3 Texas Higher Education Coordinating Board Academic Affairs and Research Division Report of the Institutional Effectiveness Information and Data Review of Instructional Programs in Workforce Education offered by Collin County Community College District Cycle 4, Year (7 8) Statutory Authority Texas Education Code, Section 6.5(e), Texas Senate Bill 64 adopted in June 993 for the purpose of assuring continuous improvement of Texas public community and technical colleges, accountability for expenditures of public higher education funds; and quality and responsiveness of public community and technical colleges to the educational needs of the people of Texas. The Institutional Effectiveness Review Instrument The institutional effectiveness instrument was revised to comply with new requirements established by Governor Perry s Executive Order RP 3 issued on January, 4, requiring the Coordinating Board and each institution and system work together to provide the information necessary to determine the effectiveness and quality of the education students receive at individual institutions, also to provide the basis to evaluate the institutions use of state resources, and to meet new accountability requirements in the Carl D. Perkins Career and Technical Education Act of 6. The Carl D. Perkins Measures have been separated. Critical Success Factors For the general academic and two-year institutions there are five categories of accountability measures: Participation, Success, Excellence, Research, and Institutional Effectiveness and Efficiencies. The Academic Affairs and Research Division staff have reviewed the critical success factors where there is a standard available. However, data in the general review instrument where there is no standard has been included for your information. I. Participation II. Excellence III. Quality of workforce education programs Each workforce education program was assigned a status recommendation based on the review (see Table II). The Annual Data Profile facilitated the review process by providing certified data previously submitted to the Coordinating Board (CB) by Collin County Community College District.
4 I. Participation a. Course completion: The percentage of contact hours completed must not be more than five percentage points below the state average. The college met the standard for course completion. Technical Contact Hours Completed Institution s Average State Average 88% 89% b. Completion and persistence: Percent of first-time, full-time and part-time technical credential-seeking undergraduates. The percentage of credentialseeking undergraduates who have graduated or are still enrolled in Texas public and private higher education after six academic years is no more than five percentage points below the state average. In fiscal year 5, the college did not meet the standard for completion and persistence rates. The percentage of part-time credential-seeking undergraduates who have graduated or are still enrolled in Texas public and private higher education after six academic years is greater than five percentage points below the state average. In fiscal year 5, the full-time three-year state average and the part-time six-year state average were not met. 5 d. Placement of Graduates: Graduate status in the fourth quarter of the calendar year in which the fiscal year of graduation ends. The overall placement of all workforce education programs must be at least 85 percent as calculated over three years (except new programs which received CB approval or were first offered within the last three years). Programs whose graduates are required to pass a licensure exam to practice in the field. Ninety percent pass rate or greater for three consecutive years is required. III. Quality of Workforce Education Programs a. Number of degree and certificate awards over a three-year. The total number of degrees and certificates awarded by each program over a three-year will generate at least 5 awards (except new programs which received CB approval or were first offered within the last three years). The college did not meet the standard for number of degree and certificate awards. The following programs did not generate 5 or more degree and certificate awards over a three-year. 6 Recommendation 4: Collin County Community College District should identify and implement strategies to ensure that 9 percent or more of all active programs (except new programs approved by the CB for implementation on or after September, 4) generate 5 or more degree and certificate awards over a three-year to be consistent and in compliance with the established standard. b. Percent of graduates placed within in the fourth quarter of the calendar year in which the fiscal year of graduation ends (a three-year average). At least 85 percent of workforce education programs must place 85 percent or more of their completers within one year of completion. Overall, the college did not meet the standard for placement of program completers in this area. The following program did not place 85 percent of their completers within one year of completion. License/Credential Exam Pass Rate: Ninety percent or more of the students who take license/credential exams must pass. The college did not meet the standard for licensure/credential exam pass rate. The following information was reported to the CB by the institution. Percentage of Program Students Passing (6) 6.6 American Sign Language 5.% 5.94 Emergency Medical Technology (EMT Paramedic) 77.48% Recommendation 6: Collin County Community College District should identify and implement strategies designed to ensure that 9 percent or more of the students tested on a specific license/credential exam pass the exam as reported for the most recent year for which data are available. Program-Specific Findings The program-specific findings are based on the measures and standards that all community and technical colleges in Texas are required to meet. A rating of each measure indicates whether the college meets the standard. Each umbrella program and each award (A.A.S. degree or certificate) received one of the following status recommendations. EP Exemplary Program. Program meets all and exceeds most standards and is considered a model program. 4
7 Continue the Program. Program meets all standards. CI Continue the Program with Improvement. Some standards are not met. Progress toward meeting standards must be made to bring the program into compliance. CR Continue the Program with Revision. Plans for formal program revision must be filed with the Texas Higher Education Coordinating Board within three months of the date of this report. This status is recommended for programs that should be revised for reasons indicated on the instrument. DE Deactivation. Program does not meet most standards and must suspend enrollment while concerns are addressed. The college must submit deactivation forms to the Texas Higher Education Coordinating Board within three months of the date of this report. CL Closure. Program must be removed from inventory within three months of the date of this report. Students currently enrolled may be taught out. The college must submit closure forms to the Texas Higher Education Coordinating Board within three months of the date of this report. Of the 3 umbrella programs reviewed at Collin County Community College District, 4 were recommended the status "," four were recommended the status "CI," one was recommended the status CL, and one was recommended the status DE. Table II describes the recommended status of each award and umbrella program. See attached review rating. Follow-Up Procedures (Due March 3, 9) The response to this report should be brief and specific and should follow the format outlined in the attached sample response (see Table III).. Submit the college s plan for addressing the recommendations noted in the General Observations section.. Recommendation : College should review all publications for required nondiscrimination statements and make appropriate changes. Response (must be brief and include specifics on how and when college will implement recommendation) SPSS software has been purchased and training obtained by the IE office. Data entry will begin immediately so that by May 9 a comprehensive study of developmental education effectiveness may be completed and an improvement plan based on tracking data devised.
