1968; OR 2) Date disease diagnosed and certified by a physician; OR 3) ELISA or RHA lab test proving immunity (laboratory report must be attached to the Immunization Information form). Rubella (german measles, 3 day) (HISTORY OF DISEASE IS NOT ACCEPTABLE.) 1) Live virus vaccine given after 12 months of age and after June 19, 1969; OR 2) Lab test proving immunity (laboratory report must be attached to the Immunization Information form). MMR - 2 doses after May 1, 1971 and after 12 months of age. Polio Optional, but you are strongly encouraged to submit dates. Completion of Primary series: Oral Sabin (OPV) OR Injectable Salk (IPV) 3 doses/dates 4 doses/dates Meningitis Vaccine Optional but all freshmen are encouraged to have this vaccine prior to arrival on campus. Gardasil Vaccine Optional but all women aged 26 years and younger are encouraged to consider this vaccine. Proof of Freedom from Tuberculosis Required for all students who are not U.S. citizens. There are no exemptions from the tuberculin skin test. 1) Tuberculin skin test must be administered at the UIS Campus Health Service upon arrival and before you may register for classes. 2) If the skin test is positive, a chest x-ray is required. 3) Students who have had a positive tuberculin skin test in the past are required to bring a statement from the health care provider who performed the test, giving the date of the test and the size of the induration in millimeters. If you have had a positive tuberculin skin test, a chest x-ray will be required when you arrive on campus. NOTE: A non-refundable twenty-five dollar ($25) non-compliance fee will be assessed to any student who is not 100% in compliance by the 10th day of classes in the fall and spring semester, or the 5th day of classes in the summer semester; i.e., a student who has not provided proof of immunity to tetanus/diphtheria, measles, mumps, and rubella and attached it to the UIS form with student s signature. Students who are not in compliance by the end of their first semester at UIS will not be allowed to register for a second semester until they are in compliance

Students who are not in complete compliance with the requirements by the 5th day of classes in summer or the 10th day in fall/spring will be assessed a non-refundable $25 fee and a hold will be placed on their registration for the next semester. Sending a copy of the student s Illinois school health record may provide proof in certain instances, of immunity to some diseases. All documents must be verified and signed by a physician licensed to practice medicine in all of its branches (M.D. or D.O.); local health authority, college or University Health Service, Registered Nurse, or an Illinois Department of Public Health recognized vaccine provider. The requirement applies to all newly admitted students, including new graduate students, readmitted students, transfer and Peoria students. STUDENTS MUST SHOW PROOF OF IMMUNIZATIONS. Acceptable medical exemptions are pregnancy, suspected pregnancy, allergies to vaccine, immunosuppression or certain severe illnesses, and must include physician s letter of explanation with the date exemption ends and the diagnosis. All dates must have Month, Day and Year of each given vaccination. The Immunization Form is to be completed and signed by a Health Care Provider (RN, MD, DO), address and phone number must be included. A student with vaccine exemption will be excluded from the University in the event of a measles, rubella, mumps, or diphtheria outbreak in accordance with Public Health Law. Keep a copy of this form for your personal health records or in the event it is not received by the UIS Campus Health Service. General philosophical or moral objection to immunization is not sufficient for an exemption on religious grounds. Additional information may be required by UIS at a later date.
