1 Indonesian Minister of National Education Instruction No.232/U/2000 On Curriculum Arrangement Guideline for Higher Education and Evaluation of University Student Learning Achievement Consideration The implementation of Government Regulation Number 60/1999 Article 13 and 14 on Higher Education Issue considers the importance in reaffirming the Minister of National Education instruction on the curriculum arrangement guideline for higher education and evaluation of university student learning achievement. Government Regulation No.60/1999 on Higher Education Affirmation INDONESIAN MINISTER OF NATIONAL EDUCATION INSTRUCTION ON CURRICULUM ARRANGEMENT GUIDELINE FOR HIGHER EDUCATION AND EVALUATION OF UNIVERSITY STUDENT LEARNING ACHIEVEMENT Chapter 1 General Instructions Article 1 1. Higher education is the continuation of the intermediate school program which goal is to create professionals with academic mastery who are expected to be society members owning the abilities to develop and apply science, technology, and art. 2. Higher educational institution comprises academy, polytechnic, institute, college, and university. 3. Academic educational program which is represented by college, institute, and university, aiming primarily to the mastery of science, technology and art. 4. Professional education program, which is represented by academy, polytechnic, college, institute, and university, emphasizes on the readiness in applying certain skill. 5. Study program is an arrangement of learning plans that is used as guideline in organizing academic and professional learning based on certain curriculum that guides student to the mastery of knowledge, skill and attitude relevant to the curriculum goals. 6. Higher education curriculum is a set of plans consisting of teaching materials, teaching systems, and evaluation systems, which are further used as learning guideline.
2 7. Personality development learning program is a set of curriculum based subjects which aims are to develop personality and integrity, as well as to improve personal capacity. 8. Knowledge and skill learning program is a set of curriculum based subjects aiming to provide all means that lead to knowledge and skill mastery. 9. Creativity learning program is a set of curriculum based subjects emphasizing on the creation of high skilled and creative professionals relevant to their knowledge and specialty. 10. Working attitude learning program is a set of subjects aiming to develop required attitude and performance as professionals relevant to their field and specialty. 11. Social relation learning program is a set of subjects that lead to the extension of social relation, in order to bring the ability in adapting and applying knowledge and skill into social life. 12. Semester Credit System is a measuring unit for given class materials, teaching burden, time duration, learning experience and program activity cost. 13. Semester is a time unit consists of 16 to 19 week classes or other activities including the 2 3 week of evaluation activities. 14. Semester Credit System is thus to be the standard measurement of learning experience and achievement during the period of 6 months. 15. The Minister stated in this regulation is the Minister of National Education. Chapter II The Educational Goal and Direction Article 2 1. The aim of academic educational program is to prepare all learning participants to be society members possessing academic capacity to implement, develop, and enrich science, technology and art into their social life that in turn improving the welfare of the whole society. 2. The aim of professional educational program is to prepare all learning participants to be society members possessing professional capacity to implement, develop, and enrich science, technology and art into their social life that in turn improving the welfare of the whole society. Article 3 1. Academic Program consists of postgraduate degree, master degree, and doctoral degree programs. 2. Postgraduate degree requires the fulfillment of the following qualifications:
3 a. proper mastery of scientific bases and skill in certain field, therefore possessing the capability to recognize, understand, and finally solve the problems within their capacity. b. capability in applying knowledge and skill into the productive activities and in serving the public with the attitude and performance relevant to their field of study c. ability to keep self control and to behave as good social member particularly when applying their skill and knowledge in their daily life relevant to their field of study d. ability to follow the adapt the advance of science, technology, and art within their capacity 3. Master degree requires the fulfillment of the following qualifications: a. capability in developing and advancing science, technology and art by means of understanding and mastering various approaches, methods, scientific issues b. capacity in solving problem within their field of study background through scientific research and development c. capability to improve their professional activities which are shown from the better accuracy in analyzing problems and more effective decision making d. ability to follow the adapt the advance of science, technology, and art within their capacity 4. Doctoral degree requires the fulfillment of the following qualifications: a. capability to develop science, technology and art concepts, within their field of study b. possessing the capacity to manage, lead, and develop research program c. mastering the interdisciplinary approaches in all aspect of their professional activity Article 4 1. Professional Program consists of 1 4 stage diploma degree. 2. Diploma I degree is directed to create workforce with a good handling towards routine jobs and with ability to solve common problems under supervision. 3. Diploma II degree is directed to create workforce with a good handling towards routine jobs and with ability to solve common problem independently. 4. Diploma III degree is directed to create professional with a better handling towards both routine and contextual jobs independently, good responsibility, and with ability to do supervising and managing jobs based on their field of study.

Diploma IV degree is directed to create professional with a good mastery in handling complex jobs, including planning, problem solving, managing the given tasks and having the capability to follow and adapt the advancing technology related to profession. Chapter III Burden and Period of Study Article 5 1. Postgraduate degree program requires at least 144 SKS (Semester Credit System) and maximum 160 SKS that must be finished within 8 14 semesters. 2. Master degree program requires at least 36 SKS and maximum 50 SKS for 4 10 semesters including the thesis fulfillment. 3. Doctoral degree program requires the following fulfillments: a. The fulfillment for participant with postgraduate degree is 76 SKS, through 8 12 semesters. b. The fulfillment for participant with postgraduate degree but from different study background is 88 SKS, through 9 13 semesters. c. The fulfillment for participant with master degree is 40 SKS, through 4 10 semesters. d. The fulfillment for participant with master degree but from different study backround is 52 SKS, through 5 11 semesters. Article 6 1. Diploma I degree program requires minimum 40 SKS and maximum 50 SKS that must be finished within 2 4 semesters. 2. Diploma II degree program requires minimum 80 SKS and maximum 90 SKS that must be finished within 4 6 semesters. 3. Diploma III degree program requires minimum 110 SKS and maximum 120 SKS that must be finished within 6 10 semesters. 4. Diploma IV degree program requires minimum 144 SKS and maximum 160 SKS that must be finished within 8 14 semesters. Chapter IV Main Curriculum and Institutional Curriculum Article 7 1. The higher educational curriculum which become the basis for the study program operation consists of:
5 a. Main curriculum b. Institutional curriculum 2. The main curriculum is a set of subjects included into the study program which further is used to formulate national curriculum.. 3. Main curriculum consists of a set of subjects on behavioral development. It is a group of subjects that characterize the purpose of education in a form of knowledge, skill, ability, work attitude, and social behavior as the minimum requirement to be achieved by participants in completing their study. 4. Institutional curriculum is a set of studies and subjects that are regarded as parts of the higher education curriculum. This curriculum consists of main curriculum with some additions, concerning on the conditions and necessities of the environment as well as the specific character of the related educational institution. Article 8 1. The main curriculum of the postgraduate degree and diploma degree consist of some points bellow: a. Personality development learning program (MPK) b. Knowledge and skill learning program (MKK) c. Creativity learning program (MKB) d. Working attitude learning program (MPB) e. Social relation learning program (MBB) 2. The composition of main curriculum of postgraduate degree, as mentioned in Clause 1, is about 40% - 80% of the total SKS amount in postgraduate degree program. 3. The composition of main curriculum for diploma degree is about 40% - 80% of the total SKS amount in diploma degree program. Article 9 The curriculum for post graduate and diploma program consists of a whole or a part of the following subjects group: 1. MPK subject group contains subjects relevant to the purpose of enriching personal orientation, and understanding the importance of personal development (MPK) 2. MKK subjects group emphasizes on the importance to strengthen and broaden personal knowledge and skill. 3. MKB subject group aims primarily on the strengthening personal perspective and competence. 4. MPB subject group emphasizes on the proper implementation of personal knowledge and skill into the social life.
6 5. MBB subject group consist of subjects relevant to the effort to understand society and mastering the regulation of behaving within society. Article MKK subject group from the main curriculum consists of Pancasila, Religion, and Citizenship subjects. 2. MKK subject group from institutional curriculum consists of language, basic cultural, basic science, philosophy, sport, etc. Article The main curriculum for each study program in post graduate, master, doctoral, and diploma degrees are regulated and affirmed by the Minister. 2. The institutional curriculum for each post graduate, master, doctoral, and diploma degrees are regulated and affirmed by related educational institution. Chapter V Evaluation on the Learning Achievement Article Each institution responsible to handle periodical evaluation or tests.. 2. The test may in the form of quiz, mid-semester test, semester test, final exam, paper, thesis, or dissertation fulfillment. 3. Standard scoring for the test result will be: A, B, C, D, and E, which values are: 4, 3, 2, 1, and 0. Article 13 The Board Member or Director of each institution has the right to determine drop out student based on the criteria from each institution. Article The graduation requirements are based on the completion of the SKS and the cumulative scoring index (IPK). 2. Refers to the Article 5, 6, and 8 for the regulation of the SKS completion limit. 3. The minimum IPK for post graduate degree is 2.00 or higher, and for master is 2.75 or higher.
7 Article There are three grades of graduation: satisfying, very satisfying, and. 2. The required IPK for post graduate degree are: a. IPK b. IPK c. IPK The required IPK for master degree are: a. IPK b. IPK c. IPK The cum laude qualification is based on the IPK and the period of study (less than 5 years). 5. The graduation status of the doctoral degree is decided by the related institutions.
