3 The First Meeting of the Internal Quality Assurance Cell (IQAC) was held on 13 August 2012 at 11:30 am at the RGNUL Academic Conference Hall, under the Chairmanship of Professor (Dr.) Paramjit S. 4 PROCEEDINGS OF THE MEETINGS RGNUL IQAC MEETINGS 13 AUGUST 2012M The meeting started with a welcome note from the Chairman. The items of the agenda were discussed in length and decided as under: ITEM (1) TO APPRISE THE MEMBERS ABOUT RGNUL PRESENT ACADEMIC PROGRAMS AND TO MAKE FUTURE PLANNING. (i) The Chairman IQAC apprised the members about Under Graduate, Post Graduate Courses in Law and Research Degree Programmes in law and social sciences with law, being run by RGNUL at Patiala, as set out in the agenda note. Rajiv Gandhi National University of Law (RGNUL), Punjab was established by the State Legislature of Punjab by passing the Rajiv Gandhi National University of Law Punjab Act, 2006 (Punjab Act No. 12 of 2006). RGNUL started functioning from its Headquarters Mohindra Kothi, the Mall, Patiala w.e.f. 26 May The University acquired approval of the Bar Council of India (BCI) in August The University got registered with the University Grants Commission (UGC), New Delhi under Section 2(f) of the University Grants Commission Act, 1956 also got recognition under Section 12 B of the said Act. The RGNUL is also member of Association of Indian Universities (AIU), New Delhi and several other prestigious national and international institutions/organizations. The RGNUL Offers the following Courses: 1. B.A.LL.B. (Hons.) Five Year Integrated Course 2. LL.M. (Two Year Post Graduation) Degree Programme 3. Research Degree Programme (i) Ph.D. in Law (ii) Ph.D. in Social Sciences with Law RESEARCH CENTRES (i) Centre for Advanced Studies in Criminal Law (CASCL); (ii) Centre for Consumer Protection Law and Advocacy (CCPLA); (iii) Centre for Advanced Studies in International Humanitarian Law (CASH); (iv) Centre for Advanced Studies in Human Rights (CASIHR); (v) School of Agricultural Law and Economics (SALE); (vi) RGNUL Legal Aid Clinic (RLAC); (vii) RGNUL Enabling Unit (REU); (viii) RGNUL Institute For Competitive Exams (RICE) and (ix) Directorate of Distance Education (DODE) NEW DIPLOMA / SHORT TERM COURSES: RGNUL is also planning to start Diploma / short time courses the different subjects as distances and regular courses. (ii) (iii) (iv) The members took note of the working of various Centres of Advanced Study also. During discussions suggestion came out for starting of Diploma / Certificate Courses through Distance Education Mode / Online Course alongwith Regular Courses. Professor L.S. Sidhu emphasised to start Diploma Courses in Criminology and Penology, under the Centre for Advanced Study in Criminal Law. (v) Suggestion for setting up Forensic Science Lab was also made at the meeting. (vi) Some Legal awareness Programmes specially in local language (Punjabi) were also suggested. (vii) The Chairman apprised the members that approval to start some Diploma / Certificate Courses has already been obtained from the RGNUL Statutory Bodies. The University shall implement this plan once the University would start functioning from the new campus, where proper academic infrastructure would be in place, most probably from the next academic year ( ). Therefore, suggestion was made that in the mean time Blue print for different courses can be worked out. (viii) The process for getting approval of the Distance (ix) Education Council can also be initiated. The Social Science Departments may also submit the proposals alongwith the law subjects. The Academic Programmes present by been run by RGNUL were appreciated. Blue Prints for various Diploma / Certificate Courses through Regular / Distance / on line mode should be prepared, during the current academic session (i) Heads of the different Departments to work out Blue Prints of Diploma / Certificates Courses as approved by RGNUL Statutory Bodies. (ii) New proposals for the relevant subjects may also be worked out especially in social science subjects. Page 3

5 ITEM (2) RGNUL IQAC MEETINGS 13 AUGUST 2012M TO TAKE NOTE OF THE LIBRARY DEVELOPMENT WORK MADE RECENTLY PARTICULARLY THE ADDITION OF BOOKS, JOURNALS, EQUIPMENTS, SOFTWARE ETC. AND TO MAKE FURTHER SUGGESTIONS FOR FURTHER IMPROVEMENT. RGNUL Library has recently taken steps to change from conventional to ultra modern with sophisticated equipment the library has installed state of the art book scanner Bookeye 4. Following prestigious publications have been added. American Journal of International Law, Harvard Law Review, International Legal Materials, The Digest, Encyclopedia of Precedents, American Jurisprudence, Cox s Criminal Cases, halsbury s Laws of England, Words and Phrases, The Law Reports. This was possible with the allocation of UGC Grant of Rs. 1,25,00000/ (One Crore and Twenty Five Lack) for XI plan, for the purchase of books (Rs. 80 lac) and equipments Rs. 45 lac). In coming few days the library is going to be equipped with Radio Frequency Identification (RFID) technology; order for which has already been placed with the firm. This technology will facilitate automatic / unmanned issue and return of books in addition to electromagnetic security. Keeping in view the needs of researchers, recently website of the library has been upgraded to incorporate web based Online Public Access Catalogue, direct link with Library of Congress, Online databases of books, periodicals and thesis. Presently the Library is working on preparing a repository of all scanned notifications of UGC, Bar Council of India, Punjab Government and other such agencies. (i) The Chairman apprised the members about the Library Development work made at RGNUL with addition of Rare Books, Journals, Equipments and Software as mentioned in the agenda note. (ii) The whole endeavour was highly appreciated by the members. The members suggested to make the optimum use of the library facilities by the teachers, researchers and the students. (iii) The members were also apprised about the start of construction work of the library building at the new campus, designed with all modern facilities. The development work of the RGNUL Library was highly appreciated. Need to have optimum use of Library facilities was stressed upon. (i) Optimum use of library facilities is to be ensured by encouraging the use and by familiarizing user with the new facilities. (ii) Further expansion of library facilities may be planned for the main Library at the new campus Page 4

6 ITEM (3) TO APPRISE THE MEMBERS ABOUT THE EXERCISE BEING UNDERTAKEN TO UPDATE THE CURRICULUM OF B.A.LL.B. AND TO SEEK FURTHER SUGGESTIONS. To review, update, standardize and restructure the curriculum / syllabus of the upcoming semester of B.A.LL.B. (Hons.) Course, the worthy Vice Chancellor constituted a Committee of the following: 1. Ms. Abhinandan Bassi The exercise is undertaken to make the syllabus more holistic relevant and updated. The committee held its meetings from time to time. (i) (ii) The members were apprised about the RGNUL exercise to update the Curriculum of graduate and postgraduate programmes by incorporating latest developments in the respective areas, keeping in view the objectives of the courses and its utility in the present time. The same was appreciated. It was suggested that once the exercise would be complete, the syllabi may be compiled in booklet form. Those could also be available as soft copy on intranet. (i) The Exercise to update the course curriculum was appreciated. (ii) The updated / revised curriculum need to be complied in booklet form both hard and soft copies. 7 ITEM (4) TO TAKE NOTE OF THE ADDITION OF NEW TEACHING TOOLS AND OTHER ICT EQUIPMENT AND TO MAKE FURTHER SUGGESTIONS. AGENDA NOTE DISCUSSION DECISION ACTION (S) REQUIRED There are two fully air conditioned computer Labs in the University with 60 computers having latest configuration and high speed internet facility. The academic curriculum of the University is largely oriented towards the use of latest technology. The whole campus including Hostels are WiFi enabled.. These Labs are also equipped with latest windows and Microsoft office and all necessary academic software's. To provide the best use of IT in the field of education the University is also planning to install Interactive board, Projectors and Multimedia podium in each class rooms of RGNUL new campus at Sidhuwal, Patiala. The software supplied with the interactive whiteboard will usually allow the teacher to keep notes and annotations as an electronic file for later distribution either on paper or through a number of electronic formats. The University is having 1Gbps connectivity for its campus through BSNL under NMEICT project. With the implementation of this mission the RGNUL has become a part of National Knowledge Network (NKN) through BSNL. This project provides E connectivity for the students and the teachers; it helps the students in the field of Law and having communication with other Universities and also for their placement. To provide secure Internet connection the University is having Cyberoam (Unified threat Management System) at its premises. It is an appliance that delivers real time network protection against evolving Internet threats through unique user based policies. These hardware firewalls safeguard the network from the outside threats and intrusions. Use of IT facilities requires prior registration and the granting of a user code or an individual password. The RGNUL campus is a Wi Fi campus with access to Internet, Intranet and e mail for 24x7 hours. Keeping in view the essential importance of computer networking, the University initiated its efforts by surfacing a plan for developing a Campus Wide Computer Network with a mandate to link together all the computing resources located in different departments, Research Centres and other buildings of the University for easy and useful access by the University community comprising of faculty, research personnel, students and staff to a host within and/or outside the University of IT based services such as the e mail, internet and access to a large variety of knowledge sources available. The IT department with an emphasis to make Rajiv Gandhi National University of Law a fully IT enabled University. Campus Networking, University website, Internet and Intranet is also maintained by the IT department of the University and they are implementing the project at RGNUL new campus in a phased manner. The first phase of the project was to Provide Wi Fi Internet and Intranet facility to its Hostels and Faculty Residence has already been implemented at RGNUL new campus Sidhuwal, Patiala. In the second phase all departments, Hostels, Faculty Residence of the University will be connected with optical fiber backbone. Server Room equipped with Blade Server, Central Switches and other related equipment like Hardware/Software and infrastructure will be established in the IT, Department of the University. The Single mode/multi mode fiber optic cabling will be laid over a distance of about 2 km extending to various departments of the University. Presently the University has the facility of Video Conferencing. This has provided a facility for interaction with the other institutions and organizations at the national and international levels. It also serves the purpose of conducting interviews, placement of students, presentation by students and lectures by experts. (i) The members appreciated the addition of new teaching tools and other ICT Equipments available at RGNUL as referred in the agenda note. (ii) The members were apprised that all these tools and equipments shall be put to full use at the new campus. (iii) New Campus shall be academically functional from the next academic session. (i) The members appreciated the addition of new learning tools and other ICT equipments at RGNUL. (ii) These tools and equipment need to be put to optimum use. To put the teaching tools, ICT Equipment and other modern facilities to the optimum use. Page 6

8 ITEM (5) RGNUL IQAC MEETINGS 13 AUGUST 2012M TO APPRISE THE MEMBERS ABOUT THE OBJECTIVES OF RGNUL CENTRES OF ADVANCED STUDY AND TO SEEK SUGGESTIONS FOR FURTHER IMPROVEMENT. Rajiv Gandhi National University of Law, established five centres of excellence within a short span of six years: Centre for Advanced Studies in Criminal Law (CASCL); Centre for Consumer Protection Law and Advocacy (CCPLA); Centre for Advanced Studies in International Humanitarian Law (CASH); Centre for Advanced Studies in Human Rights (CASIHR); School of Agricultural Law and Economics (SALE). The aim has been to undertake advanced study and research in the emerging areas of the concerned centre. The Centre for Advanced Studies in International Humanitarian Law (CASH) has been undertaking Training of Trainers Programmes (TOT) in International Criminal Law from time to time. It has also initiated National Essay Competition ENSAYO in collaboration with ICRC, New Delhi. It has successfully conducted the competition for three years now. The Centre for Advanced Studies in Criminal Law (CASCL) undertook training of Punjab Police Officers in collaboration with BPRD, New Delhi. The Centre for Consumer Protection Laws and Advocacy (CCPLA) recently undertook National Seminar on Consumer Activism, Competition and Consumer Protection in collaboration with Centre for Consumer Studies, Indian Institute of Public Administration, New Delhi. Selected papers were published in the book titled Consumer Protection, Competition and Consumer Protection, which was released on the Inauguration of the Seminar. (i) The member were apprised about the objectives of RGNUL Centres of Advanced Study. (ii) The members emphasized the need to further enhance the activities under the Research Centres. (iii) The members were also apprised that the RGNUL has made specific budget provisions for these centres. The respective Centres may avail opportunities to conduct programme in collaboration with other institutions like - TOT Programme by Centre for Advanced Studies in International Humanitarian Law (CASH) in collaboration with ICRC, New Delhi and Centre for Advanced Studies in Criminal Law (CASCAL) conducted Training Programme for Police Officers in collaboration with BPRD, New Delhi. (iv) The Centre for Advanced Studies in Human Rights (CASIHR) is going to conduct a TOT in collaboration with NHRC, New Delhi in September 2012 The members suggested to further augment the activities of the centres. (i) The objective of various Centres for Advanced Study at RGNUL were duly appreciated. (ii) There is need to further enhance these activities. The concerned Coordinater of the Centres need to enhance the activities under the Centres keeping in view their respective objectives. Page 7

9 ITEM (6) RGNUL IQAC MEETINGS 13 AUGUST 2012M TO TAKE NOTE OF THE IMPROVEMENTS MADE IN THE EXAMINATION SYSTEM AND TO MAKE FURTHER SUGGESTIONS (ANNEXURE-1). The Under Graduates students are required to study six subjects in each semester and their evaluation is though mid term and end term exam and also though assignment of project topic on which they are to submit a report, a seminar and also appear for viva voce. The third and fourth year students are required to work on a project and also to make moot presentation as full subject of 100 marks. In Post Graduate course, the students are to appear for mid term and end term alongwith presentation of seminar in each semester. The University has adopted CGPA systems alongwith the award in the form of marks. Rules are annexed as ANNEXURE-1 (i) The Chairman apprised the members about improvement brought in the examination system by amendments in the regulation as projected in the Annexure-I. (ii) The Chairman also brought to the notice of the members the introduction of CGPA System placed on record at the meeting the detailed regulations in this regard. (iii) The scheme was appreciated by the members, as the same would satisfy the norms required in a professional course. (iv) To meet the requirement of maintaining standard of examination system especially the question papers the Chairman suggested the need to adopt the system of moderation in question papers when these are set by the external paper setters who may not be aware about the teaching pattern being adopted at Notional Law Schools. (v) The University may also set out the standard guidelines for paper setters in this regard. (vi) The matter may be considered by the appropriate authorities / bodies of the University. (i) The members appreciated the improvement in the examination system at RGNUL. (ii) The need to maintain standard and quality of the question paper, when it is set by outside paper setters by adopting appropriate modalities, may be considered by the concerned University Authority / Bodies. 12 ITEM (8) TO TAKE NOTE OF THE COMMUNITY SERVICE INITIATIONS AT RGNUL AND TO MAKE FURTHER SUGGESTIONS. AGENDA NOTE DISCUSSION DECISION ACTION (S) REQUIRED The University established RGNUL Legal Aid Clinic at its campus under the guidance of Punjab Legal Services Authority. It is part of the community service initiations at RGNUL. Recently, Legal Aid clinic at RGNUL at RGNUL has been undertaking number of activities. The RGNUL Legal Aid Clinic was established under the agies of Punjab Legal Services Authority (PLSA), Punjab on 22 April It has a panel of advocates, faculty members and students to Aid and advice the people on their legal queries and matters. The Clinic has been set up to accord free legal advice to the people and to spread legal awareness amongst masses. The Legal Aid Clinic since its inception has advised and cancelled people on the legal matters of service matters, rent matters, matrimonial disputes, bonded labour issues and has actively propagated the cause of Child Rights, RTI RTI, Female Infanticide, Bonded Labour etc. via the participation of Faculty s and student para legals through the medium of seminars, workshops and lectures throughout the villages of Punjab. The objective has been to spread maximum awareness regarding the legal rights to the people of Punjab. Research Project: The postgraduate paralegals have actively worked for the RGNUL Legal Aid Clinic by preparing Research Projects, dealing with various cases, attending to the clients, drafting their applications and assisting them for solving their legal issues at the District Courts, Patiala. Seminars and Workshops: The paralegals of the Clinic of RGNUL arranged a meeting of NGOs, CDPOs, Juvenile Welfare Committee, the District Administration and the RGNUL faculty on 4 October 2011, which focused on the legal awareness and empowerment of women, children and the marginalized section of the society. The meeting was presided over by the Registrar of RGNUL, Professor (Dr.) G.I.S. Sandhu, who stressed upon the need to spread legal awareness at the domestic level of the society. The Assistant District Attorney Mr. Tajinder Singh Bal and District Programme Officer emphasized upon the need for the protection of the women and destitute and the members of RGNUL pledged their full support to provide legal services to those who cannot afford a counsel in the courts. The students of RGNUL participated in a One day Workshop on Free Legal Aid to Illegal Immigrants, at Judicial Academy, Chandigarh on October 2011, where they were made familiar with the plight of the illegal immigrants, the role played by law in helping the victims and also about educating people regarding illegal immigration. Child Development Programme: RGNUL Legal Aid Clinic is actively associated with the National Child Helpline NAVJIVINI an NGO and is also in collaboration with the Ministry of Women and Child Development in India for rescuing and rehabilitating children from the clutches of child labour. The paralegals and the faculty of RGNUL have been trying to spread awareness on child rights and also curb the menace of child labour at the district level. Training of Lawyers: The Bar Council of India sanction of Rs. 20 lac for organizing training program for young lawyer on various dimensions of Legal Profession and Law under the scheme Rajiv Gandhi Young Lawyers Training Programme initiated by the Government of India. (i) The members appreciated the community services initiation at RGNUL as set out in the agenda note. (ii) The Vice-Chancellor also brought to the notice of the members the literacy drive undertaken by the RGNUL students as they are taking classes of the children of the labourers who are at the RGNUL construction site. (iii) The Vice-Chancellor also informed the members about the assignment of Young Lawyers Training Programme to this University under the Rajiv Gandhi Young Lawyers Training Programme of Government of India. (iv) The training programme is yet to start, as BCI is to provide the names of trainees and other details. The endeavour was duly appreciated and it was suggested to start the programme at the earliest. (i) The community Service undertaken at RGNUL were appreciated. (ii) The Training of Young Lawyers under Government of India (GOI) Scheme should commence at the earliest BCI to be reminded again to provide names of trainees and other details at the earliest so that Young Lawyers Training Programme of GOI may commence at the earliest. 13 ITEM (9) TO EVOLVE A SYSTEM OF FEEDBACK FROM STAKE HOLDERS IN ACADEMIC AND ADMINISTRATIVE MATTERS. One of the significant functions of Internal Quality Assurance Cell is arrangement for feedback responses from students, parents and other stake holders on quality related processes of the University. There is a need to initiate such processes at RGNUL. RGNUL has established an IQAC for which it has received a grant of Rs. 4.5 lac out of total sanctioned grant of Rs. 5.0 lac from the University Grants Commission (UGC), New Delhi. The objective of the IQAC is to channelize and systematize the efforts and measures of the institution towards academic and administrative excellence. It also aims at planning, guiding and monitoring different activities of the University to assure access, equity and quality in the higher education. (i) The members discussed at length the need to evolve a system of feedback from stakeholders in Academic and Administrative matters. (ii) The Chairman informed that presently Registers are being maintained at the RGNUL Hostels to address the problems of the students, with entry about action taken. (iii) The need to have feedback from students has been discussed at length. (iv) It was recommended that such feed back needs to be meaningful without any bias or exaggeration for extraneous reasons. To begin with it was recommended that: (v) Feedback from the parents may be sought by sending them the Progress Report of the students at the end of the semester To begin with getting feedback from stakeholders was recommended that: (i) Feedback from the parents may be sought by sending them the progress report of the students at the end of the semester. (ii) Feedback from the outgoing students on completion of course may also be obtained through structured questionnaire. ITEM (10) (vi) Feedback from the outgoing students on completion of course may also be obtained through structured questionnaire. TO TAKE NOTE OF THE ADMISSION PROCEDURE OF THE UG AND PG AND Ph.D. PROGRAMMES AND TO MAKE FURTHER SUGGESTIONS. The University every year admits students from all over India in undergraduate and postgraduate through Common Law Admission Test (CLAT). There is also provision of five (5) seats for Foreign Nationals. For Ph.D. Programme the students are admitted through Entrance Test and interview conducted every year in the month of May. (i) The Chairman apprised the members about the admission procedure for Undergraduate, Post- Graduate and Ph.D. Programmes, as set out in the agenda note. (ii) The members were also informed that additional seats have also been created for Kashmiri Migrants as per Government of India (GOI) instructions. (iii) Difficulties and deficiencies in the admission process shall be reviewed at the CLAT level. (iv) The admission test for Ph.D. Degree is being conducted at the University Level. The members expressed their satisfaction regarding the present Admission Process. The member expressed satisfaction about the admission process for undergraduate and post-graduate courses through CLAT and RGNUL entrance test for Ph.D. Programme. The difficulties and deficiency, if any to be put on record by the Admission Co-ordinator for giving feed back to the CLAT Authority. Page 12

15 ITEM (12) RGNUL IQAC MEETINGS 13 AUGUST 2012M TO TAKE NOTE OF THE PRESENT SCHEMES OF FINANCIAL AID TO STUDENTS AND TO MAKE SUGGESTIONS TO FURTHER AUGMENT THEM (ANNEXURE-2). 1. The University has started accidental insurance scheme for the benefit of students. The insurance premium is paid out of interest earned on security deposit of the students. University should start some more such schemes for the benefit of students of SC/ST and other weaker section of society. 2. University has created a Budget Head for the payment of Scholarship / Financial help to the needy students. During academic year University has helped four students of Second Semester of academic year to extend the benefit of half fee concession. This benefit should be extended to some more students who are in need of monetary help. 3. We have also created a student s welfare fund. In the past University has helped the needy students to pay their Tuition Fee. 4. The Government of India, Ministry of Social Justice and Empowerment of New Delhi has also sanctioned Grant in aid Rs. 5,14,620/ for the implementation of Scholarship scheme of Top Class Education of SC/ST students. Four students have benefited under this scheme and scholarships amounting to Rs. 5,03,110/ were disbursed out of this Grant in aid. 5. We should also seek assistance of the NGO s to render financial help to the needy students who do not belong to weaker section of society but certainly they have not sufficient resources to achieve their objectives. REGULATIONS REGARDING INSTITUTION OF SCHOLARSHIPS UNDER DIFFERENT HEADS AND MEDALS ARE ENCLOSED AS ANNEXURE- 2. ITEM (13) (i) The members were apprised about the various schemes of Financial AID to Students through RGNUL Regulation and also through Centres / State Government Schemes. (ii) Guidance is also provided to deserving students to get financial help from other resources. (iii) The different schemes as provided under the RGNUL regulations need to be made functional. (i) The present efforts of RGNUL in rendering Financial help and aid to the students was appreciated. (ii) The RGNUL Scholarship/ Welfare Schemes need to be made functional To explore resources to make RGNUL Scholarship/Welfare Schemes functional. TO TAKE NOTE OF FACULTY DEVELOPMENT PROGRAMME UNDERTAKEN BY THE UNIVERSITY TEACHERS AND TO SUGGEST MEANS AND MEASURES FOR FUTURE PROGRAMMES (ANNEXURE-3). The University has undertaken various faculty developments from time to time these includes Seminar, Conference, Workshop, TOT etc. etc. The teachers are also encouraged to participate in such activities to other institution. The details are enclosed as ANNEXURE -3. The teachers have also been assigned various research projects like; Ms. Shveta Dhaliwal has been awarded UGC funded Minor Research Project on South Asian Human Rights Mechanism: A Politico-Legal Study, in 2011 of Rs lac.; Ms Rachna Sharma has been awarded UGC Minor Research Project of Rs lac on the topic Growth and Consolidation of Human Rights Movement in India: A History and An Evaluative Analysis; and Ms. Renuka Salathia has been awarded UGC Minor Reserch Project of Rs lac on the topic The Consumer Protection Act 1986: A Critical and Comparative Study of the Working of State Consumer Disputes Redressal Commission in the State at Haryana, Himachal Pradesh, Delhi, Punjab, Rajasthan and UT of Chandigarh. (i) The members took note of the faculty development programmes undertaken by the teachers as set out in the Agenda Note (Annexure-3). The members expressed satisfaction on the progress and emphasized that this endeavour should continue The members expressed satisfaction over the faculty development programmes undertaken by RGNUL faculty in the recent part and the endeavour needs to be contined. 16 ITEM (14) RGNUL IQAC MEETINGS 13 AUGUST 2012M TO TAKE NOTE OF THE VARIOUS SEMINARS AND WORKSHOPS CONDUCTED BY THE UNIVERSITY IN THE RECENT PAST AND TO MAKE FURTHER PLANNING FOR FUTURE EVENTS (ANNEXURE-4). Since it s established the University has been organizing and conducting seminars / conferences / Workshops etc. etc. attached in (ANNEXURE-4). ITEM (15) (i) The members took note of the hosting and coordinating of various Seminars, Conferences and Workshops at RGNUL, as set out in Annexure-4 of the agenda item and expressed their satisfaction in the regard. (ii) The endeavour needs to be continued. (i) The member expressed satisfaction about the conduct of various events at RGNUL. (ii) The endeavour needs to be continued with due planning. The endeavour needs to be continued more vigorously to achieve better results. TO TAKE NOTE OF THE MOOT AND OTHER PARTICIPATIONS OF STUDENTS AND THEIR ACHIEVEMENTS AND TO SUGGEST MEASURES TO FURTHER ENHANCE THE COMPETITIVE SKILLS OF THE PARTICIPANTS (ANNEXURE-5). The Moot Court Committee of the University works diligently in the direction of encouraging and promoting the students in moot activities. The achievements of the Committee are attached in (ANNEXURE-5). ITEM (16) (i) The member took note of participation of RGNUL students in various Moot Court and other Competitions. (ii) The achievements of the students were duly appreciated with a special note of Ms. Bhoomika Modh Vth Year students who Secured Gold Medal and Appreciation in Human Rights Course at France. The rare achievement is a matter of pride not only for RGNUL but also far the Country. vehemently appreciated RGNUL students achievements at national and international level RGNUL provide encouragement and facilities to the students for participation in various competitions. TO REVIEW MEDICAL FACILITIES BEING PROVIDED BY RGNUL AND TO SEEK SUGGESTIONS FOR FURTHER AUGMENTATION. University Health Centre (UHC) set up at the RGNUL is being run under the charge of a team of Dr. Gayatri Sharma, staff Jaswinder Kaur, Pharmacist Deepak Rana and Naresh Kumar and ambulance driver Narinder Singh. We are providing 24 hours medical and lab services to the staff and the students. One emergency set up at the Sidhuwal campus works six days a week, night service. We are providing medicines and resuscitation aid and in case of emergency shifting the student to the required multi specialty hospital. We are also organizing educational talk regarding health problems to the students and also organizing blood donation camp. All the required vaccines are available at the centre or made available as emergency measure. Lab tests are available at 40% off to all the staff and students, as we have recently added fully computerized lab analyser. (i) The Chairman apprised the members about the medical facilities available at RGNUL for its students and employees. (ii) The construction work of the building of health Centre at RGNUL is in progress. (iii) Better modern facilities are planned to be provided by further expansion of services and acquisition of modern medical equipments. (i) The member expressed satisfaction regarding medical facilities available at RGNUL. (ii) The endeavour is to be made for further expansion of the health service at the New Campus. The RGNUL shall further augment the medical facilities at RGNUL New Campus by developing proper infrastructure and by acquiring modern medical equipments Page 15

17 ITEM (17) TO CONSIDER AND SUGGEST MEASURES FOR INTERNAL REVENUE GENERATION. 1. Training Programme like Railway Officer, Police Officers 2. Start of New short Certificate Courses 3. Distance Education Source 4. University has created a Corpus Fund by investing out of Maintenance Grant and we have been receiving handsome amount from the interest to run the University. There is need to increase the Corpus Fund upto atleast Rs. 15 Crore. 5. We should make efforts to get the number of seats increased from 120 to 180 of B.ALL.B. and 20 to 50 of LL.M. This will generate sufficient amount. 6. Fine imposed upon the students for indiscipline or non compliance of the Code of Conduct shall be deposited in the Students' Welfare Fund. 7. Institutions and individuals can make contributions at periodical intervals of a sum of not less than Rs. 10,000/ (Rupees Ten Thousand) exclusively to the student welfare fund. 8. Institutions and individuals including University teaching/nonteaching employees can make contributions at periodical intervals of a sum not less than Rs. 1,000/ (Rupees One Thousand) or multiple of Rs. 1,000/ (Rupees One Thousand) exclusively to the Students Welfare Fund. Monthly contribution can also be made to this fund. 9. The interest derived from the F.D.Rs against the amount of the Security Deposits by the students shall also be added to this Fund. 10. Grants, if any, received from the University Grants Commission/Government/Other Organizations in this regard may also become part of this Fund. 11. The fund shall be used for the financial help/welfare of the poor and deserving students on the recommendation of the University Committee constituted by the Vice Chancellor. (i) The members took appraisal of the measures set out in the agenda item for internal revenue generation. (ii) The issue was also discussed in relation to item No. 1 for starting of new courses through distance education mode. (iii) The further increase of seats may also be considered by the appropriate bodies / authorities keeping in view the availability of infrastructure at the new campus. RGNUL must make endeavour to augment income by adopting measures for internal revenue generation as set out in the agenda item. (i) Training programme to other organisations to be planned on payment of fee by them. (ii) Addition to corpus fund may be made out of maintenance grant provided by the Punjab Government. (iii) Viability of increase in seats in under graduate and postgraduate courses is to be looked into. (iv) The financial / policy matters to generate revenue may be examined by the appropriate statutory bodies. Page 16

18 ITEM (18) RGNUL IQAC MEETINGS 13 AUGUST 2012M TO TAKE NOTE OF THE RGNUL PUBLICATIONS AND TO MAKE FURTHER PLANNING. Rajiv Gandhi National University of Law, publishes its biannual Research Journal RGNUL Law Review, ISSN No.: RLR. The University also publishes annually its newsletter RGNUL Times. Recently University has published edited compilations; titled Consumer Activism, Competition and Consumer Protection, 2012 and Human Rights Advocacy: Global Approaches and Local Experiences, (i) The members took note of the publication of RGNUL Law Review (RLR) and appreciated the quality of this publication. (ii) The other publications in the book form and publication of articles at seminars were also appreciated. (iii) The members suggested to further increase the number of publications and to start of Journal of Social Science and Students Law Journal as they were informed that registration process for the same has already been initiated by RGNUL. More quality publications of research work need to be encouraged. (i) RGNUL Publication were appreciated. (ii) There is Need to bring about more publications (i) The process of Registration of Journals of Social Science and Students Law Journal as already initiated, by RGNUL needs to be followed up. 19 ITEM (19) TO TAKE NOTE OF THE INFRASTRUCTURAL FACILITIES AVAILABLE AT PRESENT CAMPUS AND NEW CAMPUS AND TO SEEK SUGGESTIONS FOR FURTHER DEVELOPMENT. AGENDA NOTE DISCUSSION DECISION ACTION (S) REQUIRED DEVELOPMENTAL WORK: SIDHUWAL CAMPUS RGNUL Hostels Made Functional: In the last academic session the RGNUL students were staying in four different hostel buildings, viz. State College of Education, Patiala, Boys and Girls Hostels and Two Boys Hostels in the hired buildings at Factory Area, Patiala and Urban Estate, Phase I, Patiala. In July 2011 all boys and girls students have been shifted to RGNUL Sidhuwal Campus on completion of their respective Blocks and necessary facilities /amenities like electricity, water supply, generator backup, sewage system, Wi Fi connectivity, Health Services, Security Services etc. Since academic activities are still being continued from the Mohindra Kothi Campus the conveyance for the students has been provided through two University buses and two hired buses. Each bus makes two trips both in the morning and the evening. The hostels are duly furnished and these are also provided with AC facilities at the rates approved by the Executive Council. Separate Mess Contractors are operating at these Hostels at Sidhuwal Campus. The Vice Chancellor addressed all the students from the new batch and their parents at the New Campus on 12 July Provision of Faculty Houses: A block of 12 faculty houses got ready in August These houses have been allotted to teachers and at present 11 houses are occupied by Professor, an Associate Professor and nine Assistant Professors. In one of the houses a make shift arrangement has been made for the Health Services and the Canteen. Setting up of Plants Nursery: Plants Nursery is being developed in the campus, to cater to the day to day needs for the landscaping, plantation and works to maintain the flower beds in the campus etc. Solid Waste Management and Vermiculture: Solid Waste Management is being done in the campus by separating the degradable and non degradable materials. Degradable material will be processed under Vermiculture System, and we will get sufficient produce of vermi compost. This will be used in gardens / flower beds etc. The non degradable materials can be recycled and sold (i) The members took note of infrastructural development made at the present and the new campus as set out in the agenda item. (ii) The progress of construction work of Academic and Administrative Block, Guest House, Utilities, Library etc. was also appraised. (iii) Keeping in view the developmental work carried out at the present campus a further suggestion was made to utilize the present city campus for activities of the research centres. even after the University shifts to its new campus. (i) Progress of development work at both the campuses were found satisfactory. (ii) Suggestions were made to continue activities of Research Centres from the present Campus even after the University would shift its Academic and Administrative activities to the New Campus (i) To monitor the progress of construction work at New Campus with the aim to make it functional by the next academic session. (ii) The plan use a present campus purposefully for activities of Research Centres need to be worked out. Sewage Treatment Plant (STP): Sewage Treatment Plant (STP) of 200 KLD capacity has been made functional. Treated waste water being received from the Sewage Treatment Plant is being used for irrigation purposes. There is also a provision for reuse of treated waste water for flushing if there is no irrigation requirement. Water Harvesting: Recharge wells are being provided to cater the disposal of rain water into the ground. This will surely conserve/harvest water, and will safe guard the campus from flooding.
