3 MINUTES KCTCS Board of Regents Executive Committee Meeting June 12, 2008 Committee Members Present: Mr. Richard A. Bean, Chair Ms. Johnna Reeder, Secretary Committee Member Absent: Dr. Joseph B. Wise, III, Vice Chair Ms. Cynthia L. Read Mr. Thomas O. Zawacki Mr. Larry D. Savage CALL TO ORDER Committee Chair Bean called to order the meeting of the Kentucky Community and Technical College System Board of Regents Executive Committee at 12:50 p.m. (ET), June 12, The meeting was held at Big Sandy Community and Technical College s Prestonsburg Campus in Student Center Room 203B. Chair Bean announced that the press was notified of the meeting on June 6, There being a quorum present, Committee business began with the approval of minutes. It was noted that Ms. Reeder was participating in a pilot project for paperless Board of Regents meetings. APPROVAL OF MINUTES The minutes of the March 13, 2008, KCTCS Board of Regents Executive Committee meeting were approved by unanimous consent. ADDITIONS OR CHANGES TO THE AGENDA There were no additions or changes to the agenda. ACTION: KCTCS BOARD OF REGENTS 2009 REGULAR MEETING CALENDAR RECOMMENDATION: That the KCTCS Board of Regents adopt the following meeting calendar for calendar year 2009: March 12-13, 2009 June 11-12, 2009 September 24-25, 2009 December 3-4, 2009 Chair Bean noted that the Board of Regents reviewed the proposed meeting calendar at its March 14, 2008, meeting. The proposed 2009 KCTCS Board of Regents Regular Meeting Calendar does not conflict with federal holidays. 61
4 MOTION: Ms. Read moved and Mr. Zawacki seconded that the Executive Committee recommend that the KCTCS Board of Regents adopt the following meeting calendar for calendar year 2009: March 12-13, 2009 June 11-12, 2009 September 24-25, 2009 December 3-4, 2009 VOTE: The motion was approved unanimously. ACTION: MISSION STATEMENT RENEWAL FOR HENDERSON COMMUNITY COLLEGE RECOMMENDATION: That the KCTCS Board of Regents approve a renewal of the mission statement presented in the agenda materials for Henderson Community College. Chair Bean called on KCTCS President Michael B. McCall to present this item. President McCall introduced Dr. Patrick Lake, Henderson Community College President/CEO, who assisted with the presentation. It was noted that it is the policy of KCTCS that a college mission statement is to be reviewed annually and that the mission statement is to be submitted to the KCTCS Board of Regents for approval at least once every three years. The Henderson Community College faculty recommended the mission statement on May 9, The Henderson Leadership Team recommended the mission statement on April 14, The mission statement was endorsed by the Henderson Board of Directors on April 25, MOTION: Ms. Read moved and Mr. Zawacki seconded that Executive Committee recommend that the KCTCS Board of Regents approve a renewal of the mission statement presented in the agenda materials for Henderson Community College. VOTE: The motion was approved unanimously. ACTION: NAMING OF THE CLASSROOM/ ADMINISTRATION BUILDING ON THE WHITESBURG CAMPUS OF SOUTHEAST KENTUCKY COMMUNITY AND TECHNICAL COLLEGE RECOMMENDATION: That the KCTCS Board of Regents approve the name of Caudill Hall for the classroom/administration building on the Whitesburg Campus of Southeast Kentucky Community and Technical College as requested by Dr. Bruce Ayers, Southeast Kentucky Community and Technical College President/CEO, and endorsed by the college s board of directors and foundation board. Chair Bean called on President McCall to present this item. President McCall introduced Dr. Ayers who assisted with the presentation. It was noted that the request complies with KCTCS Board of Regents Policy 7.10 Naming of Buildings and Facilities for Private Donors. The policy states that it is appropriate to name a building after a person, 62
5 family, business, or organization that has given significantly and voluntarily of their time and money and/or who has brought extraordinary honor to the institution/system by their accomplishments. Judge James M. and Atha B. Caudill are the deceased parents of Mrs. Pauline Ritter Combs. Mrs. Combs is a founding member of the Whitesburg Education Development Foundation, Inc., which was formed in 1990 and has contributed $1.6 million in cash and property to support the college. Mrs. Combs philanthropic efforts and tireless work resulted in the Whitesburg Coca Cola Plant being donated by the City of Whitesburg to KCTCS in 2002 at a value of $1.9 million. Dr. Ayers indicated that without the help of Mrs. Combs and the Caudill Family the college and KCTCS would not have been the recipient of the Whitesburg classroom/administration building. College leadership, including the college s local board of directors and foundation board, support the naming request as a testament to the contributions of the Caudill family. MOTION: Ms. Read moved and Ms. Reeder seconded that the Executive Committee recommend that the KCTCS Board of Regents approve the name of Caudill Hall for the classroom/administration building on the Whitesburg Campus of Southeast Kentucky Community and Technical College as requested by Dr. Bruce Ayers, Southeast Kentucky Community and Technical College President/CEO, and endorsed by the college s board of directors and foundation board. VOTE: The motion was approved unanimously. ACTION: KCTCS PRESIDENT S LEADERSHIP INITIATIVE RECOMMENDATION: That the KCTCS Board of Regents approve the KCTCS President s annual leadership initiative FACET as presented in revised materials (page 82-Revised [see Attachment A]) mailed to the Board June 6, Chair Bean noted that a revised agenda item was distributed at the meeting as well as ed and overnight mailed to the Board on June 6, He called on President McCall to present this item. President McCall noted that the KCTCS President s Leadership Initiative builds upon the previous year s initiative ARISE , which ends June 30. He noted that a report on the ARISE Initiative will be given at the September 25-26, 2008, Board of Regents meetings. The proposed leadership initiative, FACET, addresses the mission critical components of Workforce Education and Transfer Education, providing Focused Action on the Commonwealth s Educational Transformation. The three components of the leadership initiative complement the KCTCS Business Plan, Plan for a Competitive 63
6 Commonwealth , and are designed to focus the organization s efforts on workforce competitiveness, virtual learning, and transfer education. President McCall noted that the colleges assistance is necessary in order to achieve FACET s goals, especially with the budget reductions which result in KCTCS no longer being able to be all things to all people. Details for each part of the leadership initiative are summarized below with specific goals and targets provided in Attachment A. Workforce Competitiveness Initiative The goal of the Workforce Competiveness Initiative is to enhance KCTCS capacity to meet the state s current and future job needs. The goal will be accomplished by re-engineering KCTCS workforce education and training divisions to be more responsive to the needs of Kentucky s businesses and industries. Activities include the implementation of three workforce partnering initiatives, the establishment of a management/supervisory institute, and the establishment of workforce competitiveness teams at each KCTCS college. Virtual Learning Initiative (VLI) The goal of the Virtual Learning Initiative, KCTCS Online, is to enhance the flexible delivery of workforce solutions. In response to Kentucky employers expressed need for more onsite, online skills training for their current workers, KCTCS Online will provide flexible workforce educational opportunities for Kentuckians by offering 24/7 online degree programs. Plans for the academic year include the implementation of both a Business Administration and an Information Technology program. The Business Administration program was requested in the Request for Proposals and selected based on research indicating a national and state need. Information Technology was selected through the competitive bidding process and based on the college consortium s ability to generate enrollment among working adults. The programs will be available at the colleges that have program approval to offer those programs, with students selecting their home college. Based on marketing research, positive revenue generation is anticipated beginning with the second year of the program s offering. Revenue generated by these programs will go into the funding formula for distribution throughout the System. Marketing of the programs includes updating the KCTCS website and a comprehensive revision of the marketing strategy. 64
7 Transfer Initiative The goal of the Transfer Initiative is to enhance two- to four-year student transfer in order to increase the educational attainment of Kentuckians. Activities planned to enhance the transfer of KCTCS students to four-year institutions include the establishment of a transfer/career center at each college and meetings with each of the state s public university presidents to address the current transfer barriers that exist for KCTCS students. It has been demonstrated that transfer centers located on KCTCS college campuses positively impact student transfer. The Committee discussed the rationale of addressing KCTCS student transfer issues through the universities instead of the Council on Postsecondary Education (CPE). President McCall noted that because CPE does not consider transfer to be a problem, it is necessary to address transfer directly with the universities. It was suggested that a plan be developed to address the transfer issue with CPE. KCTCS plans to seek legislative support for resolving the transfer issue if necessary. It was noted that the public also needs to be involved in the transfer issue and help convey the economic impact resulting from transfer obstacles encountered at the state s universities. The Committee expressed appreciation for the approach taken with the leadership initiative, including limiting the focus and establishing target measurements. It also was suggested that the colleges have measurable goals as well, especially related to the identification of workforce competitiveness best practices. MOTION: Ms. Reeder moved and Ms. Read seconded that the Executive Committee recommend that the KCTCS Board of Regents approve the KCTCS President s annual leadership initiative FACET as presented in revised materials (page 82-Revised [see Attachment A]) mailed to the Board June 6, VOTE: The motion was approved unanimously. EXECUTIVE SESSION Ms. Reeder moved and Mr. Zawacki seconded that the Committee go into Executive Session pursuant to KRS (1) (f) Individual Personnel Matters. VOTE: The motion was approved unanimously, and the Committee went into Executive Session at 1:59 p.m. (ET). 65
8 OPEN SESSION The Committee reconvened in Open Session at 2:58 p.m. (ET). Chair Bean announced that no action was taken during the Executive Session and that no item needs to be brought before the Committee as a result of the Executive Session. NEXT MEETING Chair Bean announced that the next regular meeting of the KCTCS Board of Regents Executive Committee would be September 25, Due to budget reductions, the meeting has been moved to the System Office in Versailles, Kentucky. Owensboro Community and Technical College was scheduled to host the September meeting. ADJOURNMENT Ms. Read moved and Mr. Zawacki seconded that the Committee adjourn. 9 FACET (Focused Action on the Commonwealth s Educational Transformation) Leadership Focus of President Michael B. McCall July 1, June 30, 2009 The KCTCS Plan for a Competitive Commonwealth focuses on the specific mission and mandates issued to KCTCS. The plan addresses the mission critical components of Workforce Education, Transfer Education, and College and Workforce Readiness. During , President McCall will focus on the areas of Workforce Education and Transfer Education. Workforce Competitiveness Initiative Goal KCTCS will enhance its capacity to meet Kentucky s current and future job needs. Attachment A Target Measurement for KCTCS workforce education and training divisions will be re-engineered to be more responsive to the needs of Kentucky s businesses and industries as evidenced by: Meetings conducted by the KCTCS President with representatives of three industry sectors to determine the KCTCS response to statewide training needs. Targeted industry sector needs assessment conducted, three partnering initiatives confirmed, and a plan of action developed at all colleges. A systemwide Management/Supervisory Institute established. 20 KCTCS Workforce Competiveness best practices identified, documented, and distributed to all colleges. Workforce Competitiveness Teams established at all colleges. Virtual Learning Initiative Goal KCTCS will enhance the flexible delivery of workforce solutions. Target Measurement for KCTCS Online will be implemented and expanded as evidenced by: 24/7 delivery of the Business Administration program. 24/7 delivery of the Information Technology program. Competency-based curriculum delivered in modularized courses. Full array of student services online. One or more additional programs selected for development for KCTCS Online. Transfer Initiative Goal KCTCS will enhance two- to four-year transfer in order to increase the educational attainment of Kentuckians. Target Measurement for KCTCS will expand the focus on transfer as evidenced by: Meetings conducted by the KCTCS President with each public university president to address transfer barriers for KCTCS students. Transfer/career center services established at all colleges based on best practices. College Transfer Liaisons Peer Team established. All 43 current 2+2 agreements reviewed to determine need for revision. At least one new 2+2 agreement established at each college. 67

11 MISSION STATEMENT REVISION ACTION FOR BLUEGRASS COMMUNITY Agenda Item H-1a AND TECHNICAL COLLEGE September 26, 2008 Background The Principles of Accreditation: Foundations for Quality Enhancement of the Commission on Colleges of the Southern Association of Colleges and Schools (SACS) states that an institution must have a clearly defined and published mission statement specific to the institution and appropriate to an institution of higher education, addressing teaching and learning and, where applicable, research and public service and that it must be approved by the governing board. Rationale It is the policy of the KCTCS Board of Regents that each of the SACS-accredited colleges under the jurisdiction of the KCTCS Board of Regents have a statement of purpose approved by the governing board and that the KCTCS Board of Regents periodically review and approve mission statements of each of the SACS-accredited colleges. It is the policy of KCTCS that the college mission statement is reviewed annually and that the mission statement shall be submitted to the KCTCS Board of Regents for approval at least once every three years. The Bluegrass Community and Technical College (BCTC) Faculty Council reviewed and provided input on the mission statement on March 7, The BCTC Foundation Board reviewed and provided input on the mission statement on March 12, The BCTC Alumni Board reviewed and provided input on the mission statement on March 26, The BCTC Administration/Planning Team reviewed and provided input on the mission statement on April 17, The BCTC Staff Council reviewed and provided input on the mission statement on May 22, The mission statement was endorsed by the BCTC Board of Directors on May 21, Recommendation That the KCTCS Board of Regents approve a revised mission statement as presented in the agenda materials for Bluegrass Community and Technical College. 69

The KCTCS Board of Regents Bylaws Section states that the Executive Committee shall be responsible for all matters related to the overall administration of KCTCS.
