Campus Locations Detroit Lakes Fergus Falls Moorhead Wadena ecampus President Position Profile Minnesota State Colleges and Universities Chancellor Steven Rosenstone has initiated a search to select the next president of Minnesota State Community and Technical College. Since July 2011, M State has been led by Interim President Peggy Kennedy. The selection of a new president is expected to be announced in the spring of 2012, and the position will begin July 1, About Minnesota State Community and Technical College Minnesota State Community and Technical College (M State) offers more than 120 career and liberal arts programs at locations in the heart of Minnesota s beautiful lakes country and the Fargo-Moorhead metropolitan area. The College s four campuses are located in Detroit Lakes, Fergus Falls, Moorhead and Wadena. Three of the campuses were established as technical and trades schools and one was established as a community college from inception. All of the campuses have been providing quality higher education to west central Minnesota and the Red River Valley since the 1960s. In 2003, the campuses merged to become a comprehensive community and technical college to better meet the diverse needs of the student population and industry demands in the region. The College has been a pioneer in online education and has a robust curriculum known as ecampus. M State s ecampus offers 25 online majors and 300 online courses leading to degrees, diplomas and certificates. M State s University Transfer (Associate of Arts) degree is offered on all four M State campuses and through ecampus. Graduates who earn Transfer Degrees will have completed the Minnesota Transfer Curriculum requirements that allow transfer into four-year bachelor s degree programs at MnSCU institutions and at most private and public colleges and universities in the region. Students enjoy a rich college experience through a wide array of student life activities and travel abroad programs. The College prides itself on student-centered education with small class sizes, personal instruction and hands-on learning. Community partnerships provide on-the-job experience so students see career options early in their college life. Nearly 750 industry and business representatives serve on advisory boards, ensuring curriculum meets industry standards. Business & Entrepreneurial Services assists new and aspiring business owners. The largest programs at the College include Liberal Arts transfer, Nursing, Business and Radiologic Technology. Unique programs include Electrical Line Worker, Engineering, Equine Science, PowerSports Technology, Sustainable Food Production, American Sign Language, Entrepreneurship and Medical Laboratory Technician. M State serves 9,200 students annually, with nearly half of its students attending full time. About Minnesota State Colleges and Universities (MnSCU) Founded in 1995 through the merger of three public higher education systems (community colleges, technical colleges and state universities), the Minnesota State Colleges and Universities system serves more than 420,000 students annually in credit and non-credit courses through 24 two-year colleges and seven state universities. The largest single provider of higher education in the state of Minnesota, MnSCU operates 54 campuses in 47 Minnesota communities, making it the fifth-largest system of two- and four-year colleges and universities in the country. Overall, the system produces about 34,700 graduates yearly. MnSCU has an annual operating budget of $1.8 billion and a capital budget ranging from $300 million to $400 million every two years. The system employs more than 18,000 full- and part-time faculty and staff. Governance A 15-member Board of Trustees governs the MnSCU system. Trustees are appointed by the governor and confirmed by the Minnesota Senate. Twelve trustees serve six-year terms, eight representing each of Minnesota s congressional districts and four serving at-large. Three student trustees one from a state university, one from a community college and one from a technical college serve two-year terms. The board appoints the Chancellor, who acts as the chief executive officer for the system. The current Chancellor, Steven Rosenstone, was appointed in August In September, Chancellor Rosenstone outlined a strategic framework for the future of the MnSCU. The key aspects of the framework include: MnSCU plays an essential role in growing Minnesota s economy and opening doors of education opportunity to all Minnesotans. The President has full authority to administer and manage the College and participates in policy and operational decisions of the System. As the leader and chief administrator of M State, the President exercises broad responsibilities for all aspects of the academic, student, financial, development and administrative dimensions of the college, within the multi-institution system. The President must inspire and guide all members of the academic community. The MnSCU system has a high degree of autonomy from state government while still subject to state statutes and a number of state policies, regulations and processes, therefore 4. minnesota.edu

5 Athletics The M State Spartans compete in the Minnesota College Athletic Conference in baseball, basketball, football, golf, softball and volleyball. MCAC is comprised of teams from 17 community and technical colleges in the state, and is a member of the National Junior College Athletic Association Division III Region XIII. The President directs the implementation of MnSCU policies and programs in the operational and educational activities of the college; plans, organizes and administers the activities of the chief executive officer s office; develops and recommends college long- and short-term goals and objectives, organizational structure and staffing; oversees the selection of personnel for the college; develops and recommends the College budget within limitations established by the Board of Trustees or Chancellor and administers approved budget; supports and participates in efforts to identify and develop alternative revenue streams; serves on committees and councils as directed by the Board of Trustees policies and procedures and by the Chancellor; establishes and maintains a climate which encourages the development and retention of competent personnel, high level of morale and achievement of the College s mission and vision in support of the System s mission and vision; informs and consults with the Chancellor regarding the status of any major or unusual developments of the College; promotes an integrated effort with other System and College administrators and staff, overseeing the coordination of inter- and intra-college activities; maintains effective working relations with the faculty, students, staff and other educational institutions; develops public relations goals to enhance image in the total community; and performs related duties as assigned or delegated by the Chancellor. Qualifications The ideal candidate for the Presidency of Minnesota State Community and Technical College will have the following professional qualifications and personal characteristics: Master s degree from a regionally accredited institution (Ph.D. or terminal degree preferred) Demonstrated commitment to diversity Five or more years senior leadership experience showing progressive responsibility in a comprehensive community college, especially a multi-unit, complex environment Strong negotiation skills, preferably developed in a union environment practicing shared governance Demonstrated support of innovative teaching and learning practices with a high priority on academic excellence Proven focus on student development beyond the classroom Demonstrated knowledge of and experience with innovative instructional and administrative technology Track record of success building positive and productive relationships with a wide variety of constituent groups in the community (including business, industry and K12), with other institutions and within a multi-unit system at the local, regional and state level Experience supporting and developing alternative revenue streams Comprehensive budgetary planning and implementation experience 5. minnesota.edu
