Improvement of teacher quality and performance is to be measured by: (i) the increased number of teachers meeting academic qualifications mandated by the Teacher Law; (ii) the increased number of primary and junior secondary teachers in BERMUTU Districts using classroom instruction with specific subject and age appropriate pedagogy; and (iii) the reduction in absenteeism of teachers in BERMUTU Districts. 2 Progress towards achieving the Project Development Objective (PDO) is solid as evidenced by significant progress towards achieving the project s Key Performance Indicators. Some highlights are: (1) Increased number of teachers meeting academic qualifications mandated by the Teacher Law. At the time of this report over 1.7 million (of total 2.74 million teachers) teachers have acquired the mandated 4-year college degree. This exceeds the final target of 1.4 million, (2) Improvement in the pedagogic skills of teachers: 214,380 teachers are participating in the 6,107 teacher, principal and supervisor professional working groups with the primary aim to improve their pedagogic competency. The appraisal of a random sample of classroom performance has validated that improvement is occurring, (3) Reduction in Teacher Absenteeism in BERMUTU Districts. There are two sets of teacher absenteeism studies. The study by SMERU (funded by the Bank) on randomly selected public primary schools in 2003 and 2008 using nationally representative samples of primary schools found the teacher absenteeism rates to be 19% and 14% respectively. Another national representative study is being conducted in collaboration with the ACDP (an ADB program jointly funded by the European Commission and the AusAid). To check the rate in the BERMUTU districts, MOEC conducted a study on selected schools in 20 districts participating in BERMUTU. In 2010 it found absenteeism rates of 8.35% in primary schools and 12.84% in junior secondary schools; and in 2012 it found 6.6% and 6.3% respectively. It reported that: (i) in general the teachers that participated in KKG/MGP performed in the Good category; (ii) average performance in 2013 is slightly better than in 2012; however (iii) there is big room for improvement on evaluation skills, particularly the non - test evaluations performed during the learning takes place. SMERU is currently doing another national representative study (with support from ACDP). Under BERMUTU, the Puslitjak (MOEC) conducted a study on selected schools in 20 districts participating in BERMUTU. In 2010 it found absenteeism rates of 8.35% in primary schools and 12.84% in junior secondary schools; and in 2012 it found 6.6% and 6.3% respectively. Number Value There are two types of institutions awarding RPL to teachers: 81 LPTKs (Ministerial decree 58/2008) and the Open University, which has been traditionally granting RPL. The 81 LPTKs have granted RPL to 87501teachers, and the Open University has awarded RPL to 792,331 teachers. Number Value There are 6,370 active professional working groups of primary and junior secondary school teachers, principals and supervisors (3,295 KKG, 1,383 MGMP, 931 KKKS, 220 MKKS, 178 KKPS and 100 MKPS) in BERMUTU districts. In addition, there are total 193 Forums of KKG,MGMP, MKKS and MKPS Number Value Training system for mentoring is in place. Mapping of new teachers is under-way. Data is being collected by the unit responsible for monitoring the implementation, Pusbangtendik. From partial data available,it is indicated that the target number could be achieved. The Ministerial regulation and its operational Page 5 of 8

6 Revised policies, plans, and procedures for continuing education and career development of certified teachers developed and pilotedfor implementation by the government in 2011 manuals are in place. A series of further socialization and training of trainers in both BERMUTU and non- BERMUTU districts has been completed, to get the principals ready for when they have new teachers in their schools. This is legalized by the issuance of a number of ministerial decrees, such as the joint decreebetween the MOEC and the National Education Board No: 03/V/ PB/2010; No:14 in 2010 about the implementation guidelines; the EducationMinisterial Decree No: 35 and No 38 in 2010 about the technical guidelines (instruments for teacher performance assessment- PKG); and its equivalently for private teachers on the Functional Credits. 8 Key Decisions Regarding Implementation As of to date, data shows that almost all of the PDO and Intermediate Outcome Indicators are achieved. Results of two indicators, i.e., number of beginning teachers received/ receiving induction programs and graduates from accredited bachelor degree program for primary school teacher meeting the mandated competency standards are still being collected. It has been agreed that the data will be reflected in the Project Completion Review being prepared by the Government Team.
