1 African American Studies Program Self-Study 2016 Director: Administrator: John Thornton Professor of History Deirdre James October 14, 2016 This self-study represents an update of the Academic Planning Self-Study first completed in September 2007 and updated in September 2009, October 2010, 2011, 2012, October 2013, 2014, and I. The Curricular Context (A, 1) The African American Studies Program offers a Master s degree and an undergraduate minor. The one-year Master of Arts degree focuses on the African American Experience from a Global and Comparative Perspective. Courses offered in the Program concentrate on building the conceptual, theoretical, and research skills that can enable students to become life-long critical investigators of cross-cultural interactions. While examining the African American experience, the Program approaches it within a global context, paying particular attention to peoples of African descent in the Americas Africa, Europe, and Asia. To earn a degree in the Master s Program, students must complete eight courses total, including the core courses of GRS AA 871 African American History and CAS AA 808 Seminar: Minority Groups or CAS AA 580 History of Racial Thought, along with six electives in African American Studies. Candidates for the MA degree must also write two major research papers, one of which must be orally defended during the last semester in residence. In addition, any candidate who has not previously completed at least two years of study in one foreign language at the undergraduate level must demonstrate such proficiency by either adequate completion of university language courses or passing marks on a translation test administered by the university. This year (AY ), the African American Studies Program has no graduate students. (A, 2) The undergraduate minor requires that students complete six courses total, including the core courses of CAS AA 371 African American History and CAS AA 408 Seminar: Minority Groups or CAS AA 580 History of Racial Thought, along with four elective courses. The AFAM Program now has 12 declared minors up from last year s count of 10, although 6 graduated last Spring. In academic year , the Program offered 9 courses in the fall, enrolling 147 students and 11 courses in the spring, with 161 students enrolling a total of 308 students. In the summer term, African American Studies offered one course with a total enrollment of 14 students. (B, 1) Undergraduate majors from other BU departments and programs depend on courses offered in the African American Studies Program for diversity. Undergraduate majors in the Departments of History, English, Sociology, History of Art and Architecture, Political Science, Women s, Gender, & Sexuality Studies Program, International Relations, Religion, Romance Studies, and Economics, as well as in the

2 AA Self-Study: October 17, Programs in American and New England Studies and African Studies take courses that are cross-listed with those in African American Studies. (B, 2) Undergraduate majors and degrees outside of the College of Arts and Sciences also depend on our courses, particularly the College of Communication and School of Education. (B, 3) Finally, undergraduate minors in CAS and elsewhere whose requirements can be fulfilled by coursework in our Program include those in African Studies, American and New England Studies, History of Art and Architecture, Economics, English, Religion, History, Political Science, Sociology, and Women s, Gender & Sexuality Studies. (C, 1, 2) Similarly, graduate programs offered by fellow GRS departments depend on courses in African American Studies. They include both the master s and doctoral programs in American and New England Studies, History of Art and Architecture, Economics, English, Religion, History, Political Science, and Sociology. (C, 3) As it stands, there are no non-grs graduate programs whose requirements include coursework in our Program. The African American Studies Program has responsibilities for selected aspects of the CAS curriculum beyond the minor. This academic year, the Program offered (D, 5, 6) two Divisional Studies courses, CAS AA 103, an introduction to African American Literature offered in the Fall by Mary Anne Boelcskevy, the program s Director of Undergraduate Studies, and CAS AA 207, taught by Saida Grundy which will be taught every semester. In addition, Linda Heywood, in conjunction with Renata Keller, has developed a 1 credit study abroad course during Spring Break in Cuba which is cross listed in History and International Relations. The course has now been taught for the last two years with great reviews from students. The plan is to continue to offer this course annually. With the advent of the BU Hub initiative there will be increased demand for courses that address themes of diversity, global citizenship, and interculturalism. Due to the specific nature of the AFAM experience and the global focus of our Program, many of our AFAM Studies courses contain content speaking directly to these themes, and thus are uniquely positioned to contribute in this area. II. Assessment of Specific Course Needs The Program in African American Studies is obligated to provide undergraduate and graduate courses that continue to develop the conceptual, theoretical, and research skills that can enable students to become life-long critical investigators of cross-cultural interactions. The primary context in which such intellectual and academic development occurs is a curriculum that interprets the African American experience from a global perspective. In order to implement this mission for undergraduate education, we have long offered specialized courses that normally appeal to advanced undergraduates (such as juniors and seniors). (Note that these courses, since they are specialized and span course numbers , sometimes include both advanced undergraduates and graduate students enrolled in the master s program who need to fulfill course requirements.) With the addition of two new junior faculty, the program has been strengthened by the addition of lower level courses that appeal to undergraduates at an earlier stage of their education (freshman and sophomore levels), such as CAS AA 297 African American Women s

CAS AA 103 Introduction to African American Literature (every Fall) Mary Anne Boelcskevy will be teaching this class, which targets undergraduates and will potentially serve as a gateway to upper level AFAM courses. It has also now been given Divisional Studies credit which will add to its enrollment pool. Enrollments have increased in this course to 13 for Fall 2014 and Dr. Boelcskevy has succeeded in achieving the goal of making this a gateway course for freshman to AFAM studies as well as the AFAM Minor. Executive Summary The African American Studies Program is continuing to work to expand and diversify its undergraduate and graduate offerings through cross listing courses with other departments. Enrollments have strengthened overall for AFAM courses although a few courses still have lower than desired enrollments, and the fact remains that the Program provides a special opportunity for students to examine race and culture in a unique context that is vital to the intellectual breadth of the University. With the addition of two junior AFAM faculty, Saida Grundy (Sociology) and Ashley Farmer (History), a pending senior level recruitment as the result of a successful search this year, and the addition of affiliated CFA faculty, Michael

7 AA Self-Study: October 17, Birenbaum Quintero (Ethnomusicology), we will have significantly increased the number of AFAM Program faculty. We have decided at this juncture not to generate cross listing numbers for certain courses, but will, instead, add them to the list of approved courses toward fulfilling AFAM degree requirements. Among other benefits, this can facilitate access to topics - based courses that may change their focus, along with suitability as AFAM Studies courses. The AFAM Studies Program is proposing to offer a Graduate Certificate to current BU graduate students that could be used to complement degree programs in women s studies, social work, sociology, law and teaching, in collaboration with programs and departments within the university who share a mission to explore issues of race and culture. In addition, we envision this collaboration to translate into a needed service that will serve as a springboard for explorations into topics of interest in today s multicultural global society. AFAM has increased collaboration with other academic Programs and we believe this will extend our reach throughout the university as well as attract new undergraduate students to the minor as well as grad students through the proposed Graduate Certificate. However, there is an ongoing problem where the efficacy of our program is being judged by enrollments, but the program does not have control over external faculty participation, teaching loads, or courses being offered, as these decisions (rightly) are made by the faculty member s home department. Fall 2017 AFAM course offerings currently number 14 and Spring 2018 course offerings currently number 9 at this time. See attached course planning sheet. After much discussion and reflection faculty have concluded that African American Studies should prove attractive to all majors because they are so crucial to understanding the American experience in a holistic framework. We aim to promote awareness of this opportunity of study through the addition of new courses and by consolidating work done across the university on issues of race and the African American experience under the umbrella of African American Studies. The question of eventually establishing an undergraduate major in African American studies becomes a more viable option with the recent and projected faculty recruitments, and we will continue to examine it closely. However, the impact of these additional activities on the Program s staffing and limited operating budget will need to be addressed prior to taking on any increased activities. A list of projected budgetary needs is attached to help begin this process. We also see the Program as fulfilling a number of practical needs. First, it can provide a master s level upgrade for teachers at the secondary level. We can also be an ideal program for Fulbright scholars, of which we have had several in recent years. The program has a record of providing supplementary training and

8 AA Self-Study: October 17, background for people working in non-academic fields, one of our graduates returned to her job as a journalist in Atlanta following winning her master s degree; another has pursued a degree in Law, a third, working with developmentally challenged people has expanded his knowledge base to work with people of color. As a part of the Program s core mission we would like to make a more concerted effort in attracting and mentoring students with varying levels of academic strength and economic backgrounds. We believe the Program can assist students who we feel have graduate potential but need additional training.

12 AFAM Studies Program Budgetary Requests FY 2018 MA Degree Program-Funding scholarships The AFAM Studies Program is requesting full tuition funding for four MA students each year, including a stipend. Given the current state of funding for standalone MA programs at Boston University, it has become increasingly difficult to attract students straight out of undergraduate programs. An MA degree in AFAM Studies is not a professional degree in the same way that a M. Ed. or MBA would be. In the past, AFAM Studies was able to offer full-tuition scholarships, and also some stipends to accepted students. Currently, we are able to offer four half-tuition scholarships and, frankly, we lost two accepted students this past year due to the high cost of living in Boston, coupled with having to pay half-tuition costs. (One is reapplying this year.)this is the first year, in recent memory, we have had no MA students and it is directly due to lack of funding. We realize the current BU policy with regard to funding MA programs does not support this request however, many applicants to our Program come from reduced income backgrounds and often carry substantial debt from their undergraduate study. A feature that sets the AFAM MA Program apart from comparable programs, is the student s ability to complete the MA in one year. However, this feature necessitates an intensity that requires the full attention of the student if they are to succeed, and precludes working a job while taking classes. Thus, the necessity of full support from the University becomes even more crucial. Although, we highlight the one year MA Program, students can certainly take longer, which is a more traditional path. Based upon response data from students who have not come to BU after being accepted, the majority responded that funding was a deciding factor in their choice to attend another program. There is certainly increased interest in African American Studies in light of recent events in the US and the world. AFAM Graduate Certificate Funding-TBD With the increased attention on the condition of the African American population in the Americas, we foresee a need to expand access to our program throughout the University with the creation of a graduate certificate to be offered to current BU grad students. We are working on the proposal which will be completed shortly and submitted for review by the College. As it has not been approved yet, it is difficult to allocate costs, however, the framework for the MA Program is already in place and should be sufficient if other programmatic requests for increased funds are met. Director of Graduate Studies-$3,000 We are requesting a stipend of $3,000 for the Director of Graduate Studies, a position which previously had been uncompensated and a service performed by Dr. John Thornton for the last five years, in addition to his current duties as Program Director. We envision the addition of 5-10 new students that will need advising and mentoring. At present, it is difficult to ask AFAM faculty to add to their already significant duties as they try to navigate service between the AFAM Program and their home departments where they are evaluated for raises and tenure. Student recruitment will also be a focus of the DGS position in addition to advising. Director of Undergraduate Studies-$2,000 We are requesting a stipend of $2,000 for a DUS, a position previously uncompensated and currently held by Senior Lecturer, Dr. Mary Anne Boelcskevy who oversees the AFAM Minors and has consistently increased numbers to a high of 12 currently. We also anticipate offering an AFAM Studies Major in the near future. Cuba Spring Break Course-$2,000 The global nature of the African American Studies Program necessitates a global experience and Dr. Linda Heywood has led the 1 credit course, Experiencing Cuba with Pardee School Faculty for the last

13 two years. We are requesting an annual budget of $2000 to go towards overhead expenses such as phone, insurance, gratuities for guides, speakers, and a per diem for the AFAM Faculty leader, who normally receives a complimentary travel package from the tour group. If we have these funds available we will be better able to plan expenses each year. AFAM Operating Budget-$20,000 We are requesting an increase of $20,000 to the AFAM operating budget ($12,000+-). Currently, Program funds are used for smaller lectures and events expenses, with a portion going towards office expenses and copier rentals. There are no funds available to bring high profile or out of region speakers in for conferences, cultural performances, or to buy equipment, make improvements, or fund one time opportunities for our students such as traveling to Washington DC for the inauguration of President Obama, or visiting the newly opened Museum of African American History. Projected Staffing Needs: Part-time Lecturer-Spring 2018-$12,000 Dr. John Thornton will be taking a sabbatical in Spring 2018 which will necessitate hiring a PT Lecturer to teach an Atlantic History course and one additional course TBD. At present, we foresee offering three graduate level AFAM courses in Spring We will, of course, be working on adding graduate courses that are not cross listed with AFAM, but whose content is suitable as an AFAM Studies course. Thus we are requesting a budget for two per course. Program Assistant Director-$65,000 We would like to revise the current Program Administrator position to an Assistant Director position to include duties that would free up the Program Director to implement initiatives that support the Program s mission. This upgraded position would include oversight of all Program business to include; financial affairs, curricular needs, event planning, communications, recruitment, staff supervision, appointments, building issues, and program outreach. Office Assistant/Communications Coordinator-$35,000 We are requesting a full time permanent staff position to assist the Assistant Director with Program business, communications, event planning, general office duties, and reception. Building Renovations- 138 Mountfort Street third floor_tbd CAS Facilities Director, Lisa Doherty is working on an estimate for renovation of the third floor of 138 Mountfort Street to accommodate a student gathering area and offices. Library funding-$10,000 We are requesting a one time budget allocation to have the current AFAM library books and archival tapes re-catalogued and digitized. Some AFAM alums have expressed interest in donating various items and we have no resources for handling such requests. We would like to fund a project coordinator and the requisite equipment/services needed for this purpose. We estimate 500 hours with work possibly done by a grad student.
