Unit Objectives and Contributions Describe specific objectives and measurable contributions the unit will make to the university s mission, paying particular attention to the unit s consistency with the university s focus statement and priorities. Is the unit to be involved in instruction and, if so, to what extent? The Regional Campus of the University of Illinois College of Medicine at Peoria (UICOMP) respectfully requests the formation of a new department titled the Department of Health Sciences Education. In the fall of 2017, UICOMP will, along with our sister campus in Rockford, for the first time in our 45 year history, begin teaching first-year medical (M1) students. This will enable students to complete their entire University of Illinois College of Medicine (UICOM) education and training at the Peoria campus. This is not a new educational program but rather a new site for delivering an existing program. Currently the M1 students are being educated at UICOM on the Urbana campus before completing years 2, 3, and 4 in Peoria or Rockford. With the advent of a new College of Medicine at Urbana, the students will instead receive their first year of education in Peoria. Because the UICOMP campus is a regional campus, we currently do not have departments in biochemistry, physiology, anatomy, histology, or genetics areas where we will need faculty beginning in Rather than creating multiple 1 or 2 person Departments to address the basic science needs of the new M1 students, we propose creating a single Department of Health Sciences Education. This will be the most effective way, educationally and managerially, to house the 8-10 faculty engaged in teaching approximately 55 first-year medical students. The proposed organizational structure will promote interdisciplinary interactions and enhance the education for all UICOMP medical students. This Department will be educationally focused and its research/scholarship and promotional tracks will be in the area of medical education and educational outcomes. Currently, UICOMP educates a total of 175 second-, third-, and fourth-year medical students and trains 270 medical residents. UICOMP is committed to training physicians to meet the healthcare needs of the citizens in Illinois with a particular emphasis on the needs of downstate communities. In addition, the campus is committed to educational scholarship and research in translational science and health outcomes. The creation of a Department of Health Sciences Education is consistent with our goal of interdisciplinary education and a focus on health as well as disease. This proposed Department of Health Sciences Education will assist UICOMP to continue this mission and vision. We will soon be recruiting the faculty necessary to deliver the first-year curriculum for our inaugural class of M1 students on the Peoria campus. This curriculum will integrate across basic science and clinical departments. The proposed Department of Health Sciences Education will draw together educational experts in several different disciplines and build a learning community focused on medical education. This is an effective and efficient model for delivering the curriculum required to teach M1 students in Peoria. 2. Need Explain how the unit will meet regional and state needs and priorities. What is the demand for the unit s services? What clients or population will the unit serve? (Note: Typically, in this section, proposals address the IBHE Public Agenda Goals. See last page of application.) The proposed Department of Health Sciences Education will allow the Peoria campus of the University of Illinois College of Medicine to meet the educational needs resulting from the addition Parts 1and 2 [Page 1 of 7 ]
4 of first-year medical students to the Peoria campus. The proposed department will allow UICOMP to continue to carry out its mission and vision of educating exemplary physicians in an effective and efficient manner to serve the citizens of Illinois and the nation as it has since Goal 1. EDUCATIONAL ATTAINMENT. Increase educational attainment to match the bestperforming states. UICOMP is committed to excellence in education. The addition of the first-year medical students (M1) to Peoria is not the creation of a new program. Currently, UICOM medical students assigned to Peoria for years 2, 3, and 4 are educated during their first year by UICOM Urbana. However the UICOM is being phased out on the Urbana campus. The purpose of this new Department is to teach the M1 students newly assigned to this campus and to forward the educational and research goals of the existing UICOMP campus. The Peoria campus s mission is to lead collaboration to improve health. We collaborate with our community to improve health through research, medical education, direct patient care, community service and economic development. The campus has had a major impact on our community. We anticipate that the transfer of the M1 students to the Peoria campus will strengthen our educational programs by enhancing recruitment, building in additional early clinical contact, and enhancing engagement of basic scientists across the M2-M4 years of education. This in turn will help us to provide exceptional physicians to Illinois and the entire country. Goal 2. COLLEGE AFFORDABILITY. Ensure college affordability for students, families, and taxpayers. The proposed department will have little impact on affordability for students and families. The process of shifting first-year education to Peoria will benefit students assigned to Peoria by eliminating the stresses and expenses of moving twice to Urbana and then to Peoria. There will be significant efficiencies attained for the University by creating a single Department of Health Sciences Education to house faculty whose primary responsibility is the education of medical students in the basic sciences. The alternative is to create multiple one- or twoperson traditional departments which adds costs and impedes collaboration and interdisciplinary teaching. Goal 3. HIGH QUALITY CREDENTIALS TO MEET ECONOMIC DEMAND. - Increase the number of high-quality post-secondary credentials to meet the demands of the economy and an increasingly global society. The current goal is to educate M1 students in Peoria instead of Urbana, a shift that will occur in Students will then stay in Peoria as they always have for their years 2, 3, and 4. We believe spending their first year in Peoria will allow students better opportunities to integrate with classmates from other training levels, increase clinical exposure and enhance their education. After we have faculty and a well performing M1 curriculum, we may be able to increase the number of overall number of students at this campus, coinciding with goals of the overall UICOM to increase the number of physicians available to meet the needs of Illinois. Goal 4. INTEGRATION OF EDUCATIONAL, RESEARCH, & INNOVATION ASSETS. Better integrate Illinois educational, research, and innovation assets to meet economic needs of the state and its regions. The creation of a single Department of Health Sciences Education will integrate several traditionally department-based disciplines, enhancing innovation in medical education and medical education scholarship. This educationally focused and interdisciplinary cohesive unit will be the second basic science department on the UICOMP campus. The existing Department of Cancer Biology & Pharmacology includes an emphasis on tenure and tenure track faculty who perform basic science bench and translational research particularly in cancer and the neurosciences although it also has a Parts 1and 2 [Page 2 of 7 ]
5 teaching mission primarily in the area of pharmacology. The Head of the Department of Cancer Biology & Pharmacology supports the development of this new educationally-focused Department. 3. Organization Describe the proposed unit s organizational structure. Explain how the unit is organized to meet its stated objectives. Faculty within the proposed Department of Health Sciences Education would report to the Head of the Department of Health Sciences Education. Whenever possible, the Associate Dean for Academic Affairs at the Peoria campus should also serve as the Head of the Department of Health Sciences Education. This will help assure that the Associate Dean for Academic Affairs has oversight of the expenditure of tuition and state dollars and of their effective application to the mission of educating students. The Head of the Department of Health Sciences Education and the Associate Dean for Academic Affairs report to the Regional Dean of UICOMP for items related to budget, faculty hiring, space, and other administrative functions. The Associate Dean remains responsible to the faculty on the curriculum committee and to the Senior Associate Dean for Academic Affairs for the curriculum. The Regional Dean of the Peoria campus reports to the Executive Dean of UICOM. The Executive Dean reports to the Vice Chancellor for Health Affairs of UIC. The VCHA reports to the Chancellor of the University of Illinois Chicago. The Chancellor of UIC reports to the President of the University of Illinois who in turn reports to the University s Board of Trustees. 4. Unit Outcomes What targets have been set to assess the proposed unit s success in achieving objectives? Among others, specific performance measures might include: expected research and/or public service products; ratio of external to internal funding for unit; impact of this unit on national, state, regional, and local area organizations, businesses, or communities; and collaborative research product that promotes the Illinois economy. This new Department s main purpose will be the education of medical students at the Peoria campus of the UICOM. This function had previously been fulfilled by the UICOM at Urbana- Champaign. The new Department will facilitate the development of an effective and efficient M1 year and enhance our ability to train exceptional physicians. The main research focus will be educational scholarship. The health care delivery system is changing, technology plays an increasing role in medical education, physicians need to be effective communicators as well as efficient members of interdisciplinary teams and the use of simulation is rapidly increasing. This provides many opportunities for educational scholarship particularly how our educational programs impact the actual delivery of patient care. The University of Illinois College of Medicine at Peoria (UICOMP) is part of Peoria s critical health care economy. Over 18 percent of the population of the Tri-County works in healthcare or a healthcare-related field, making it the largest employer in the Peoria Metropolitan Statistical Area (MSA) of over 350,000 people. The UICOMP campus is part of the Downtown Medical District which contains two large hospitals that combined have over 900 hospital beds. UICOMP also utilizes the Jump Trading Simulation and Education Center which is one of the largest and most innovative simulation centers in the country. Strengthening the College of Medicine strengthens a critical component of the regional health care economy. Parts 1and 2 [Page 3 of 7 ]
6 5. Quality Assurance Processes Briefly describe the processes that will yield evidence to demonstrate the quality of the unit. Address the following elements: evidence that the unit supports the university s mission and statewide goals; evidence that the unit s product or outcomes achieve stated objectives; determination of organizational effectiveness; faculty and staff qualifications and reward structures; determination of adequate support staff, equipment, and other resources; and use of results from evaluations to improve the unit s effectiveness. As stated, a new Department of Health Sciences Education will facilitate the delivery of education to M1 students at an existing site. Students who in the past would begin their medical education in Urbana will begin to be educated in Peoria starting in This transition will occur concurrently with the phase out of the UICOM at Urbana and the institution of their new engineering-focused Carle-University of Illinois medical school in Urbana. The existing expectations of the University of Illinois College of Medicine will remain. They include continued LCME accreditation, high pass rates on the credentialing examinations (USMLE1, USMLE CK2, USMLE CS), excellent match rates into competitive residencies and filling or mitigating physician shortages in Illinois. The current structure already includes multiple layers of evaluation by students and peers. In addition, we are taking advantage of the evolution of the UICOM to undergo a curricular transformation across all three remaining UICOM campuses (Chicago, Peoria, and Rockford) with the goal to enhance medical education across the entire COM. 6. Resources Indicate the number of students, businesses, industries, and/or other clients to be served by this unit. Include a description of faculty participation and student involvement in the unit if applicable. Provide a narrative budget statement explain the data in the attached Budget Table. The proposed Department of Health Sciences Education would serve about 55 first-year medical students and consist of approximately eight to ten faculty members as well as support staff. The creation of the new Department is to facilitate the educational program for medical students who will now be completing their first year of medical school in Peoria instead of in Urbana. Creating a new Department of Health Sciences Education is a much more cost effective and an educationally appropriate way of accomplishing this education, versus creating multiple 1-2 person traditional departments. Associated costs of the department would not be a new expense to the University. The only change to the University would be the location the first year program is being delivered. The new Department will have about $1.75 million of annual operating expenses. See attached tables of (1) estimated costs and sources of funds and (2) estimated expenditures of new state appropriations. This will largely reflect a reallocation of resources from the current University of Illinois College of Medicine at Urbana to the College of Medicine at Peoria. Students that were destined to come to Peoria for their second, third and fourth year will instead be able to come directly to Peoria at the start of their first year. After completing a transition process, the UICOM campus in Urbana will close. Parts 1and 2 [Page 4 of 7 ]
7 Capital dollars are necessary to prepare the campus for the additional courses and students. The College of Medicine has submitted and had approved by the university s Office of Budget and Program Analysis an estimated budget for onetime/startup costs (personnel and capital). The startup costs will come from College of Medicine reserves.
