1 MEETING MINUTES Attendees: THE CURRICULUM & INSTRUCTION COUNCIL September 9, :00 A.M. IWV LRC #604 Claudia Sellers (Chair), Scott Cameron, Julie Cornett, Cliff Davis, Annette Hodgins, Bill Locke, Jan Moline, Karen O'Connor, Mary Peoples Review and approval of CIC meeting minutes for the following dates: Minutes Dated: August 26, 2011 Corrections: Action: None. Approved. CIC APPROVAL PROCESS Discussion: As agreed at the previous meeting we are adding the President s approval to step #5, right after the Vice President s approval queue. The President needs to review the Board of Trustee reports for CIC prior to submission to the District office. Originally each college had established their own process in CurricUNET; it now appears to be a district process driven by BC issues. Each college has their own process and CIC is a faculty driven process; not district driven. Recommendations: It was suggested that the Board Request be submitted to Tom Burke as required, with a copy sent to the Vice Chancellor, to insure no delays. Action: Claudia will discuss with Jill regarding requiring her review prior to submission to the District for the Board of Trustees, since we are on a tight timeframe this semester in preparation for accreditation. Final approval received. CIC COMMITTEE MEMBERS Discussion: The vacant positions are pending review of the by-laws. Looking at regulations for members at large and regarding splitting Suzie s position. Matt Crow is currently reviewing the document as Academic Senate President. A copy of the standing rules was located and printed for review. The committee section was reviewed by the committee. An offsite member is required for this committee now that Suzie 1

2 has relocated back to IWV. This is where CCCConfer is necessary for these meetings, in order for offsite faculty to hear and see everything discussed during these meetings. It is difficult for student representatives assigned to this committee to attend since they have a variety of responsibilities that are also held on Friday s due to their class schedules. Recommendations: The Student Learning Outcome representative is not listed in the document. Need to state term limits for representatives. Action: There was a motion not to approve the process until issues are resolved. The recommendations will be taken to Senate. CIC MEETING DATES FOR Discussion: The two meeting dates have been added; October 14 th and 28 th. If there are no submissions for these added dates we will not meet. Action: Approved. ART C065, C198, C198A, C198B, C198C, C198D, C198E, C198F, C198G, C198H, C198J, C198K, C198L, C298B, C298C, C298D, C298E, C298F, C298G, C298H, C298I, C298J, Review: Discussion: ART C065 is a special topic course and the remaining courses listed are Independent Study courses that were offered to individual students. The department is cleaning up their area by deleting courses that are no longer offered. If there is a question regarding these courses being proposed for deletion, faculty can come forward at the second review. All agendas are sent out prior to these meetings to CC-All. Action: Approved for a first review. MUSC C060, C062, C105, C133, C134, C198, C198A, C233, C234 2

3 Review: Discussion: These are special topic, independent study, and old courses no longer offered. Action: Approved for a first review. THEA C105, C111, C112, C118, C121, C126, C131, C140, C145, C211, C212, C230, C241 Review: Discussion: There was an issue expressed with these Theatre courses being deleted. Our students were assured that the Theatre Program would stay in place and the courses would not be deleted. These deletions would adversely affect the promise made to the students. This would mean that the student learning outcomes and program learning outcomes will need to be completed in this area. Recommendations: It was moved to inactivate these courses instead of deleting them from the system. It was noted that inactive courses and programs stay in the inactive status for only three years. If there is no action to reactivate they will be recommended for deletion. Action: Claudia will ask Loren Sandvik to attend the next meeting to justify the proposals for Theatre. The Theatre deletion requests have been tabled. CIC BUSINESS CURRICUNET: If unable to locate a course in CurricUNET, click the bold header Courses, then from the pull down menu click the subject. This will give you a list of courses that are active and currently being revised. Claudia gave a demonstration. CurricUNET Program Proposals: Need common language in rational boxes that are read by the Board of Trustees. COMMON PROGRAM DISCRIPTIONS: WASC is very clear on what is needed to be included in program descriptions. The institution assures that students and prospective students receive clear and accurate information about educational courses and programs and transfer policies. The institution describes its degrees and certificates in terms of their purpose, content, course requirements, and expected student learning outcomes. In every class section students receive a course syllabus that 3

4 specifies learning outcomes consistent with those in the institution s officially approved course outline. (Standard 2.A.6) The language about program description in the Program and Course Approval Handbook indicates: The catalog description of the proposed program should be entered exactly as it will appear in the catalog. This description should be consistent with the rest of the application, convey the program's goal(s) and objectives, and suggest how they differ from the goals and objectives of other programs. The description should convey also what students may expect as an outcome. [This is employment outcome for CTE, for the area we are serving.] The catalog description for an associate degree should provide an overview of the knowledge and skills that students who complete the requirements should demonstrate (student learning outcomes). [They say student learning outcomes, but feel it should indicate Program Learning Outcomes.] If the degree is designed for students who intend to transfer, then the appropriate baccalaureate major or related majors should be identified. If the degree is designed for employment preparation, then a list of potential (italics mine) careers should be included. In addition, all prerequisite (emphasis added) skills or enrollment limitations should be described (emphasis added). The catalog description represents a commitment to the student. Exaggerated statements should not be included. Assertions of transfer applicability as well as career applicability should be reasonable and capable of being documented. [...] Where job market data or other factors as documented in the application suggest some caveats of which students should be aware, these warnings should be as clearly conveyed in the catalog description as possible. It is recommended that the catalog description mention the risks, such as for degrees and certificates in occupations that are inherently competitive, low salaried, and/or in occupational areas where inexperienced graduates are not generally hired. (Pp.54-55) The committee outlined the following: I Purpose II Content III Course Requirement a. Currently Vocational Nursing includes the prerequisite courses required in the list of core courses needed. This may be mandated for Vocational Nursing by the State. Counseling agrees there needs to be a change to program descriptions to show what is needed, including prerequisites, in order to complete a program. IV Expected Program Learning Outcomes (not student learning outcomes) a. For Program Learning Outcomes, could indicate will qualify to apply for employment. Outcome would equal a gainful employee. This will really impact CTE. b. On the academic side will need to be able to show could apply for transfer. V Program Goals and Objectives (This is a clear distinction between similar emphasis areas or paths) VI Realistic Employment Opportunities a. Warnings of low employment opportunities, low pay, or highly competitive field. b. There is a problem with completers not hired due to inexperience. 4

5 i. Thinking of changing the vocational programs to include internship to give students the experience needed. Action: Claudia will get clarity for the Outcome area. Claudia will send out an example containing these components next week so the upcoming proposer will have a guide.
