2 Administration of Justice I. Executive Summary Program Description: Administration of Justice examines the structure, function, laws, procedures, and decisionmaking processes of agencies that deal with crime management. Administration of Justice courses provide both the theoretical background and practical experience necessary for employment and promotion in the criminal justice system and related fields, such as community responders and volunteers, and for transfer to four-year institutions. Courses in Administration of Justice satisfy general education requirements for an associate degree and transfer. In addition, students may earn an associate degree or a certificate of achievement in Administration of Justice. Strengths/Effective Practices: The Administration of Justice program has a high level of student interest. The program provides entry level career information and is valuable to students who are seeking a career in the field as well as those who will use the information to be active members of the community. An Associate in Science in Administration of Justice for Transfer degree has been submitted to the Chancellor s Office for review and approval. Weaknesses/Lessons Learned: Private for profit schools continue to advertise for students in the Administration of Justice / Criminal Justice areas. They are seeking to attract students who may have difficulty enrolling in public institutions due to the reduction of sections. We will continue to watch for bottlenecks that may delay completion of our certificate and degree as well as opportunities to expand the AJ course offerings. We followed AB 515 to see if the provisions of that bill would allow us to expand offerings based on a cost of class tuition basis. The bill was deferred to a two-year bill status. We will follow the legislative action during the next session. Recommendations/Next Steps: During the next year, we will continue work on a Associate in Science Degree and Certificate in Correctional Science. The Advisory Committee has supported this expansion of the program (we currently offer all necessary courses but do not have an approved degree or certificate) for two years. Our goal is to have the degree and certificate in place at the time that the budget allows additional sections to be replaced in the course schedule. A request for an additional full-time faculty member to replace Jim Zaharek (retired ) will be deferred until additional sections can be added so a determination can be made if the new faculty member should have an area of expertise in corrections or general law enforcement Annual Program Review and Plan Page 2

Student Learning Outcomes Assessment Reflection SLO ASSESSMENT RESULTS: Upon reflection with program colleagues (or self-reflection for programs with one instructor only); please provide a brief narrative to the following: Utilizing information garnered from SLO assessment data at the course level; please describe results or faculty recommendations for changes and/or continuations relevant at both the course and program level. Address GE classes specifically. COURSE: AJ 101 Introduction to the Administration of Justice SLO: Analyze and apply administration of justice concepts and terminology to real world examples. Assessment tool: Unit News Article Review # 3 Reflection: Students locate a news article that relates to a topic discussed during a chapter unit of study. The rate of completion of the assignment is high and students generally correctly identify an appropriate article. It was noted that students tend to over-think the connection between the article and text material trying to make the connection more complex than it is in reality. Classroom discussion regarding the connection has been 2011 Annual Program Review and Plan Page 6

7 expanded. Discussion regarding sources of news information has been added as some students had difficulty distinguishing between news, blogs, and editorial commentaries. COURSE: AJ 102 Concepts of Criminal Law SLO: Analyze and apply criminal law concepts and terminology to real world examples. Assessment tool: Case Brief Analysis # 2 Reflection: The assignment requires a student to use a website operated by the California Courts, identify a criminal law case at the appellate level, and critically analyze the facts of the case, issues on appeal, and the appellate court s rationale for their decision. The students have completed a similar assignment earlier in the semester. The rate of completion of the assignment is very high, of a class of 47, three students incorrectly identified their case on the first attempt (choose a civil law or administrative law case rather than a criminal law case) but correctly identified a criminal law case when provided an opportunity for remediation. One student did not attempt the assignment. Overall, the class demonstrated good critical thinking and analysis skills, but writing skills varied. The assignment seems to be appropriate in scope. No changes are necessary at this time, however emphasis will be placed on writing skills and the relation to the criminal justice career in class discussions to encourage students to seek improvement in this skill as needed. COURSE: AJ 112 Community Relations SLO: Recognize the social and ethnic structure of the community and cultural influences. Assessment tool: Written report Reflection: Every student in the class completed the assignment. The class was divided into seven teams, each reporting on various aspects of a world culture. Students conducted research on a specific topic related to the culture. Student assessment of the assignment was very favorable with all respondents indicating they gained new knowledge through their work and voicing support for continuing the assignment in the current format. It was noted that while personal interviews and site visits were encouraged, limited numbers of students used this research format. Efforts will be made to expand the opportunities for students to experience more personal contact with elements of the culture they are researching rather than merely conducting internet style research Annual Program Review and Plan Page 7

Progress toward previous goals During 2010, we accomplished: Administration of Justice Goal 1 EMP Goal 2 EMP Goal 3 EMP Goal 4 EMP Goal 5 EMP Goal 6 Previous Goals Modify curriculum as needed to align with degree patterns proposed in response to SB 1440 Create a correctional science degree and certificate with attention to articulation with requirements for this major at four-year institutions Create an accelerated schedule for completion of the associate degree and certificate requirements Record and store lectures for student access and enhance Section 508 compliance requirements by using real-time captioning software associated with the lecture capture system Streamline the process for students to enter the internship program The Administration of Justice faculty should continue to keep courses updated. All SLOs for courses regularly offered will be updated by the end of Summer 2009 and courses which have not been offered within two years will be updated by the end of Fall Progress/ Persons Responsible Curriculum was reviewed and an application was prepared and submitted to the Chancellor s Office for an Associate in Science in Administration of Justice for Transfer degree. Work has started on this goal and will continue through Fall We anticipate submitting the application to the Chancellor s Office in Winter With current budget restrictions, section totals are being reduced. We are focusing on avoiding bottlenecks for current students. We will explore accelerating the process as additional sections become available. We sought VTEA funds to initiate this project, but it was not funded. Currently, we are receiving donations to our AJ account at the Citrus Foundation to gain services of a consultant to identify appropriate equipment. Grant funding has been identified, but we need the consultant to provide an equipment list first. We met with the Chief of Police of Glendora who has volunteered his agency to handle the initial required background investigation. Chief Castro will discuss joint efforts with other local Chiefs of Police. All courses have been updated to include SLO language and to reflect the current textbook in use. 9 Goal 7 Goal 8 Goal 9 Goal 10 Previous Goals During faculty should review courses which have not been offered during the past two years to determine the need for the courses, remove courses that are no longer appropriate for the program, and update curriculum for courses to be retained and placed in the class schedule. Administration of Justice instructors should continue to network with professional colleagues both locally and statewide Faculty should continue its outreach both on campus and in the community with the goal of expanding opportunities for students. During meet with the articulation officer and university representatives to review and enhance articulation agreements where possible. Progress/ Persons Responsible Courses were reviewed and several courses were deactivated to reflect the course offerings in the current catalog. AJ 123 and AJ 133 were offered during FA 2010 at the recommendation of the Advisory Committee. Instructors met with representatives of Azusa, Covina, Glendora, and Los Angeles Police Departments as well as members of the Los Angeles County Sheriff s Department, California Department of Corrections, and California Highway Patrol. Instructors developed an intern position for students with Glendora PD and discussed similar opportunities with Azusa and Covina Police Departments. Instructors met with Michelle Plug to review C-ID criteria. We met with a representative from University of La Verne to discuss articulation with their Public Administration program. No requests were received. Additional sections have been authorized for SP 2011 we will review course offerings on Fridays when additional sections become available. 10 Goal 14 Goal 15 Goal 16 Goal 17 Goal 18 Goal 19 Previous Goals The 2009 Advisory Committee recommended dividing the content of the Criminal Investigations (AJ 105) course into two courses to enhance instruction in the area of crime scene investigation and adding a new elective course in Death Investigations (AJ 121) to articulate with a new course at CSU Long Beach. These changes should be submitted through the Curriculum Committee process during During , a review should be completed in an attempt to design and implement a tracking system to identify students who have entered the criminal justice workforce Administration of Justice faculty should continue to attend training and conferences as funds are available. The Administration of Justice faculty should collaborate to develop ideas to increase student success. Annual Administration of Justice Advisory Committee meetings should be held in January of each year to obtain input for scheduling during the following academic year. The Administration of Justice faculty should strive to increase student engagement in order to boost student success. Progress/ Persons Responsible AJ Death Investigation - was approved and included in the SP 11 course offerings. AJ 105 was reviewed in light of the initial Model Curriculum for an AJ Transfer Degree, but the course was moved from a required course to an elective in the final template, which did not require modifications. A request was submitted for VTEA funds in 2010 / 11, but the request was not funded. Efforts to be included in vocational counseling / tracking will continue in 2011 / 12. Staff development has been focused on the area of Program Review this year. Jim Woolum attended a conference in New York, NY in January 2010 regarding AJ 101 courses (expenses covered through outside funding). Faculty meets formally at the Advisory Committee meeting and informally throughout the year. The Committee met in January Minutes are on file in the Office of Academic Affairs.. Faculty has discussed (and continue to discuss) methods to improve student engagement. During , faculty need to work collaborately with administration to obtain student and instructional equipment for the new facility (state budget crisis may delay scheduled purchases). The faculty and library staff need to review the current audio visual offerings to expand and update the resources available to faculty and students. Review on campus and off campus databases to ensure that all students, including distance education, have access to library materials. Faculty should familiarize themselves with updated technology available in the new classroom and modify classroom presentations as appropriate. Faculty and staff need to review technology available for the classroom and provide for updating faculty skills regarding use of technology. During , faculty should conduct a review of the classroom equipment and prepare recommendations for equipment purchases, if needed. Distance Education courses should be reviewed annually regarding accessibility compliance. Review classroom materials and activities for compliance with accessibility and copyright restrictions Progress/ Persons Responsible Work began on an AS Degree and a Certificate of Achievement in Correction al Science, but was delayed while we prepared the AS in Administration of Justice for Transfer degree application. Appropriate student and instructional equipment was obtained. All material has been reviewed. Instructors are encouraged to identify material for inclusion in the annual budget request. Databases have been reduced due to the budget crisis. Students have adequate resources at this time. Instructors are aware of the new equipment and the procedure to use it in the classroom. Bugs have been identified and corrected. Faculty members have received appropriate training. Faculty has identified a need for captioning equipment for DE classes and a desire for lecture capture equipment to expand classroom activities. Courses are reviewed by Distance Education personnel. No areas needing correction were identified this year. DE sections have been reduced. Faculty has identified a need for captioning equipment. We are seeking Citrus Foundation and grant funding as other efforts have not been successful. 12 Goal Previous Goals During , faculty will identify the cost associated with a lecture capture system for TE 153 including real time captioning software and submit requests for funding through VTEA funds. Labor market information for Los Angeles County indicates a continued need for public safety employees in most of the categories listed above. While many agencies have imposed hiring freezes due to the economic condition locally and statewide, we are seeing replacement employees being hired by several agencies within Los Angeles County and western San Bernardino County. Members of the Advisory Committee confirmed that the job market in the immediate area was limited primarily to replacing employees due to retirements. The Los Angeles County Sheriff s office is currently testing applicants for Deputy Sheriff and Security Officers. We are seeing students who are willing to travel outside the area for testing. Recently, students have travelled to Santa Barbara and San Diego to interview for entry level positions. Due to the nature of the career field, we will see a continued need for entry level employees. The AS degree is a minimum requirement for some agencies while others provide advanced placement on the eligibility list or enhanced compensation packages for the degree Annual Program Review and Plan Page 16
