1 MALTA FINANCIAL SERVICES AUTHORITY EDUCATION CONSULTATIVE COUNCIL ANNUAL REPORT 2014 ECC Chairman s Statement Since its formation in 2008, the Education Consultative Council (ECC) has geared up its activities to a satisfactory level to ensure that the ongoing needs of the financial services sector are met. The initiatives have been varied and far reaching; of which some have also become an annual event. To mention a few, these include: promotion of careers within the sector via the careersinfinance website and participation in careers conventions; school familiarisation visits at the MFSA for students at Form 4, Job Exposure Programme for students; Industry Exposure Programme for Guidance Teachers and ETC Advisers; a range of academic and technical training programmes for students, job seekers and existing employees within the industry was no exception to further changes taking place within the Council. We took stock of its past achievements in order to look into its future. A Business Plan was concluded which, above all, set the vision for the Council s two years to come. Moreover, the Plan proposed a new structure to include new members within the Council. The reason behind the increase in members was to enable a wider spread of training courses that possible reach out to more people with needs in various specialised areas. In addition, it is within the Council s focus to upgrade the level of courses offered by its members both in relation to the areas of specialisation and the content. Of high significance is training in Compliance and Risk Management. The ECC s major upcoming project is that of the Skills Needs within the Financial Services Industry Survey. It is envisaged that by the end of the first quarter of 2015 an Action Plan would be in ready for implementation. The Action Plan will guide the Council members in addressing current and future industry training needs and related initiatives to promote further the various careers available and being developed within the sector.

2 In the meantime, as this report highlights, during 2014 each member of the ECC continued with their valuable regular educational programmes leading to specialised academic qualifications and in other professional development courses highly contributing in strengthening further the competences of employees in finance and the growth of the industry in Malta. 3 Aims and Objectives of ECC The MFSA's Education Consultative Council (ECC) was set up to play a key role in identifying and addressing shortages of existing skills shortages within the financial services sector; its target audience being both the employees working in the industry and job seekers. In the light of the ever growing industry, the ECC will continue to be a major supporter of the financial services education providers through coordination of initiatives taken by the MFSA, various entities and the finance industry. Moreover, the Council shall sustain its commitment through its efforts to promote careers within the finance industry through its Members participation in careers conventions, the organisation of school visits to the MFSA and the co-ordination of its yearly Job Exposure Programme for secondary level students. In addition, the ECC reviews, revises, maintains and updates its informative website: on a regular basis. By way of its portal it aims to keep current employees, job seekers, students, guidance teachers, career advisors, and parents informed about skills and qualifications required in the industry, descriptions of careers, career paths and useful links with key stakeholders. All of the ECC s initiatives are derived from the discussions and ideas originating from its Members. In 2014, three new entities became Members of the Council, namely PricewaterHouse Coopers, Castille Institute and the Malta Institute of Management. The other Members include: Employment & Training Corporation (ETC) Youth Section; Institute of Business & Commerce (MCAST); Institute of Financial Services (Malta) (IFS); Institute of Financial Services Practitioners (IFSP); Institute of Legal Studies (ILS); Malta Financial Services Authority (MFSA); Malta Institute of Accountants (MIA); Malta International Training Centre (MITC); Directorate for Educational Services (Ministry of Education).

4 Events and Initiatives 2014 was another important year for the ECC as it was characterised by the completion of events which were not yet finalised in the previous year, the organisation of yearly activities as well as the introduction of new initiatives. All the functions listed below took place in collaboration with Members and through the support of the Council s parent body the MFSA. ECC Video Clips The ECC has finalised its project on the production of video clips featuring the functions of its Members acting as training providers. The project was entrusted to the MCAST's Institute of Art & Design and comprised a set of six video clips featuring the mission statement, functions, working environment and description of courses provided by each of the Members. The objective of the Council was to create a series of audio-visual tools which Members could upload on their respective websites. ECC s Restructuring Programme and appointment of new Chairman In 2014, the Council underwent a restructuring exercise which called for all Members to take stock of their past achievements and plan the ECC s future. The process involved, amongst other items: a) the submission of a business plan for the ECC; b) the introduction of new Members; c) change in the Council s Chairmanship. A business plan was drafted in collaboration with all the Council Members, and a final copy of it was submitted to the Board of Governors for approval. The Board was satisfied with what has been proposed in the plan for the next two years. The plan focuses on: Quality Educational Programmes with particular emphasis being made on the Skills Needs Survey, provision of training courses, financial literacy education, guidance teachers annual meeting with the MFSA s Chairman; ECC Composition, which included the recommended new Members of the Council; Industry Experience and International Engagements. These place importance to the further development of Internships and Attachments Programmes, as well as Apprenticeship Schemes; Further collaboration with financial institutions with which the ECC could develop working relationships towards a common objective related to the education and promotion of financial services sector. As aforementioned in the introduction, three entities became new Members of the ECC, namely: PricewaterHouse Coopers, Castille Institute and the Malta Institute of Management. During this year, the Council also saw a change in Chairmanship. Professor Charles Farrugia, who acted as Chairman since the ECC s foundation resigned from the post and the leadership passed on to

5 Professor Joseph V Bannister, who is also Chairman of the Malta Financial Services Authority. Skills Needs Survey The ECC has continued to make the necessary preparations for the launching of the Skills Needs Survey throughout The objective of the exercise is to identify the current skills gap within the financial services sector. The selection of a research consultant was concluded in November 2014 following a rigorous process involving several bidders. The project was entrusted to Business Leaders Malta Ltd who is expected to complete the survey amongst 151 firms by 24 th February On the basis of the survey findings, the researcher is to present a final Action Plan by 14 th March Regulatory Requirements for the Accreditation of Financial Advisors The consultation paper in relation to newly regulatory requirements of financial advisers was referred to the MFSA Supervisory Council members, who agreed in principle with its implementation. Subsequently, the proposal was presented to the Industry and the feedback received was positive following which the MFSA drew up a report on the Conduct of Business Rules, which contains recommendations for the introduction of CPD hours for financial advisers. Discussions between the MFSA s Code of Business Internal Committee and ifs (Malta) on the way forwards are still going on. Industry Exposure Programme for Guidance Practitioners (Teachers) and ETC Advisers The ECC held its annual industry exposure programme for guidance teachers and their meeting with the MFSA Chairman in October For the event, the guidance teachers were joined by ETC advisers who also perform duties in relation to giving advice on skills and competencies required by the financial services sector to job seekers. The programme consisted of a half-day visit organised for participants at one of the various licence holders across the sector, followed by presentations from FEMA/MIA, ifs (Malta) and MITC, and a session for Questions and Answers. The programme was concluded by Prof J Bannister. The aim of the programme is for participants to understand better how work is carried out in firms licensed to operate within the financial service

6 sector. Their experience would enable them handle their students /job seekers concerns more professionally. In all, 21 firms and 58 guidance teachers/etc advisers took part in this year s event. Job Exposure Programme The first placement of students for the scholastic year 2014/2015 is expected to take place in February Subsequently, the programme will cover the period March to July For this year s Job Exposure 21 firms have applied to host 51 students. Details feature in Appendix 2. By offering this programme, the ECC aims to fulfil one of its key roles; that of disseminating information and promoting careers within the financial services sector. At the same time, it enables students gain a oneweek direct experience through observation of work ethics, processes and practices. The programme calls for students to: a) observe both technical and administrative work procedures; b) keep a record in writing of their observations on a daily basis, these served as a basis for later discussion with their respective mentor; c) try and gain as much value from their observations on how people relate with each other at the workplace with special attention being paid emphasis on the acquisition of soft skills ; d) prepare a presentation on a subject of their own choice for them to deliver to management on their last day of the placement. Placements, which do not carry any remuneration, are closely monitored by the Guidance Department of respective schools and all the regulations governed by the applicable policy on health and safety of students are adhered to. Orientation and School Visits The orientation school visits continued to be one of the major activities that the MFSA organises in the name of the Education Consultative Council. As in previous years, school took place throughout the scholastic year 2013 / 2014 and consisted of a presentation highlighting financial services, current qualifications requested by employers within the finance industry, and the importance of soft skills. Moreover, the presentation focuses on the careersinfinance website, which provides a wealth of information about careers. The presentation is followed by a lecture on financial literacy and consumer education, which is delivered by staff members from the Consumer Complaints Unit.

7 During this period, six hundred and fifty-three students visited the MFSA, spread over twenty-four visits, which were attended by twenty-five schools/colleges. Work placement for MCAST students Four MCAST Institute of Business & Commerce students were offered a placement lasting 5 weeks at the MFSA. This was an initiative towards the ECC s role in promoting careers within the sector. The students were placed in the following Units: Communications, Finance, Registry of Companies and International Tax. Internship Scheme with the University of Malta The Council has been in discussion with the University of Malta on its participation in the existing Internship Scheme. The scheme, which has been designed for students of the Faculty of Economics, Management & Accountancy, is managed by the BCom (Hons) Insurance Unit. The ECC aims to engage students reading for a degree relating to Banking and Finance and firms operating within the financial services sector. The scheme requires students to log in 100 hours during summer months or any other time during lean periods. They are to complete the programme with an assignment for which they are awarded a number of credits forming part of their degree. ECC Guest Speakers The following is a list of speakers who have been invited by the ECC during 2014 to deliver a presentation to its Members: Dr Bernice Buttigieg update on FinanceMalta s latest initiatives related to education and development; Dr Simon Grima the University of Malta s Internship Programme; The above presentations were meant to help ECC Members discover which other entities sharing common objectives can prove to be potential strategic partners. New Educational Programmes for The ECC published its Members Academic and Technical training programmes for 2015 as identified in Appendix 3, while Appendix 4 lists their Continuous Professional Education programmes.

8 ECC Plans for 2015 The main objectives set by the Council for the coming year include: i. The on-going promotion of new and existing careers within the financial services sector through its website. It will also ensure to promote financial services as an attractive and rewarding career for young and not so young job seekers. ii. iii. iv. The implementation of the Skills Needs Survey. The responses gathered by the survey will be analysed by all ECC Members and the findings will be used in the drawing up of an Action Plan. The ECC envisages that similar exercises will take place every five years. The organisation of the Industry Exposure Programme for Guidance Practitioners and ETC Advisers. The Job Exposure Programme for students. v. Strengthening the career orientation visits by inviting secondary students at Form IV level to the MFSA and through outreach school visits. vi. vii. viii. ix. Implementing in a timely manner the newly proposed training programmes detailed in Appendices 3 and 4 of this report. The ECC will strive to introduce a quarterly training calendar that features qualification courses and continuous professional development programmes being offered by the Members of the Council. The proposed training calendar will be accessed through the careersinfinance website. The ECC will continue to consider seriously the recommended list of bodies which could potentially become Members of the Council. This implies that it will consider the aforementioned list of Members as not being exhaustive and suggests further inclusions (or otherwise) after periodic reviews of the industry s needs. The Council will seek to be instrumental in the setting up of internship and attachment schemes, for University Students and employees respectively; the aim being to step up the level of expertise within the industry. Similarly, the development of an apprenticeship scheme for MCAST students undertaking vocational courses would serve as an opportunity to these students in gaining work experiences through the applications of academic knowledge in practice. As the Council s aim has always been to further strengthen its work relationship with firms in the industry. x. Sustaining internal cooperation and collaboration with the Council Members themselves to attain the above-stated objectives.
