2 2 Bonn/Rhine-Sieg CCI Who we are and what we do: The CCI is a statutory corporation - financed by its member companies. Statutory membership and fees enable it to represent the interests of industry, trade and the service sector. It has approximately member companies. It is responsible for VET in more than 170 occupations.

5 5 Roles of CCIs in Training Goals of the National Pact for Training and New Generation Skilled Labour in Germany Impact on the political work of the CCI organisation
6 6 The objective of initial training shall be to provide, in a changing working environment, the necessary technical abilities, knowledge and skills (professional scope of action) through a systematic training programme to engage in a skilled form of occupational activity. Initial training shall also enable a trainee to acquire the necessary occupational experience. (Section 1 of the Vocational Training Act 2005)

8 CCI as intermediary 8 Apprentice Work-based training (80 %) School-based training (20 %) Company 4 days a week work-based training practical skills and on-the-job training concludes training contract pays training allowance Chamber checks and registers training contracts looks after and supervises training matters in companies settles disputes between companies and apprentices sets up examination boards and organizes midterm and final examination issues certificates Vocational school 1 day a week school-based training concentrates on general education and specialized theoretical training charges no tuition fees (is provided by the state) Certified Worker / Business Person

10 CCI Examination System 10 Examiners work on an unpaid, honorary basis. Exams consist of a theoretical part and a practical part with unique national standards. E. g.: Written exams with the same tasks all over Germany at the same time.

13 13 Seasonally Adjusted Youth Unemployment in Europe
14 14 Excursion: Many students are not mature enough for an apprenticeship. The CCIs have developed a system of entry-level vocational qualifications : Maximum of 1 year practical training in a company to acquire the fundamental skills of a profession. 2 days per week at vocational school to acquire theoretical knowledge. Trainees receive a certificate that can be credited to a later apprenticeship. 80 % of entry-level trainees get an apprenticeship.
15 15 National Pact for Training and New Generation Skilled Workers in Germany With this Pact, the partners in close cooperation with the Federal States - bindingly undertake to offer training to all young people who are willing and capable of undergoing training.
16 16 Goals of the National Pact for Training and New Generation Skilled Workers in Germany To acquire new training positions over the next years To provide positions for in-company entry-qualifications Companies carry the material and personnel costs of training. The Federal Employment Agency provides a federal subsidy towards the young peoples costs of living.
17 17 Goals of the National Pact for Training and New Generation Skilled Workers in Germany Federal Government promises an increase in training facilities and continuation of support programmes Regional government promises, amongst other things, to reduce the number of school drop-outs by one third
18 18 Lack of Skilled Workforce? Despite a high demand for apprenticeship training places, many companies complain about serious problems in filling them. Companies do receive many applications, but there is an imbalance between the company s requirements and the skills shortages of graduates. There is a declining supply of applicants. In the future, fewer graduates will have more choices. Industries facing problems now, will encounter even more problems once there are fewer applicants. Demographic problem: high retirement rate low birthrate. Shortage of skilled workers per year. The lack of skilled labour will increase, if the percentage of poorly qualified individuals rises.
19 Tasks of the CCI in Vocational Training 19 Conclusions Coordination between companies and vocational schools is difficult the powers of jurisdiction over vocational training, as laid down in the Constitution, assign the training employers to the Federal Ministry of Economic Affairs and the vocational training schools to the ministries of education of the federal states. The demographic change makes it necessary to modernize the dual system. We need: a fast lane more flexibility for individual solutions more certificates for elements of qualifications.
