Tarter CALL TO ORDER Academic Affairs and Curriculum Committee Chair Henson called to order the meeting of the Kentucky Community and Technical College System Board of Regents Academic Affairs and Curriculum Committee at 3:17 p.m. (ET) on March 13, The meeting was held in Regency Ball Room 1 of the Hyatt Regency Hotel in Lexington, Kentucky. Chair Henson announced that the press was notified of the meeting on March 5, There being a quorum present, committee business began with the approval of minutes. APPROVAL OF MINUTES Chair Henson called for a motion to approve the minutes of the December 5, 2013, meeting of the Academic Affairs and Curriculum Committee. MOTION: Mr. Buell moved and Dr. Ginsberg seconded that the minutes of the December 5, 2013, KCTCS Board of Regents Academic Affairs and Curriculum Committee be approved. VOTE: The motion was approved unanimously. ADDITIONS OR CHANGES TO THE AGENDA There were no additions or changes to the agenda. ACTION: RATIFICATION OF NEW CREDIT CERTIFICATE PROGRAMS RECOMMENDATION: That the KCTCS Board of Regents ratify the approval of new credit certificate programs listed in the agenda materials. Chair Henson called on KCTCS Chancellor Jay Box to provide additional information related to the recommendation. Dr. Box noted that some of the programs listed are a result of rolling over an existing curriculum to a new integrated curriculum with multiple exit points. All certificate programs included on the list are applicable toward at least one degree program, and additional resources are not required for their implementation. 73

4 DRAFT The certificate programs listed in the agenda book support the Kentucky Postsecondary Education Improvement Act of 1997 (as amended). These certificate programs meet all KCTCS program approval policies and procedures, the KCTCS Policy on Collaborative Program Development, and all applicable Council on Postsecondary Education policies and procedures. MOTION: Dr. Ginsberg moved and Mr. Martin seconded that the Academic Affairs and Curriculum Committee recommend that the KCTCS Board of Regents ratify the approval of new credit certificate programs listed in the agenda materials. Chair Henson called for a vote. VOTE: The motion was approved unanimously. ACTION: KCTCS COLLEGES CANDIDATES FOR CREDENTIALS RECOMMENDATION: That the KCTCS Board of Regents approve the awarding of KCTCS colleges candidates for degrees and diplomas and ratify certificates as presented in the supplemental booklet, KCTCS Candidates for Credentials October 24, 2013, through January 16, 2014, with the credentials (degrees, diplomas, and certificates) to be awarded to the candidates upon certification that the requirements have been satisfactorily completed. Chair Henson called on Dr. Box to present the candidates for credentials. Dr. Box noted that for the period of October 24, 2013, through January 16, 2014, there were 2,950 credential requests (2,133 of which are unduplicated), including 1,729 certificates; 216 diplomas; 253 associate in arts; 158 associate in science; 594 associate in applied science; and 0 associate in fine arts. MOTION: Ms. Carroll moved and Ms. Combs seconded that the Academic Affairs and Curriculum Committee recommend that the KCTCS Board of Regents approve the awarding of KCTCS colleges candidates for degrees and diplomas and ratify certificates as presented in the supplemental booklet, KCTCS Candidates for Credentials October 24, 2013, through January 16, 2014, with the credentials (degrees, diplomas, and certificates) to be awarded to the candidates upon certification that the requirements have been satisfactorily completed. Chair Henson called for a vote. VOTE: The motion was approved unanimously. ACTION: HONORARY DEGREE CANDIDATE AT RECOMMENDATION: That the KCTCS Board of Regents approve the awarding of an honorary associate degree in humane letters to Mr. Don Ball, as requested by Henderson Community College (HCC) President Kris Williams on behalf of the local college and its board of directors. He has contributed 74

5 DRAFT HENDERSON COMMUNITY COLLEGE significantly to the county and the Commonwealth. Chair Henson called on Dr. Box to present the item. Dr. Box called on Dr. David Brauer, Henderson Community College (HCC) Chief Academic Affairs Officer, to present the honorary degree request. Dr. Brauer told the committee that Mr. Ball is a native of Henderson County. Mr. Ball helped Henderson Community College develop the WARM Center, which supports women recovering from addictions with affordable housing so they can attend classes or work. Mr. Ball has given over $550,000 in support of various educational institutions. Mr. Ball founded and manages Barkham, Inc. This is a group that develops, constructs, and remodels facilities for non-profit organizations. Mr. Ball has provided significant contributions to the county and the community. The Henderson Community College Faculty, Leadership Team, and Board of Directors support awarding Mr. Ball an honorary associate degree in humane letters. Chancellor Box recommended the honorary degree for Mr. Ball for approval. Chair Henson called for a motion. MOTION: Dr. Ginsberg moved and Mr. Buell seconded that the Academic Affairs and Curriculum Committee recommend that the KCTCS Board of Regents approve the awarding of an honorary associate degree in humane letters to Mr. Don Ball, as requested by Henderson Community College (HCC) President Kris Williams on behalf of the local college and its board of directors. ACTION: HONORARY DEGREE CANDIDATE AT MADISONVILLE COMMUNITY COLLEGE RECOMMENDATION: That the KCTCS Board of Regents approve the awarding of an honorary associate degree in humane letters to Mr. Joe Ben Tucker, as requested by Madisonville Community College (MCC) President Judith Rhoads on behalf of the local college board of directors. Mr. Tucker has contributed significantly to the college and the community. Chair Henson called on Dr. Box to present the item. Dr. Box called on Dr. Judith Rhoads, Madisonville Community College (MCC) President/CEO, to present the honorary degree request. Dr. Rhoads told the committee that Mr. Tucker has assisted in raising over $2 million dollars for the Muhlenberg Campus of MCC. He has also served as the Vice Chair of the MCC Foundation for the past 10 years. Mr. Tucker is also 75

6 DRAFT involved with the Everly Brothers Foundation. In 1994, Mr. Tucker worked with the Everly Brothers Foundation and Central City to provide 21 acres of land for a future MCC campus in eastern Muhlenberg County. Mr. Tucker is the owner of Tucker Funeral Home in Central City, Kentucky. Mr. Tucker is a dedicated servant of the county and supporter of the college and a leader with the Funeral Home Directors of the state. Madisonville Community College and the Madisonville Community College Board of Directors support awarding Mr. Joe Ben Tucker an honorary associate degree in humane letters. Chancellor Box recommended the honorary degree for Mr. Tucker for approval. Chair Henson called for a motion. MOTION: Ms. Carroll moved and Mr. Buell seconded that the Academic Affairs and Curriculum Committee recommend that the KCTCS Board of Regents approve the awarding of an honorary associate degree in humane letters to Mr. Joe Ben Tucker, as requested by Madisonville Community College (MCC) President Judith Rhoads on behalf of the local college board of directors. Mr. Tucker has contributed significantly to the college and the community. Chair Henson called for a vote. VOTE: The motion was approved unanimously. ACTION: HONORARY DEGREE CANDIDATE AT SOMERSET COMMUNITY COLLEGE RECOMMENDATION: That the KCTCS Board of Regents approve the awarding of an honorary associate degree in humane letters to Ms. Charlene S. Harris, as requested by Somerset Community College (SCC) President Jo Marshall on behalf of the local college, the board of directors, and the foundation board. Ms. Harris has contributed significantly to the college and the community. Chair Henson called on Dr. Box to present the item. Dr. Box called on Ms. Cindy Clouse, Somerset Community College (SCC) Director of Advancement, to present the honorary degree request. Ms. Clouse told the committee that Ms. Harris is President and Chief Executive Officer of the First National Bank of Russell Springs. Ms. Harris has served on the SCC Board of Directors since She has served as Chair of the Board since Ms. Harris has also served on the Foundation Board since inception in She is a current member of the Board of Directors of Southern Kentucky Economic Development Corporation (SKED), Lake Cumberland Red Cross, and Hospice of Lake Cumberland. She is also the past president of Russell County Chamber of Commerce. Ms. Harris worked to build consensus and support for the consolidation of Laurel Technical College, Somerset Technical College, and Somerset Community College in 2002 and has continued to provide her unwavering support of SCC. 76

7 DRAFT Ms. Harris provided consistent, professional advocacy as campaign co-chair of SCC s Fulfilling the Promise fundraising campaign. She is a generous supporter of SCC and the SCC Foundation. The Somerset Community College Leadership Team, Board of Directors, and Foundation Board support the awarding of an honorary associate degree in humane letters to Ms. Charlene S. Harris. Chancellor Box recommended the honorary degree for Ms. Harris for approval. Chair Henson called for a motion. MOTION: Mr. Martin moved and Dr. Ginsberg seconded that the Academic Affairs and Curriculum Committee recommend that the KCTCS Board of Regents approve the awarding of an honorary associate degree in humane letters to Ms. Charlene S. Harris, as requested by Somerset Community College (SCC) President Jo Marshall on behalf of the local college, the board of directors, and the foundation board. Ms. Harris has contributed significantly to the college and the community. Chair Henson called for a vote. VOTE: The motion was approved unanimously. ACTION: NEW PROGRAM PROPOSALS ASSOCIATE IN APPLIED SCIENCE (AAS) IN HEALTHCARE FACILITES LEADERSHIP FOR OWENSBORO COMMUNITY AND TECHNICAL COLLEGE Dr. Box shared with the committee an overview of the program/approval review process. A handout provided to the committee members was reviewed by Dr. Box. The review focused on the roles/responsibilities of the following parties in the process: KCTCS Faculty. KCTCS Colleges. KCTCS System Office. Kentucky Public Universities. KCTCS Board of Regents. Council on Postsecondary Education. Dr. Box also shared with the committee that the total number of programs approved by the Board since 1998 is 4,039 and the number of programs deactivated since then is 881. RECOMMENDATION: That the Board of Regents approve an Associate in Applied Science (AAS) in Healthcare Facilities Leadership for Owensboro Community and Technical College (OCTC) to be implemented in fall Chair Henson called on Dr. Box to introduce the college representatives to present the Healthcare Facilities Leadership program proposal. Dr. Box called on OCTC President/CEO James Klauber to discuss the need for this program. 77

8 DRAFT Dr. Klauber also introduced Vice President of Academic Affairs Scott Williams, Southeast Campus Director and Head of Personal Services and Skill Trades Division Mr. Mike Rodgers, and Healthcare Facilities Leadership Program Director Mr. Michael Canales. Dr. Box noted that OCTC will be the first KCTCS college to offer the AAS in Healthcare Facilities Leadership. There are no other two year programs that exist in the United States for Healthcare Facilities Leadership. OCTC will offer the Healthcare Facilities Leadership program online in order to attract students regionally and nationally. Dr. Klauber and Mr. Rodgers explained that the proposal for the Healthcare Facilities Leadership program at OCTC is in response to requests from healthcare engineering professional organizations such as the American Society of Healthcare Engineers (ASHE), Kentucky Society of Healthcare Engineers (KSHE), and leaders from the American Hospital Association (AHA). Dr. Williams and Mr. Canales noted that the trade associations have stressed the lack of succession in planning for industry management positions as a real and growing trend regionally and nationwide. Dr. Klauber and Mr. Canales stated that funds used to initiate this program will be from the ASHE and KSHE grants and OCTC s general fund. Chancellor Box recommended the program. Chair Henson called for a motion. MOTION: Mr. Tarter moved and Mr. Buell seconded that the Academic Affairs and Curriculum Committee recommend that the KCTCS Board of Regents approve an Associate in Applied Science (AAS) in Healthcare Facilities Leadership for Owensboro Community and Technical College (OCTC) to be implemented in fall Questions regarding the program being offered online were addressed by Dr. Williams and Mr. Canales. Dr. Klauber addressed questions about how the Industrial Maintenance program and this program are working together. Mr. Rodgers further discussed the need for this program and the ability for it to transfer to a four year institution. Chair Henson called for a vote. VOTE: The motion was approved unanimously. 78

9 DRAFT UPDATE: BACCALAUREATE STUDENT TRANSFER Chair Henson called on Dr. Box to address this item. Dr. Box noted the following: KCTCS Transfer Peer Team Meeting On December 16, 2013, the KCTCS Transfer Peer Team met to reorganize and develop a working strategy for Planned activities include Transfer Madness, CollegeFish, and building on the Transfer Pathways initiative. A revised organizational structure includes three standing teams: Transfer and Articulation Agreements, Recruitment and Outreach, and Innovations. KCTCS and Bluefield College Agreement In January 2014 KCTCS and Bluefield College (BC) established a Guaranteed Admission Agreement (GAA) to provide seamless admission of Associate Degree Nursing graduates to the Bachelor of Science in Nursing. Students meeting the GAA requirements will receive a 20 percent KCTCS BC RN-BSN Tuition Waiver Discount. Upon completion of 40 credit hours at BC, KCTCS students can complete their BSN within a total of 126 credit hours. KCTCS Transfer Summit Scheduled The KCTCS Transfer Summit is scheduled for April 3, 2014, with three tracts - one for presidents, one for chief academic officers, and one for transfer professionals. The focus is to develop an action agenda for collaboration among institutions in order to increase transfer student success. The summit will begin with an opening session for all participants and a keynote address by Dr. Stephen J. Handel, Associate Vice President- Undergraduate Admissions for the University of California (UC) System. NEXT MEETING Chair Henson announced that the next regularly scheduled meeting of the KCTCS Board of Regents Academic Affairs and Curriculum Committee is June 12, 2014, at Somerset Community College, Somerset, Kentucky. ADJOURNMENT Mr. Martin moved and Mr. Buell seconded that the Academic Affairs and Curriculum Committee meeting adjourn. 11 ACTION RATIFICATION OF NEW CREDIT Agenda Item J-1 CERTIFICATE AND DIPLOMA PROGRAMS June 13, 2014 Recommendation That the KCTCS Board of Regents ratify the approval of new credit certificate programs listed in the agenda materials and ratify the diplomas listed, which were created by rollover to aligned curricula. Rationale The KCTCS Board of Regents Policy on Program Approval, adopted April 30, 1999, specifies that the Board must approve all new programs that lead to the awarding of an associate degree or a diploma. The KCTCS President may approve new credit certificate programs upon recommendation by the KCTCS Chancellor, with such approvals to be presented to the Board of Regents for ratification. The certificate programs listed in the agenda book support the Kentucky Postsecondary Education Improvement Act of 1997 (as amended) goals of being responsive to the needs of students and employers, avoiding unnecessary program duplication, and increasing inter-institutional collaboration. They meet all KCTCS program approval policies and procedures, the KCTCS Policy on Collaborative Program Development, and all applicable Council on Postsecondary Education policies and procedures. Some of the certificate programs listed are a result of rolling over an existing curriculum to a new integrated curriculum with multiple exit points, e.g., Network and Information Systems Technology curriculum rolled over to the new Information Technology curriculum. All certificate programs included on the list are applicable toward at least one degree program, and additional resources are not required for their implementation. As noted at the August 15, 2003, KCTCS Board of Regents meeting, procedures for Boardapproved certificate and/or diploma programs that are revised through the curriculum revision process in a manner that divides an existing program credential into two or more separate credentials are to incorporate them into the rollover process with the approval of the KCTCS President and ratification of the KCTCS Board of Regents. 81

12 Background In April 1999, the Council on Postsecondary Education (CPE) delegated to the KCTCS Board of Regents authority to approve new academic programs at KCTCS colleges. As part of the delegation, which was effective until December 2000, the CPE established a Timeline for Implementation and Review of KCTCS New Program Approval Authority. This timeline included a series of steps for the implementation, review, and audit of program approval policies at KCTCS. During fall 2000, CPE staff conducted a review of KCTCS program approval procedures and met with the KCTCS Board of Regents Academic Affairs Committee Chair to assess the committee s role and its evaluation of the process. At its November 13, 2000, meeting, CPE reaffirmed the delegation of program approval authority to KCTCS for all new certificate, diploma, and associate degree programs offered by KCTCS colleges. 82

17 ACTION KCTCS COLLEGES Agenda Item J-2 CANDIDATES FOR CREDENTIALS June 13, 2014 Recommendations That the KCTCS Board of Regents approve the awarding of KCTCS college candidates for degrees and diplomas and ratify certificates as presented in the supplemental booklet, KCTCS Candidates for Credentials January 17, 2014, through April 14, 2014, with the credentials (degrees, diplomas, and certificates) to be awarded to the candidates upon certification that the requirements have been satisfactorily completed. Rationale KRS (1) (e) specifies that the KCTCS Board of Regents may grant diplomas and confer degrees upon the recommendation of the president and faculty. In April 1999, the Council on Postsecondary Education (CPE) delegated authority to approve new academic programs at community and technical colleges to the KCTCS Board of Regents effective until December 31, During fall 2000, CPE staff conducted a review of KCTCS program approval procedures and met with the KCTCS Board of Regents Academic Affairs and Curriculum Committee Chair to assess the committee s role and its evaluation of the process. 21 INFORMATION: PROPOSED POLICY REVISION KCTCS BOARD OF REGENTS POLICY 2.1 KCTCS DEFINITION OF FACULTY, FACULTY RANK, Agenda Item J-4 AND FACULTY TITLES June 13, 2014 Proposed Policy Revision The revision of KCTCS Board of Regents Policy 2.1 KCTCS Definition of Faculty, Faculty Rank, and Faculty Titles is proposed in order to add an additional faculty rank Lecturer to the existing KCTCS faculty ranks Instructor, Assistant Professor, Associate Professor, and Professor. Rationale This revision proposes a flexible faculty rank that can provide service to a KCTCS college in response to the changing role and scope of faculty in today s technologically advanced higher education environment. This revision creates a faculty rank that can be utilized in rapidly expanding non-traditional settings (i.e., Web-based, student learning labs), new teaching methodologies online, and hybrid course delivery. This revision of a new Lecturer rank allows KCTCS to implement best practices for online education and prepares the organization to meet the expanding need of delivering quality education to Kentucky citizens. Background Kentucky Revised Statute states, The Kentucky Community and Technical College System shall be responsive to the needs of students and employers in all regions of the Commonwealth with accessible education and training to support the lifelong learning needs of Kentucky citizens. Research reflects that the landscape of higher education delivery methods and instructional development methods are continuing to change, with online education becoming a larger factor in the education process. Additionally, hybrid courses that include an online component have been increasing rapidly in number. The emphasis on improvement in the delivery of developmental courses has led to the creation of student learning labs across the KCTCS colleges. These labs are most often staffed with faculty members that do not fit traditional roles. In order to respond to the growing need for faculty members to expand knowledge and expertise into the area of online instruction and delivery, as well as the work of faculty in hybrid course delivery, KCTCS conducted national research into current and best practices of faculty roles and titles. Best practices for online delivery and success are most obvious in those colleges that are built from the ground up to deliver online education exclusively. However, like many institutions of higher learning in the U.S., KCTCS is incorporating online learning into an existing traditional model of education. This calls for innovation and increased flexibility in faculty roles and titles. KCTCS 91

22 found in the research that many traditional institutions of higher education (such as the University of Kentucky) include a position of Lecturer among rank titles in order for faculty members to fulfill non-traditional instructional needs. The University of Kentucky, Murray State University, and Northern Kentucky University are among the local colleges and universities with the Lecturer title. 92

25 Agenda Item J-5 UPDATE: STUDENT SERVICES June 13, 2014 Starfish KCTCS Starfish webpages have been created as a resource for faculty, staff, and students. Starfish is a retention software tool. On April 1-4, 2014, over 170 college faculty and staff attended in-depth regional training in the following: How to create student flags, referrals, and kudos. How to develop individual web-based profiles. The profile page will serve as an informational resource for students. Go KCTCS! Student Service Center As of March 31, 2014, the Go KCTCS! Student Service Center responded to 431,558 calls, 21,430 chats, and 12,794 web tickets. Of these communications, 12 percent (49,088) were escalated to the colleges. These metrics are within the contract service level agreement (SLA) goals. Overall, students have been very positive about their experience with the Go KCTCS! Student Service Center. Of the 48,064 Net Promoter survey responses received, 85 percent of the students expressed satisfaction. A survey Net Promoter score of +58 and above is equivalent with Apple and Amazon organizations, which have a reputation for excellent customer service. A score of +50 is considered excellent. Go KCTCS! Student Service Center Phase II Student Services Phase II projects (Admissions Records Registration, Retention Technology, Standardization, Admissions Tracker, and Moving Training Online) are scheduled to go-live in June Financial Aid Standardization KCTCS college financial aid directors have identified 10 common standardizations to be implemented for the financial aid year. This includes design and implementation of both an online standard of progress and a direct loan application. Financial Aid Imaging In conjunction with VeBridge, KCTCS has purchased scanners for all colleges, completed imaging setup and implementation, and trained all identified college financial aid staff. The imaging project went live March 28, A key implementation feature includes workflows that provide colleges the ability to share documents when awarding financial aid. U.S. Department of Education Federal Common Origination Disbursement (COD) Training Hosted by KCTCS Wood Mason, Program and Management Analyst from the U.S. Department of Education, conducted an in-depth COD training session at the KCTCS System Office on April 24, College staff who counsel with students on a daily basis concerning financial aid and/or process 95

26 financial aid were trained on how to navigate the COD system. This included monitoring whether or not the funds were returned successfully and in a timely manner and working with Return to Title IV (R2T4). KCTCS Spring 2014 Academic Advising Workshop KCTCS Spring 2014 Academic Advising Workshop was held on February 28, 2014, at the Marriott Griffin Gate in Lexington, Kentucky. The workshop was conducted in collaboration with the Kentucky Department of Education. Topics presented included Individual Learning Plan (ILP), Starfish, College Readiness Tests, Learn on Demand, PeopleSoft Faculty and Advising Center, KCTCS Student Assessment and Placement Policy, and 15 to Finish. The event was attended by 123 participants representing all KCTCS colleges and the Council on Postsecondary Education. Western Kentucky University (WKU) and KCTCS Meeting On March 25, 2014, members of the KCTCS Diversity and Transfer Peer Teams met at WKU with faculty, staff, and administrators from the President s Office, Academic Affairs, Admissions, Student Financial Aid, Academic Advising, and the Office of Multicultural Affairs to discuss ways to strengthen the pipeline for the transfer of diverse students from KCTCS colleges to WKU. KCTCS Diversity Plan Assessment Presentation to the Council on Postsecondary Education (CPE) On March 24, 2014, KCTCS staff delivered a presentation to the CPE-Committee on Equal Opportunities (CEO) describing the KCTCS Diversity Initiative and assessment outcomes. The presentation included System and college performance data as well as highlights of promising programs and strategies employed at the colleges and the System to affect the following areas: Student Body Diversity Student Success/Closing Achievement Gap Workforce Diversity Campus Climate In addition, the CPE-CEO voted to amend the definition of diversity contained in the Kentucky Public Postsecondary Education Diversity Policy and Framework for Institution Diversity Plan Development to include gender identity and gender presentation. This recommendation will be brought before CPE at its April 29, 2014, meeting at Murray State University.
