1 Meeting highlights: Executive Summary Kentucky Community and Technical College System (KCTCS) Board of Regents Meeting December 4, 2009 KCTCS System Office Versailles, Kentucky Approved the 2010 KCTCS Legislative Agenda. The KCTCS Board of Regents approved the KCTCS Legislative Agenda for the 2010 Regular Session of the Kentucky General Assembly. Comprised of two parts, the KCTCS Biennial Budget Request and additional legislative priorities, the agenda supports the vision, mission, and strategic goals of KCTCS, along with the Plan for a Competitive Commonwealth (the KCTCS Business Plan approved by the Board in September 2007) that is designed to transform the state s economy by focusing on workforce education, college and workforce readiness, and transfer education. The KCTCS biennial budget request calls for the legislature to maintain the base funding. Additionally, it requests approximately $8.2 million dollars be secured for the maintenance and operations of new facilities. Funding for two strategic initiatives totaling $8.8 million also is included in the request that would allow KCTCS to provide the remedial education services and online dual credit programs needed to assist the state in meeting its educational attainment goals. One of KCTCS legislative priorities is to take the lead on eliminating the barriers students face when transferring to Kentucky s public universities by supporting legislation that comprehensively addresses the issue, furthering the achievement of the Kentucky Postsecondary Education Improvement Act of 1997 goal of a seamless postsecondary education system. The 2010 KCTCS Legislative Agenda also supports legislation to transfer the Corrections Education Program and personnel back to the Justice Cabinet/Department of Corrections on July 1, Work on this priority is a cooperative effort with the Justice Cabinet. 1

2 Conducted the annual performance review of the KCTCS President and commended President Michael B. McCall for an outstanding year. The KCTCS Board of Regents voted to extend KCTCS President Michael B. McCall s contract an additional year and acknowledged the achievement of all objectives outlined in his annual leadership initiative. On behalf of the KCTCS Board of Regents, Chair Thomas O. Zawacki thanked President McCall for an outstanding performance over the past year. Even though he achieved all the objectives outlined in his evaluation plan, President McCall informed the Board that due to the current economic conditions, he requested no salary increase and declined any bonus. Received the annual financial audit for fiscal year The KCTCS Board of Regents received the annual financial audit for fiscal year The opinion issued by Crowe Horwath LLP, a top 10 U.S. public accounting and consulting firm, is an "unqualified opinion," the highest audit opinion offered by public accounting firms. KCTCS has received an unqualified opinion every year since its inception. The Board commended KCTCS staff, especially President McCall, KCTCS Vice President Ken Walker, System Director of Business Services Wendell Followell, and their staff for an outstanding job managing the System s fiscal resources. The results of the audit support KCTCS efforts to be responsible stewards of the public and private funds entrusted to the System. Approved revisions to KCTCS Board of Regents Policy 4.12 Collaborative Program Development and reviewed technical edits to KCTCS Board of Regents Policy 4.11 Policy on Program Approval. The KCTCS Board of Regents approved revisions to Board Policy 4.12, adding an Associate in Fine Arts (AFA) to KCTCS degrees and making technical edits in the AAS and diploma programs where needed. Several KCTCS colleges expressed an interest and need for an AFA degree offering. Within Kentucky, students receiving an AFA from a KCTCS college may be able to transfer into Bachelor of Fine Arts (BFA) programs at Eastern Kentucky University, Murray State University, Northern Kentucky University, Western Kentucky University, the University of Kentucky, and the University of Louisville. In addition, three surrounding states (Ohio, Tennessee, and Indiana) also offer the BFA degree. Technical edits were made to reflect that all KCTCS colleges are now accredited by the Commission on Colleges of the Southern Association of Colleges and Schools (SACS). With the approval of the revision of KCTCS Board of Regents Policy 4.12 Collaborative Program Development, a technical edit becomes necessary in KCTCS Board of Regents Policy 4.11 Policy on Program Approval. The technical edit is to add associate in fine arts degree to the list of degree programs in the first paragraph. Approved revised mission statements for Ashland Community and Technical College, Gateway Community and Technical College, and Hopkinsville Community College. It is the policy of the KCTCS Board of Regents that each KCTCS college accredited by the Commission on Colleges of the Southern Association of Colleges and Schools (SACS) and under the jurisdiction of the KCTCS Board of Regents has a statement of purpose approved by the KCTCS Board. 2

3 Ratified personnel actions, new certificate programs, and KCTCS colleges candidates for credentials. Ratification of Personnel Actions The KCTCS Board ratified personnel actions, including academic appointments, administrative appointments, reappointments, terminal reappointments, leave of absences, retirements, deaths, and resignations. Approved or ratified 56 new programs, including 49 certificates, six diplomas, and one new associate in applied science degree. Each of the new certificate and diploma programs are applicable toward at least one degree program and are designed to be responsive to education and workforce needs in Kentucky, providing greater student access to quality programs. New certificate programs were approved or ratified for 12 KCTCS colleges. The new associate in applied science and diploma programs approved or ratified by the KCTCS Board of Regents respond to local needs surveys in the respective college communities and have multiple exit points. No additional resources are required for implementation. The programs include the following: o Associate in Applied Science in Apprenticeship Studies for Gateway Community and Technical College o Diploma in Legal Office Assistant for Bluegrass Community and Technical College o Diploma in Medical Office Assistant for Bluegrass Community and Technical College o Diploma in Office Systems for Jefferson Community and Technical College o Diploma in Clinical Laboratory Assistant for Madisonville Community College o Diploma in Clinical Laboratory Assistant for Somerset Community College o Diploma in Industrial Maintenance Technology for Southeast Kentucky Community and Technical College Ratified KCTCS colleges candidates for credentials. For the period of August 6, 2009, through October 22, 2009, the KCTCS Board of Regents ratified 6,757 credential requests (4,129 of which are unduplicated), including 3,845 certificates; 632 diplomas; 692 associate in arts; 285 associate in science; and 1,303 associate in applied science. The credentials are to be awarded to the students upon certification that the requirements for the credentials have been satisfactorily completed. Other Highlights: Chair s Report. KCTCS Board of Regents Chair Zawacki reported on the following: Recently elected and reelected regents. o Elections were held August 26, 2009, to elect Faculty and Staff Regents for terms beginning October 13, 2009, and ending October 12, Staff Regents Elect. Mr. Jackie B. Cecil, Human Resources Director at Big Sandy Community and Technical College, was reelected and will serve as the General Education Staff Regent. Ms. Barbara A. Hoskins, Director of Professional and Organizational Development at Bluegrass Community and Technical College, was elected and will serve as the Occupational/Technical Staff Regent. Faculty Regents Elect. Mr. Elijah Buell, Jr., Professor of Business Administration at Southeast Kentucky Community and Technical College, was elected as the Occupational/Technical Faculty Regent. Dr. Michael Ginsberg, Associate Professor at Jefferson Community and Technical College, was elected as the General Education Faculty Regent. 3

4 o The three newly elected regents have met statutory and KCTCS Board of Regents requirements for new regents and were administered the Kentucky Oath of Office on December 3, 2009, by The Honorable John Coyle, Woodford County Judge Executive. Board Meeting Locations for June and September 16-17, o In response to regents requests to visit the KCTCS colleges, the June and September 2010 Board meetings will be held on KCTCS college campuses as follows: June 17-18, 2010 Elizabethtown Community and Technical College at the Central Regional Postsecondary Education Center, Phase II. September 16-17, 2010 Ashland Community and Technical College at its Technology Center located at the EastPark Campus. Special Executive Committee Meeting. o A special Executive Committee meeting was held November 23, 2009, in Versailles, Kentucky. No action was taken at the meeting. Foundation Update. o The KCTCS Foundation Inc. Board of Directors December meeting was cancelled. The Foundation s next meeting will be March 31, KCTCS President s Report. KCTCS President Michael B. McCall provided an update on current activities, including updates on the ADVOCACY initiatives. Advocacy forums have been conducted at 13 KCTCS colleges. A new website has been developed exclusively for the public advocacy campaign that includes information about the 2010 KCTCS Legislative Agenda and provides individuals with opportunities to get involved in the campaign by signing a petition and joining the companion social networking site, MyKCTCS. An advocacy database is being established of those who are signing the Petition. KCTCS will be sending an invitation to more than 256,000 potential stakeholders to join the campaign by signing the petition. Some other activities and information highlighted in the President s Report included: Bluegrass Community and Technical College (BCTC) Associate Professor Tracy Knowles being named as the 2009 Kentucky Professor of the Year by the Council for Advancement and Support of Education sponsored by The Carnegie Foundation for the Advancement of Teaching. Transfer. West Kentucky Community and Technical College Skilled Craft Training Center Dedication, October 14, Automotive Technical Education Collaborative (AMTEC) increased demand for multi-skilled maintenance. KCTCS H1N1 Prevention Efforts. KCTCS receiving 11 National Council for Marketing and Public Relations Medallion Awards. Kentucky Chamber of Commerce. Kentucky Chamber of Commerce Policy Conference. 5 Received information and discussed proposed revisions to KCTCS Board of Regents Bylaws. The KCTCS Board of Regents discussed proposed revisions to the KCTCS Board of Regents Bylaws presented as part of the ongoing policy review process. Proposed changes include: Updates to more clearly reflect current policy or practice. Updates to reflect legislative changes that have occurred since the last revision to the bylaws, which was December 7, Inclusion of a statement to comply with Commission on Colleges of the Southern Association of Colleges and Schools (SACS) Comprehensive Standard Board Dismissal. Technical edits. The proposed additions and revisions will be presented for Board action at the March 12, 2010, KCTCS Board of Regents meeting.
