1 Minutes of the March 28 Meeting I. Provost Cronley called the meeting to order at 11:01 AM. II. Invocation was offered by Kathie Fleck. III. Minutes from February 28, 2017 were approved. IV. Unfinished Business: None. V. A friendly amendment was made to the agenda to move two constitutional committee reports (Personnel and Academic Affairs) to a later position in the meeting to allow for more discussion on these items. VI. Report from University Council (Melissa Eddings): University Council is winding up. Please read minutes from University Council meetings and reach out to representatives with questions and concerns. Provost Cronley will be addressing a few of the items that were discussed. a. Council met last Tuesday (March 21) and voted on a change to Appendix 5 of the Faculty Handbook detailing program reviews. Specifically, section I.E. underwent edits defining parameters of the certificate program. A certificate shall comprise hours of coursework and shall be a stand-alone program that is less comprehensive than a major, while providing students with new competencies for professional development or lifelong learning. The primary audience of a certificate program is a non-degree seeking student. Lisa Robeson sought clarification about the definition of a non-degree seeking student. Julie Hurtig explained that the primary focus of certificate programs will be non-degree seeking students, but degree seeking students are also allowed to participate. For example, a social media certificate would target individuals from outside of the university. b. Melissa noted her appreciation for re-ordering the agenda to allow for more indepth discussion of upcoming topics. VII. Nominations: If you would like to add a self-nomination for a committee position please see Julie Hurtig directly after today s meeting. Voting will take place at the next faculty meeting. VIII. Reports from Constitutional Committees: a. Budget and Appropriations (Kathie Fleck): The committee is working on revisions to the Faculty Handbook that are related to the budget and appropriations process. A proposal will be presented to University Council during the fall 2017 semester. Committee meetings take place on Wednesdays at 4 PM. Provost Cronley noted her appreciation of the committee s thoughtful work with the updates. b. Student Affairs (Heath LeBlanc): Four new clubs were approved last week: Nerf Club, Debate Club, ONU Bowling League and ONU Amnesty International. The committee is updating templates for proposal submissions in an attempt to ameliorate common pitfalls.

2 IX. Reports from Operational Committees: c. Athletic Events (Tom Simmons): Emily Richards posted the fastest 800 meter time in Division I, II or III! ONU also hosted first round games of the NCAA Women s Division III basketball tournament for the first time during the first week of March. Thank you to facilities for making this possible. We have had an incredible year in athletics. Both the men s and women s basketball teams had great seasons, with the women s team finishing with a record-breaking season record of 30 1! The track team finished 5 th at nationals and Emily Richards won two championships. d. Cultural Events: The committee will be meeting directly following the conclusion of this meeting to discuss upcoming programming. e. International Affairs (Lynda Nyce): The committee will be meeting Thursday of this week to consider nominations for the Shuhaibar scholarships. Rosie Edmonds is currently on a recruiting trip in Asia. She shared that many potential international students have concerns and anxiety about traveling to the U.S. under the current political climate. On Friday, March 31, we will be hosting Juan Mendez, the UN Special Envoy on the Anti-Torture Initiative and Professor of Human Rights Law in Residence at the American University Washington College of Law. His presentation is in Dicke Forum at 11:30 AM. Please join us. f. Religious Affairs (Forrest Clingerman): The committee just finished hiring for student positions. The committee is preparing for Baccalaureate. Reverend Amy Aspey, a 2001 graduate of ONU and the pastor of New Life Methodist Church in Columbus, will be the keynote speaker. The next committee meeting is April 26 at noon. g. Information Technology (Jeff Rieman): The Operational Advisory Committee is reviewing new policies and procedures regarding faculty-l s. John Lomax noted that the WiFi in the library often gets jammed when teaching in that area. IT was not aware of this issue and will look into it. X. Reports from Constitutional Committees (continued): a. Personnel (Bryan Boulanger): The committee has been working on new proposed language for Section 2.17 of the Faculty Handbook that specifically deals with retirement. Please read the proposed language (which can be found as Attachment D to the minutes from the March 21, 2017 University Council meeting). It is a short, but important section, and has received lots of input. The current section was approved in 2012, but since then, there have been a few unique programs implemented for voluntary retirement options. Some of the highlights of the proposed revisions include:

3 i. One definition for the eligible retirement age, which would be reached when age plus years of full-time service is greater than or equal to 75. The eligible retirement age could also be reached when meeting the full retirement age as defined by Social Security and birth year. ii. Faculty members will now have the option to enter into a one- or two-year phased retirement plan when reaching the eligible retirement age. During the first year, the full-time teaching load would be reduced to no less than 50% and all benefits would remain the same as a full-time faculty member. During the second year, the load would be no more than 50% and the faculty member would not be eligible for health insurance benefits. iii. Questions followed. 1. John Lomax: Full-time benefits will not be available during the second year even if you are teaching the same load as the first year? Julie Hurtig: By law, ONU can only provide benefits for one year after an employee assumes part-time status. However, TIAA- CREF contributions can increase during those two years. 2. Margot Cullen: Is a buy-out still an option? Bryan Boulanger: Not under the current framework. 3. John Lomax: While a buyout option is not listed in the faculty handbook, the university has offered them. Bryan Boulanger: The buyout program ended at the conclusion of the academic year, with advanced notice. Bill Ballard: Yes, individual arrangements have been made in the past, but the likelihood of future buyouts is low given that faculty demographics have shifted. 4. Brad Wile: Could we have access to University Council minutes at least 24 hours in advance when discussing similar topics at University Faculty meetings? Bryan Boulanger: There is still room for more discussion on this topic. The second reading of the proposed retirement plan will occur at the next University Council meeting. 5. Scott Swanson: How will the phased retirement plan work with replacement positions? At the departmental level, you will still have an individual in a position for a year, but will also need to hire a replacement, resulting in 1.5 FTE s for one position. Maria Cronley: Conversations will need to occur between the department chair, dean and provost to make sure we can cover the cost. Senior faculty members bring wisdom and mentoring that could outweigh the costs of overlap. Please reach out to me, Julie Hurtig or Bryan Boulanger with questions or concerns.

4 b. Academic Affairs (Maria Cronley): At the last University Council meeting, there was discussion of possibly implementing a J-term at ONU. Provost Cronley first provided some context and rationale for this idea at ONU. i. Discussions began in January about the potential of adding a J-term. The Law School already has a J-term. Participation in the J-term is required for first-year law students. Faculty participation is voluntary. ii. Many universities across the U.S. have had success with winter intersession terms. They are typically 2 4 weeks between late December and late January. Academic Affairs Committee was charged with investigating this idea. What would a 3-week intersession term look like if it ran from early January to late January? iii. An intersession term can provide a variety of opportunities for students, including study abroad, catch up coursework or get ahead coursework. This intersession could promote getting students off campus for study abroad opportunities and could help alleviate heavy course loads (e.g. students taking classes during internships or taking 18 or 19 credits most semesters to stay on track). iv. An intersession term would not be a requirement for students or faculty. Faculty would be compensated based on summer load payment structures. For faculty that choose to not participate, it could also provide another window of opportunity to conduct research. v. The spring semester would be shifted one week, thus we would start classes one week later in January and finish one week later in May. The committee is still in discussions with plans to bring a proposal to University Council during the fall 2017 semester. vi. Creating a J-term is a big undertaking that affects a number of entities (e.g. Physical Plant, Admissions, etc.) in addition to those affected by the curricular changes. There are still many discussions that need to happen. vii. Provost Cronley opened the floor to questions. 1. Forrest Clingerman: What will the financial impact be on students? Provost Cronley: We are still looking into the details, but the idea would be that students could use spring financial aid packages to help cover costs. The J-term would be considered under the spring term. 2. Margot Cullen: If one benefit is for students to catch up, how do we know whether those classes will be offered? Provost Cronley: They may not; faculty will not be forced to teach. 3. John Lomax: Will the spring semester start the last week of January and will we be losing one week of summer vacation? Julie Hurtig: Graduation would move to the third Sunday of May rather

5 than the second Sunday in May. The costs and benefits of this change are currently being evaluated. 4. Ray Person: Has the committee considered factoring the J-term into normal teaching loads? If the J-term only compensates for overloads, junior faculty might be advised to not participate and could also lessen participation from more senior faculty, resulting in very few faculty teaching during the intersession. If these loads were factored into normal teaching loads, faculty would have more options about how to allocate their time. Provost Cronley: I am not opposed to that idea, given sufficient course demands. I would be somewhat concerned about covering traditional spring term courses under that model. 5. Lisa Robeson: Could you provide a quick study of institutions that are being modeled? With the current 72 days of required instruction, plus the J-term, that results in a very long calendar year. What about the possibility of a May term and ending the regular spring semester prior to Mother s Day? Provost Cronley: That is a possibility. Another possibility would be to change time blocks from 50 to 55 minutes to shorten the semester. That would be a huge undertaking and the committee dropped that idea for now due to a number of logistical issues. As for the May term idea, we would need to do more benchmarking. Many students may go home rather than participating. 6. Lisa Robeson: The J-term is not a common term for study abroad and would be difficult with respect to service learning opportunities. The extended time blocks might be difficult for students that are already having trouble. Provost Cronley recognized these points. XI. Other reports: None. XII. New business: None. XIII. Announcements: a. Provost Cronley: A quick thank you to everyone that filled out the HERI survey and for the thoughtful comments. We had a 52% response rate.
